Hamas launched Operation Al-Aqsa Flood, entering Israeli towns and villages near Gaza through the Gaza fence and by air, using improvised paramotoring gliders, attacking military equipment with explosive drones, and firing thousands of rockets. Palestinian militants took control of at least 14 Israeli bases, police stations, and towns, in addition to the Beit Hanun (Erez) crossing, and bulldozed parts of the Gaza fence. More than 200 people were captured by militants and brought to Gaza, as were dozens of Israeli military vehicles. After the launch of the operation, Israeli forces began fighting militants in the area near the Gaza fence and conducted airstrikes, killing more than 198 Palestinians and injuring 1,610 as of 6 p.m. Israeli airstrikes targeted the Indonesian Hospital and destroyed the second largest building in Gaza, Palestine Tower, among many other residential buildings. Israel said that at least 70 Israelis had been killed and more than 986 wounded as of 5.30 p.m. 20,000 Palestinians were internally displaced, sheltering in UNRWA schools and emergency shelters. Israel dubbed its attacks on Gaza Operation Swords of Iron. In the West Bank, Israeli settlers with a military escort raided Yasuf, injuring 32 Palestinians, including 6 with live ammunition and 1 in a stabbing, and set fire to 3 homes. Israeli settlers also attacked Palestinians in Aqraba, Qusra, Tuqu’, Khirbat Makhul, and Huwwara, injuring 6, including at least 1 with live ammunition. Israeli forces shot and killed 6 Palestinian protesters, including a child, in Beit Umar, Deir Sharaf, Hebron, Qalqilya, Jericho, and al-Bireh, wounding 92 others, including 30 with live ammunition. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shu’fat, Isawiya, Silwan, and al-Tur, injuring 1 with a baton round and others with tear-gas. Hamas political leader Ismail Haniyeh said Hamas had warned Israel about damaging al-Aqsa Mosque, continued settlement expansion, and raids on Palestinian cities and towns, but that Israel had ignored its warnings. Haniyeh further stated, “Israel could have silenced us by giving us crumbs, but the government turned its back on any possibility of a prisoner exchange and continued the siege of the strip.” Islamic Jihad spokesperson Dauod Shihab said Israeli captives would only be released in a prisoner exchange, adding the organization had taken women and children captives because Israel does the same. PA president Mahmoud Abbas issued a statement saying he had directed the PA forces to “protect Palestinians everywhere,” and that the “Palestinian people has the right to defend itself from any aggression by settlers and the Israeli occupation forces.” All Palestinian factions called for a general strike in the West Bank over the Israeli attacks on Gaza. Israeli prime minister Benjamin Netanyahu said “Israel is at war. This is not a so-called military operation, not another round of fighting, but war.” He further stated that Israel will “purge the area [around Gaza] of enemy forces” and then “exact a huge price from the enemy, also in the Gaza Strip.” Netanyahu also spoke with opposition leaders Benny Gantz and Yair Lapid about forming an emergency unity government. Lapid said he would only join the government if Netanyahu fired National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich. Israel also called up tens of thousands of reservists in preparation for a potential ground invasion. U.S. president Joe Biden spoke with Prime Minister Netanyahu. Biden condemned Hamas in a speech, calling their operation “unconscionable.” Secretary of State Antony Blinken spoke to President Mahmoud Abbas, calling on him to condemn the Hamas operation. The Palestinian Prisoner’s Society said Israel had imposed punitive measures against Palestinian prisoners, including placing sections of prisons on lockdown, seizing televisions, increasing jamming devices, and stopping family and lawyer visits. (WAFA 9/8)

In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. Israeli air strikes also destroyed an interior ministry building west of Gaza City and 3 poultry farms near Rafah, killing more than 10,000 chickens. Israeli forces also struck the fishing ports in Gaza city and Khan Yunis. Damage to power lines in Gaza was reported, significantly reducing the amount of available electricity. In Israel, Israeli forces killed 2 people after several people crossed from Lebanon into Israel by Metula. Israel also said that 3 rockets were fired at Israel from Syria, with 2 landing in open land in the Israeli-occupied Golan Heights and 1 in Syria. 2 rockets from Gaza hit 2 houses in Sderot, causing damage and 1 injury. 1 rocket from Gaza lightly injured 1 Israeli driving near Beersheba. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. Hamas reported that the interior ministry and the passport office along with other government buildings had been hit by Israeli air strikes. In Israel, 1 Israeli soldier was killed and 2 injured from an anti-tank missile fired from Gaza and 1 child succumbed to injuries sustained in Sderot, raising the Israeli death toll to 7. Dozens of rockets were also fired at Israel from Gaza, most of them intercepted. A mob of Jewish-Israelis pulled 1 Palestinian-Israeli out of his car and beat him while tv cameras were rolling in Bat Yam; the man was said to be in serious condition. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. Israeli police announced a nighttime curfew in Lydda from 8 p.m. to 4 a.m. 1 Palestinian-Israeli man was injured when rammed by a car­ and beaten near Or Akiva. 1 Palestinian-Israeli was lightly injured by a mob of Jewish-Israelis while driving in Tiberias. 1 Jewish-Israeli was injured in a stabbing incident in Tamra. A mob of Jewish-Israelis also attacked 1 Palestinian-Israeli in Haifa. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. At a security cabinet meeting, Israeli prime minister Benjamin Netanyahu and other ministers decided not to accept a potential ceasefire and continue its attack on Gaza for the time being. (HA 5/13)

Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

Turkey said that its president Recep Tayyip Erdoğan and Russia’s president Vladimir Putin had discussed the situation in Jerusalem and Gaza, and that Turkey had called for international action against Israel. (AJ, AP, REU 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. Israeli prime minister Benjamin Netanyahu spoke at a campaign rally in Nazareth to try to reach out to Palestinian citizens of Israel after demonizing that part of the Israeli population for decades. At the rally, Netanyahu shared the stage with Nazareth mayor Ali Salam, who spoke in favor of the prime minister. 19 people were arrested during a demonstration against Netanyahu and several people were injured by police, including Palestinian-Israeli members of Knesset. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. We’re continuing to build the Land of Israel.” Leader of the Israeli opposition Yair Lapid of the Yesh Atid party called the announcement of the new settlement units “irresponsible,” citing the U.S. presidential transition on 1/20. France’s foreign ministry, the Organisation of Islamic Cooperation, Egypt, Saudi Arabia, and the PA denounced the settlement expansion. Israeli defense minister Benny Gantz also approved a small number Palestinian construction projects in al-Walaja, Hizma, Bethlehem, and Bayt Jala. All the projects need secondary approval. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. The president of the administrative court is appointed by the PA president. (HA 1/28)

An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. The quartet expressed willingness to work closely with the U.S. to map steps toward peace. In a statement, the 4 called for a Palestinian state with East Jerusalem as its capital. According to the Jerusalem Post, the 4 countries had tried to invite the Israeli and PA foreign ministers to the meeting, but both were unable or unwilling to travel for the meeting. U.S. billionaire and mega-donor to Benjamin Netanyahu, Donald Trump, and Israeli settlements Sheldon Adelson died. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020. The U.S. state department issued new guidelines of how to refer to products produced in Gaza and the West Bank as secretary of state Mike Pompeo was visiting Israel and Israeli settlements in the West Bank. Under the new guidelines, products imported to the U.S. from Area C of the West Bank would have to be labeled “Made in Israel.” Products can no longer be labeled “Made in West Bank/Gaza,” so products made in Gaza should be labeled “product of Gaza” and products made in Area A and B of the West Bank should be labeled “product of West Bank.” In a statement by Secretary Pompeo, he said that the U.S. is adhering to a “reality-based” approach, which would indicate that the new guidelines are a way for the U.S. administration to recognize Israel’s annexation of Area C. The statement also stipulated that “Gaza and the West Bank are politically and administratively separate and should be treated accordingly.” Secretary Pompeo also made another policy announcement during a press conference with Israeli prime minister Benjamin Netanyahu. At the press conference, Pompeo announced that the State Department regards the Boycott, Divestment and Sanctions (BDS) movement as anti-Semitic and that the U.S. would start identifying organizations that support BDS to penalize them. The BDS movement released a statement reiterating that it rejects “all forms of racism, including anti-Jewish racism” and said it would resist “these McCarthyite attempts to intimidate and bully Palestinian, Israeli and international human rights defenders into accepting Israeli apartheid and settler-colonialism as fate.” The American Civil Liberties Union responded to Pompeo’s announcement that “[c]riticism of Israel, or any government, is fully protected by the First Amendment. Threatening to block government funds to groups that criticize Israel is blatantly unconstitutional.” Secretary Pompeo also visited the Israeli-occupied Golan Heights and was the 1st secretary of state to do so. Pompeo’s visit to Israeli settlements in the West Bank was also a 1st for a U.S. secretary of state. The EU told Serbia and Kosovo that if the countries still desire to become member states of the EU, they will have to follow EU policy, including not moving their Israeli embassies to Jerusalem as this would undermine EU policy and international law. In Lebanon, a massive explosion causing widespread destruction in Beirut killed at least 135 people, wounded more than 5,000, and left more than 200,000 people homeless. The explosion happened at the Beirut port and it is unclear what caused the explosion, but most sources attribute it to a fire at a fireworks warehouse which spread to an adjacent warehouse storing a large amount of ammonium nitrate fertilizer confiscated several years ago. The PA responded to the ICC’s request for clarification on the PA’s decision to end all agreements with Israel and the U.S. in light of the impeding annexation of parts of the West Bank. The PA formally informed Israel’s Coordinator of Government Activities in the Territories and the CIA that it was no longer participating in security coordination and intelligence sharing. PA forces also left Area B which, like Area C, is under Israeli military control. PA prime minister Mohammed Shtayyeh also said that the PA would not accept COVID-19-related aid sent from UAE on a direct plane to Israel landing on 5/20, noting that the PA had not been informed about the shipment before it took off. 18 Democratic senators signed a letter addressed to Prime Minister Benjamin Netanyahu and Defense Minister Benny Gantz, warning that annexation of parts of the West Bank “would betray our shared democratic values by denying Palestinians’ right to self-determination in a viable, sovereign, independent and contiguous state.” It further stated that annexation would likely erode the American people’s support for the U.S.-Israeli special relationship. In the West Bank, Israeli forces raided a school near Ramallah, claiming that students had thrown stones at Israeli settlers driving on a nearby road. The Israeli municipality issued eviction orders for 7 families living in the Old City; the evictions cite cracks in the buildings, which the residents claim are due to Israeli excavations under the Old City. In a ruling that could affect some 700 Palestinians living in East Jerusalem, a Jerusalem court ruled in favor of a Jewish settler organization evicting a Palestinian family on property that was owned by Jews prior to 1938. 700 Palestinians live in Batn al-Hawa, which was owned by a Jewish property trust before 1938 when British Mandate authorities evicted the Jewish residents. Israeli law allows Jews to “reclaim” property in East Jerusalem but does not allow Palestinians to do so in Israel. (HA, WAFA 1/20; JPOST 1/21)

