In the West Bank, 7 Palestinians were arrested during late-night raids in and around Qalqilya, Nablus, Salfit, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces struck several targets, causing damage; no injuries were reported. An IDF spokesperson said that the attack was in response to a rocket fired at Israel on 12/25. The organizing committee of the Great March of Return announced the suspension of the weekly Great March of Return protest to the end of March 2020. The announcement also declared that from April 2020, the protest would be monthly instead of weekly. (AJ, HA 12/26)

Israeli prime minister Benjamin Netanyahu won the Likud leadership primary over his rival Gideon Sa’ar with 72.5 percent of the vote. Netanyahu said in his victory speech that he would work toward U.S. recognition of Israeli sovereignty over the Jordan Valley, the Dead Sea, and all Israeli settlements in the West Bank. In the West Bank, Israeli settlers set fire to 2 Palestinian-owned vehicles and sprayed graffiti on a wall in Far’ata village west of Qalqilya. In Gaza, 45 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets at protesters during the 85th weekly Great March of Return protest. Israeli naval forces opened fire at Palestinian fishermen west of Bayt Lahiya; no injuries were reported. Israeli forces also fired tear gas at Palestinian shepherds east of Rafah, causing tear-gas related injuries. House Resolution 1865 was signed into law by U.S. president Donald Trump. H.R. 1865 is a 715 page-long appropriations bill for the 2020 fiscal year which allocates $150 million in aid to Palestine, $75 million in assistance to the PA security forces and $75 million for civilian and humanitarian programs and institutions not directly connected to the PA. The bill also seeks to “fix” the Anti-Terrorism Clarifications Act which became law on 10/3/2018 and effectively ended all aid for the PA, including security aid, as it subjected the PA to the jurisdiction of U.S. courts if the PA accepted any aid from the U.S. The “fix” gives U.S. courts jurisdiction if the PA or the PLO provides payments to any individual or family of an individual convicted of killing a U.S. citizen. The Chief Prosecutor of the International Criminal Court (ICC) Fatou Bensouda announced that there is basis to probe Israel for war crimes committed against Palestinians, but requested the ICC to decide on the question of the jurisdiction of East Jerusalem, the West Bank, and Gaza. Chief Prosecutor Bensouda said that her preliminary investigation has found that “war crimes have been or are being committed in the West Bank, including East Jerusalem, and the Gaza Strip.” (AJ, Guardian, HA, HA, WAFA 12/20; HA 12/21)

In the West Bank, Israeli settlers vandalized 3 vehicles and wrote racist graffiti in Hebrew on several buildings in Qabalan. 11 Palestinians were arrested during raids in and around Tulkarm, Bethlehem, Nablus, Jenin, and Halhul. Israeli forces also took measurements of the family home of an accused Palestinian attacker for punitive demolition in Kobar. In East Jerusalem, 1 Palestinian woman was shot in the head by Israeli forces using rubber-coated bullets in Issawiyya; 1 Palestinian was arrested during the raid. Off the coast of Gaza, Israeli naval forces opened fire and used water hoses against Palestinian fishermen near Rafah; 2 Palestinians were arrested and 1 boat was seized. In the West Bank, Israeli forces arrested 6 Palestinians during raids in and around Bethlehem, Ramallah, and Salfit. Israeli forces also seized 4 residential tents south of Hebron. Separately, Israeli forces clashed with Palestinians in Bayt Umar; 1 Palestinian was injured by a rubber-coated bullet and 1 was arrested. In East Jerusalem, 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli forces opened fire on Palestinian farmlands east of Rafah and, later, east of Khan Yunis; no injuries were reported. In the West Bank, Israeli forces closed al-Ibrahimi Mosque for Palestinians until the end of 10/17 for the Jewish Sukkot holidays. Israeli settlers threw stones at Palestinians driving on a road south of Bethlehem, causing damage but no injuries. In East Jerusalem, Israeli forces shut down 2 roads in Silwan to facilitate Israeli settler movement to the Haram al-Sharif compound. A natural spring was opened for Jewish visitors only; Israeli forces guarded the spring and closed a road leading to nearby Palestinian towns. In the West Bank, armed Israeli settlers threatened Palestinians harvesting olives to leave their own land near Tulkarm. In East Jerusalem, Israeli forces forced Muslim worshippers to leave the Haram al-Sharif compound to make way for Israeli settler tours. Israeli forces also detained 6 Palestinians present at the compound for questioning and 7 Palestinians were issued an order not to enter the compound for 15 days. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles from Rafah; no injuries were reported. The PA finance ministry announced that the PA civil servants who had received less in wages in April, May, and June due to Israel withholding PA tax revenue would receive the unpaid dues on 10/17. Payments not received from July, August, and September would be paid as additions to their salaries in the next 3 months. (WAFA 10/14)

