In the West Bank, Israeli settlers uprooted 300 olive trees in al-Khadir. Settlers also wrote racist graffiti on walls of buildings and slashed the tires of 25 vehicles in al-Jib. Israeli forces clashed with Palestinians in al-‘Arub, causing tear-gas related injuries. 12 Palestinians were arrested during late-night raids in and around Ramallah, Qalqilya, Jenin, and Hebron. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. In Gaza, Israel struck targets in Gaza after a rocket was fired from Gaza toward Israel. No injuries were reported, but damage was reported. Israeli forces fired tear gas at Palestinian agricultural lands east of Khan Yunis, forcing farmers to leave. Israeli naval forces fired a water cannon at a Palestinian fisherman, causing damage to his boat. Israel also reduced the fishing zone to 6 nautical miles. 3 Palestinians were arrested after trying to enter Israel by the Gaza fence; all 3 were released on 12/20. The Israeli high court of justice criticized Israeli police handling Palestinian complaints of destruction of their property. The court said the police’s handling of such complaints “is troubling, to say the least” and that in 1 case, “except for taking the Palestinian plaintiff’s statement, the police did virtually nothing.” (HA 12/20)

In the West Bank, 14 Palestinians were arrested, including 11 during late-night raids in and around Hebron, Ramallah, Bethlehem, and Jericho; 3 were arrested at flying checkpoints near Qalqilya. During a raid in Ramallah, 1 Palestinian paramedic was injured by gunfire as Palestinians clashed with Israeli forces; others suffered tear-gas related injuries. In Israel, a Palestinian village was raided by Israeli extremists, slashing the tires of some 20 Palestinian-owned vehicles and writing racist graffiti like “Muhammad is a pig” on buildings, including a mosque. A spokesperson for Israel’s military liaison said that none of the around 1,000 Palestinian Christians in Gaza would be allowed entry to the West Bank to celebrate Christmas or visit family. (REU 12/12; WAFA 12/13; HA 12/14)

In the West Bank, Israeli forces demolished a shack and razed 6 dunams (1.4 acres) of agricultural land in Bayt Umar. Palestinians in Hebron observed a general strike protesting Israel’s plans to make a new settlement and closed fruit and vegetable market in the city, announced on 12/1. During a protest march against the settlement, clashes broke out between protesters and Israeli forces, leading to tear-gas related injuries. 11 Palestinians were arrested during 9 late-night raids in and around Hebron, Dura, Ramallah, Jenin, and Tulkarm; and 2 at a flying checkpoint near Jenin. In East Jerusalem, Israeli settlers damaged 160 Palestinian-owned cars by slashing tires and houses were defaced by racist graffiti like “Arabs = enemies” in Shu‘fat. A Palestinian family demolished a room in their house in Jabal Mukabir after receiving a demolition order on 12/6. 2 Palestinians were arrested during evening raids in the Old City and Issawiyya. Israel’s public security minister Gilad Erdan issued an order banning PA governor of Jerusalem Adnan Ghaith from conducting any PA-related activity in East Jerusalem, including holding meetings, gatherings, and conferences. Governor Ghaith has been arrested by Israel 7 times since becoming governor in 2018. (HA 12/10)

In the West Bank, 1 Palestinian was killed and 1 injured when an Israeli bulldozer crashed into a vehicle west of Hebron. Israeli forces punitively demolished 4 homes of alleged attackers in Bayt Kahil near Hebron, demolished 1 Palestinian-owned house in Asira, and razed a tract of farmland near Husan. Israeli forces also stopped PA minister of culture Atef Abu Saif at the Qalandia checkpoint and told him he was banned from East Jerusalem. 10 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Hebron and, Nablus. Israeli settlers set fire to a Palestinian-owned vehicle and vandalized houses with racist graffiti northwest of Ramallah, cut 30 olive trees in al-Sawiya, and vandalized 4 vehicles in Dayr ‘Ammar. In East Jerusalem, 3 Palestinians were arrested in the Old City. In Israel, 40 vehicles were vandalized and racist graffiti was sprayed on walls in the predominantly Palestinian town of Jaljulia. Israeli prime minister Benjamin Netanyahu announced that his government will transfer $11.5 million for West Bank settlements during a meeting with settler councils. Prime Minister Netanyahu’s announcement comes 1 week after he was indicted in the 3 corruption cases against him. (HA 11/29)

The far-right government that took power after the coup in Bolivia announced that it will renew Bolivia’s diplomatic ties with Israel. The 2 counties have not had diplomatic ties since Operation Cast Lead in 2009. (HA 11/28)

