Also along Gaza’s border fence, Israeli forces conduct a limited incursion to level land near Khan Yunis and open fire on Palestinian youths approaching the border fence near Bayt Lahiya, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians at a Friday protest against the Israeli occupation in 3 villages near Ramallah (Ras Karkar, al-Mughayyir, and Bil‘in) and Kafr Qaddum near Qalqilya; 4 Palestinians are injured. Israeli forces confiscate a bulldozer from a Palestinian construction site near Salfit. A Jordanian laborer assaults and moderately injures 2 Israelis in Eilat. The Israeli police say they suspect the attacker of having political motivations. The Jordanian was in Israel with a work visa. His first day of work in Israel was 11/29. (HA 11/30)

In the West Bank, Israeli settlers attempt to set a Palestinian vehicle on fire and throw rocks at Palestinian homes in Urif village near Nablus, causing minor damage. After some Palestinian residents confront the settlers, IDF troops enter the village, sparking clashes with stone-throwing residents; 8 Palestinians are injured. Separately, IDF troops arrest a Palestinian at Qalandia checkpoint when she is found with a knife on her person; arrest 6 Palestinians during further raids near Bethlehem, Hebron, and Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. In East Jerusalem, Israeli forces demolish a Palestinian mobile home in Qalandia refugee camp near Jerusalem. The Palestinian owner was living in the mobile home since Israeli forces demolished his previous home on 6/20. Israeli forces raze a plot of Palestinian land and confiscate a vehicle, demolish 2 car washes, a food shop, several storage buildings and offices in Silwan and Jabal Mukabir; and arrest 5 Palestinians during late-night raids in Issawiyya. Meanwhile, hundreds of Palestinians gather along Gaza’s northern coast to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the protests; 10 Palestinians are injured. Education Minister Naftali Bennett and Justice Minister Ayelet Shaked, both of the Jewish Home Party, announce that they intend to remain in Prime Minister Netanyahu’s ruling coalition and that they are dropping their demand for Bennett to take over the Defense Ministry. “There’s no apocalypse on the way. There are enemies, but not an enemy that worries me,” Bennett says. (HA, JP, YA 11/19)

Haaretz reports that Israel’s Population and Immigration Authority last week increased by 1,500 the number of permits awarded to West Bank Palestinians hoping to work as dishwashers and cleaners in Israeli restaurants, bars, and cafes. The increase is reportedly designed to ease the strain on restaurant owners who are struggling to find enough low-cost labor. Before this increase, approximately 30,000 West Bank Palestinians were permitted to come into Israel to work such jobs. (HA 11/19)

UNRWA commissioner general Pierre Krähenbühl tells reporters that the agency’s budget shortfall, which was created by U.S. president Trump’s decision to slash U.S. aid to UNRWA earlier this year, has been cut to $21 million, following another round of pledges from the EU and several Gulf countries. The deficit was reportedly $64 million as recently as last week. “This is a very encouraging result at the end of a lot of work,” Krähenbühl says. (AFP, TOI 11/19)

Airbnb, a U.S.-based home-share company with listings all over the world, announces that it is removing all 200-some of its listings in Israel’s West Bank settlements. “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians,” a statement from the company reads. In response, Israel’s Tourism Minister Yariv Levin instructs his deputies to restrict the company’s operations across Israel. Strategic Affairs Minister Gilad Erdan calls on the settler-hosts who used Airbnb to sue the company using Israel’s anti-boycott law. “National conflicts exist throughout the world,” he argues. “Airbnb will need to explain why they chose a racist political stance against some Israeli citizens.” (EI, HA, JP, YA, YA 11/19; AJ, BBC, CNN 11/20)