In the West Bank, Israeli force seized a vehicle near Tubas and demolished a house under construction near Nablus. Elsewhere, Israeli forces raided the office of the Union of Palestinian Women’s Committees in Hebron and seized computer hard drives. 16 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Nablus, and Jenin. In East Jerusalem, Israeli forces demolished a Palestinian-owned barn in Silwan and a house under construction in al-Tur; during the latter demolition, 2 Palestinians were arrested and video shows family members who owned the property were assaulted by Israeli police. In Gaza, Israeli forces fired tear gas at Palestinian farmers east of Rafah. Separately, Israeli forces made incursions to level land east of Dayr al-Balah. Broward County in Florida unanimously passed a resolution condemning the Boycott, Divestment and Sanctions movement. The resolution argued that the demand for Right of Return effectively would destroy the State of Israel as a homeland of the Jewish people. (MDW 9/27)

In the West Bank, Israeli forces violently dispersed a protest in al-Bireh against the treatment of Palestinian prisoners in Israeli jails; 8 injuries were reported. Elsewhere, in Ramallah, Palestinians suffered tear-gas related injuries during an Israeli military raid. Israeli forces also arrested 27 Palestinians during late-night raids in and around Ramallah, Bethlehem, Jenin, Salfit, Qalqilya, Hebron, Abu Dis, and Tulkarm. Israeli settlers with military escort raided an archeological site in Sabastiyya and Joseph’s Tomb in Balata. In East Jerusalem, the Israeli magistrate court ordered the eviction of a Palestinian family of 13 from their home in Silwan. The lawsuit was brought by the settler organizations Ateret Cohanim and Elad. 28 Palestinians were arrested during late-night raids in and around Issawiyya and Silwan. Haaretz reported that more than 350 Palestinians have been arrested in Issawiyya the last 3 months while less than 10 have been indicted for a crime. (HA, WAFA, WAFA, WAFA, WAFA 9/23; PCHR 9/26)

A court in Jerusalem upheld the Israeli Coordination of Government Activities in the Territories decision not to allow the majority of players and staff of the soccer team Khadamat Rafah travel permits to the West Bank for a match in the Palestinian soccer cup championship. The match was originally scheduled for 7/3, but the players and staff had not been able to obtain the permits to travel to the West Bank for the match for more than 2 months. The winner of the final game between Khadamat Rafah and Balata FC would represent Palestine at the Asian Cup. (AP, HA 9/23; AJ 9/25)

In the West Bank, 5 Palestinians were arrested, including 1 during a late-night raid near Tulkarm; 3 were arrested during a daytime raid near Salfit; and 1 was arrested at a flying checkpoint near Nablus for allegedly carrying a gun. Israeli settlers attacked Palestinian homes in Hebron, smashing several windows using rocks. In East Jerusalem, 4 Palestinians were arrested during late-night raids in the Old City and Issawiyya. Israeli settlers razed land and set up caravans and construction material in Jabal al-Mintar, intending to build an illegal outpost. In Gaza, Israeli forces opened fire on agricultural lands and shepherds east of Khan Yunis; no injuries were reported. Israeli forces also made incursions to level land east of Rafah. PA president Mahmoud Abbas issued a decision to refer a number of Palestinian judges to early retirement based on the recommendation of the Transitional Judicial Council. (WAFA 9/15)

The Israeli government approved its proposal to legalize the Mevo’ot Yeriho settlement in the Jordan Valley at a meeting in the area. Israeli prime minister Benjamin Netanyahu said that the final approval will be given by the next government after the Israeli elections on 9/17. Netanyahu also said that the U.S. peace plan would be released immediately after the Israeli elections. A PA presidential spokesperson criticized the Israeli decision to hold the cabinet meeting in the Jordan Valley. (HA, WAFA 9/15)

In the West Bank, 2 Palestinians were arrested during late-night raids in and around Bethlehem and Tulkarm. Israeli settlers with military escort raided an area west of Dura. Separately, Israeli settlers attacked the home of a Palestinian near Qalqilya but failed to enter the house as Israeli forces prevented them. In Gaza, Israeli forces opened fire on agricultural lands on 2 separate occasions east of Khan Yunis and Rafah; no injuries were reported. (PCHR 9/19)

In the West Bank, Israeli settlers attacked Palestinian farmers in Umm Safa north of Ramallah and fenced off 150 dunums (37 acres) of their land. Israeli forces arrested 11 Palestinians during late-night raids in and around Bethlehem, Jenin, Bayt Kahal, and Hebron. In East Jerusalem, 4 Palestinians were arrested in Issawiyya and Silwan. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 2 nautical miles off shore on 2 separate occasions. U.S. president Donald Trump attacked Representative Rashida Tlaib (D-MI) on Twitter, saying “She hates Israel and all Jewish people. She is an anti-Semite.” President Trump also said during a press gaggle that “I [President Trump] think any Jewish people that vote for a Democrat—I think it shows either a total lack of knowledge or great disloyalty.” President Trump’s comments drew widespread condemnation from Jewish groups in the U.S. (HA 8/20; HA 8/21)