The governments of the Brussels and Wallonia regions of Belgium said they had pulled out of a planned trade delegation going to Israel, citing Israeli violations of international law and lack of progress in the peace process. (HA 12/1)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in several cities; Palestinians were protesting the U.S. administration’s announcement that it no longer considers Israeli settlements in contradiction to international law on 11/18. 82 Palestinians received treatment for tear gas and smoke inhalation and rubber-coated bullet wounds in al-Bireh, Bethlehem, Huwwara, Abu Dis, Ramallah, Hebron, and Tulkarm. Separately, Israeli forces violently dispersed protesters in Silat al-Dahir and Tulkarm, who were demonstrating because of the death of a Palestinian prisoner in an Israeli jail who died of cancer. Israeli forces also demolished a Palestinian-owned house in Qalandia and delivered a demolition notice for a house in Bayt Awa. Israeli settlers vandalized cars and buildings in al-Jaba‘, slashing tires and writing racist graffiti. Israeli settlers also set Palestinian-owned farmland on fire in Madama and in Sabastiyya. 9 Palestinians were arrested during raids in and around Jenin, Qalqilya, Biddu, Bethlehem, and Hebron. Off the coast of Gaza, Israeli naval forces shot and injured 1 Palestinian fisherman. In Gaza, 2 rockets were launched at Israel; 1 was intercepted and the other fell in an open area, causing no injuries or damage. In the West Bank, Israeli settlers vandalized 25 vehicles and wrote racist graffiti on Palestinian-owned buildings, including a mosque, in Qarawat Bani Hassan. Israeli forces ordered Palestinians southeast of Tubas to evacuate 28 dunams of land, uproot olive trees, and demolish a structure. Israeli forces also violently dispersed a protest in Bethlehem, leading to 30 Palestinians suffering tear-gas related injuries. 8 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, and Hebron. In East Jerusalem, 1 Palestinian was arrested in Issawiyya; he was badly beaten by Israeli police. Some 200 Israeli settlers toured the Haram al-Sharif compound. In Gaza, 9 Palestinians were killed in Israeli airstrikes, including a family of 8 in Dayr al-Balah with 5 children; 12 others were wounded. This brings the comprehensive death toll of the Israeli attack on Gaza starting on 11/12 to 33, with at least 111 Palestinians reported injured. Israel later admitted that killing the family in Dayr al-Balah was a mistake and that they believed the house was empty. The Faroe Islands’ foreign minister Jenis av Rana said that the country wants to open a diplomatic representation to Israel in Jerusalem against the wishes of the Danish government. Earlier in the year, the Danish prime minister Mette Frederiksen said that Greenland and the Faroe Islands would have more independence in foreign policy during her government. (Politiken 11/14)

In the West Bank, Israeli settlers vandalized 6 olive trees west of Ramallah. Elsewhere, Israeli settlers vandalized 22 Palestinian-owned vehicles and wrote racist graffiti in Hebrew on walls in Hizma. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, causing tear-gas related injuries. 8 Palestinians were arrested during late-night raids in and around Halhul, Bayt Furik, Jalazun refugee camp, and Ramallah. In Gaza, 104 Palestinians were injured during the 82d weekly Great March of Return protest, including 41 by live ammunition. In the West Bank, Israeli settlers chased Palestinian farmers off their land near Ramallah. Separately, Israeli settlers stole olive harvests in Dayr Sharaf and tools for harvesting olives in Yasuf. Israeli settlers also vandalized more than 20 cars and wrote racist graffiti on walls in al-Bireh. Israeli forces injured a Palestinian man using live ammunition near Jenin; the man was subsequently taken to a hospital. Israeli forces demolished the family home of an alleged attacker in Qalandia, who was killed by Israeli forces in 2011. In the West Bank, Israeli settlers assaulted a Palestinian man trying to prevent them from stealing his olive harvest in al-Jaba‘; the man was taken to a hospital in Bayt Jala. Elsewhere, Israeli settlers vandalized Palestinian-owned vehicles and sprayed racist graffiti on buildings in Marda. 5 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, and Tulkarm. In East Jerusalem, 12 Palestinians were arrested during late-night raids in Issawiyya and al-Tur. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles from Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on Palestinian workers at a landfill east of Jabalia on 2 separate occasions; no injuries were reported but damage to equipment was. In Israel, hundreds of Palestinian citizens of Israel demonstrated against Israeli police’s failure to address violence and illegal gun possession in their communities. In the West Bank, a Palestinian man was rushed to a hospital in Ramallah after being beaten by Israeli forces at a checkpoint outside of Ramallah. Israeli forces also arrested 19 Palestinians during late-night raids in and around Hebron, Bethlehem, Nablus, Qalqilya, Tulkarm, Salfit, and Ramallah. Israeli settlers slashed tires and sprayed racist graffiti on walls in Duma village. Israeli forces razed land and demolished 1 house and 2 greenhouses in al-Walaja. In East Jerusalem, Israeli forces arrested 1 Palestinian during a late-night raid in Issawiyya. In Gaza, Israeli forces made incursions to level land east of Khan Yunis. Israeli prime minister Benjamin Netanyahu said in an interview with the Israeli Army Radio that he “intends to extend [Israeli] sovereignty on all the settlements and the [settlement] blocs . . . sites that have security importance or are important to Israel’s heritage.” PA prime minister Mohammed Shtayyeh said in response that the “Jordan Valley is part of Palestinian lands and any settlement or annexation is illegal,” further stating that the PA will sue Israel in international courts. In the West Bank, 13 Palestinians were arrested during late-night raids in and around Hebron, Tulkarm, Nablus, Jenin, and Ramallah. In East Jerusalem, a Fatah official was arrested in Issawiyya during a late-night raid. Israeli forces also summoned a 6-year-old boy and his father for interrogation after the boy allegedly threw a juice box toward an Israeli police vehicle. Off the coast of Gaza, Israeli naval forces opened fire and used water cannons on Palestinian fishermen. After a confidential report was leaked alleging misconduct by the top management of the UNRWA on 7/29, Switzerland and the Netherlands suspended their funding to the UNRWA. (HA 8/1)

