In the West Bank, a Palestinian man succumbs to wounds sustained from Israeli forces in Nur Shams refugee camp on 10/19/2023. An Israeli settler shoots and kill a Palestinian man after he shoots and kills 2 Israeli settlers at a gas station near the Eli settlement. Israeli settlers also throw stones at Palestinians at the Za’atra checkpoint, injuring a man. Elsewhere, Israeli settlers ram a Palestinian man in al-Lubban ash-Sharqiya, causing minor injuries. Israeli settlers also raid Arab al-Milehat, throwing stones at homes. Meanwhile, Israeli settlers disassemble and steal 2 agricultural structures in Kisan. Israeli forces shoot and kill 2 Palestinians and injure another while they are picking gundelia flowers near Bayt Awa. Israeli forces also shoot and kill a Palestinian child during a raid in Beit Furik. Elsewhere, Israeli forces shoot and injure a Palestinian man during a raid in Jalazone refugee camp. Israeli forces also shoot and injure a Palestinian man in Jenin. Meanwhile, Israeli forces demolish a home and 2 agricultural structures during a raid in Ein ad-Duyuk al-Tahta. Israeli forces also arrest 20 Palestinians during raids in and around Hebron, Ramallah, and Bethlehem. In Gaza, Israeli forces bomb Nuseirat refugee camp, al-Bureij refugee camp, Khan Yunis, Jabalia refugee camp, and Beit Hanun, killing at least 81 people. Israeli forces also open fire at an aid convoy where thousands of Palestinians are seeking to gather aid. Eyewitnesses report that Israel used live ammunition, tank shells, and drone-fired missiles to attack the crowd, at least 112 people are killed and 760 are injured. Israeli tanks also run over the bodies of the dead and injured. The attack is dubbed the Flour Massacre. 4 children die of starvation at the Kamal Adwan Hospital. Israeli settlers storm the Beit Hanun (Erez) crossing, attempting to create a settlement in Gaza. In Lebanon, Hezbollah fires 2 rockets at Goren. More than 30,147 Palestinians have been killed by Israeli forces in Gaza, including at least 13,230 children and 8,860 women, and around 71,217 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 409 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 103 children. More than 4,606 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 240 Israeli soldiers have been killed and 1,431 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 22-year-old Palestinian prisoner Assef al-Rifai dies in an Israeli prison, becoming the 11^th Palestinian to die in Israeli prison since 10/7. Al-Rifai, who had been imprisoned since 2022, suffered from cancer. (WAFA 2/29)

In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. EU high commissioner for foreign affairs Josep Borrell calls it “totally unacceptable,” Colombia denounces Israel’s genocide, suspending weapons purchases from Israel. French president Emmanuel Macron expresses “[d]eep indignation at the images coming from Gaza where civilians have been targeted by Israeli soldiers. I express my strongest condemnation of these shootings and call for truth, justice, and respect for international law.” Spain, Belgium, Turkey, Portugal, Italy, Qatar, Saudi Arabia, Egypt, Jordan, China, Canada, Yemen, Australia, and other countries express shock and contempt for the Israeli actions. The U.S. blocks an Algerian statement at the UN Security Council that assigns blame to Israel for the incident, saying it needs to be “thoroughly investigated.” The Israeli newspaper Haaretz for the first time calls on Israel to end its war, citing the incident. Palestinian National Initiative secretary-general Mustafa Barghouti says, “I have never seen the atmosphere so close to unity as it is today.” Russian foreign minister Sergey Lavrov tells the Palestinian representatives at the meeting that if they can announce a unity position on the basis of the PLO those who use the lack of Palestine unity to prevent “the settlement in the Middle East, will lose their winning cards.” Hamas political leader Ismail Haniyeh meets with Chinese ambassador to Qatar Zhou Jian, discussing “ways to stop the war” in Gaza. President Mahmoud Abbas meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag and USAID administrator Samantha Power in Ramallah. The Israeli Civil Administration declares 2,640 dunams (652 acres) of land in Abu Dis and al-Eizariya Israeli state land. 120 Palestinian families live on the land. The area declared state land connects the Ma’ale Adumim settlement and the Keidar settlement. (AJ, REU, WAFA 2/29; HA 3/1)

Norwegian prime minister Jonas Gahr Store says the PA has received $114 million from Israel as part of the tax revenue payments and that more money will be dispersed in “the coming days.” (REU 2/29)

