In the Gaza Strip, the IDF continues its assault with strikes on around 53 targets, killing 12 Palestinians and injuring dozens more. Also, IDF troops stationed nr. the border shell areas across the fence with artillery in 2 incidents. The armed Palestinian groups launch over 120 projectiles into Israel; of which, 102 land in open areas, 4 in urban areas, and 16 are intercepted by Iron Dome batteries. Also, Israeli authorities reopen the Erez border crossing, after closing it on 8/24. In the West Bank, a Palestinian teenager dies from injuries sustained in clashes with IDF troops on 8/15. The IDF conducts house searches and raids in 2 neighborhoods in Ramallah, Tulkarm r.c., and 1 suburb of Tulkarm, arresting 4. During the day, IDF troops conduct patrols in al-Fawar r.c., Hebron, and 1 village nr. Hebron; establish mobile checkpoints in 1 village nr. Hebron and 2 villages nr. Ramallah. In a village nr. Salfit, PA security forces detain 3 armed Israeli settlers and turn them over to IDF troops. In East Jerusalem, Israeli security forces enter Silwan to set up a mobile checkpoint and raid several houses. Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. The U.S. has sent Israel and Egypt a draft of the principles in the past 2 days. The Jordanian draft includes an international monitoring mechanism and the other 2 do not. (JP, REU 8/25)

In the Gaza Strip around midday, an armed Palestinian group launches 3 rockets into Israel that land in an open area nr. Beersheba, breaking the 24-hour extension to the previous 5-day cease-fire. The IDF responds with air strikes, hitting approximately 25 targets across Gaza, killing 2 Palestinians and injuring over 50. In 1 incident late at night, IDF troops launch 6 missiles at a house in Gaza City in an attempt to assassinate Mohammed Deif, Izzeddin al-Qassam Brigades commander. Deif’s wife and 7-mo.-old son, as well as 3 other Palestinians, are killed in the attempt. The armed Palestinian groups fire over 50 projectiles into Israel, with 1 rocket hitting a highway nr. Tel Aviv and around 14 intercepted by Iron Dome batteries. At a hospital in Turkey, 1 Palestinian succumbs to injuries sustained earlier in the assault. Overnight in the West Bank, the IDF conducts house searches and raids in Dayr Istya, Hebron, 3 villages nr. Nablus, 1 village s. of Hebron, and 1 village n. of Tulkarm, arresting 13 Palestinians. In the morning in Cairo, Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct talks on a long-term ceasefire agreement, specifically the Israeli demands for Hamas’s disarmament and the Palestinian demands for lifting the blockade. Head of the Palestinian delegation al-Ahmad says “maybe we will reach an agreement and maybe not.” Palestinian negotiator Qais Abdel Karim says the Israelis have proposed measures that would comprise “not removing the blockade but easing it.” Hamas spokesperson Fawzi Barhoum says, in an email to CNN, that “if Netanyahu does not understand our message and people’s demands in Gaza through political language, we know a way to make him understand.” After hostilities resume in Gaza, both Israel and the Palestinian factions accuse the other of violating the cease-fire and instruct their reps. to end the negotiations. German, French, and British diplomats begin circulating a document containing principles for a new United Nations Security Council (UNSC) res. at the UN’s New York headquarters. The principles include a return of PA control to Gaza, reconstruction under international supervision, and a return to Israeli-Palestinian peace negotiations. U.S. and Israeli diplomats have been briefed on the initiative. (HA 8/21)

