Elsewhere, Israeli forces demolished 1 mosque in Dura, 3 agricultural structures in Tarqumiyah, and issued a stop-work notice for 3 stores in Bayt Rima. Israeli forces also violently dispersed Palestinian protesters in al-Khader and Hebron, causing tear-gas related injuries. In the West Bank, armed Palestinians kidnapped 1 Druze citizen of Israel from a hospital in Jenin where he was admitted after suffering life threating injuries in a car accident. Israeli forces shot and killed 1 Palestinian man during a raid in Nablus. In the West Bank, a 14-year-old Israeli settler was shot in the head by a stray bullet in the Kiryat Arba settlement. It was reported that the bullet was assumed to have been fired during a wedding celebration. Israeli settlers threw stones at Palestinian vehicles traveling near Sa‘ir, causing damage. Israeli settlers also vandalized 23 Palestinian-owned vehicles in Beit Iksa, slashing tires and writing racist graffiti. Elsewhere, Israeli settlers attacked 1 Palestinian family harvesting olives near al-Shuyukh with clubs, pipes, and stones, hospitalizing 5 members of the family. Israeli settlers also raided Burin, throwing stones at Palestinian homes, causing damage. Israeli forces shot and killed 2 Palestinians, including a 14-year-old, and injured 4 others during a raid in Jenin refugee camp. Israeli forces also shot and killed 1 Palestinian man during a raid in Beit Duqqu. Israel said it had lifted all restrictions on movement in and out of Nablus after a 3-week siege of the city. Subsequently, PA prime minister Muhammad Shtayyeh toured the city with 30 representatives from foreign countries. Prime Minister Shtayyeh called the siege imposed on Nablus collective punishment. 128 scholars signed a statement urging the UN not to adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism, calling it “divisive and polarizing. The IHRA working definition of anti-Semitism has been criticized for conflating criticism of Israel with anti-Semitism. In the West Bank, Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 11 others during a raid in Jenin refugee camp. The PA called the Israeli raid “an all-out war.” Israeli forces also prevented Palestinian farmers from harvesting olives in Awarta. 7 Palestinians were arrested during late-night raids in Bethlehem and Mazra’a al-Qibliya. In East Jerusalem, 1 Palestinian gunman shot and killed 1 Israeli soldier at a checkpoint near Shu‘fat and injured 3 others. The gunman fled the scene and Israel closed the checkpoint and several others at Shu‘fat and ‘Anata, restricting movement and goods in and out of the cities until 10/13. In the West Bank, Israeli settlers attacked Palestinian homes in Madama with stones, leading to a confrontation between Israeli forces and Palestinians in the village; 8 Palestinians were injured by Israeli settlers and 13 by tear gas fired by Israeli forces. Israeli settlers also threw stones at Palestinian vehicles traveling near Bizarya, causing damage. Elsewhere, Israeli settlers raided Burqa, leading to a confrontation between Palestinians and Israeli forces; no injuries were reported. Israeli forces shot and killed 4 Palestinians and injured 44 others during a raid in Jenin refugee camp, where Israeli forces also fired 4 missiles in residential areas. Al-Aqsa Martyrs’ Brigades said 3 of the casualties were members of their organizations while Islamic Jihad said the 4th was an Islamic Jihad member. The PA and OIC condemned the killings and Fatah called for a Day of Rage. Several Palestinian cities held general strikes over the killings. Later, on 10/10, 1 12-year-old Palestinian boy died of wounds sustained during the raid. The boy was shot in the stomach by Israeli forces using live ammunition. Israel announced that it will start a pilot program to open the Allenby Bridge crossing between the West Bank and Jordan 24 hours a day, beginning on 10/24. Haaretz reported that Shin Bet director Ronen Bar ignored his predecessor’s advice to demote or fire a Shin Bet operative and decided to promote him instead. The operative is accused of rape and demanding the examination of Palestinian women’s genitals. The investigation against the operative was closed in 2021 due to alleged insufficient evidence. UN envoy for the Middle East peace process Tor Wennesland told the UN security council that Israel continues to defy the 2016 security council resolution calling for an immediate halt to Israeli settlement activity in the West Bank. (AP 9/28; MEMO 9/29)

