In the West Bank, Israeli settlers attacked 3 Palestinians municipal workers near Tuqu’ with pepper spray. Israeli forces also violently dispersed Palestinian protesters in Jalbun, causing tear-gas related injuries and seizing a home to use as a watchtower, displacing 2 families of 9. In East Jerusalem, Palestinian shop owners were told by Israeli authorities to close their stores in the Old City for a settler celebration of Sukkot. Palestinians under the age of 70 were also prevented from entering the Haram al-Sharif compound between 7 a.m. and 2:30 p.m. to allow settler tours. In the West Bank, Israeli forces injured 2 Palestinians with stun grenade shrapnel during a raid in ‘Aqabat Jaber refugee camp. Israeli forces also shot and injured 3 Palestinians, including 1 minor, during a raid in al-Arroub refugee camp. 17 Palestinians were arrested during late-night raids in Hebron, Dura, Sa’ir, Beit Umar, Beit Kahel, Surif, ‘Azzun, Jenin, and Aqabat Jaber refugee camp. In East Jerusalem, 3 Palestinians were arrested during late-night raids in Jabel Mukaber and Biddu. 10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. A ceasefire was declared later in the day after Lebanese general Elias al-Baysari met with members of Palestinian factions at his office in Beirut. (AJ, ALM, AP, REU 9/11)

The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. The Hebron Strip, of which 2/3 is in East Jerusalem, will have 3,500 housing units, a hotel, and a commercial area. (PCN 9/8; HA 9/11)

Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. The Israeli broadcaster Kan reported that the Israeli military had admitted to mistakenly shooting 3 Palestinians during a raid in Jenin on 8/28, injuring the 3, including 1 who is now a paraplegic. Haaretz reported that Israeli police had banned vendors in the Old City of Jerusalem from selling t-shirts featuring the Palestinian flag, the Palestinian key, and other Palestinian symbols and slogans. (HA 9/11; MEMO 9/12)

4 Palestinian border police officers were sentenced to between 4 years in prison and community service for attacking and robbing Palestinians entering Israel via a hole in the separation wall south of Hebron. (HA 9/11; MEMO 9/12)

Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. The policy change was part of Israel’s efforts to be admitted to the U.S. Visa Waiver program. (MEE, MEMO, REU 9/11)

U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. The PA’s Emergency Intervention and Response Team arrived in Libya on 9/13 to assist with finding survivors. The storm also caused flooding in Gaza, damaging infrastructure and homes. In the West Bank, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian accused of killing 2 Israelis on 2/26 before being shot dead a week later. 2 Palestinians were wounded by live ammunition, 5 by baton rounds, and 185 by tear gas during the raid, while 60 were forced to leave their homes and were detained at a nearby mosque during the demolition. 3 homes in the same building as the demolished apartment were damaged along with 2 nearby buildings. In the West Bank, Israeli settlers shot and injured 1 Palestinian shepherd near Madama. Israeli forces shot and injured 1 Palestinian minor near the separation wall southwest of Jenin. Israeli forces also razed land in Deir al-Hatab to expand the Elon More settlement and notified Palestinians in Shufa that Israeli will seize 5 dunams (1.25 acres) of land. In East Jerusalem, Israeli settlers with a police escort marched and assaulted Palestinians in the Old City, Ras al-Amud, and al-Tur, causing injuries and damage to property. Israeli settlers also gathered at the entrances to the Haram al-Sharif compound, chanting provocations at Muslim worshippers for the third day in a row. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of Gaza City and 5 nautical miles northwest of Khan Yunis; no injuries were reported. Police in Berlin arrested 12 people participating in a Nakba Day rally for chanting “From the river to the sea, Palestine will be free.” The demonstration was a small rally of 400 people arranged by Jewish organizations in Berlin because a larger Nakba Day rally was banned by Berlin police, claiming it could lead to “anti-Semitic incitement.” The ban was upheld by a regional court in Germany. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Tura, causing tear-gas related injuries. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli police shot and injured 1 Palestinian man in the Old City. Israeli police also violently removed Palestinian worshipers from the Haram al-Sharif, including inside al-Aqsa Mosque, injuring 6. In Gaza, 16 rockets were fired at Israel, causing damage to 1 factory in Sderot. The PA and Jordan requested that the UN Security Council convene to discuss Israel’s attacks at the Haram al-Sharif compound. In the West Bank, armed Israeli settlers attacked Palestinians working their land near Tuba, injuring 1 Palestinian; 1 settler was also reported injured. A video of the incident showed Israeli settlers firing several shots and aiming their gun at Palestinians. 20 Palestinians were arrested during late-night raids in Jenin, Ya‘bad, Jalazun refugee camp, al-‘Amari refugee camp, Qalandia refugee camp, Hebron, Bayt Awa, Bethlehem, and Aida refugee camp. The Israeli supreme planning council approved expanding the road leading to the Israeli settlement Har Gilo south of Jerusalem. The widening of the road is a planned precursor to building a new settlement next to Har Gilo, which will completely enclose al-Walaja. Religious Zionist party chairman Bezalel Smotrich called for Israel to ban Palestinian parties in Israel during a speech on counterterrorism at Richman University. Smotrich’s party list, which is merged with Jewish Power, is polling to become the 4th largest in Israel at the 11/1 elections. (HA 9/12)