In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. Israel’s civil administration said it had reversed its initial decision to not allow any Christians from Gaza enter Jerusalem and the West Bank for Christmas celebrations. It said that all 950 applicants would be allowed to travel, pending a security screening. (HA 12/23)

The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

In the West Bank, 2 Palestinians and 1 Israeli peace activist were injured by Israeli forces using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum. 2 Palestinians were arrested: 1 at a checkpoint near Qalqilya; and 1 during clashes in Bayt Umar. Israeli forces also seized 15,000 NIS ($4,200) during a house raid near Tulkarm. In Gaza, 1 Palestinian was killed and some 65 wounded by Israeli forces during the 77th weekly Great March of Return protest. This brings the death toll stemming from the Great March of Return to 228. Later, unidentified persons launched 2 rockets from Gaza toward Israel, both landing inside of Gaza. In Israel, Palestinian citizens of Israel protested for the 2d day in a row against Israeli police’s inaction amidst an uptick in violence in the community, including in Nazareth, Umm al-Fahm, Tamra, Majdal Krum, and Kafr Kassim. Elsewhere in East Jerusalem, Israeli settlers took over a Palestinian-owned building with 4 separate apartments in al-Suwana. The settlers were escorted by Israeli police. The Israeli military claimed to have found a tunnel from Gaza to Israel during construction of a barrier that is said to prevent more tunnels from being dug. The Israeli military also claimed to have shot down a drone near the Gaza fence; it did not report whether the drone was privately-owned, Israeli, or Palestinian, nor the type of drone. (HA, HA 7/8)

A court in Jerusalem found that the PA was liable for damages for 17 incidents where Palestinians killed Israelis during the 2d Intifada in the early 2000s. Several incidents were not committed by PA personnel, nor did the PA have knowledge that they would be carried out. The judge ruled that the PA was retroactively responsible for the incidents because they explicitly or implicitly endorsed them after they happened. The judge ordered the PLO, PA, and Yasir Arafat’s estate to pay $1.6 million for the cost of the trial. A different judge will determine how much the 3 entities must pay in damages. (HA 7/9)

In the West Bank, the entrance to ‘Azun east of Qalqilya was blocked by Israeli forced for the 15th day in a row. The Israeli govt. informs the High Court of Justice that it has decided to return 7 corpses of Palestinians killed in violent attacks against Israelis in recent mos., but only if the families agree to certain conditions. The decision comes in response to the families’ petitions.