The IDF continues its ground invasion, as well as air strikes in the Gaza Strip, killing 53 Palestinians, including 8 mbrs. of a single family killed in Bayt Hanun. Jerusalem, and in Shuqba village nr. Ramallah. The IDF conducts house searches and arrest raids in Hebron at night; patrols in 3 villages each nr. Jericho and Ramallah, and 1 village nr. Salfit in the afternoon. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin). There are no serious injuries, except in Nabi Salih, where 1 is hit by a bullet, and Ni‘lin, where another is hit by a bullet. In East Jerusalem, Israeli security forces clash with Palestinians at Haram al-Sharif, 9 are taken to the hospital, including at least 4 injured by rubber-coated metal bullets. The Israeli security cabinet meets to discuss expansion of the ground operation, with Netanyahu saying that “since there is no way to deal with the tunnels only from the air, our soldiers are doing it now from the ground.” Meanwhile, Pres. Abbas asks France to lobby Hamas’s regional allies Turkey and Qatar to pressure the Palestinian group to accept a ceasefire. French FM Fabius meets Abbas in Cairo after flying out specifically to boost efforts at reaching a cease-fire. Abbas then heads to Turkey for talks with PM Recep Tayyip Erdogan. U.S. Pres. Obama, meanwhile, speaks with PM Netanyahu, underscoring Israel’s right to defend itself, but also stressing the risks of “further escalation.” In New York, the UNSC holds an emergency meeting at the request of Jordan, where it is announced that Secy.-Gen. Ban will head to the region the next day. On the 5th day of OPE, the IDF strikes multiple targets across the Gaza Strip, killing approximately 48 Palestinians, including 21 in a single strike on the home of a senior police commander in Gaza City. Air strikes also hit a center for the disabled, killing 2. The IDF warns Palestinians in the n. Gaza Strip to “leave their homes for their own safety,” adding that “it’s unsafe to be nr. Hamas.” Israel’s targets expand to include civilian institutions with suspected Hamas ties. Israeli naval forces raid the beach at al-Sudaniyya in the n. Gaza Strip, and clash with al-Qassam Brigades fighters. Palestinians fire some 70 rockets into Israel, and at least 6 are intercepted by Iron Dome batteries. In the evening, al-Qassam Brigades launches 10 rockets toward Tel Aviv, but they cause no damage or casualties. Overall, 2 Israelis are injured nr. Beersheba in the day’s barrage. In addition to s. and c. areas, rockets also land nr. Efrat settlement in the West Bank, causing no damage. Addressing the crisis in Gaza, the UNSC issues a presidential statement calling for a “de-escalation of the situation, restoration of calm, and reinstitution of the 11/2012 ceasefire.” It also expresses “serious concern regarding the crisis related to Gaza and the protection and welfare of civilians on both sides” and calls for “respect for international humanitarian law.” Media reports suggest that a cease-fire proposal is being drawn up at the initiative of the Palestinians with the involvement of Egypt and Qatar, but Islamic Jihad dep. head Ziad al-Nakhleh dismisses this as a rumor. State Dept. dep. spokesperson Harf says that the U.S. has strong evidence Hamas was “involved” in the killing of 3 Israeli settler teenagers whose bodied were discovered on 6/30, but does not directly say the group is responsible. The UNSC issues a statement unanimously condemning the killings, urging Israel and the PA to cooperate in bringing those responsible to justice. Meanwhile, Israel’s security cabinet meets for the 2d time in 2 days. Ministers are reportedly divided over the nature of any further action in the Gaza Strip or West Bank. (HA, JP, REU 7/1)

