Hebron after they are found to be carrying knives. In Jerusalem, Israeli forces arrest 1 Palestinian nr. the Central Bus Station after he allegedly stabs and injures an Israeli soldier and another in the Old City after he allegedly attempts to stab an Israeli soldier. Meanwhile, the IDF clashes with Palestinians protesting or throwing stones in 1 village each nr. Qalqilya and Bethlehem, as well as Qalandia r.c. nr. Ramallah; 4 Palestinians are injured. Israeli forces return to the PA the bodies of 7 Palestinians killed by the IDF since 11/2015, including 2 from Hebron. A total of 3 Palestinians are killed across the oPt today. First, IDF troops shoot and kill a Palestinian driver in Silwad after she allegedly attempts to ram them. During Friday demonstrations in Gaza, 1 Palestinian is killed by live fire in Shuja‘iya when IDF troops violently disperse protesters, marking the 3d Friday in a row a Gaza protester has been killed. Friday demonstrations also take place in 5 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Jalazun r.c. and outside Ofer Prison), Kafr Qaddum nr. Qalqilya, Aida r.c. nr. First, IDF troops shoot and kill a Palestinian youth in the Gush Etzion settlement bloc nr. Bethlehem after he allegedly attempts to stab an Israeli settler (no Israelis are injured). E. of Tulkarm, an Israeli soldier shoots and kills a Palestinian at a checkpoint, claiming that she attempted to stab him. Finally, a Palestinian stabs and lightly injures an Israeli civilian in West Jerusalem. Israeli forces arrest 1 Palestinian woman each in Hebron, outside a settlement nr. Nablus, and s. of Bethlehem, claiming that the women are carrying knives. A video of the Bethlehem incident will show IDF troops forcing the Palestinian woman to pick up a knife prior to her arrest. Late at night, Israeli troops raid the Nablus-area home of the Palestinian woman accused of planning a stabbing attack outside a nearby settlement earlier in the day. In the most high-profile incident of the day, undercover Israeli soldiers raid a hospital in Hebron and arrest a Palestinian patient—an alleged suspect in the stabbing of an Israeli settler on 25 October—and shoot and kill the man’s cousin. Meanwhile, Palestinians across the West Bank demonstrate in commemoration of the 11-year anniversary of former PLO chair Yasir Arafat’s death. IDF troops violently disperse them in al-‘Arub r.c. and 1 village nr. Hebron, w. of Tulkarm, 2 areas nr. Ramallah (al-Bireh and Jalazun r.c.), and Bethlehem; at least 70 Palestinians are injured. Elsewhere, IDF troops conduct a series of raids in Qalandia r.c. nr. Ramallah, sparking clashes with stone-throwing Palestinians youths; 13 Palestinians are injured. Small-scale attacks, including alleged stabbings, continue to characterize the ongoing wave of violence as it largely shifts to the West Bank. IDF troopsshoot and kill a Palestinian in a village nr. Hebron after he allegedly attempts to stab an Israeli soldier. The IDF later says that the man was killed amid a “violent riot,” but Palestinian witnesses say he was not present for the clashes in the village. A Palestinian driver rams his vehicle into a group of IDF officers nr. a settlement in the Hebron area, injuring 3. Israeli soldiers then open fire on the car, causing damage but no injuries. The driver turns himself in to the IDF hours later. Throughout the day, IDF troops clash with and violently disperse Palestinians protesting in a village nr. Bethlehem and outside a settlement nr. Ramallah; 4 Palestinians are injured. The IDF also patrols in 1 village each nr. Salfit and Hebron; conducts raids and house searches in 1 village each nr. Bethlehem, and Jenin, 3 nr. Hebron, Nablus and 1 village nearby, and Jalazun r.c. and 2 villages nr. Ramallah, arresting 16 Palestinians and confiscating personal property. Israeli settlers destroy a barbed wire fence in a village nr. Jerusalem; ram a Palestinian with a vehicle nr. Qalqilya, causing moderate injuries. Tension remains high in East Jerusalem as right-wing Jewish activists tour Haram al-Sharif under an Israeli police escort in the morning. Israeli forces arrest 11 Palestinians on raids and patrols in the Old City, al-Thawri, Issawiyya, Shu‘fat, and al-Tur. Israeli DM Ya’alon says that Israel will stop returning the bodies of Palestinians killed in violent confrontations with the IDF if they are mourned at mass funerals, as on 10/31 in Hebron. He also says that he decided not to return any more bodies to Hebron following the 10/31 mass funeral and subsequent clashes. (HA 11/1; HA 11/3)