In the West Bank, Israeli settlers vandalized 10 vehicles and sprayed graffiti reading “non-Jews=enemies” on private homes in Sarta near the settlements of Barkan and Revava. Israeli forces demolished a structure under construction in Anata northeast of Jerusalem. The demolition led to clashes with local Palestinians, causing tear gas inhalation injuries. In Dayr Balut near Salfit, Israeli forces demolished 2 caravans and a car wash. 15 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Nablus, and Tubas. The Israeli foreign ministry reprimanded the Chilean ambassador to Israel after the Chilean president Sebastián Pinera visited the Haram al-Sharif compound with PA officials on 6/25. The Israeli foreign minister Yisrael Katz called the tour of the East Jerusalem holy site a “violation of Israel’s sovereignty on the Temple Mount.” (HA 6/26)

The Omani foreign ministry announced that Oman will open an embassy in Ramallah. (AJ, WAFA 6/26)

For the 2d day in a row, officials and businesspeople from the Middle East, Europe, and the U.S. met in Bahrain for the Peace to Prosperity workshop. It was reported that 15 Palestinian businesspeople showed up despite the Palestinian-announced boycott. 1 Palestinian spoke at the conference. The Lebanese prime minister Saad al-Hariri said that his government and the Lebanese parliament oppose the U.S. peace plan. It is believed that $6 billion is set aside for Lebanon to permanently settle Palestinian refugees in Lebanon. Hariri stipulated that, “our constitution bans naturalization.” No Lebanese representative participated in the workshop. (HA, HA, HA 6/26)

In the West Bank, clashes between Palestinians and Israeli forces erupted in Halhul and Hebron during protests against the Bahrain workshop scheduled to start on 6/25. Protests against the workshop were also held in Ramallah, Tulkarm, Yatta, Nablus, Jenin, and Bethlehem. Israeli setters slashed tires and sprayed racist graffiti on 10 Palestinian-owned vehicles and on homes in Sinjil. In the West Bank, Israeli settlers sprayed racist graffiti on several structures, including a mosque, and punctured the tires of 3 vehicles in Kafr Malik near Ramallah. Israeli settlers also uprooted 30 olive trees near Bani Na‘im. Israeli forces arrested 16 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Nablus, and Ramallah. Israeli authorities also approved cutting down around 2,000 olive trees south of Bethlehem. In Gaza, 5 Palestinians were hospitalized after suffering from tear gas inhalation east of Rafah. The chairman of Qatar’s National Committee for the Reconstruction of Gaza Mohammed al-Emadi met Israeli and Palestinian officials in Israel and Gaza to discuss the implementation of the cease-fire agreement reached between Israel and Hamas in May. The Qatari delegation also delivered $20 million for vulnerable Palestinians in Gaza and for humanitarian projects. Some 108,000 families will receive $400 in 4 $100 payments. (HA 6/16; HA 6/17)

Israeli prime minister Benjamin Netanyahu unveiled a sign for a planned community in the Golan Heights called Trump Heights, named after U.S. president Donald Trump. Netanyahu decided to dedicate a settlement construction project to President Trump after Trump unilaterally recognized Israel’s annexation of the Syrian Golan Heights. (HA 6/16)