UNRWA says it has not received $89 million from the European Commission that was due on 2/29. 17 rights and aid organizations, including Save the Children and Oxfam, call on the EU to disperse the funds. The UN says Israel has not provided evidence about its claims against 12 UNRWA staffers for the independent investigation by the UN. Germany says it will increase aid to Gaza by $21.6 million and that its military will start taking part in aid airdrops if enough aid cannot be dispersed by land. (AP, AP, REU 2/29)

Israel claims it has killed more than 13,000 militants in Gaza since its ground invasion. Israeli prime minister Benjamin Netanyahu calls Hamas’s demands for a ceasefire “delusional,” saying he will not accept them and that he rejects international calls for a ceasefire. The Israeli negotiators who had been in Qatar this week return to Israel. Finance Minister Bezalel Smotrich calls for a “massive” settlement expansion in response to the killing of 2 Israeli settlers near the Eli settlement. National Security Minister Itamar Ben-Gvir says aid to Gaza must stop as it endangers Israeli soldiers, citing the Flour Massacre where no Israeli soldiers were injured while more than a 100 Palestinians were killed. The Israeli government says it is still reviewing whether it will severely limit the number of Muslim worshippers it will allow to enter the Haram al-Sharif compound during Ramadan. U.S. president Joe Biden walks back his comment that a ceasefire will happen by 3/4 but says that he is still hopeful. Biden also issues a statement calling on Republicans to pass a bill providing aid to Israel to “help ensure Israel can defend itself against Hamas and other threats.” Biden speaks with Qatar emir Sheikh Tamim bin Hamad Al Thani and Egyptian president Abdel Fattah el-Sisi, discussing the need for aid and a ceasefire in Gaza. Secretary of State Blinken speaks with Qatari prime minister Mohammed bin Abdulrahman bin Jassim Al Thani, discussing the same issues. White House deputy press secretary Olivia Dalton says the U.S. is deeply concerned that it has not received an Israeli plan for how it will provide security for Palestinians in Rafah if the Israeli military invades the city. Israeli settlers assault Palestinians in Khillet al-Farra in the Masafer Yatta area. Israeli forces raid Nur Shams refugee camp, killing 3 Palestinians and injuring 1, uprooting streets, and destroying property. Israeli forces also shoot and injure a Palestinian during a raid in Wadi al-Fara’a. Elsewhere, Israeli forces demolish a home under construction in Bayt Jala. Israeli forces also arrest 25 Palestinians during raids in Jenin, Hebron, Qalqilya, Bethlehem, Ramallah, and Tulkarm. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Khan Yunis, and Gaza City, killing at least 123 people, including 13 people collecting water from a truck distributing aid in Gaza City. Israeli forces also shoot and kill a paramedic and injure 2 others while they are evacuating injured people in Gaza City and open fire at al-Amal Hospital in Khan Yunis, injuring 2. Details of Hamas’s counterproposal to the Israeli, U.S., Qatari, and Egyptian ceasefire proposal are unveiled. The Hamas proposal includes 3 stages of 45 days. In the first stage, Israel and Hamas would exchange the remaining female, child, and elderly Israeli captives for 1,500 Palestinian prisoners, see 500 trucks of aid enter Gaza daily, allow Palestinians to return to their homes in Gaza, allow the entry of 60,000 temporary homes and 200,000 tents, and stop Israeli settlers from entering the Haram al-Sharif compound. In the second stage, male captives would be exchanged for more Palestinian prisoners. In the third phase, the bodies of those killed would be exchanged. The proposal also calls for securing the reconstruction of Gaza and the complete withdrawal of Israeli forces. Hamas political bureau member Mohammad Nazzal says the Hamas proposal has clear deadlines which the original proposal lacked, that Qatar, Egypt, Russia, Turkey, and the UN will be guarantors for maintaining the ceasefire, and that the proposal is final. U.S. secretary of state Antony Blinken meets with PA president Mahmoud Abbas in Ramallah, discussing negotiations for a ceasefire in Gaza, Israel’s withholding of PA tax funds, and settler violence. Abbas also expresses the importance of the U.S. recognizing the state of Palestine. Blinken also meets with Prime Minister Netanyahu, military Chief of Staff Herzi Halevi, Defense Minister Yoav Gallant, and President Issac Herzog. The Israeli Broadcasting Corporation reports that Netanyahu promises Blinken that Israel will not invade Egypt at the Philadelphi Corridor without coordination with Egypt. Blinken says at a press conference that Hamas will not play a role in the future governance of Gaza, that the death toll in Gaza remains too high, and that Israel should open the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Blinken also says that the Hamas response to the ceasefire deal has “clear non-starters,” but that he thinks there is space for an agreement to be reached. PA health minister Mai al-Kaila sends a letter to UN secretary-general Antonio Guterres, calling on him to ensure that medical personnel in Gaza are protected as 340 doctors and health workers have been killed by Israeli forces. Al-Mezan says in a letter to Guterres that the UN Office on Genocide Prevention has failed in its mandate, calling it “double standards.” (AJ, WAFA 2/7)