Marking the second major BDS victory of the day, the Canadian Federation of Students, Canada’s largest and oldest students’ association, endorses the BDS movement and condemns the “ongoing occupation of Palestine.” Marking the third, the Quakers in Britain Church, a group 17,000 strong, announces that it is divesting from companies that profit from the Israeli occupation. “This includes companies—whichever country they are based in—involved for example in the illegal exploitation of natural resources in occupied Palestine, and the construction and servicing of the separation barrier and Israeli settlements,” a senior church official explains. Amid rumors of early elections in Israel, Israeli prime minister Benjamin Netanyahu meets with Education Minister Naftali Bennett. Netanyahu reportedly rejects Bennett’s demand to be appointed defense minister. After the meeting, Bennett says that they agreed to call for early elections. Netanyahu then contradicts Bennett, warning against the idea and saying that he “trusts the ministers not to topple a right-wing government and not to repeat the historic mistake of ‘92, when they toppled a right-wing government, put the left in power and brought the Oslo disaster on the state of Israel.” Later, a source close to Netanyahu says the prime minister hopes to maintain his ruling coalition for at least another 6 weeks. At an event in Khan Yunis honoring the Palestinians killed in the recent Israeli assault on Gaza, Hamas’s leader in Gaza, Yahya Sinwar, warns Israel not to test Hamas again, referring to the 11/11 undercover operation that sparked the escalation. “This time you managed to leave with dead and wounded; next time we will release our prisoners from the jails and there will even be soldiers left in our hands.” (HA, TOI 11/16)

In the evening, IDF troops arrest a Palestinian who crossed the border fence into Israel near Jabaliya refugee camp and allegedly set fire to an Israeli greenhouse. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in 2 villages near Ramallah (Jabal al-Risan and Ras Karkar) and Kafr Qaddum near Qalqilya; 5 Palestinians are injured and 6 are arrested. Hamas’s leader in Gaza, Yahya Sinwar, says that Hamas has not made any “deal or understandings” with Israel, despite recent reports of progress in the Egypt- and UN-mediated talks on a potential Hamas-Israel cease-fire. He says that Hamas is instead reaching “understandings” with Egypt, Qatar, and the UN “in order to lift the blockade.” (HA 11/9)

Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 20 Palestinians are lightly injured and 1 is arrested. Elsewhere in the West Bank, IDF troops injure 4 Palestinians during clashes sparked by an arrest raid in ‘Askar refugee camp near Nablus; arrest 6 Palestinians during additional raids near Hebron, Bethlehem, Tulkarm, and Jenin; and patrol near Nablus and Tulkarm. Israeli forces demolish the outer wall of a Palestinian cemetery and the foundation of a planned multi-purpose center near Jenin. Israeli settlers enter the grounds of Palestinian high school in Urif village near Nablus, throwing rocks and sparking minor confrontations with the students; there are no reported injuries or arrests. The organizing committee behind the Great March of Return announces that the protests will resume on 11/9 as planned, but that the demonstrations will be quieter and protesters again will stay away from the border fence, as they largely did during the protests on 11/2. Meanwhile, The Hamas-run Finance Ministry in Gaza pays partial salaries to civil servants across the region. The payment is reportedly made in connection with developments in the ongoing Egyptian effort to broker a de-escalation of violence. (HA 11/8)

After meeting with PA foreign minister Riyad al-Maliki in Brussels, Belgian foreign minister Didier Reynders tweets that Belgium is upgrading the status of the Palestinian mission in Brussels, a significant step toward recognition of the State of Palestine. The specific nature of the upgrade is unclear. Reynders and al-Maliki also sign a joint declaration affirming their intention to further develop bilateral relations in a variety of ways. An incendiary balloon allegedly flown from Gaza sparks a fire in Israel’s Alumin Kibbutz near Beersheba, damaging 1 vehicle. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli forces uproot a number of olive trees from Palestinian land near Tulkarm. IDF troops patrol near Jenin, Tulkarm, Qalqilya, and Hebron. Israeli settlers dump sewage on the grounds of a Palestinian school in ‘Azun ‘Atma village near Qalqilya. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Hizma, Silwan, and the Old City. They also arrest the PA’s governor of Jerusalem, Adnan Ghaith, during a raid in Silwan. The allegations against him are reportedly varied, revolving around land sales in East Jerusalem and PA operations in the city. After meeting with Egyptian intelligence officials in Gaza, the various political factions in Gaza agree to stop launching incendiary kites and balloons into Israel and to stop protesters from setting fire to tires, according to a senior Hamas official. “Friday’s events will be quiet,” adds a member of the Great March of Return organizing committee. The protests on 11/2 are set to proceed no less than 500 meters away from the border fence. Today’s agreement comes amid ongoing Egypt-mediated talks on a possible long-term cease-fire between Hamas and Israel. It also comes one day after Israeli defense minister Lieberman ordered an expansion of the fishing zone off Gaza’s coast. (HA, JP, TOI, YA 11/1)

