B’Tselem reported that 2021 saw the most killing of Palestinians since 2014. According to B’Tselem, 319 Palestinians were killed by Israeli forces and Israeli settlers. 9 Israelis were killed by Palestinians. The human rights organization also said 2021 saw the most demolitions of Palestinian homes in 5 years. 295 residential structures were demolished, displacing 895 Palestinians, including 463 minors. An Israeli court denied the Israeli government’s request to demolish 41 Palestinian homes in the Israeli town Qalansawe. The Palestinian Israeli homeowners complained that Israel is using the installation of power lines as an excuse to demolish their homes when they can dig the power lines underground, as is done elsewhere. PA president Mahmoud Abbas extended the Covid-19 related state of emergency by 30 days. The state of emergency has been in effect since March 2020 when the 1st case of the Covid-19 virus was detected in Palestine. (WAFA 12/29)

Haaretz reported that 6 serious complaints were recently filed to the Israeli ministry of justice by Palestinians against East Jerusalem police officers and only 1 indictment has been filed against 1 police officer. 1 case involved 1 Palestinian minor who was taken to a bathroom and told to strip naked before he was beaten while lying handcuffed on the floor. The police officers allegedly further threatened him with rape. The minor was never charged with any crime or given a reason for his arrest or abuse by the Israeli forces. Another complaint was filed by the prominent activist Abu Hummus family in Isawiya that has been harassed by Israeli police because of their activism, including arbitrary arrests and late-night raids. The Israeli public security minister Omer Bar-Lev was assigned a security detail after receiving death threats related to comments he made against settler violence to a U.S. official. In the West Bank, Israeli settlers with military escort blocked a road leading to Sinjil. Israeli forces shot and injured 1 Palestinian with a rubber-coated bullet to his chest during a raid in Kafr Qaddum. Israeli forces also violently dispersed Palestinian protesters near al-Mughayyir and Sahal al-Baqai’a, causing tear-gas related injuries. Elsewhere, Israeli forces blocked all traffic in and out of Hizma. 4 Palestinians were arrested during raids in Qalqilya, Aqabah, Tuqu‘, and Dayr Jarir. In East Jerusalem, Israeli forces raided PA governor of Jerusalem Adnan Ghaith’s home. Israeli forces also raided the home of deputy director-general of the Islamic Waqf, Sheikh Najeh Bakirat, in Jabel Mukaber, handing him a summon for interrogation. 6 Palestinians were arrested during raids in Silwan and at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 2 nautical miles west of al-Sudaniyya; no injuries were reported. In Israel, 1 Palestinian woman was killed and 2 others injured in a car bombing in Ramle; Israeli authorities suspected an assassination. The 1st case of the highly infectious Omicron variant of the COVID-19 virus was detected in Gaza. The Omicron variant has become dominant in many countries and is capable at infecting vaccinated people, especially those who have not received a booster shot. The Palestinian Prisoners’ Society said that Israel is denying 1 Palestinian prisoner access to the cancer treatment he needs. The Palestinian man has been detained since 10/25. (WAFA 12/26)