In the West Bank, 3 Palestinians were arrested during late-night raids in Bayt Awa and Dura south of Hebron. In East Jerusalem, Israeli forces arrested 2 Palestinians during a late-night raid in Issawiyya. After 3 rockets were reportedly fired from Gaza, Israel conducted multiple bombings throughout the day and fired at Palestinians from a helicopter, killing 3 Palestinians by the Gaza fence. 1 other Palestinian was critically wounded. According to news reports, the 3 killed were armed. Israeli forces also opened fire at agricultural lands east of Rafah and Israeli naval force opened fire on Palestinian fishermen on 2 separate occasions, causing no injuries. In the West Bank, Israeli forces set up roadblocks between Nablus and Jenin after alleging that a man fired at Israeli soldiers north of Nablus. Near Ramallah, Israeli forces raided Dayr Nidham leading to confrontations with residents; during the confrontation Israeli forces detained 21 people who were all released after being interrogated. Israeli forces arrested 3 Palestinians during late-night raids in and around Qalqilya, Hebron, and Jenin. Israeli settlers with military escort toured a religious site southeast of Nablus. In East Jerusalem, Israeli forces detained 35 children and 5 instructors riding a school bus. The children were allowed to leave after the bus was taken to an Israeli facility, however the 5 instructors were arrested. Israeli forces also later arrested 1 Palestinian in Issawiyya; the Palestinian teen suffered several fractures during the arrest. The U.S. senate confirmed Kelly Craft as the next U.S. ambassador to the UN. During the confirmation hearing, Craft promised to continue former Ambassador Nikki Haley’s efforts to fight anti-Israel resolutions and actions. (HA 8/1)

In the West Bank, 2 Palestinians were arrested during the day: 1 during a raid near Bethlehem and 1 at a military checkpoint in Hebron. Later, during late-night raids, Israeli forces arrested 11 Palestinians in and around Jenin, Qalqilya, Tulkarm, Salfit, Ramallah, and al-Bireh. Israeli forces shot a Palestinian citizen of Israel at a temporary military checkpoint near Tulkarm. The man was not arrested by Israeli forces and said it opened an investigation into the incident. In the West Bank, a Palestinian family from Bayt Umar received a notice for the demolition of their home. Off the coast of Gaza, 2 Palestinian fishermen were detained and their boat was seized near Rafah. (WAFA, WAFA 7/13)

In the West Bank, Israeli settlers sprayed racist graffiti on several structures, including a mosque, and punctured the tires of 3 vehicles in Kafr Malik near Ramallah. Israeli settlers also uprooted 30 olive trees near Bani Na‘im. Israeli forces arrested 16 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Nablus, and Ramallah. Israeli authorities also approved cutting down around 2,000 olive trees south of Bethlehem. In Gaza, 5 Palestinians were hospitalized after suffering from tear gas inhalation east of Rafah. The chairman of Qatar’s National Committee for the Reconstruction of Gaza Mohammed al-Emadi met Israeli and Palestinian officials in Israel and Gaza to discuss the implementation of the cease-fire agreement reached between Israel and Hamas in May. The Qatari delegation also delivered $20 million for vulnerable Palestinians in Gaza and for humanitarian projects. Some 108,000 families will receive $400 in 4 $100 payments. (HA 6/16; HA 6/17)

Israeli prime minister Benjamin Netanyahu unveiled a sign for a planned community in the Golan Heights called Trump Heights, named after U.S. president Donald Trump. Netanyahu decided to dedicate a settlement construction project to President Trump after Trump unilaterally recognized Israel’s annexation of the Syrian Golan Heights. (HA 6/16)

U.S. special representative for international negotiations Jason Greenblatt told The Jerusalem Post that the U.S. administration may delay the unveiling of the U.S. peace plan until November 2019 because of the upcoming Israeli elections in September. In the interview, Greenblatt also said that he supports U.S. ambassador to Israel David Friedman’s statement from 6/8 that Israel has a right to annex parts of the West Bank. (AJ, HA 6/16)

In the West Bank, Israeli forces arrested 2 Palestinians during late-night raids in and around Hebron. In East Jerusalem, the Israeli civil administration approved the construction of 941 settlement units. 11 Palestinians were arrested during late-night raids in and around Issawiya and Jabal al-Zeitoun. In Syria, at least 10 Palestinian refugees were killed and more than 30 were wounded during rocket fire in the Palestinian refugee camp of Neirab near Aleppo. (MNA, WAFA 5/17)