In the West Bank, Palestinian militant factions protested PA cooperation with Israel by burning tires and throwing stones at PA security forces in Nablus and Jenin. In Nablus, 1 Palestinian was killed and 2 were injured during the unrest; the PA claimed it was not present during the killing of the man, who was said to be a bystander. Israeli forces shot and injured 1 Palestinian man during a funeral procession in Beit Umar; others suffered tear-gas related injuries. Israeli forces also fired tear gas at Palestinians protesting a raid in Rumana, causing tear-gas related injuries. A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. In the West Bank, 1 Palestinian man succumbed to injuries sustained by Israeli gunfire on 9/6 during a demolition raid in Jenin; he was the 81st Palestinian killed by an Israeli in the West Bank this year, making 2022 the deadliest for Palestinians in the West Bank since 2015. Israeli settlers erected structures and barbwire fencing near Qusra. Israeli forces arrested 1 construction worker and seized 3 cement tankers in Ein ad-Duyuk at-Tahta near Jericho. The U.S. state department’s annual fiscal transparency report said that the PA has failed to provide complete data on its budget within the required period. The report noted that the budget was not approved by the Palestinian legislator and information about debt was incomplete. The State Department report called on the PA to publish its executive budget. U.S. Assistant Secretary of State for Near Eastern Affairs Barbara Leaf has in recent weeks met with Israeli and PA officials, calling on both parties to ensure that the PA is strengthened as both the U.S. and Israel have expressed concerns that the PA does not have the power to exert control over parts of Area A. The PA has said that the security instability in the West Bank is caused by Israeli raids and that calm would ensue if Israel stopped these raids. Haaretz also reported that Israeli officials have asked Qatar to pressure PA president Mahmoud Abbas to address issues in Jenin and Nablus. U.S. ambassador to Israel Tom Nides, at a counterterrorism summit in Israel, called the Israeli attacks on Gaza on 8/5-8/7 dubbed “Operation Breaking Dawn” “relatively calm” despite 49 Palestinians being killed during the assault. Israel said its probe into the death of journalist Shireen Abu Akleh found that an Israeli soldier “highly probably” shot and killed Abu Akleh in Jenin on 5/11. The Israeli army claimed that Abu Akleh likely was shot by a soldier using a telescopic scope, misidentifying Abu Akleh as a Palestinian militant during crossfire. Abu Akleh was wearing a vest and helmet clearly marking her as a journalist and eyewitnesses and several independent investigations have concluded that no crossfire happened during the killing of Abu Akleh. The Israeli military advocate general’s office said that it will not open an investigation into any potential wrongdoing by any of the soldiers involved. Haaretz reported that the Israeli civil administration was seeking to legalize 30 of 35 agricultural settlement outposts using a new regulation that allows legalizing outposts on “state land.” The move will need the approval of the defense minister and justice ministry. (HA, HA, MEE 9/5)

The Jerusalem municipality planning and building committee approved construction of 700 new settlement units in East Jerusalem in the Givat HaShaked settlement adjacent to Beit Safafa. Israel delayed the implementation of new regulations for foreigners visiting the West Bank outside of Israeli settlements after criticism from the U.S. and others. The coordinator of government activities in the territories (COGAT) also updated the new regulations called “Procedure for entry and residence of foreigners in the Judea and Samaria area,” scrapping some of the most controversial new rules, such as forcing foreign spouses of Palestinians to leave the West Bank for a minimum of 6 months for a “cooling off” period and requiring foreigners to tell the Israeli government if they have started a relationship with a Palestinian resident of the West Bank. U.S. ambassador to Israel Tom Nides expressed concerns regarding Israeli limitations to who can study and teach at Palestinian academic institutions. In Syria, Syrian state media and Russian forces reported that the Syrian air defense had intercepted 2 of 4 Israeli-fired cruise missiles and 7 of 16 guided aerial bombs in Syria. The UN human rights office said it had found that the bullet that killed Al Jazeera journalist Shireen Abu Akleh on 5/11 was fired by Israeli forces and not during crossfire with Palestinian militants as Israel has claimed. A representative of the UN human rights office said that “[i]t is deeply disturbing that Israeli authorities have not conducted a criminal investigation” into the killing of Abu Akleh. The UN representative called the bullets fired by the Israeli forces “well-aimed” at journalists wearing flak jackets with “PRESS” markings. Amnesty International criticized the PA for its response to the killing of PA critic Nizar Banat in June 2021. EU commission president Ursula von der Leyen announced that the frozen $224 million in economic aid to the PA from 2021 had been unfrozen and would be transferred to the PA. The announcement came ahead of a meeting between President von der Leyen and PA prime minister Mohammed Shtayyeh in Ramallah. Von der Leyen later met with Israeli prime minister Naftali Bennett and president Isaac Herzog. Israel’s deputy religious affairs minister Matan Kahana of the Yamina party was filmed telling Israeli high schoolers in the Efrat settlement that “if there was a button that could be pressed, that would remove all the Arabs from here, send them on an express train to Switzerland—where they would live an amazing life, I wish them all the best in Switzerland—I would press that button. . . . there is no such button. We were probably meant to [co]exist here on this land in some form,” Palestinian members of the Israeli parliament attacked Kahana for his remarks and he later apologized for wording his statements poorly. The U.S. White House expressed concern over negotiations between the Israeli spyware company NSO Group and the American defense contractor L3Harris for the latter to buy technology from the former. The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. UN human rights council’s commission of inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel, released its 1st report since receiving its mandate on 5/27/2021. In its report, it pointed to Israel’s continued occupation of Palestinian territory and discrimination against Palestinians as a key factor in recurrent tensions between Israelis and Palestinians. 2d, the report noted Palestinian resentment is fueled by lack of consequences for Israeli human rights violations. A commissioner working on the report said that “Israel clearly has no intentions of ending the occupation. In fact, it has established clear policies to ensure complete permanent control over the Occupied Palestinian Territory.” The report also criticized the PA and Hamas for using the occupation as justification for human rights violations against their own people. Israeli ambassador to the UN Gilad Erdan was elected vice president of the 77th session of the UN general assembly (UNGA), along with 20 others. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. PA prime minister Mohammed Shtayyeh and foreign minister Riyad al-Maliki met with Dutch foreign minister Wopke Hoekstra in Ramallah. Foreign Minister Hoekstra also met with representatives from the Palestinian NGO Al Haq, drawing ire from Israel as Al Haq is 1 of 6 Palestinian rights organizations that were deemed terrorist organizations by Israel in 10/2021. Hoekstra subsequently told reporters that “there isn’t a single European state—nor the United States—that has arrived at the same conclusions as has Israel [in regards to the terrorism accusations]. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound to clear the area for Israeli settlers; 15 Palestinians were injured by baton rounds and tear gas, and some 60 were arrested. The Israeli ministry of housing and construction added 468 settlement housing units in the Givat Hamatos settlement in East Jerusalem to its lottery, providing steep discounts to the winners of the lottery in purchasing the settlement units. PA prime minister Mohammed Shtayyeh met with EU commissioner for Neighbourhood and Enlargement Olivér Várhelyi in Ramallah. The 2 discussed Várhelyi’s insistence that the PA rewrite its schoolbooks to have EU financial support for the PA released. Prime Minister Shtayyeh told Várhelyi that the PA refuses Várhelyi’s demands. Várhelyi has been a lone voice in the EU for demanding the revision of PA schoolbooks as a condition for the EU releasing its annual aid to the PA. (WAFA 3/24)