The Saudi Arabian Foreign Ministry issues a statement saying “in light of what has been attributed to the U.S. National Security Spokesperson, the Ministry of Foreign Affairs affirms that the position of the Kingdom of Saudi Arabia has always been steadfast on the Palestinian issue . . . The Kingdom has communicated its formal position to the U.S. administration that there will be no diplomatic relations with Israel unless an independent Palestinian state is recognized on the 1967 borders with East Jerusalem as its capital, and that the Israeli aggression on the Gaza Strip stops and all Israeli occupation forces withdraw from the Gaza Strip.” In the statement, Saudi Arabia also calls on UN Security Council members to recognize the state of Palestine. Argentinian president Javier Milei meets with Prime Minister Netanyahu in Jerusalem, saying Argentina will designate Hamas as a terrorist organization. The U.S. Senate rejects a $118 billion bill that would fund Israel’s war on Gaza, send military aid to Ukraine, and fund the U.S.-Mexico border. Senator Bernie Sanders (D-VA) says he voted against the bill because the military aid to Israel is “unconscionable” given the Israel’s “horrific war against the Palestinian people,” and because of the provisions in the bill that would prevent UNRWA funding. The American Civil Liberties Union writes a letter to U.S. secretary of education Miguel Cardona, calling on him to reject the International Holocaust Remembrance Association’s working definition of anti-Semitism, saying it conflates anti-Semitism with political speech. (AJ 2/7)

Canadian immigration minister Marc Miller says Egyptian and Israeli authorities have not allowed 1,000 Palestinians who have been granted permission to come to Canada to be evacuated. (AJ 2/7)

The UN Security Council meets to discuss the ICJ ruling on provisional measures. PA ambassador to the UN Riyad Mansour says a ceasefire is needed to implement the provisional measures instituted by the ICJ on 1/26. UN under-secretary-general for humanitarian affairs and emergency relief coordination Martin Griffiths calls the relief entering Gaza “grossly inadequate.” UN secretary-general Antonio Guterres calls UNRWA the “backbone of all humanitarian response in Gaza” and iterates his call for countries that have suspended funding for the agency to reverse their decisions. Israeli Channel 12 reports that Mossad director David Barnea briefed the Israeli cabinet on the ceasefire negotiations held over the weekend. Prime Minister Benjamin Netanyahu writes on X that his “red lines” on an agreement are that Israel will not end the war and will not release “thousands of terrorists,” refering to Palestinian prisoners. National Security Minister Itamar Ben-Gvir writes a letter to Netanyahu calling on him to block aid from entering Gaza. South African foreign minister Naledi Pandor says Israel is ignoring the ICJ ruling on provisional measures. The U.S. House of Representatives passes H.R. 6679, preventing entry to the U.S. of members of the PLO, Hamas, and Islamic Jihad in a 422-2 vote. The bill would need to be approved by both the Senate and the president. PLO secretary-general Hussein al-Sheikh calls the bill a “dangerous decision” and demands a response from the Biden administration. Haaretz reports that Israeli commanders have instructed soldiers to set fire to Palestinian homes in Gaza and that in the past months hundreds of homes have been destroyed by Israeli soldiers setting fire to them. A photo of a note left behind by Israeli soldiers reads “[w]e are not burning the house so you can enjoy it, and when you leave – you will know what to do.” (HA 1/31)

Haaretz also reports that in the aftermath of 10/7/2023, Zaka community emergency response volunteers staged scenes in Israeli villages that were attacked to attract donations for the organization instead of properly handling bodies of deceased Israelis and spread accounts of atrocities that never happened to garner media attention. The Israeli military decided from 10/7/2023 to let Zaka handle the bodies of the dead instead of using its unit trained in the identification and collection of human remains. (HA 1/31)

Ynet reports that Prime Minister Netanyahu told the UN envoys from Malta, Bulgaria, Czechia, Hungary, Romania, Ukraine, Slovenia, and Sierra Leone that UNRWA must be replaced during a meeting in Jerusalem. (AJ, AP, REU 1/31)