Qatar’s envoy to Palestine Mohammad al-Emadi said in a statement that Qatar, the PA, and Gaza’s electrical company have agreed to a project that will see Qatar invest $60 million in a gas pipeline from Israel to Gaza. The Israeli government approved a plan to double the settler population in the occupied Golan Heights. The $317-million plan will see Israel construct settler housing units and new infrastructure, including 3,300 new settlement units in Katzrin, 4,065 in Golan Regional Council, and 4,000 in 2 new settlements. Israeli prime minister Naftali Bennett said the government investment in settlements in the Golan Heights was linked to the U.S. Trump administration decision to recognize Israeli sovereignty over the area in 2019 and the current Biden administration’s indication that it will not roll back the decision. U.S. national security advisor Jake Sullivan met with PA president Mahmoud Abbas in Ramallah. The PA said that President Abbas urged the U.S. to reopen its consulate to Palestinians. PA civil affairs minister Hussein al-Sheikh later told Axios that Abbas urged the U.S. to take a more active role in reaching a 2-state solution and that the Palestinian leadership is disappointed that the Biden administration has not rolled back Trump policies. The Illinois Investment Policy Board, which oversees the state’s employee pension fund, voted to divest from Unilever, the parent company of Ben & Jerry’s. United Arab List leader Mansour Abbas said during a conference hosted by the Hebrew newspaper Globes that “Israel was born as a Jewish state. And that was the decision of the Jewish people, to establish a Jewish state. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. UN special coordinator for the Middle East peace process Tor Wennesland called on Israel to cease settlement activities and displacement of Palestinians in East Jerusalem during a UN security council meeting. The Israeli forces did not demolish a yeshiva building built on the evacuated Homesh settlement outpost. No Israeli settlers were arrested. Palestinians were reported to have thrown stones at an Israeli bus near Hizma, injuring the bus driver who was hit by broken glass. Israeli settlers threw stones at Palestinian vehicles near Burqa, injuring 4 and causing damage. Israeli settlers also raided Ramin and Deir ‘Ammar; no injuries were reported. Elsewhere, Israeli settlers threw stones at Palestinian vehicles east of Hebron; no injuries were reported. The UN general assembly voted 156 for, 7 against, and 15 abstaining on a draft resolution confirming the rights of Palestinians over their natural resources in the occupied territories and the rights of the native population of their resources in the occupied Golan Heights. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. Israel handed over the corpse of a Palestinian boy to the PA. It later recognized that it mistakenly handed over a corpse it did not intend to and would deliver the intended body soon. UK home secretary Pitri Patel announced that she had “taken action to proscribe Hamas in its entirety” as a terrorist organization. The decision will mean that anyone expressing support for Hamas or holding a meeting for the group can receive up to 10 years in prison. Home Secretary Patel’s decision still needs parliament approval. Patel said the decision was linked to combatting anti-Semitism in the UK. Hamas criticized the decision, saying that the UK chose to align itself with Israel’s occupation rather than apologizing for the Balfour Declaration and British imperialism. The PA said the decision will make Palestinians’ reconciliation efforts more complicated and undermines Palestinian democracy. The UK along with the EU had already designated Hamas’s military wing as a terrorist organization. The UK follows Israel, Canada, and the U.S. in designating its political wing as a terrorist organization. B’Tselem released footage that 1 of its activists had recorded in September, showing Israeli soldiers in Hebron rounding up 13 Palestinian children in the middle of the night and taking photos of them, asking them to say “cheese” for the camera. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants. It was reported in Israeli media that PA president Mahmoud Abbas met with new director of the Shin Bet Ronen Bar in the last week. The 2 were said to have discussed security coordination and efforts to reach a long-term ceasefire between Israel and Hamas. An Israeli military court refuted claims by defense and foreign ministers Benny Gantz and Yair Lapid that a Spanish woman working for Health Work Committees had any links to the 6 Palestinian rights organizations that Israel last month deemed terrorist. The 2 ministers had tried to justify the designation by using the conviction of the Spanish woman as evidence, which the military court then rejected. The cybersecurity firm ESET published a report saying that the Israeli spyware company Candiru’s spyware was used to hack 20 websites in the UK, Yemen, South Africa, Italy, Iran, and Syria, including Middle East Eye. Palestine Legal submitted a civil rights complaint against the George Washington University (GWU) to the DC office for human rights for discriminating against Palestinians. High-level GWU administrators had forced its employees to cancel a session for Palestinian students experiencing trauma related to the Israeli assault on Gaza in May. The Israeli state prosecutor’s office urged the Jerusalem district court to uphold a ban barring Palestinian applicants for family reunification, despite the law having expired in July. The state prosecutor’s office said that the expiration of the ban is only temporary. (HA 11/15)

The lawyer of 1 Palestinian prisoner complained that his client was convicted of a crime that he allegedly committed outside of prison while being in Israeli custody. The PA foreign ministry said that NSO Group’s Pegasus spyware was detected on phones belonging to 3 Palestinian officials working on preparing material for the ICC in the case against Israel. The foreign ministry did not name the organization that had detected the spyware, but said it was a professional Palestinian institution. Haaretz reported that the Israeli military did not know that AP and Al Jazeera had offices in al-Jalaa high-rise in Gaza before deciding to level it on 5/15. Top officials in the Israeli military, including chief of staff Aviv Kochavi, were alerted to the fact after the decision was made to target the building, but before the strike was carried out, and nevertheless decided to go ahead with the strike. The Washington Post reported that Israel has a secret program called Blue Wolf that includes a large database of pictures of Palestinians taken by Israeli soldiers incentivized with prizes. The pictures are then used to enhance Israel’s facial recognition technology, allowing the occupation to monitor the movements of Palestinians in the West Bank. The sources told The Post that Israeli soldiers have an app on their phone called Wolf Pack, which contains pictures, family history, education, and a security rating for “virtually every Palestinian in the West Bank.” As part of the surveillance program, Israel has installed face-scanning cameras in Hebron. 1 former Israeli soldier told the Post that in some cases, Israel can see into Palestinian private homes. Front Line Defenders investigated 75 iPhones and found 6 were infected with Pegasus spyware, later confirmed by Citizen Lab and Amnesty International. The 3 named victims work for organizations deemed to be terrorist groups by Israel’s defense minister Benny Gantz on 10/22 for alleged connections with the PFLP. The Finnish Christian missionary group Felm said it had stopped funding Defense for Children International-Palestine because of Israel’s announcement on 10/22 that the organization is 1 of 6 to be declared a terrorist organization. Felm is the 1st to publicly take action based on the Israeli terror designation. Felm’s executive director said it had done so due to concerns of banking sanctions. UNRWA commissioner-general Philippe Lazzarini told the Guardian that the UNWRA was close to collapsing, in part due to UK budget cuts to the agency by more than 50%. The U.S. commerce department said in a statement that the Israeli spyware companies Candiru and NSO Group were added to its Entities List for activities contrary to the U.S.’ national security or foreign policy interest. The statement said the 2 companies were added based on evidence that they developed and supplied spyware to foreign governments that are used “to maliciously target government officials, journalists, businesspeople, activists, academics, and embassy workers,” in order to conduct transnational repression. The U.S. state department later said that it would not be pursuing action against Israel. The Pegasus Project and Citizens Lab have previously revealed how the 2 companies’ spyware is sold to governments, with the Israeli government’s approval, and used against prime ministers, presidents, activists, and journalists.