Israeli prime minister Yair Lapid met with German chancellor Olaf Scholz and foreign minister Annalena Baerbock during the 2d day of his visit to Germany. In the West Bank, Israeli settlers stole agricultural equipment from Palestinians in Kisan. Israeli military authorities extended the administrative detention period of 1 Palestinian prisoner by 4 months despite promising to release him at the end of his current detention period after he had been hunger striking for 111 days. Hamas political bureau chief Ismail Haniyeh met with Hezbollah secretary general Hassan Nasrallah in Beirut. There were also reports that Haniyeh was scheduled to meet with Lebanese president Michel Aoun and prime minister Najib Mikati. (HA 6/23)

The PLO executive committee met in Ramallah. During the meeting, the committee discussed the U.S. Biden administration’s failure to fulfil its promises to the Palestinian people and plans to initiate national dialogue to end the intra-Palestinian political division. (WAFA 6/24)

Peace Now released a report marking the first year of the Bennett-Lapid government, detailing how the current Israeli government has accelerated the displacement of Palestinians compared to average numbers during the Netanyahu governments. Compared with the yearly average of the Netanyahu governments, the Bennett-Lapid government has promoted 26% more settlement units, issued tenders for 15% more settlement construction, demolished 35% more Palestinian homes in the West Bank, and 59% more Palestinian homes in East Jerusalem. Additionally, settler violence has risen with 45% and 45 more Palestinians have been killed by Israeli forces compared with the yearly average of the Netanyahu governments. (PCN 6/23)