A federal judge in Oakland, California, dismisses a lawsuit brought by Palestinian Americans seeking to end U.S. support for Israel’s campaign in Gaza on the basis of genocide, saying he would have issued an injunction but is legally not able to do so due to a lack of jurisdiction. The ICJ rules that there is a basis to further investigate the South African genocide case against Israel and that the ICJ has jurisdiction to hear the case. The court issues 6 provisional measures: 1) Israel must take all possible measures to prevent acts as outlined in Article 2 of the Genocide Convention, including not killing members of a particular group [Palestinians], not causing physical or psychological harm to members of that group, not inflicting living conditions which are calculated to bring about the end of the existence of a people, and not carrying out acts to precent the births within the group. 2) Israel must ensure its military does not carry out any of the actions outlined in measure 1. 3) Israel must prevent and punish incitement to commit genocide. 4) Israel must ensure the delivery of basic services and essential humanitarian aid. 5) Israel must prevent the destruction of evidence of war crimes and allow fact-finding missions access. 6) Israel must submit a report on all steps taken to abide by the measures within 1 month. 4 of the orders are approved by 15 of the 17 judges, while 2 of the measures are approved by 16 of the 17 judges. The only judge to vote against all measures is Judge Julia Sebutinde of Uganda. Aharon Barak, the judge representing Israel, votes for measures 3 and 4. The measures issued by the court fall short of South Africa’s demand for a ceasefire. Hamas welcomes the ICJ orders and calls on the international community to force Israel to implement the decisions. Hamas issues a report titled “Our Narrative” explaining Operation Al-Aqsa Flood, calling it a “natural response” to the Israeli attempts to kill the Palestinian cause. The UN General Assembly adopted an Egyptian-drafted resolution calling for an immediate ceasefire in Gaza and the immediate and unconditional release of all captives with 153 votes in favor, 10 against, and 23 abstentions. Austria, Czechia, Guatemala, Israel, Liberia, Micronesia, Nauru, Papua New Guinea, Paraguay, and the U.S. voted against the non-binding resolution. Amendments put forward by the U.S. and Austria failed to reach the 2/3 threshold with 84 voting in favor of the U.S. amendment and 89 voting in favor of the Austrian amendment. U.S. president Joe Biden gave a speech at a campaign reception, reiterating narratives that have proven to be false, including that Hamas militants beheaded babies on 10/7 and calling Hamas animals. Biden also said Israel has to strengthen the PA and said Israel was “starting to lose that support [from the EU] by the indiscriminate bombing that takes place” in Gaza. He further complained about Israeli prime minister Benjamin Netanyahu’s coalition partners, naming National Security Minister Itamar Ben-Gvir. Lastly, he said “I believe, without Israel as a freestanding state, not a Jew in the world is safe,” despite more than a quarter of the world’s Jewry living in the U.S. In response to Biden’s speech, PLO secretary-general Hussein al-Sheikh said the U.S. should call for an immediate ceasefire and put forward a comprehensive peace plan. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. PA president Mahmoud Abbas addressed the UN General Assembly at its annual meeting, warning that peace in the region is impossible without the “Palestinian people enjoying full legitimate and national rights.” Abbas criticized world leaders for not holding Israel accountable for its atrocities and called on UN members to recognize the State of Palestine. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. PA ambassador to the UN Riyad Mansour said in an interview that the Palestinian leadership is confident that Saudi Arabia would protect Palestinian interests in a potential normalization deal with Israel and that the Saudis have accepted the Palestinian position on the negotiations, including restarting peace talks and protecting Palestinians’ right to self-determination. Haaretz reported that the Palestinian demands includes a settlement freeze, expanding Areas B and C, full membership at the UN, reopening the PLO office in Washington, and reopening the U.S. consulate in East Jerusalem. Israeli forces also shot and killed 1 Palestinian minor near az-Zubaidat, claiming he had shot and injured 1 Israeli soldier. Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PLO secretary-general Hussein al-Sheikh, head of PA intelligence Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi arrived in Riyadh for meetings with Saudi and U.S. officials, including National Security Council Coordinator for the Middle East and North Africa Brett McGurk, to discuss the Palestinian aspect of the potential Saudi-Israeli normalization deal. Khaldi told the New York Times that the PA demand is the implementation of the Arab Peace Initiative. U.S. president Joe Biden nominated former Treasury Secretary Jack Lew to be the next U.S. ambassador to Israel. Lew will have to be confirmed by the U.S. Senate to be instated. Lew sits on the U.S. board of directors for the National Library of Israel, a partly Israeli state-owned institution. Haaretz reported that Israel continued to sell weapons to Myanmar after a U.S. and EU arms embargo was placed on the country and despite the Israeli government claiming it had ended arms sales to the country in 2018. (HA, MEE 9/5)