Haaretz reported that Israeli soldiers are forced to register information about at least 50 Palestinians during their shifts at checkpoints and guard posts, and those who do not fill their quota are not allowed to leave their post until they have registered their quota. The registration of information is used in Israel’s Blue Wolf system, a database with photos and details about random Palestinians living in the West Bank including ID number, age, gender, residence, license plate number, and contacts. The Blue Wolf system was 1st reported by the Washington Post in November 2021. In footage obtained by the Israeli anti-occupation group Breaking the Silence, a security coordinator at an Israeli settlement is also heard telling Israeli soldiers to photograph foreign activists in the West Bank to make sure they will not be allowed to enter Israel at Ben Gurion Airport next time they try to enter. The security coordinator at the Gilad settlement outpost was arrested by Israeli forces on suspicion of having aided settler vandalism in Fara‘ata in the West Bank on 3/14. Another security guard at the settlement was also arrested for partaking in the vandalism. (HA 3/17)

The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. Furthermore, the 3 supreme court justices ruled that the families must pay $9,100 in court fees. (HA 3/15; HA 3/18)

The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. The Israeli supreme court ruled to allow 4 Palestinian families in Sheikh Jarrah to stay in their properties until a final decision on the property rights are made. The 4 families have been threatened with eviction as Israeli settler organizations have claimed ownership of their properties, which the families have lived in since 1951. Part of the temporary agreement with the Palestinian families is that they must pay a nominal rent, which will be held as escrow until a final decision is made by the Israeli ministry of justice—a process that could take years. The Israeli high court of justice denied a petition by Palestinians in Hebron to end Israeli forces’ use of a building on Palestinian-owned land in Hebron, saying that returning the land to its Palestinian owners would be a security risk. Israel has expressed its desire to expand Israeli settlements in Hebron on parts of the Palestinian-owned land that the Israeli forces use. (HA 3/2)

The Israeli Jerusalem district planning and construction committee rejected a petition by the committee of Muslim cemeteries and Palestinian landowners to block plans to construct a promenade at al-Yusufiya cemetery at the Old City walls in East Jerusalem. The Israeli military said it had sent its findings relating to the death of an 80-year-old Palestinian American man who died while being detained by Israeli forces on 1/12 to the U.S. A statement said that the military’s investigation had found wrongdoing, moral failure, and failure of judgement in relation to the death. The commander of the Netzeh Israel unit was rebuked, and 2 company and platoon commanders were dismissed, but no one was held directly responsible for the killing of the Palestinian man. U.S. state department spokesperson Ned Price said on 2/1 that the U.S. “expects a thorough criminal investigation and full accountability in this case.” PA prime minister Mohammed Shtayyeh called the military investigation a “sham” and pointed out that Israel only conducted the investigation due to the man’s American citizenship. PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to a state department readout of the conversation, the 2 spoke about “the importance of strengthening the U.S. relationship with the Palestinian Authority and the Palestinian people, as well as the need to improve quality of life for Palestinians in tangible ways . . . Israel’s defense minister Benny Gantz defended his meeting with PA president Mahmoud Abbas during a session at the Knesset, saying that it is in Israel’s interest to strengthen the PA. Lebanon said it had arrested 35 people claiming to be Israeli spies working to infiltrate Palestinian organizations in Lebanon, Hezbollah, and the Lebanese intelligence agency. 15 had since been released, as Lebanon found that they were not spies working for Israel, and Lebanese intelligence confirmed that at least 12 were connected to Israel. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound.
