In the Gaza Strip, the IDF opens fire on a garbage truck close to the border fence nr. Bayt Hanun, wounding 1 Palestinian. In the West Bank, Jewish settlers from the unauthorized outpost Esh Kodesh nr. Nablus attack the Palestinian village of Qusra, provoking clashes with residents. In response, the IDF deploys troops in the area and fires tear gas and stun grenades at villagers. The IDF patrols in 1 village nr. Tulkarm in the morning, in 1 village nr. Jericho in the afternoon, and in 2 villages nr. The IDF attacks a nonviolent demonstration against the occupation and settlement expansion held by Palestinians, Israelis, and internationals in Bayt Umar village nr. PA security forces arrest the Hebronbased members of the National Unity Brigades, which announced its formation and called for a 3d intifada in a video released on 12/14. (JP 1/5)

Sources tell Palestinian Ma‘an news agency that PLO leaders, the Free Syria Army, and Syrian government forces are working toward a deal to end the fighting in and blockade of Yarmuk r.c. in Damascus, including the withdrawal of rebel fighters and the end to army shelling. (MNA 1/6)

After several legal delays (see QU in JPS 165), Israeli security forces evict Jewish settlers from Migron, an unauthorized settlement outpost nr. Ramallah. Around 50 families are moved out and relocated a short distance away in new housing built by the government for the purpose. Meanwhile, Jewish settlers accompanied by police move into a section of a Palestinian home in the Silwan neighborhood of occupied East Jerusalem, after a court ruling in favor of the settlers’ ownership claims. Israeli naval vessels fire at Palestinian fishermen nr. Bayt Lahiya in the afternoon, causing no injuries. IDF troops on the Gaza border arrest 3 Palestinians crossing the border fence nr. al-Bureij r.c. in the afternoon to look for work in Israel; open fire nr. Bayt Hanun, causing no injuries, at night. Also at night, the IDF makes air strikes on Izzeddin al-Qassam Brigades (IQB) training sites nr. Nussayrat r.c., causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Jericho and 2 villages nr. Ramallah in the morning; patrols in 2 villages nr. Qalqilya, 1 village nr. Jenin, and 1 village nr. The IDF makes brief incursions into s. Gaza nr. Khan Yunis and c. Gaza nr. Wadi al-Silqa to level land and clear lines of sight along the border fence; in both cases, Israeli helicopters providing cover to the troops fire on Palestinians working their lands nearby, causing no injuries but starting several brush fires (the largest of which destroys 30 d. of wheat). Later in the afternoon, IDF troops on the c. Gaza border fire toward Wadi al-Silqa, wounding 1 Palestinian civilian 1 km from the border fence (well outside Israel’s 300 m. no-go zone). In the West Bank, the IDF bulldozes at least 30 d. of Palestinian crop land nr. Hebron for the expansion of Harsina settlement, where 500 new housing units are planned. The IDF also conducts synchronized patrols in 2 villages nr. Jenin in the morning and patrols in Tulkarm town and r.c. late at night (firing tear gas and stun grenades at stone-throwing Palestinians who confront them, causing no reported injuries). Jewish settlers fr. Keddumim settlement nr. Qalqilya violently beat a Palestinian teenager passing nearby. An Israeli court sentences Bassim al-Tamimi, the main organizer of the weekly nonviolent demonstrations in al-Nabi Salih, to 13 mos. in jail (time already served) for instructing youths to throw stones at IDF troops during protests. The case rested on the testimony of a 15-yr.-old Palestinian who confessed to stone-throwing during interrogation in custody, without access to a lawyer. Tamimi was granted a humanitarian release in 4/2012 after his mother suffered a stroke. Israel’s Tourism Min. and municipal officials in Jerusalem allocate more than $1 m. for a new settlement project in Silwan, in East Jerusalem. OCHA reports that in the previous week, Israeli authorities demolished 17 Palestinian structures in West Bank Area C (including 7 residences) and 11 animal pens in East Jerusalem; and ordered East Jerusalem Palestinians to demolish 1 home and 1 other structure or face demolition and fines by Israel. Iranian officials confirm government computers are currently under attack by a sophisticated new virus called Flame, and accuse Israel and the U.S. of being behind it. (The U.S. declines to comment, whereas Israeli officials comment that ‘‘Israel is blessed with being a country rich in hi-tech ... both in the civilian and defense sector’’ and that ‘‘it’s certainly reasonable that [someone who views Iran as a threat] uses all means at his disposal, including these, to harm the Iranian nuclear system.’’) The new virus is a keystroke-logging program that steals data from infected computers and can be controlled remotely by whoever installed it. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore; they detain and confiscate 1 fishing boat and arrest 1 fisherman. Later in the day, Israeli naval vessels fire on another group of fishing boats, forcing them to flee, damaging 1 boat, and confiscating 5 trawling nets. In the West Bank, the IDF conducts synchronized patrols in 2 villages nr. Tulkarm in the morning; patrols in 1 village nr. Jenin in the afternoon (firing tear gas and stun grenades at stone-throwing youths who confront them, causing no serious injuries); conducts late-night patrols in Nur al-Shams r.c. nr. Tulkarm; and conducts late-night arrest raids, house searches nr. Nablus. Israel’s Jerusalem planning comm. approves plans for the right-wing settler group Elad to build a new archeological tourism center in Silwan, East Jerusalem in the Western Wall yard opposite al-Aqsa Mosque. The complex will include offices, museum and conference space, an underground car park, and 2 underground “archeological tunnels” that will run north under the Mughrabi gate and south under the area housing the Umayyad Caliphate palaces (which Israel calls the Temple of Solomon). Three Iranians are arrested as they flee a mysterious explosion in their Bangkok apartment. One of the men throws grenades at a taxi that refuses to stop for him and at approaching police, seriously injuring himself only. The 2d man is arrested at Bangkok airport attempting to leave the country. The 3d makes it out of Thailand but is detained when he lands in Malaysia. Israel and the U.S. suspect the bombings are linked to the 2/13 Indian and Georgian attacks and earlier incidents in Thailand (see 1/13) and Azerbaijan (see 1/24), but they have no evidence the men were plotting against Israeli or Jewish targets. Thai police and outside experts doubt, but do not rule out, an Israeli connection, saying the operation was very amateurish and the men could have been arms runners or involved in other illegal activity in Bangkok. IDF troops on the c. Gaza border e. of al-Bureij r.c. open fire across the border for 15 mins., causing no reported damage or injuries. In East Jerusalem, Israeli municipal workers escorted by police and border police bulldoze a Palestinian playground, recreational center, and 2 other structures in Silwan; demolish a Palestinian home in al-Siwana. Israel accuses Iran of staging 2 bombing attempts today against Israeli diplomatic targets in New Delhi, India, and Tbilisi, Georgia. In New Delhi, an unidentified motorist slaps a magnetic bomb on an Israeli emb. car in traffic; the bomb detonates, wounding the wife of an Israeli diplomat, her driver, and 2 bystanders. In Tbilisi, an unidentified assailant straps a grenade to a parked Israeli emb. vehicle, but it is discovered and disarmed. The attacks come a month after the assassination of an Iranian nuclear scientist and on the 4th anniversary of the assassination of Hizballah military commander Imad Mughniyah, both thought to have been carried out by Israel’s Mossad. No group claims responsibility; Iran denies responsibility. Indian authorities allow Israeli experts to join their investigation. (NYT, WP, WT 2/14; WP 2/15)

