In Tel Aviv, Israeli employees of Israel Railways denied an Israeli woman entry to the train platform because she was wearing a t-shirt from the organization Looking the Occupation in the Eye. PA president Mahmoud Abbas declared a 30-day state of emergency to combat the Covid-19 pandemic as cases started to rise. (WAFA 8/25)

The Israeli state prosecutor closed an investigation into the killing of 1 Palestinian man who was stabbed to death by an Israeli settler on 6/21 at a settlement outpost outside of the Ariel settlement, claiming that the settler could have acted in self-defense. (HA 8/25; AJ, MEMO 8/26)

Israel indicted Islamic Jihad leader in the West Bank Bassam al-Saadi on charges of membership, support, and activity in a terrorist organization. (HA, REU, WAFA 8/25)

In Syria, Syrian state media and Russian forces reported that the Syrian air defense had intercepted 2 of 4 Israeli-fired cruise missiles and 7 of 16 guided aerial bombs in Syria. UNRWA commissioner-general Philippe Lazzarini told the UN security council that the UNRWA is facing an existential threat given its chronic underfunding and coordinated attacks to delegitimize the agency. (MEE 8/26)

PA health minister Mai al-Kaila announced that the PA was closing schools in the West Bank for 10 days to curb the spread of the Omicron variant of the COVID-19 virus. Health Minister al-Kaila said that the PA is not considering further lockdown measures. (HA 2/5)

PA prime minister Mohammed Shtayyeh addressed the African Union, urging the organization to reverse its decision to include Israel as an observer state. Prime Minister Shtayyeh said, “Your excellencies, I’m sorry to report to you that the situation of the Palestinian people has only grown more precarious. The decision to grant Israel an observer status is a reward that [Israel] does not deserve, and we call for this decision to be withdrawn.” During the summit, Shtayyeh met with the leaders of Nigeria and Algeria and the foreign ministers of Tunisia, Egypt, and Botswana. In the West Bank, Israeli settlers with military escort raided al-Lubban ash-Sharqiya, leading to clashes between Israeli soldiers and Palestinians; 1 Palestinian was injured by a tear gas canister to his shoulder. Israeli forces raided a secondary school in Tuqu‘, physically assaulting 2 staff members and causing tear-gas related injuries among students and staff. 4 Palestinians were arrested during raids in Kharas, Tubas, Dheisheh refugee camp, and Anabta. In East Jerusalem, Israeli settlers opened fire in Sheikh Jarrah; no injuries were reported. 1 Palestinian minor was arrested in Sheikh Jarrah. Israeli forces demolished 1 Palestinian-owned home in Jabel Mukaber, leading to clashes with Palestinian protesters. Israeli forces also demolished 1 Palestinian-owned home in Silwan. In Gaza, 1 Israeli worker doing maintenance work on the Gaza fence was shot and lightly injured by militants in Gaza. An Israeli court denied the Israeli government’s request to demolish 41 Palestinian homes in the Israeli town Qalansawe. The Palestinian Israeli homeowners complained that Israel is using the installation of power lines as an excuse to demolish their homes when they can dig the power lines underground, as is done elsewhere. PA president Mahmoud Abbas extended the Covid-19 related state of emergency by 30 days. The state of emergency has been in effect since March 2020 when the 1st case of the Covid-19 virus was detected in Palestine. (WAFA 12/29)

Finland supported PA payments for medical referrals to East Jerusalem hospitals with $2.25 million. (WAFA 12/29)

In the West Bank, Israeli forces delivered stop-work notices for 1 agricultural structure, 1 residential structure, 1 water well, and 1 playground in Susiya. Israeli forces arrested 3 Palestinian farmers and seized their tractor in al-Rakiz. 6 Palestinians were arrested during raids in Biddu, Beit ‘Anan, Bethlehem, Kafr ad-Dik, and Qarawat Bani Hassan. In East Jerusalem, Israeli settlers fenced off houses in Sheikh Jarrah with barbed wire, set up surveillance cameras, and assaulted 1 member of the Salem family, the owners of the land; the family is threatened with forced eviction. 1 Palestinian family demolished their own 3 houses on a plot of land in Silwan, displacing 35. 2 Palestinians were arrested in Isawiya. UNESCO added Palestinian embroidery, tatreez, to the list of Intangible Cultural Heritage. PA prime minister Mohammed Shtayyeh thanked UNESCO for “protect[ing] our Palestinian identity, heritage and narrative, in the face of the occupation’s attempts to steal what it does not own.” Prime Minister Shtayyeh’s comment follows criticism of Miss Universe contestants dressing in Palestinian thobes while promoting Israel during events linked to the Miss Universe competition in Israel last week. The spokesperson for Christian churches in the Holy Land charged Israel with discriminating against Christian tourists by closing off Israel and the West Bank to foreign travelers due to the COVID-19 pandemic while at the same time allowing Jewish-only “Birthright” tourism. An official from the Catholic church called Israel’s discrimination shocking. (AP 12/15; DT 12/18; LT, TOI 12/19)