Papua New Guinean prime minister James Marape and Israeli prime minister Benjamin Netanyahu inaugurated the Papua New Guinean embassy to Israel in Jerusalem. Marape cited his Christian beliefs in making the decision to open the embassy in Jerusalem, which Israel will fund for the first 2 years. PLO Executive Committee member Wasel Abu Yousef said that Israel was “looking for any country – even if that country can only be seen under a microscope – so it can claim there are countries opening embassies in Jerusalem.” A picture circulating on social media showed the embassy completely empty, except for the embassy plague, the day after the inauguration. Israeli settlers assaulted 1 Palestinian man in Khirbet Umm Zuqah in the Jordan Valley. Israeli forces shot and injured 1 Palestinian man before arresting him, claiming he had attempted to ram Israeli soldiers near Hebron; his father at their home in Karma. Israeli forces also violently dispersed Palestinians in Beit Umar, causing tear-gas related injuries. Elsewhere, Israeli forces demolished an agricultural structure in Khirbet Tiba. 14 Palestinians were arrested during late-night raids in Jericho, Tulkarm, and Ramallah. Axios reported that the PA has provided Saudi Arabia with a list of possible deliverables in exchange for not opposing Saudi-Israeli normalization. PLO secretary-general Hussein al-Sheikh was reported to have given Saudi national security advisor Musaed bin Mohammed al-Aiban the list 3 months ago. The list reportedly included: changing the status of parts of Area C to Area B, for the U.S. to reopen its consulate to Palestinians in Jerusalem, for Saudi Arabia open a consulate to the PA in Jerusalem, for Saudi Arabia to resume funding of the PA, and for Israel to agree to resume final status negotiations under a clear timeline. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. Axios later reported that the meeting between the Palestinian officials and Leaf was tense, as Leaf dismissed the idea that the U.S. would support Palestine to obtain full UN membership. The Israeli Border Control Administration denied entry to a Palestinian German teenager at Ben Gurion International Airport. She said she was verbally abused and threatened with violence before she was returned on a plane to Germany after being detained for 32 hours. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Waha and al-Sudaniyya; no injuries were reported. In Gaza, 22 Palestinians were killed in a fire in the Jabalia refugee camp. The PA called on Israel to open its crossings to Gaza to allow the injured to receive treatment in East Jerusalem and the West Bank, which Israel subsequently said it had done. The preliminary investigation suggested that the fire escalated quickly due to a large amount of gasoline stored in the house. U.S. ambassador to Israel Tom Nides visited the Kiryat Netafim settlement. Ambassador Nides said he visited the settlement to offer condolences to the family of an Israeli settler who was stabbed to death on 11/15 in the Ariel settlement, allegedly by a Palestinian. Shomron Regional Council head Yossi Dagan, who accompanied Nides, told Nides that “we will build Samaria [the West Bank]. We are believers, and we know that this is our land.” (HA 11/17)