Meanwhile, a group of Palestinians in Ramallah gather to protest PA-Israel security collaboration, leading to clashes with PA security forces in which 1 bystander is killed and 2 protesters are wounded. The IDF conducts house searches and arrest raids in Nablus, Balata r.c., ‘Askar r.c. and 1 nearby village, 3 villages nr. Jenin, Hebron and al-‘Arub r.c. and 1 village nearby, and Tulkarm at night. Israeli settlers open fire on Palestinians nr. Ramallah, causing no injuries. Separately, settlers open fire on Palestinians gathered in al-Bireh for a funeral, injuring 1. The PA issues a statement announcing it has begun official procedures to request an emergency session of the UNSC in response to the ongoing Israeli operation in the West Bank, citing “collective punishment,” 5 Palestinian deaths to date, and more than 400 arrests. Meanwhile, Russia’s UN Amb. Vitaly Churkin proposes a statement to the UNSC that would condemn the Israeli operation, but it is not agreed on. In the Israeli-occupied Golan Heights, an antitank projectile fired from inside Syrian territory kills 1 Israeli civilian, a 13-year-old child, and wounds 2 others. The targeted vehicle was delivering water for the Israeli Ministry of Defense. In response, Israeli tanks fire at Syrian army positions. Later, Israeli forces launch land and air strikes at 9 Syrian army positions, killing 4 and injuring 9, according to the Syrian Foreign Ministry. Israeli PM Netanyahu unfreezes plans for 1,800 settlement housing units and Housing Minister Uri Ariel publishes tenders for a separate 1,500 housing units in East Jerusalem and the West Bank. Ariel describes the move as an “appropriate Zionist response to the Palestinian terror govt.” Palestinian chief negotiator Saeb Erekat warns of Israeli efforts to annex areas of the West Bank and calls on the international community to boycott settlement products and hold Israel accountable. PLO official Ashrawi says the Palestinians will address the latest settlement expansion at the UNSC. Israeli PM Netanyahu says that “the idea of taking unilateral steps is gaining ground” among Israel’s political class, particularly in light of the collapse of U.S.-led negotiations, in an exclusive interview published by Bloomberg View. Netanyahu’s office subsequently clarifies that this is not a reference to any intention to evacuate settlements. Economy Minister Naftali Bennett welcomes the remarks and urges the adoption of his plan, which would include the annexation of parts of the West Bank. China and Russia veto a UN Security Council (UNSC) res., drafted by France, referring the Syrian crisis to the International Criminal Court (ICC) for an investigation into possible war crimes. The 13 other mbrs. of the UNSC vote in favor. It is the 4th time that China and Russia have blocked Western-drafted resolutions on Syria since spring 2011. Meanwhile, the Organization for the Prohibition of Chemical Weapons (OPCW) says that the last 100 tons of Syria’s declared stockpile of precursors for poison gas and nerve agents are ready for transport, but Syrian authorities say it is too dangerous to move them for the time being. A second round of UN-sponsored peace talks on Syria gets underway in Switzerland, with no sign of even a modest breakthrough. Meanwhile, Russia and China frustrate efforts to draw up a UNSC res. that would raise the prospect of sanctions against Damascus without unrestricted access for the delivery of humanitarian aid. Reps. from Russia promise to veto the res., saying that it would prepare the way for military strikes against the Syrian govt. Meanwhile, the OPCW says in a statement that Syria has shipped a 3rd batch of chemical weapons material out of its territory via an internationally accompanied Norwegian cargo vessel. The head of Iran’s Atomic Energy Organization, Ali Akbar Salehi, says that Tehran has developed new, more powerful centrifuges, used for enriching uranium. As he departs Israel, U.S. Secy. of State Kerry says that Israel and the Palestinians are closer than they have been in years to achieving a peace deal. Speaking to reporters at Ben Gurion Airport, Kerry issues an upbeat assessment following 2 days of meetings with Netanyahu (who he met on 3 separate occasions) and Abbas (who he met once). Kerry says that 160 experts were involved in preparing a security plan presented by Gen. John Allen during the trip to both Netanyahu and Abbas (the details of which are not revealed). Separately, Israeli FM Lieberman tells the annual Saban Forum at the Brookings Institution in Washington that a deal is unlikely but talks are positive if only for the sake of conflict management. An explosion targets IDF troops patrolling the border fence between the Israeli-occupied Golan Heights and Syria, causing no injuries or damage. Army investigations conclude that the blast was from a bomb remotely-detonated as troops passed by. (YA 12/6; AFP 12/7)

The Organisation for the Prohibition of Chemical Weapons announces in a statement that it has verified the destruction of Syria’s unfilled munitions, as well as the destruction of parts of buildings at weapons production facilities. (AP 12/6)

The UNGA approves Jordan’s 2-year term on the UNSC, taking the place that Saudi Arabia rejected on 10/18 as a protest over the UN’s response to the civil war in Syria. Jordan will assume its role on 1/1, having secured 178 votes from the body’s 193 mbrs. (AFP 12/6)

In the Gaza Strip, Israeli forces launch air strikes targeting 2 chicken farms, a border fence tunnel, and an Islamic Jihad training site nr. Khan Yunis. There are no injuries reported in any of the attacks. IDF troops also conduct a limited incursion in s. Gaza to level land nr. the border fence. The IDF also shells agricultural land nr. Gaza City, with no damage or casualties. Separately, a Palestinian fighter is killed in an accidental explosion in Gaza City. Following the 11/16 decision by Hamas officials, Ma’an News Agency’s office in Gaza City reopens, following 4 mos. of closure, with the authorities also announcing that Al-Arabiya TV’s offices would also reopen. Hamas closed the 2 news organizations on 7/25 after they reported that Muslim Brotherhood officials who had fled Egypt were being sheltered in the Gaza Strip. (MNA 11/19)

UNRWA Under Secy.-Gen. Jeffrey Feltman tells the UN Security Council (UNSC) that the agency will be unable to pay salaries to roughly 30,000 employees in 12/2013, including teachers and medical personnel, due to a $36 m. deficit. Meanwhile, hundreds of teachers gathered outside the High Court of Justice in Ramallah after the PA appealed to the court with the claim that the limited strike launched on 11/17 was in contravention of labor laws. A double suicide bombing kills 23 outside the Iranian embassy in Beirut, including an Iranian diplomat. The attack was claimed by al-Qa‘ida linked group Abdullah Azzam Brigades that, in a statement, said their demands were the withdrawal of Hizballah forces from Syria and the release of Salafist jihadists from Lebanese jails. Following the bombings, Hizballah’s dep. leader Naim Kassem says that the group will not be swayed from its course of support for the Syrian govt.
