In the West Bank, Israeli settlers steal 53 sheep in Tuqu’. Israeli forces shoot and injure a 13-year-old Palestinian girl and uproot streets and other infrastructure during a raid in Jenin. Israeli forces also raid Dayr Sharaf, uprooting paved roads and water pipelines. Elsewhere, Israeli forces demolish a house under construction in Umm al-Rihan. Israeli forces also seize a concrete pump in ‘Anin. Meanwhile, Israeli forces arrest 30 Palestinians during late-night raids in and around Ramallah, Hizma, Husan, al-Arroub refugee camp, Halhul, Dura, Qalqilya, and Nablus. More than 32,975 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,577 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 446 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,760 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 255 Israeli soldiers have been killed and 1,549 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. 6 Israeli intelligence officers tell +972 Magazine and Local Call that Israel is using an AI program called Lavender to mark Palestinians and their homes as bombing targets on the basis that they are suspected members of Hamas or Islamic Jihad. According to the sources, 37,000 Palestinians have been marked as suspected militants. The report says that human analysts would spend on average 20 seconds evaluating the targets picked by Lavender, to make sure the target is male, before giving authorization. The reporting also says that a different AI system called Where’s Daddy would track targets to make sure they were at the family residence before an airstrike is conducted and that Israel permits 15-20 civilians to be killed for every junior member of Hamas and Islamic Jihad killed, while it has given authorization for the killing of more than 100 civilians to kill a commander. World Central Kitchen (WCK) founder Jose Andres tells Reuters that the Israeli attack that killed 7 WCK aid workers on 4/1 was systematic and not an accident. Andres says WCK had clear communications with the Israeli military which knew of the aid workers’ movements, saying “[e]ven if we were not in coordination with the [Israeli military], no democratic country and no military can be targeting civilians and humanitarians.” (AJ, AX, HA, REU 4/3)

Polish deputy foreign minister Andrzej Szejna summons the Israeli ambassador, saying he wants “to talk to the ambassador about the new situation in Polish-Israeli relations and about the moral, political, and financial responsibility for the event that recently took place in the Gaza Strip,” referring to the killing of 7 aid workers on 4/1, including a Polish national. In the West Bank, Israeli forces arrest 25 Palestinians during raids in and around Qalqilya, Hebron, Bethlehem, Tulkarm, Ramallah, and Jenin. In Gaza, Israeli forces bomb Nuseirat refugee camp, Dayr al-Balah, Khan Yunis, al-Bureij, and Gaza City, killing at least 92 people. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 247 Israeli soldiers have been killed and 1,476 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 192 trucks carrying aid enter Gaza, including 13 trucks that arrive in Jabalia refugee camp and Gaza City. Haaretz reports that Israeli finance minister and minister with a portfolio at the Defense Ministry Bezalel Smotrich is trying to appoint a settler, Hillel Roth, from the Yitzhar settlement as the deputy head of the Civil Administration and transfer authority over settlement building regulations to him instead of the military’s Central Command. In the West Bank, Israeli settlers bring their cattle to graze on farmland in Deir Balut, causing damage to crops. Israeli settlers also fence off a tract of land and begin construction of a settlement road in the Jordan Valley. Israeli forces fatally shoot 2 Palestinians and injure at least 3 others in Nur Shams refugee camp during the second day of its raid in Tulkarm, bringing the total number of casualties to 8 deaths and at least 26 injuries; Israeli soldiers also continue demolishing infrastructure, blow up 3 homes, and prevent medics from reaching wounded Palestinians. Israeli forces also shoot and injure 10 Palestinians, including 2 with live ammunition and 8 with baton rounds, during raids in al-Bireh and al-Am’ari refugee camp. Elsewhere, Israeli forces assault 4 Palestinians and injure others with tear gas during a raid in Husan. Israeli prime minister Benjamin Netanyahu says Israel will continue to control all territory between the Jordan River and the Mediterranean, saying “it contradicts the idea of self-rule [for Palestinians]. So what? I tell this truth to our American friends.” Netanyahu adds, “[t]his conflict is not about a lack of a state, but about the existence of a state.” U.S. State Department spokesperson Matthew Miller says in response that U.S. “support for Israel remains ironclad” despite disagreement on the issue. Miller also says that there is “no way” to solve Israel’s long-term security needs without the establishment of a Palestinian state. PA spokesperson Nabil Abu Rudeineh says there will be no security and stability in the region without a Palestinian state with East Jerusalem as its capital. Saudi ambassador to the U.S. Reema bint Bandar Al Saud says any potential normalization agreement with Israel would be conditioned on a ceasefire and an “irrevocable” pathway for a Palestinian state. The Israeli cabinet discusses whether to transfer the responsibility of disbursing the PA tax revenue to either Norway or the U.S. The plan, which was brought forward by Finance Minister Bezalel Smotrich, is opposed by National Security Minister Itamar Ben-Gvir and is not voted on. Smotrich’s plan includes forcing the third-party country to also deduct tax revenue that is allocated to Gaza. (HA 1/19)