Small-scale violent incidents continue as IDF troops shoot and kill a Palestinian e. of Jerusalem after he stabs and critically injures an Israeli soldier. The IDF arrests a 2d Palestinian at the scene of the incident and closes a nearby checkpoint, sparking clashes with Palestinian youths in the area; there are no serious injuries. IDF troopsshoot and injure a Palestinian youth nr. Nablus overnight, later alleging that he was trying to sneak into a settlement with a knife. After the incident, Israeli forces set up mobile checkpoints at the entrances to 2 nearby villages. A Palestinian driver rams an Israeli border security officer at a checkpoint nr. Ramallah, causing light injuries. Later, IDF troops shoot and injure another Palestinian driver outside the Gush Etzion settlement bloc nr. Hebron after he rams a group of Israeli soldiers, injuring 5. Israeli forces shoot and kill a Jewish Israeli nr. the Old City of East Jerusalem late at night after he attempts to take a soldier’s weapon and they mistake him for a “Palestinian attacker,” according to the police. The Israeli crackdown continues as well. Israeli forces obstruct the entrance to Ni‘lin village nr. Ramallah with cement blocks for the 2d day in a row; assault and detain a Palestinian youth at a checkpoint nr. Bethlehem. Throughout the day, IDF troops clash with and violently disperse Palestinian protesters along the border with Gaza, in c. Hebron, nr. Ramallah, and 1 neighborhood in East Jerusalem; 1 Palestinian dies of tear gas inhalation and 4 are injured. The IDF conducts late-night raids and house searches across East Jerusalem and the West Bank, arresting 58 Palestinians. Israeli settlers throw stones at Palestinian vehicles at the entrance of a village nr. Nablus. In East Jerusalem, Israeli forces set up a new checkpoint between al-Tur and Wadi al-Juz and they remove checkpoints in Wadi al-Juz and Shaykh Jarrah; demolish a livestock farm in Jabal Mukabir. The Israeli crackdown on the oPt continues amid the ongoing wave of violence. In the West Bank, Israeli forces punitively demolish the Hebron apartment of the Palestinian who stabbed an Israeli woman to death outside the Gush Etzion settlement nr. Bethlehem on 11/10/2014. Throughout the day, IDF troops violently disperse Palestinians protesting w. of Tulkarm and outside a settlement nr. Ramallah, injuring 3 Palestinians. The IDF conducts a raid in a village nr. Bethlehem, sparking clashes with stonethrowing Palestinian youths; 1 Palestinian is injured with live ammunition. IDF troops also conduct late-night raids and patrol in other areas across the West Bank, arresting 21 Palestinians, including 1 senior Hamas official on charges related to incitement, and issuing arrest summons to 4. Israeli settlers burn tires and verbally confront Palestinians nr. Salfit. In East Jerusalem, a large group of Israeli settlers escorted by Israeli forces forcibly evict Palestinians from 2 homes in Silwan. The property was allegedly purchased by the Israeli settler association Ateret Cohanim. Later, Israeli forces raid the Jabal Mukabir home of 1 of the Palestinians who attacked a group of Israelis on a bus in East Jerusalem on 10/13 and the Old City home of the Palestinian who attacked a group of Israelis in Tel Aviv on 10/8, taking measurements and preparing for a possible punitive demolition. They also arrest 7 Palestinians on late-night raids in Abu Dis, Ras al-Amud, and Issawiyya. Israeli PM Netanyahu orders the Israeli police to suspend their construction of a concrete barrier in East Jerusalem between Jabal Mukabir and the nearby Israeli settlement East Talpiot, responding to complaints from his cabinet about dividing Jerusalem. The police erected sections of the planned 300 m barrier on 10/18. (HA, TOI 10/19)

Israel’s Foreign Ministry summons the French amb. to Israel to a disciplinary meeting, during which Israeli officials criticize the French plans to push for the UNSC to sponsor an international observer force at Haram al-Sharif, as reported in the French press on 10/17. Meanwhile, U.S. secy. of state Kerry says that the U.S. opposes the French proposal for an international observer force. (HA, JP, TOI 10/19)