In a speech to American evangelicals, U.S. ambassador to Israel David Friedman said that 1 of the reasons why Israel is growing “stronger” is that “Israel has one secret weapon that not too many countries have, Israel is on the side of God, and we don’t underestimate that.” PLO executive committee member Hanan Ashrawi said in response, “I can’t believe this extreme fundamentalist ideologue is an ambassador.” PLO secretary-general Saeb Erakat said of Ambassador Friedman’s comment, “What ambassador Friedman is telling Palestinians, Christian and Muslims . . . [is] that God is against them (or that they’re enemies of God). This was never an American position.” (NYT 5/14)

The EU and Ireland announced contributions of $23 million to 108,000 Palestinian families in the West Bank and Gaza. 77 percent of the families who will receive funds live in Gaza. (MNA, WAFA 5/14)

A Jerusalem court ordered the eviction of Israeli settlers from a Palestinian home in Hebron that was acquired by the Israeli settlers on forged documents. The Palestinian family’s home was taken over by settlers in 2005 and the legal proceedings were ongoing since 2007. The Israeli settlers appealed the court’s decision which also stipulated that the settlers must pay the Palestinian family $161,000. Elsewhere in the West Bank, Israeli forces sealed off the al-Ibrahimi Mosque for Muslim worshippers in preparation for Passover celebrations. Israeli forces also arrested 18 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Salfit, and Ramallah. In the raid near Jenin, Israeli forces fired tear gas, causing dozens of residents to suffer from tear gas inhalation. In East Jerusalem, 170 right-wing Israelis, led by Minister of Agriculture Uri Ariel, stormed Haram al-Sharif with Israeli police escort. In Gaza, a prosthetic hospital was inaugurated to help the many Palestinians in Gaza who have lost limbs. The hospital’s expenses are covered by the Qatar Fund for Development. A day after Israel denied access of Christian Palestinians in Gaza to the West Bank and East Jerusalem for Easter celebrations, Israeli authorities reversed its position, allowing 500 Christians to enter the West Bank and East Jerusalem. Elsewhere in Gaza, Israeli forces opened fire against Palestinian farmers near Rafah and on Palestinian fishermen off the coast of Rafah; no injuries were reported. In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli forces also confiscated 4 Palestinian-owned vehicles during late-night raids. 14 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Jenin, Nablus, and Salfit. Separately, a 19-year-old Palestinian woman was also arrested at the al-Zaayim checkpoint for allegedly attempting to stab an Israeli soldier. In East Jerusalem, around 87 Israeli settlers along with Israeli forces stormed Haram al-Sharif to perform prayers. Israeli forces sealed the Damascus Gate of the Old City and arrested 2 Palestinians in the vicinity. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. PLO Executive Committee member Hanan Ashrawi called Netanyahu’s victory a vote to “entrench and expand apartheid.” (HA, HA, WAFA 4/10; HA 4/11)

The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

In the West Bank, a group of Israeli settlers attacked Jibiya village north of Ramallah overnight by throwing stones, leading to 2 Palestinian injuries. Settlers also attacked Palestinian shepherds in the northern Jordan Valley. Also in the West Bank, Israeli forces arrested 19 during late-night raids in and around Ramallah, al-Bireh, Nabi Salih, Silwad, Jenin, Tulkarm, Qalqilya, and Hebron. The raid near Jenin triggered confrontations with locals trying to block the soldiers’ entrance to their village. Elsewhere in the West Bank, Israeli forces handed out demolition orders for 9 residential structures in Yatta and for animal barns in Bayt Jala near Bethlehem. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. The Chairman of the Prisoners’ Affairs Commission Qadri Abu Baker said that Palestinian prisoners in Israeli jails had shelved their planned hunger strike protesting the deterioration of their conditions to facilitate the progress in dialogue with the Israeli Prison Service (IPS). Abu Baker said that the IPS had agreed to install pay phones in the jails and to release some prisoners from solitary confinement. (WAFA 4/7)

IDF troops violently disperse thousands of Palestinians gathering along Gaza’s border near Jabaliya refugee camp and Gaza City to continue the Great March of Return; at least 20 Palestinians are injured. Late at night, Israeli artillery shell a Hamas post near Juhur al-Dik, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, unidentified assailants throw stones at Israeli settler vehicles near Ramallah, causing minor damage to 1 vehicle. After the rocket fire from Gaza late at night, the Hamas-run Ministry of Health in Gaza condemns the attack. “We are following up on the firing of rockets from Gaza against the national consensus and the ministry will take measures against the violators,” a ministry statement reads.