Jenin late in the evening; conducts late-night patrols in and around Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, Ni’lin, and Nabi Salih. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; in Kafr Qaddum, 1 Palestinian is injured by a tear gas canister and another is arrested. Palestinians in Bil‘in hold what they say is their last weekly demonstration against the separation wall, noting that the IDF is set to implement (on 6/26) Israel’s High Court decision to remove part of the separation wall that cuts off the village fr. two-thirds of its agricultural land. Palestinians (sometimes accompanied by Israeli and international activists) also hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Ni‘lin and Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries. Meanwhile, the IDF sends undercover units into Silwan to break up a protest tent in the Bustan quarter, arresting 1 Palestinian; patrols in 3 villages nr. Qalqilya (randomly stopping and questioning residents in 1 instance) and 1 nr. Ramallah in the morning; patrols in Birzeit late at night; and makes a late-night raid on a home nr. Salfit, summoning 1 resident for questioning but making no arrests. Jewish settlers fr. Susia nr. Hebron severely beat 4 Palestinian farmers and damage 1 Palestinian vehicle nr. the settlement; the IDF escorts the Palestinians to safety but declares the area a closed military zone. Jewish settlers attempt to seize a plot of Palestinian agricultural land nr. In Jerusalem, Israeli police and settlement security guards outside Beit Yonatan in Silwan fire on stone-throwing Palestinian youths, seriously wounding a Palestinian teenager walking some distance away. Numerous clashes are also reported, particularly around East Jerusalem, as Palestinians demonstrate in commemoration of the Nakba. In the Jordan Valley, a Palestinian boy is injured when he accidentally triggers IDF UXO. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. At his weekly cabinet session, Netanyahu confirms “intensive contacts” are underway with the U.S. on an incentives package to restart peace talks “in such a way that it cannot be halted in a few weeks or months.” On or around this date, Netanyahu sends his chief negotiator Molcho back to Washington with new proposals for an incentives package; no details are released (IGPO 10/24; WP 10/25; NYT 10/27)

Israeli municipal authorities in Jerusalem approve a modified development plan for the Western Wall area that will involve underground tunnels, car parks, bus and police stations, Talmud and tourism centers, and opening of a new gate in the ancient wall around Jerusalem to provide access for Jewish settlers fr. the Silwan area. Palestinian residents of Silwan protesting the new moves clash with IDF troops who enter the neighborhood to disperse them, firing rubber-coated steel bullets, tear gas, and stun grenades, seriously wounding an 11-yr.-old Palestinian boy. Islamic Jihad fires 3–4 mortars fr. Gaza toward Israel, with only 1 landing inside Israel; no damage or injuries are reported on either side of the border. Gaza’s power plant receives a fuel shipment from Israel allowing the plant’s 2d turbine (shut down on 10/22) to resume operation; rolling blackouts drop back down to 4–6 hrs./day. The IDF makes a day-long incursion into s. Gaza to level lands along the border fence e. of al-Qarara to clear lines of sight. In the West Bank, the IDF conducts arrest raids, house searches nr. Jenin in the afternoon and nr. Qalqilya late at night. Jewish settlers fr. Keddumim heavily damage a Palestinian vehicle that breaks down on the road nr. the settlement. Israel announces plans to build 238 new settlement housing units in Pisgat Ze’ev and Ramot settlements in East Jerusalem. The PA and U.S. denounce the move as contrary to peace. Also in East Jerusalem, the IDF fires rubber-coated steel bullets, tear gas, and water with a colored dye at Palestinians holding a sit-in in the al-Bustan area of Silwan after Friday prayers to protest Israel’s plans (announced in 3/2010) to demolish homes and businesses in the area to create the City of David, an archeological park to accommodate settlers; local Jewish settlers join in, stoning Palestinians and vandalizing Palestinian homes; 15 Palestinians are injured. Meanwhile, the IDF conducts synchronized daytime patrols in 2 villages and 1 open area nr. Jenin, making no arrests. Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Nabi Salih/Dayr Nizam. Meeting in Libya, Arab League FMs strongly endorse the 10/2 Palestinian decision to halt direct talks with Israel until Israel halts settlement construction, pledging to meet again in 1 mo. to discuss alternatives and decide on next steps; a meeting is set for 11/9. Overnight, in the West Bank, the IDF raids a Palestinian residential building in Hebron, killing 2 IQB mbrs. in an exchange of fire (with the IDF firing machine guns, medium-caliber bullets, and grenades) and then bulldozing the structure, also destroying an adjacent store, heavily damaging 4 houses and another store nearby, and arresting 12 Palestinians. The IQB mbrs. allegedly were behind the 8/31 shooting of 4 Jewish settlers nr. Hebron; Palestinians do not consider their deaths willful killings or assassinations. The IDF also patrols in 3 villages n. of Tulkarm late at night, making no arrests. Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Nabi Salih/Dayr Nizam. In East Jerusalem, a Jewish settler deliberately attempts to run down a group of Palestinian stonethrowing children with his car in Silwan, injuring 2 (both age 10). Also in East Jerusalem, 2 settlement guards posted outside a Palestinian house previously seized by settlers beat a local Palestinian working on his home nearby; the IDF observes but does not intervene until the Palestinian begins to fight back, at which point they arrest him and order him to stay away from his home for 1 wk. Israel seals the West Bank and Gaza crossings through 9/30 for Sukkoth holidays. A private Israeli security guard posted outside Beit Yonatan settlement building in the Silwan neighborhood of East Jerusalem (where some 400 settlers live among 30,000 Palestinians), fatally shoots a Palestinian, sparking massive street clashes across East Jerusalem between stone-throwing Palestinian youths and Israeli security forces who fire tear gas, stun grenades, and water cannons. The security guard, who is questioned and released by Israeli police, says he opened fire with his automatic weapon because he felt he was in mortal danger when local Palestinians blocked and stoned his car while he was patrolling around the building. Meanwhile, the IDF raids a Hebron school and detains 2 Palestinian teenagers for beating up a settler youth who harassed them, releasing them in the afternoon; conducts late-night arrest raids, house searches nr. Hebron; patrols late at night, without incident in villages west of Ramallah. Some 60 armed Jewish settlers storm a residential section of al-Mazra‘a village nr. In East Jerusalem, some 200 Palestinians protesting the settler incident in Silwan on 6/26 and the Jerusalem Planning Commission’s 6/21 preliminary approval for the rezoning and demolition of 22 Palestinian homes demonstrate outside the settlers’ Beit Yonatan apartment building. The Palestinians throw stones, bricks, and Molotov cocktails at Israeli police who attempt to disperse them, leaving 6 policemen injured. In the evening, 10s of Jewish settlers break into the al-Rajabi quarter of Silwan, clashing with local Palestinians and opening fire indiscriminately, causing no serious injuries; IDF troops intervene, firing rubber-coated steel bullets and tear gas at the Palestinians, seriously injuring 1 and lightly injuring 10. Meanwhile, Israel begins construction of 20 new housing units for Jews at the Shepherd Hotel site in East Jerusalem’s Shaykh Jarrah neighborhood. In the 2d such incident in Gaza since 3/2010 (see Quarterly Update in JPS 156), Hamas-affiliated police raid the Palestine Islamic Bank, presenting a warrant for the seizure of all the money ($16,000) fr. the account of a Hamas-affiliated educational organization whose assets had been frozen by the PA, taking the money at gunpoint when the teller refuses. Late at night, unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing damage but no injuries. The IDF retaliates with 5 air strikes on the Dahaniyya airport site (hitting previously destroyed buildings, causing no injuries) and on a suspected weapons factory in the al-Zaytun neighborhood of Gaza City (destroying it but causing no injuries). In the West Bank, the IDF partly opens Route 443 between Jerusalem and Ramallah to Palestinian traffic for the 1st time in 8 yrs., but Palestinians will still have to go through several checkpoints and will not be allowed to take the road all the way into Ramallah (see Quarterly Update in JPS 155 for background). Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in, Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation, injuring at least 2 Palestinians, and arresting 4 Israelis. Jewish settlers fr. the unauthorized outpost of Beit Yonatan nr. Silwan retaliating for the 5/25 Jerusalem District Court decision harass a group of Palestinian women, sparking a stone throwing clash between the settlers and local Palestinians; the IDF intervenes, firing tear gas and beating back the Palestinians, including a pregnant Palestinian woman who miscarries as a result. Jewish settlers fr. Karnei Shomron nr. Qalqilya stone Palestinian vehicles on the Qalqilya–Nablus road, breaking the windows of 1 car, injuring 4 Palestinians. IDF troops make 2 brief incursions into the s. Gaza no-go area nr. al-Qarara and Abasan, leveling lands to clear lines of sight, firing on residential areas during the operations to keep Palestinians indoors (no injuries reported). IDF troops on the Israeli side of the Erez crossing fire on Palestinians scavenging construction materials in the destroyed Erez industrial zone, forcing them to flee but causing no injuries. Israeli intelligence officers arrest an ailing Palestinian given permission to enter Israel through the Erez crossing for medical treatment; his family believes the permission to travel was granted as a ploy to capture him. In the West Bank, the IDF occupies a Palestinian home nr. Jenin as a military barrack; conducts late-night arrest raids, house searches nr. Salfit. With Israeli police approval and under police protection, Jewish settlers stage a march through Silwan in East Jerusalem to protest “illegal” Palestinian construction (i.e., without permits); police fire rubber-coated steel bullets, tear gas at stone-throwing Palestinians who confront the settlers; at least 29 Palestinians, 2 Israeli policemen are injured. Israeli Interior M Eli Yishai grants retroactive approval to a 7-story settleroccupied building in the Palestinian neighborhood of Silwan in East Jerusalem that Israel’s High Court ruled illegal in 7/09. IDF troops on the n. Gaza border nr. Bayt Hanun fire across the border to disperse a peaceful Palestinian demonstration against Israel’s self-declared no-go zone inside the Gaza border (no injuries reported). In the West Bank, IDF troops covered by helicopters escort Israeli tax authorities into Shu‘fat r.c. (sealed on 2/7), raiding 10s of homes and shops and several medical centers, arresting 60 Palestinians, and allowing tax authorities to confiscate furniture. Troops fire rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinians who confront them, injuring 2 Palestinian journalists. The IDF evacuates late at night. The IDF also sets up a checkpoint at the entrance of Khirbat Jabara s. of Tulkarm in the morning, sealing the village and leveling land around the new checkpoint; conducts late-night arrest raids, house searches in and around Jenin town and r.c., and nr. In the West Bank, the IDF makes a brief incursion into Jenin r.c., setting up an observation point outside a Palestinian home, firing tear gas, rubber-coated steel bullets at stone-throwing youths who approach them, injuring 1; stages synchronized latenight arrest raids, house searches in villages around Jenin; conducts arrest raids, house searches in Nablus and nr. Hebron. In East Jerusalem, Israeli work on an archeological tunnel from Silwan to the Old City causes a road outside Silwan to collapse. (OCHA 1/20; PCHR 1/21)

Israel allows 350 Palestinians to travel through the Rafah crossing into Egypt, and 1,770 others (mostly returning patients) to travel into Gaza. In the West Bank, the IDF fires tear gas, stun grenades at Palestinian, Israeli, and international activists protesting new restrictions on Palestinian movement in Wadi Abu al-Rish nr. Bet Ayn settlement (see Quarterly Update in JPS 152), also violently beating 6 protesters (5 Palestinian, 1 Israeli) and a Reuters cameraman, and arresting 15 individuals for “provoking security forces”; conducts late-night house searches nr. Jenin, but makes no arrests. Jewish settlers vandalize several Palestinian houses in Hebron. In Silwan village on the outskirts of Jerusalem, several Jewish settlers attempt to prevent a Palestinian woman fr. parking nr. several houses they have occupied; when the woman’s family intervenes, settlement guards violently beat them with sticks and gun butts, and fire in the air, injuring 10 Palestinians, 4 of them requiring hospitalization.