Stabbing and other small-scale attacks continue in Israel and Jerusalem. In East Jerusalem, 2 Palestinians attack a group of Jewish Israelis on an Israeli bus in Jabal Mukabir, killing 2 and injuring at least 10 (a 3d Israeli will succumb to injuries sustained in the attack on 10/27). Israeli police shoot the 2 Palestinians, killing 1 and seriously injuring the other. In West Jerusalem, a Palestinian driver rams an Israeli pedestrian, then gets out of his car and stabs 5 other Israelis (1 Israeli will succumb to his injuries later in the day). Israeli police shoot and critically injure the Palestinian before arresting him (the Palestinian succumbs to his injuries later in the day). In Israel, Israeli police shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli in Ra’anana, n. of Tel Aviv. Later, a Palestinian stabs and injures 4 Israelis in the same city. Several Jewish Israelis assault and detain him as he attempts to flee, including 1 Israeli driver who rams the man with his vehicle. An Israeli man attacks a Palestinian citizen of Israel in Netanya, lightly injuring him. In Kiryat Ata nr. Haifa, a Jewish Israeli stabs and moderately injures another Jewish Israeli, mistakenly identifying him as a Palestinian. Following the morning’s attacks, Israel’s security cabinet meets and decides not to return the bodies of Palestinians shot and killed by Israeli forces after carrying out attacks on Israeli citizens. Instead of returning the bodies to their families, they will bury them secretly. The cabinet also decides to revoke the residency status of Palestinian attackers, bar any homes punitively demolished from being rebuilt, and allow the police to “impose a closure on, or to surround, centers of friction and incitement in Jerusalem, in accordance with security considerations”. For the 5th day in a row, IDF troops open fire on hundreds of Palestinians protesting along Gaza’s border fence e. of al-Bureij r.c. and nr. the Erez border crossing, injuring 51. They also disperse and drive back around 30 Palestinians who cross the s. border. The Israeli authorities close the Erez crossing shortly after the clashes. Later, Palestinians open fire on Israeli forces patrolling along the border fence e. of Khan Yunis, causing no damage. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians protesting and throwing stones throughout the region, killing 1 Palestinian in Bethlehem and injuring at least 33. Israeli forces raid the Jenin home of the Palestinian who allegedly stabbed and injured an Israeli soldier in Afula on 10/8, preparing for a possible punitive demolition. The IDF also conducts raids and house searches nr. Hebron, Nablus, and Tulkarm, arresting 13 Palestinians. Israeli settlers throw stones at Palestinian drivers nr. Nablus and nr. Hebron, injuring 1 Palestinian in the former and sparking minor clashes in the latter. Israeli settlers also assault and moderately injure a Palestinian youth outside a settlement e. of Jerusalem; assault 4 Palestinian farmers working nr. Ramallah. Palestinian citizens of Israel gather in Kafr Kanna, Nazareth, and other predominantly Palestinian cities to protest the Israeli police’s 48-hour ban on Palestinian access to the Old City of Jerusalem, and many Palestinian families in East Jerusalem opt to keep their children home from school in light of the heavy Israeli police presence. Meanwhile, more than 10,000 right-wing Israelis gather outside the PM’s residence in Jerusalem to protest Netanyahu’s insufficiently tough response to the recent Palestinian attacks. Amid the ongoing wave of violence in the oPt, IDF troops shoot and seriously injure 3 Palestinian youths with live ammunition during clashes in Aida r.c. nr. Bethlehem (1 will succumb to his injuries later in the day). After the boy is announced dead, Palestinian businesses in Bethlehem close in mourning. Throughout the rest of the West Bank and East Jerusalem, Israeli troops clash with and violently disperse Palestinians throwing stones and protesting the Israeli crackdown. At least 120 Palestinians are injured (4 seriously) in such clashes, including 1 journalist. IDF troops continue their crackdown on alleged stonethrowers, raiding the Hebron home of a Palestinian youth accused of stone-throwing, and leave once they learn that the accused is only 3 years old. Clashes ensue between Israeli forces and stone-throwing Palestinians in a nearby town after an IDF raid. IDF troops assault, injure, and detain a Palestinian man at a checkpoint in the n. West Bank after he allegedly attempts to stab 1 of the soldiers. In response to a statement released by PM Netanyahu’s office on 9/19, Israeli atty. gen.