Palestinians from the West Bank who work in Israel protested at Israeli checkpoints against an agreement between the PA and Israel to deposit workers’ wages in Palestinian banks rather than paying them in cash. Israel’s high court of justice rejected an appeal to have Khalil Awawdeh released from administrative detention, saying it has no room to intervene despite his medical condition, which is categorized as serious. Israel dropped charges against 2 Palestinian men from East Jerusalem after video evidence showed that the 2 of them were attacked by Israeli police, and not the opposite as the Israeli police had claimed. The incident happened in Isawiya in 2019 during a raid in the neighborhood, in which the 2 Palestinians asked the police not to park in a private parking spot and were attacked by Israeli police. The directors of Al Haq and Defense for Children International – Palestine received calls from the Shin Bet separately ordering the 2 to show up at Shin Bet facilities in the West Bank. Al Haq director Shawan Jabarin told the Shin Bet representative that he would not show up unless he receives a letter to his lawyer or the Shin Bet shows up at his home. Defense for Children International – Palestine general director Khaled Quzmar showed up at a Shin Bet facility at the Ofer settlement and was told to cease work for his organization immediately during a 2-hour interrogation. The offices of the 2 rights organizations, along with 5 others, were raided by Israeli forces on 8/18. The organizations have been categorized by Israel as terrorist organizations. The international community has largely condemned the raids and the terrorist designations. The PLO also announced that it had opened its offices in Ramallah to the 7 rights organizations to provide them a space to carry out their work. U.S. president Joe Biden continued his 4-day Middle East trip, leaving Israel for East Jerusalem and the West Bank. In East Jerusalem, President Biden visited the Augusta Victoria Hospital, announcing $100 million in aid for the East Jerusalem Hospital Network that serves Palestinians from East Jerusalem, the West Bank, and Gaza. The funding of the hospital will need U.S. congressional approval. Biden’s predecessor Donald Trump had cut U.S. funding in medical aid for the PA. Biden’s visit was the 1st by a sitting U.S. president to East Jerusalem, outside of the Old City. In Bethlehem, Biden and PA president Mahmoud Abbas met and held a press conference, where President Abbas stressed that a 2-state solution will not be tenable forever and called for accountability for Israel’s killing of Palestinian American journalist Shireen Abu Akleh. Additionally, Abbas called on the U.S. to reopen its consulate to Palestinians and delist the PLO from the U.S. list of terrorist organizations, saying “we are not terrorists.” Biden for his part called for a “full and transparent” investigation into the killing of Abu Akleh, voiced support for a 2-state solution along the 1967 borders with land swaps, and announced that Israel had said it would allow Palestinian phone companies to connect to 4G networks by the end of 2023. Biden also announced $201 million in funding for UNRWA and $15 million in aid for food security via the UN World Food Program and 2 NGOs. Additionally, it was reported that Israel will open the Allenby Bridge on a 24-hour basis and assess if the PA should have a presence at the crossing. It was reported by Palestinian sources that the 2 leaders gave separate statements after failing to agree on a joint statement. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. After being exposed in a leak on 12/7, PLO executive committee member Hanan Ashrawi released a statement confirming that she had submitted a letter of resignation to PA president Mahmoud Abbas. Ashrawi met with President Abbas on 11/24 and subsequently handed her resignation on 11/26. In a statement Ashrawi said that her resignation was leaked by “senior sources,” despite her agreement with Abbas that her resignation would not be publicized until the end of the year. Ashrawi said she had resigned because she “believe[s] that it is time to carry out the required reform and to activate the PLO in a manner that restores its standing and role . . . [and because] the Palestinian political system needs renewal and reinvigoration with the inclusion of youth, women, and additional qualified professional. It is incumbent upon us all to assume our individual responsibilities and to carry out our duties with honesty and integrity, including by facilitating this needed change.” Later in the day, President Abbas accepted Ashrawi’s resignation. An Israeli military court allowed a plea bargain for an Israeli soldier who shot and killed a 23-year-old Palestinian man in March 2019. The Israeli soldier shot the Palestinian man while he was assisting another man who had been shot by Israeli forces while tending to his car that had broken down. According to the plea deal, he will serve 3 months community service and receive a 3-month suspended sentence for 2 years in exchange for confessing to negligent manslaughter. The lawyer representing the Palestinian family said that “[t]he army is sending a clear message that soldiers who kill or injure Palestinians will not be punished.” (HA 12/9; AJ, IN, WP 12/10)

In the West Bank, Israeli forces shot and injured 1 Palestinian during clashes in Jericho. Israeli forces also sealed the entrance to Asira. Fatah and Hamas leaders said they have agreed to the 1st Palestinian elections since 2006. Fatah official Jibril Rajoub said that “[w]e have agreed to first hold legislative elections, then presidential elections of the Palestinian Authority, and finally the central council of the Palestine Liberation Organization.” A member of the Fatah Central Committee also said that “[w]ithout Jerusalem, there will be no elections.” It is unclear how national elections will include East Jerusalem as Israel refuses to let Palestinian East Jerusalemites participate in Palestinian elections. The Sudanese foreign ministry fired its spokesperson after he said on 8/18 that Sudan was looking forward to normalizing ties with Israel, a claim that the foreign ministry denied that same day. Saudi Arabia’s foreign minister Prince Faisal bin Farhan Al Saud said that “Saudi Arabia considers Israel’s unilateral policies of an annexation and building settlements as an illegitimate and detrimental to the two states solution . . . Saudi Arabia reaffirms its commitment to peace as a strategic option based on the Arab Peace Initiatives.” The Arab Peace Initiative stipulates normalization with Israel is predicated on the establishment of a Palestinian state.