President of Suriname Chandrikapersad Santokhi told the National Assembly that Suriname would not build an embassy to Israel in Jerusalem, citing budget constraints. Israel’s interior ministry said it would start processing family unification requests from Palestinians over the age of 50 who had received residency permits within the last 5 years. The ministry said it would start with that age group because they pose less of a security threat. If a family unification request is approved, the Palestinian will be “upgraded” to “temporary resident” with social benefits. There are 1,680 requests waiting as the Israeli interior ministry has refused to process the requests despite a temporary ban on Palestinian unifications expiring in July 2021. The Association for Civil Rights in Israel, Hamoked, and Physicians for Human Rights said Israel should start reviewing all applications and not just those for Palestinians over the age of 50. Amnesty International released a 280-page report named “Israel’s Apartheid Against Palestinians: Cruel System of Domination and Crime Against Humanity,” prepared over the last 4 years. Amnesty said in its report that it had found that “Israel has imposed a system of oppression and domination over Palestinians wherever it exercises control over the enjoyment of their rights—across Israel and the OPT and with regard to Palestinian refugees. The segregation is conducted in a systematic and highly institutionalized manner through laws, policies and practices, all intended to prevent Palestinians from claiming and enjoying equal rights to Jewish Israelis within Israel and the OPT, and thus intended to oppress and dominate the Palestinian people.” Amnesty concluded that this institutionalized discrimination perpetrated by Israel is “the international wrong of apartheid, as a human rights violation and a violation of public international law wherever it imposes this system.” Its research was based on “relevant Israeli legislation, regulations, military orders, directives by government institutions and statements by Israeli government and military officials.” Amnesty said that “Israel must grant equal and full human rights to all Palestinians in Israel and the OPT in line with principles of international human rights law and without discrimination, while ensuring respect for protections guaranteed for Palestinians in the OPT under international humanitarian law. It must also recognize the right of Palestinian refugees and their descendants to return to homes where they or their families once lived in Israel or the OPT. In addition, Israel must provide victims of human rights violations, crimes against humanity and serious violations of international humanitarian law—and their families—with full reparations. These should include restitution of and compensation for all properties acquired on a racial basis.” The Israeli foreign ministry called the report anti-Semitic. Amnesty refuted the charged said that Israel is diverting attention away from its violations of Palestinians’ human rights. U.S. state department spokesperson Ned Price said that the U.S. does not agree with Amnesty’s assessment “that Israel’s actions constitute apartheid.” Neither U.S. or Israeli senior officials commented on the evidence presented in the report. A vice president of the American telecommunications company Mobileum said that he had alerted the FBI to a meeting between the Israeli company NSO Group and Mobileum in 2017, saying that the NSO Group sought to buy access to the SS7 network. Mobileum did not deny the meeting but said that no deal was made with the NSO Group. The former employee who now works for Citizen Lab filed a whistleblower complaint about the meeting and presented evidence to the U.S. justice department, the securities and exchange commission, and the federal communications commission in June 2021. The former VP said that NSO Group senior employees explicitly said during the meeting that they would “drop off bags of cash in [the VP’s] office.” The former VP also said that if the NSO Group had gained access to the SS7 network, it would have “access to the home networks of operators around the world, access to millions and millions of users without bypassing any sort of security controls. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The document was leaked to ABC News by a congressional staffer after the testimony by Frances Haugen, a Facebook whistleblower. The Texas-based company A&R Engineering and Testing Inc., along with the Council on American-Islamic Relations, filed a lawsuit against the city of Houston and the Attorney General of Texas, saying that the state’s anti-boycott of Israel laws are unconstitutional, citing the 1st and 14th amendments. The lawsuit was filed after the engineering company on 10/13 was told to sign a pledge that the company is not engaging in a boycott of Israel; the company has been providing services for the city of Houston for 17 years. In the West Bank, Israeli settlers uprooted some 80 olive trees in al-Mughayyir. 1 Palestinian man hit 1 Israeli soldier with his car at the Qalandia checkpoint, injuring the soldier. According to Israeli authorities, the man intentionally rammed the soldier. Both were admitted to hospitals. Israeli forces shot and killed 1 Palestinian minor and injured 1 other, claiming the 2 were throwing Molotov cocktails at cars driving near Bayt Jala. Israeli forces also delivered notifications to Palestinians in Yasuf that Israel will seize 40 dunams (9.9 acres) of land from residents to expand the Taffouh settlement. Hamas and Fatah officials told Haaretz that the U.S. and Egypt are encouraging the 2 Palestinian parties to form a unity government. The officials who talked to Haaretz said such an outcome was unlikely. According to Palestinian politicians in the West Bank, PA president Mahmoud Abbas told U.S. deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr that he potentially would agree to a unity government with Hamas officials, but that it could not be made up by technocrats. During a joint press conference, Prime Minister Bennett said that Israel was not ignoring its conflict with Palestinians but said that “we’ve learned from experience that a Palestinian state would highly likely mean a terror state a seven-minute [drive] from my own home, and from just about any place in Israel.” Chancellor Merkel told Bennett that she supports Israel despite the Israeli government’s opposition to a 2-state solution.