Al Monitor reported that Qatar and Israel had agreed to a bilateral agreement on allowing diamond trade between the 2 countries. The reporting suggested that Israeli diamond merchants will be allowed to enter Qatar and Qatari merchants will be able to enter Israel. Qatar and Israel have not had official ties since 2009. The Israeli supreme court criticized interior minister Ayelet Shaked for maintaining a ban on Palestinian family reunifications, despite the ban legally expiring in July this year. (HA 12/15)

U.S. senator Rand Paul (R-KY) blocked the passage of $1 billion in additional military aid to Israel, allegedly to replenish the Iron Dome arsenal. The Senate has been trying to pass the additional military aid to Israel through unanimous consent, but Senator Paul has blocked the 4 efforts. Senator Paul insists that the funding for Israel’s military should be deducted from aid earmarked for Afghanistan. (TOI 12/16; MEMO 12/18)

In the West Bank, Israeli forces raided the home of Hassan Yousef, a member of the PLC for Hamas, in Beitunia and arrested him. Israeli forces also raided Rummana, dispersing Palestinians protesting the raid with tear gas. Elsewhere, Israeli forces delivered a demolition order for a house under construction in Nahalin. Israeli forces had arrested and severely beaten a man during a late-night house raid in Qalqas; the man was later admitted to a hospital in Beersheba. 2 others were arrested during late-night raids. In East Jerusalem, 20 Israeli settlers vandalized 12 Palestinian-owned vehicles in Bab al-Zahara. 1 Palestinian was arrested in Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabalia refugee camp and 6 nautical miles north of Rafah; no injuries were reported. In Lebanon, 4 people were killed and 7 injured during a shootout in the Burj el-Shemali refugee camp. The event unfolded during the funeral procession for 1 person who was killed during an explosion in the camp on 12/10. There were differing reports of the events, including 1 that said the shooting was between Hamas and Fatah members. Hamas claimed that the killings were ordered by the PA. Israeli prime minister Naftali Bennett arrived in the UAE for meetings with UAE foreign minister Abdullah bin Zayed Al Nahyan and later, on 12/13, with Crown Prince Mohammed bin Zayed Al Nahyan. This marked the 1st time an Israeli prime minister visited the UAE, planned since the normalization deal between the 2 countries in 2021 but postponed due to the COVID-19 pandemic. The Washington Post reported that Israel had conducted air strikes in Syria on 3/5/2020 and 6/8/2021, allegedly to counter Syria’s chemical weapons program. (TOI, WP 12/13; HA, MEMO 12/14)