U.S. special representative for international negotiations Jason Greenblatt told The Jerusalem Post that the U.S. administration may delay the unveiling of the U.S. peace plan until November 2019 because of the upcoming Israeli elections in September. In the interview, Greenblatt also said that he supports U.S. ambassador to Israel David Friedman’s statement from 6/8 that Israel has a right to annex parts of the West Bank. (AJ, HA 6/16)

In the West Bank, Israeli forces sealed the entrances to the villages Nabi Salih and Abud near Ramallah. The sealing of Nabi Salih led to clashes between residents and Israeli forces; no injuries were reported. During late-night raids in Qalandia refugee camp, Israeli forces killed a 23-year-old Palestinian man; 3 other Palestinians were injured and taken to a hospital in Ramallah. Eyewitnesses say that the Palestinians did not pose a threat to the Israeli soldiers. 7 Palestinians were arrested during late-night raids in and around Qalandia, al-‘Izzariya, Beitunia, and Jenin. In East Jerusalem, Israeli settlers vandalized Palestinian-owned vehicles in Bayt Hanina by spraying racist graffiti, slashing tires and braking windows. In the Old City of Jerusalem, an employee of the Jerusalem Islamic Waqf was detained by Israeli police for opening the door to Bab al-Rahma. The Palestinian Prisoners’ Commission said that two Palestinian kids were severely beaten by Israeli forces while in detention after being arrested at Haram al-Sharif. In Gaza, Israeli forces announced that it had expanded the fishing zone for Gaza fishermen to 15 nautical miles off the southern part of Gaza. The middle zone of the Gaza shore will be 12 nautical miles and the northern zone will be 6 nautical miles. The PA announced that government employees for the 2d month in a row would receive only 50 percent of their salary. The PA said that the deduction in the government employees’ salaries was due to its decision not to accept $200 million in tax revenues collected by Israel as Israel deducted $11.5 million from the planned transfer to the PA because some of the money is scheduled to be paid to Palestinian prisoners in Israeli prisons and their families. Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. IDF troops shoot and kill a Palestinian suspected of shooting Israeli soldiers and settlers near Salfit on 3/17. According to Palestinian eyewitnesses, the Israeli soldiers surrounded the suspect’s home in Abwein village near Ramallah and called for him to turn himself in before opening fire at the home. The shooting sparks clashes in the village late at night; 9 Palestinians are injured. Elsewhere in the West Bank, Israeli forces deliver a stop-work order to a Palestinian equestrian facility under construction north of Jerusalem. IDF troops arrest 2 Palestinians during a raid of a Palestinian school in Hebron and 5 more during late-night raids near Hebron, Tubas, and Salfit. They also patrol near Ramallah, Hebron, and Salfit. Late at night, Israeli settlers slash the tires of 17 Palestinian vehicles and leave racist graffiti on nearby walls in Battir village near Jerusalem. In East Jerusalem, Israeli forces demolish a Palestinian school building under construction in Shu‘fat refugee camp. They also deliver a stop-work order to a Palestinian building under construction in Qalandia. Along Gaza’s northern border, hundreds of Palestinians gather to continue the Great March of Return and to cheer on a number of Palestinian fishing boats sailing in a symbolic challenge to the Israeli blockade. The Israeli authorities announce a 4-day closure of the West Bank and Gaza, starting tonight and ending at midnight on 3/23. The closure surrounds the Jewish holiday Purim. In the West Bank, Israeli settlers puncture the tires of 10 Palestinian vehicles and leave racist graffiti on nearby walls in Ras Karkar near Ramallah. Settlers also assault 2 Palestinian shepherds near Hebron and throw stones at a Palestinian school in nearby Urif village, causing no damage or injuries. Israeli forces fire tear gas at Palestinian students at a school in central Hebron; no serious injuries are reported. It’s unclear why the IDF attacked the school. PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Meanwhile, senior Fatah official Mahmoud al-Aloul says that a committee has been formed to put together a list of Israeli products to ban from Palestinian markets in response to the Israeli deductions in tax revenue transfers. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. IDF troops open fire on 2 Palestinians on a motorcycle at the al-Jalama checkpoint near Jenin, killing 1 and injuring the other. The IDF states that the 2 men threw a suspicious object at Israeli soldiers manning the checkpoint. The Israeli press reports that the device was an explosive. After the Popular Front for the Liberation of Palestine (PFLP) and the Democratic Front for the Liberation of Palestine (DFLP) both announce that they will not be participating in Fatah’s plans for a new PA government comprising representatives of various PLO factions, a Hamas spokesperson calls their announcements a “step in the right direction.” He also reaffirms that “there is no alternative to partnership and national consensus.” (JP 2/4)