On the other side of the border fence, Israeli firefighters put out 2 fires allegedly sparked by such attacks. This marks the first instance of Palestinians launching such incendiary devices into Israel since 10/25. Also along Gaza’s border, IDF troops open fire on Palestinian minors approaching the border fence near Dayr al-Balah; 1 Palestinian is injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces deliver a stop-work order to a Palestinian home and 3 makeshift residential structures under construction near Salfit. They also demolish 2 Palestinian residential structures in Yatta near Hebron and confiscate 2 tractors from Palestinian agricultural land near Tubas. IDF troops arrest 12 Palestinians during raids in and around Ramallah, Jenin, Hebron, and Bethlehem; and patrol near Jenin, Nablus, and Hebron. Israeli settlers assault and injure 2 Palestinians and smash the windows of a Palestinian store in central Hebron. Palestinian witnesses say that the settlers assaulted the first Palestinian after he objected to their loud music and use of foul language. The Palestinian and Israeli press reports that Israel has agreed to allow Qatar to transfer money to Hamas to pay the salaries of the civil servants working for its government, in Gaza. It’s unclear if Israel has agreed in principle or if an agreement has been signed. Separately, Palestinian sources say that significant progress has been made in the Egypt-mediated talks toward a long-term cease-fire between Hamas and Israel. They don’t offer details, but they point to recent trust-building steps taken by both sides, including Israel’s decision to allow transfers of diesel fuel into Gaza for the area’s sole power plant and Hamas’s efforts to limit the violence at the ongoing Great March of Return protests. Israeli defense minister Avigdor Lieberman announces that he has ordered Gaza’s fishing zone expanded to 6 nautical miles off the northern coast and 9 nautical miles off the southern coast. Lieberman reduced the fishing zone to 3 nautical miles on 10/17 after rocket fire from Gaza. Sources in the defense minister’s office say that the move comes in the context of the Israeli government’s efforts to maintain calm along Gaza’s border fence. (AS, YA 10/31)

Approximately 3,000 Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on approximately 15 Palestinian boats setting sail in a symbolic protest of the Israeli blockade. Israeli naval forces fire warning shots at the boats, forcing them to turn back to shore, and IDF troops along the border fence open fire on the other protesters; 1 Palestinian is killed and 34 are injured, including 3 paramedics. This brings the death toll stemming from the Great March of Return to 186. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. In the West Bank, Israeli forces demolish a Palestinian home under construction in Atana refugee camp near Ramallah and uproot approximately 550 Palestinian trees outside Bayt Ula near Hebron. The PLO Central Council (PCC) convenes for a 2d day of meetings in Ramallah and reaches a non-binding decision to suspend all PLO and PA agreements with Israel, including those that govern the PA’s security coordination with the IDF, until the Israeli government recognizes the State of Palestine. PA president Mahmoud Abbas vows to implement the decision, a move he has not taken in response to similar PCC decisions in the past. (HA, JP, MNA, WAFA, YA 10/30)