Administrator of USAID Samantha Power said during a speech at a gala hosted by the Alliance for Middle East Peace that aid to Palestinians suffers under politicization, which makes it controversial. Administrator Power said that aid to Palestinians had broad consensus for decades but that that consensus had been waning. (HA 12/12)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles driving on Route 60 near the Yitzhar settlement, causing damage. Israeli settlers also started construction on a pool near a water spring in Khirbet al-Farisiya. Israeli forces violently dispersed Palestinian protesters in Beita, killing 1 Palestinian man with a shot to his head; 68 others were injured, including 4 with rubber-coated bullets. The PA foreign ministry called in the ICC to take action against Israel’s killing of Palestinian protesters. The man was the 9th victim of Israeli gunfire related to the weekly anti-settlement protest in Beita since May. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with rubber-coated bullets, including 2 minors. 5 Palestinians were arrested during late-night raids in Beitunia and al-Bireh. In East Jerusalem, 2 Palestinians were arrested in Isawiya and Jabel Mukaber. Off the coast of Gaza, Israeli naval forces arrested 2 Palestinian fishermen and confiscated their boat. In Gaza, Israeli forces opened fire at Palestinian bird hunters near the Gaza fence; no injuries were reported. In Lebanon, an explosion killed 1 and injured 4 others in the Burj el-Shamali refugee camp. Sources in the camp said the explosion happened in a Hamas weapons depot; however, Hamas denied the claim, saying the explosion was due to an electrical fault in a warehouse storing oxygen and gas cylinders for COVID-19 patients. In promotional material for the upcoming book Trump’s Peace: The Abraham Accords and the Reshaping of the Middle East by Israeli journalist Barak Ravid, it was revealed that former U.S. president and likely candidate for the Republican presidential ticket in 2024, Donald Trump, made significant U.S. policy changes to help former Israeli prime minister Benjamin Netanyahu win elections in Israel. Former President Trump told Ravid that he recognized the Golan Heights as part of Israel and, separately, announced plans to move the U.S. embassy to Jerusalem to help Netanyahu, who was struggling in the Israeli elections. Trump also told Ravid that he left the Iran Nuclear deal because of Israel and dismissed the idea that it was due to Israeli intelligence, mocking the idea that Israel had presented anything new at the time. Ravid further reports in his book that Trump believes that Netanyahu never had any interest in making peace with the Palestinians. Trump explained to Ravid that PA president Mahmoud Abbas “was almost like a father” and that he thought Abbas wanted to make peace more than Netanyahu. Trump acknowledged to Ravid that his strategy of pressuring the Palestinian leadership back to negotiations after recognizing Jerusalem as the capital of Israel had failed, saying “[t]hese are hardened people.” Netanyahu and Trump had a significant personal fallout due to Israel’s push to annex most of the West Bank, outside of the framework of the Trump administration’s plan for a peace deal. It was also revealed that Trump now holds a grudge against Netanyahu because Netanyahu congratulated U.S. president Joe Biden on his election win in 2020, which Trump has falsely claimed to be fraudulent and has never officially conceded. In Ravid’s book Trump’s Peace, new details about the normalization agreement between Israel and the UAE are also revealed. According to Ravid, Avi Berkowitz, aide to senior advisor to the president Jared Kushner, suggested to Netanyahu on 6/30/2020 that he normalize relations with the UAE instead of moving ahead with annexation of parts of the West Bank. The UAE ambassador to the U.S. Yousef Otaiba had been in talks with the U.S. about normalization since March 2019 and had been pushing normalization with Israel. Ravid also writes in his book that UK ambassador to the UN Karen Elizabeth Pierce warned Berkowitz and U.S. special envoy to Iran Brian Hook that the UK and other countries would recognize the State of Palestine if Israel moved forward with annexing parts of the West Bank. In the West Bank, Israeli settlers vandalized Palestinian property in al-Bireh, drawing the star of David and writing racist slogans on a building and a vehicle. Israeli forces demolished 3 houses in al-Walaja and 1 agricultural structure in al-Khader. Israeli forces also sprayed herbicides on olive crops in Battir, damaging 70 olive seedlings. 7 Palestinians were arrested during late-night raids in and around Jenin, Ya‘bad, Husan, Bayt Awa, and Hebron; Israeli forces shot 1 Palestinian with live ammunition protesting the raid in Husan. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber. PA prime minister Mohammed Shtayyeh said during a cabinet meeting that the PA had only received 10% of the usual contributions to its economy that it receives from foreign donors, leading to a very difficult financial situation. Prime minister Shtayyeh also pointed to Israeli deductions in the PA’s tax revenue and the COVID-19 pandemic as contributing to the PA’s financial hardship. (WAFA 11/9; MEMO 11/10)

Jordanian king Abdallah II and foreign minister Ayman Safadi met with head of the United Arab List Mansour Abbas in Amman, to discuss the 2-state solution and King Abdallah’s custodianship of the holy places in Jerusalem. Israel’s environmental protection minister Tamar Zandberg of Meretz (Vigor) said that the Israeli government was violating the coalition agreement by continuing to expand settlements in the West Bank. Environmental Protection Minister Zandberg also said she was dismayed by the targeting of Palestinian rights organizations in the West Bank. (HA 11/9)

Colombia’s president Iván Duque Márquez opened a trade office to Israel in Jerusalem, during a visit. The PA condemned the move and called on Colombia to reverse the decision. (TOI 11/9; WAFA 11/10)

UN humanitarian agencies and the Association of International Development Agencies, representing more than 80 NGOs, issued a statement in support of the 6 Palestinian rights organizations that were declared terrorist organizations by Israel’s defense minister Benny Gantz on 10/22. In the West Bank, Israeli forces violently dispersed Palestinians protesting near Bayt Dajan, injuring 5 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 11 with rubber-coated bullets and 17 with tear gas. Israeli forces also violently dispersed Palestinians protesting in Kafr Qaddum, injuring 1 child with a rubber-coated bullet. UNRWA commissioner-general Philippe Lazzarini said that the agency is facing an “existential” budget crisis and currently needs $120 million to keep running its education and health care service. Commissioner-General Lazzarini said that many donors had decreased their funding due to the COVID-19 pandemic’s impact on their economies.
