The PSF raids Shati r.c. in Gaza in search of Islamic Jihad mbrs. suspected of detonating a bomb outside PSF offices on 8/13; the raid sparks an exchange of gunfire that leaves 7 Palestinians, including bystanders, wounded; 1 senior Islamic Jihad mbr. is arrested. Israel releases 335 Palestinian prisoners (see 8/4). The IDF makes a rare raid on Jericho, imposing a 5-hr. curfew, arresting 15 mbrs. of the Palestinian security services for allegedly plotting an attack. Palestinians toss a grenade at Neve Dekalim settlement in Gaza, causing no damage or injuries. Reversing an 8/18/02 decision, the Israeli High Court rules that the IDF’s "neighborhood procedure" (i.e., sending a Palestinian to warn a wanted individual to surrender to IDF troops waiting nearby) is legal, saying the IDF may not force Palestinians to act as human shields, but it may use them if they “volunteer.” (HA, WT 1/22)

The IDF fires on stone-throwing Palestinians in Aida r.c., killing a 15-yr.-old Palestinian, wounding 2; blows up a Palestinian home in Nablus; fires on residential areas of, bulldozes land outside Khan Yunis; conducts arrest raids in Bayt Kahil, Beitunia, Hebron, Jenin, Tamun. In Jenin, a mob of more than 1,000 Palestinians enraged by reduced sentences handed down by a judge, storms a makeshift PA security courtroom and executes 3 Palestinians convicted of murdering a popular PSF officer over an intrafamily feud; 100 PSF officers surrounding the building are unable to fend off the mob. Since 9/01, the IDF has demolished Jenin's 2 police headquarters, its security headquarters, 2 prisons, the governor's administrative offices, and its military courtroom, leaving the PA without a secure compound to hold the controversial trial.