Senior Israeli security officials speculate that the uptick in violence along Gaza’s border fence this weekend stemmed from a power struggle in Gaza between PIJ and Hamas over the ongoing Great March of Return and the potential benefits to come from a cease-fire agreement with Israel. Separately, a senior Israeli political source says that Prime Minister Benjamin Netanyahu is focused on the ongoing negotiations on a cease-fire, rather than preparations for another assault on Gaza. “We can reoccupy Gaza and remove Hamas from power, but there are no volunteers to take Gaza off our hands,” the source says. “If there was someone willing to take responsibility for the strip, we would have taken over it tomorrow.” (HA, YA 10/29)

IDF troops violently disperse protestors near Jabaliya refugee camp, Rafah, and Gaza City; 5 Palestinians are killed and at least 200 are injured. The killings bring the death toll stemming from the Great March of Return to 184. Hours after the protests conclude, unidentified Palestinians launch 34 rockets from Gaza into southern Israel; 17 are intercepted by Israel’s Iron Dome missile defense system and the rest land in open areas, causing no damage or injuries. The Israeli Air Force then conducts a wave of air strikes across Gaza, targeting more than 90 sites and causing extensive damage to many buildings, including a hospital in Gaza City. In the West Bank, IDF troops violently disperse Friday protests against the Israeli occupation and the settlements in Kafr Qaddum near Qalqilya, central Hebron, and 2 villages near Ramallah (Bil‘in and al-Mazra‘a); 2 Palestinians are killed, 8 are injured, and 1 is arrested. Hours before the protests, killings, and air strikes in Gaza, Al-Hayat reports that the Egyptian officials who have been shuttling back and forth between Israel, the West Bank, and Gaza over the past 2 weeks have brokered an understanding between Hamas and the Israeli government. Hamas reportedly agreed to end all violence along the border, including acts of violence perpetrated during Great March of Return protests and all incendiary balloon and kite attacks, in exchange for Israel lifting certain restrictions on Gaza. Separately, Israeli defense minister Avigdor Lieberman says he is “hopeful” that this coming weekend will pass without major clashes along Gaza’s border fence.  He also says that he will need to see a month of calm before implementing any more major changes. “We need to see what happens at least until the end of 11/2018, and then we can reach conclusions one way or another.” (AH, HA, JP, MNA, TOI, TOI 10/26)

Unidentified Gazans launch a rocket into southern Israel, where it lands in an open area, causing no damage or injuries. Israeli aircraft then conduct air strikes on 8 Hamas sites across Gaza late at night, causing extensive damage (there are no reported injuries). Earlier in the day, Israeli forces strike a Hamas outpost in southern Gaza allegedly used as a staging area for incendiary kite and balloon attacks on Israel. On the other side of the border fence, Israeli firefighters put out 7 fires that were reportedly sparked by such attacks. Meanwhile, IDF troops violently disperse hundreds of Palestinians gathering along Gaza’s border fence near Rafah to continue the Great March of Return; 8 Palestinians are injured. In the West Bank, IDF troops arrest 6 Palestinians during late-night raids in and around Nablus and Hebron; and patrol near Nablus and Hebron. In East Jerusalem, Israeli forces arrest a Palestinian suspected of planning to carry out an attack on Israelis after a car chase through the city. They also forcibly remove several Coptic priests from an entrance to the Church of the Holy Sepulchre in the Old City. The priests were holding a sit-in protest against some recent Israel-led restoration work on a contested part of the church. Several of the priests suffer minor injuries. Meanwhile, the Israeli authorities evict a Palestinian family from a 4-story building in Silwan. The family were the last Palestinian tenants of the building remaining after settler group Ateret Cohanim seized control of much of the building in 2015. This brings the death toll stemming from the Great March of Return to 179. Separately, IDF troops stationed along the border fence shoot and injure a Palestinian approaching the border fence near Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries (2 fishermen are arrested). In the West Bank, IDF troops kill a Palestinian during a confrontation sparked by a late-night raid in Tammun village near Tubas. Three other Palestinians are reported injured during the confrontation. Separately, IDF troops conduct raids in Doha village near Bethlehem overnight, sparking clashes with stone-throwing residents; 1 Palestinian is injured. They also arrest 12 Palestinians during late-night raids in and around Bethlehem and Tulkarm; arrest a Palestinian minor in central Hebron when he is found to be in possession of a knife; patrol near Nablus and Hebron. Israeli forces dismantle and seize 2 makeshift structures from a Palestinian school near Tubas. Israeli defense minister Avigdor Lieberman lifts his hold on the transfers of Qatari-funded fuel into Gaza after a period of relative calm along Gaza’s border fence. “In accordance with [DM] Lieberman’s decision from [10/21] and in accordance with recommendations from security bodies, it has been decided that the supply of ‘Qatari fuel’ to Gaza will be renewed starting tomorrow,” his office announces. A senior Palestinian official involved in the Egypt-mediated talks over a long-term cease-fire with Israel says that Hamas may restrain attendance at this afternoon’s planned protests in order to maintain trust with the Egyptians. Israel’s High Court of Justice rules in favor of Lara Alqasem, the U.S. student who the Israeli authorities denied entry into Israel on 10/2 and have detained ever since over her support for BDS. “Since the appellant’s actions do not raise satisfactory cause to bar her to entry to Israel, the inevitable impression is that invalidating the visa given to her was due to the political opinions she holds,” the court’s ruling reads. “If this is truly the case, then we are talking about an extreme and dangerous step, which could lead to the crumbling of the pillars upon which democracy in Israel stands.” (EI, HA, MNA, TOI 10/19)

The UN General Assembly votes to confirm the State of Palestine’s status as next chair of the Group of 77 and China, with 146 votes in favor, 15 abstentions, and 3 opposed (Australia, Israel, and the U.S.). The Group of 77 and China is a group of developing countries who work together at the UN to promote their collective economic interests. It is so called because it had 77 members when it was founded and because China participates but does not consider itself a member. The IDF announces that it recently demolished a tunnel leading from the Khan Yunis area of Gaza into southern Israel. The first shipment of Qatari-funded diesel fuel—450,000 liters on 6 trucks—enters Gaza to supply the region’s only power plant. A UN spokesperson says that 7 more truckloads of fuel are set to enter Gaza on 10/10, with the goal of 15 truckloads entering per day. “In addition to other long-term efforts underway to increase the energy supply, additional fuel for the Gaza Power Plant remains the fastest and most immediate way to increase electricity and help alleviate the humanitarian and related public health needs on the ground,” the spokesperson says. Israeli defense minister Avigdor Lieberman orders the reduction of the fishing zone off Gaza’s coast from 9 nautical miles to 6 nautical miles, citing concerns about the recent violence along Gaza’s border. “The defense minister’s decision was made following the violent rioting over the weekend near the fence and attempts to harm IDF forces and launch confrontational flotillas,” according to a Defense Ministry statement. Al Akhbar reports that the UN has agreed to pay the salaries of Gaza’s civil servants for 3 months and that Israel has agreed in principle to permit 5,000 Gazan merchants to enter Israel for business. The report comes days after similar reports of a deal under which Qatar would pay $60 million for fuel for Gaza’s sole power plant. Meanwhile, senior Israeli defense officials say that PA president Mahmoud Abbas was enraged at the UN plan to transfer Qatari-funded diesel fuel to Gaza, as reported on 10/4. Abbas later confirms that he is considering possible response, including a suspension of the approximately $100 million that the PA transfers to Gaza per month. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. The New York Times reports that the Trump administration has decided to cut the last remaining $10 million in planned aid to the Palestinians this year. The money, which Congress authorized for expenditure in 2017, was set to support programs meant to build relationships between Israelis and Palestinians from the occupied Palestinian territories. USAID has reportedly redirected the $10 million to support similar programs dealing with Jewish Israelis and Palestinian citizens of Israel. “Essentially, USAID was faced with the choice of shutting down the program and losing the funds, or keeping something going,” a congressional aide explains.