Israeli war cabinet minister Gadi Eisenkot tells Channel 12 that he helped prevent an Israeli “preemptive strike” on Lebanon on 10/11/2023 and says Israel will not be able to retrieve the captives held in Gaza alive without a deal with Hamas. In the West Bank, Israeli settlers raid Burin, setting fire to a vehicle and attacking homes. Israeli settlers also seize and occupy dozens of residential caves in Tuqu’, ‘Arab al-Rashayida, Kaysan, Za’atra, and Bayt Ta’mar. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. In the West Bank, Israeli forces shot and killed a Palestinian who allegedly rammed an Israeli at a checkpoint near Fawwar refugee camp. Israeli forces were also filmed abusing and assaulting a gas station worker in the refugee camp. Elsewhere, Israeli forces shot and injured 2 Palestinians with baton rounds and arrested 4 others during a raid in Bayt Awa. Israeli forces also issued demolition notices for the family homes of 3 Palestinians killed by Israeli forces on 11/16 near Bayt Jala. 14 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, the Masafer Yatta area, Hebron, and Ramallah. The Gaza Ministry of Health held a press conference saying Palestinians captured by Israeli forces in Gaza were being tortured and held in poor condition. The ministry also said it had been able to reopen the medical facilities al-Arabi Hospital, Patient Friend’s Benevolent Society, Assahaba Medical Complex, al-Helou International Hospital, and several first aid centers. Lastly, it said that 5,300 people in critical condition needed to be evacuated to hospitals outside of Gaza to save their lives. 13 out of 36 hospitals in Gaza are partially functioning, 9 of which are located in the south, the rest are out of service. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. Israeli forces raided Nur Shams refugee camp and attacked it with drones, killing 13 Palestinians, including 5 children, banned movement in and out of the refugee camp, and uprooted pavement with bulldozers. An Israeli soldier was killed in an IED explosion and 9 others were wounded. Israeli forces also shot and killed 3 Palestinians, including 2 minors, during raids in Budrus, Tulkarm, and Dheisheh refugee camp. Elsewhere, Israeli forces shot and injured 16 others during a raid in Budrus and al-Arroub refugee camp. Israeli forces also demolished the family home in Qibya of a Palestinian alleged to have killed a settler before he was shot and killed by Israeli forces near Kafr Qaddum on 7/6. Around 184 Palestinians were arrested during late-night raids in Hebron, Ramallah, Dheisheh refugee camp, Tubas, Beita, Qalqilya, al-Eizeriya, Umm Safa, and Aqabat Jaber refugee camp, including 50 Palestinians workers from Gaza staying in Dheisheh refugee camp who had been expelled to the West Bank. The 3 Palestinians were abused for 6 hours before they were dropped off at an abandoned building and photographed. The settlers and soldiers also stole their phones, a car, and $544 in cash. The U.S. said it had intercepted 3 cruise missiles and several drones fired by Houthi forces in Yemen. In an Oval Office address, U.S. president Joe Biden compared Hamas to Russian president Vladimir Putin and his attack on Ukraine, saying both want to annihilate their neighbors. Biden also said he will send an “unprecedented” aid package for Israel to Congress for approval. The package was reportedly worth $14 billion. At a joint press conference, Trump says that he might visit Israel for the inauguration of the new U.S. embassy in Jerusalem in 5/2018. Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. In the U.S. Senate Foreign Relations Comm., chair Corker (R-TN) and ranking mbr. Robert Menendez (D-NJ) agree to delay a comm. vote on the Iran Nuclear Agreement Review Act of 2015 until after the P5+1 and Iran’s deadline for reaching a political accord at the end of 3/2015. They schedule a vote for 4/14

In the Gaza Strip, unknown assailants destroy the car of a senior Hamas official with explosives in Nussayrat r.c. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, after Palestinian and international activists rebuild the “Gate of Jerusalem” tent camp in Abu Dis, Israeli forces return to the area and deliver a 24-hour eviction notice. Hours later, they demolish and evacuate the camp for a 3d time. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in Jalazun r.c. and 4 villages nr. Ramallah (Bil‘in, Nabi Salih, Silwad, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), injuring 3 Palestinians with rubber-coated metal bullets and 1 with a tear gas canister. Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank. The IDF conducts house searches and arrest raids in Aida refugee camp (r.c.), Dahaysha r.c., and 1 village nr. Bethlehem at night; patrols in Qalqilya and 1 village nr. Hebron in the afternoon, and in 3 villages nr. Jericho, 2 villages nr. Ramallah, and 1 village nr. Hebron at night. Israeli settlers destroy 58 trees nr. Bethlehem. Meanwhile, IDF troops demolish an unauthorized structure in the Jewish settlement outpost Givat Assaf nr. Beit El. IDF troops violently disperse Palestinian, Israeli, and international protesters at a weekly demonstration against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Kafr Qaddum, where 1 is wounded by a rubber-coated metal bullet. In East Jerusalem, Israeli forces violently disperse a group of Palestinians in Issawiyya protesting the killing of 2 teenagers the previous day. Fifteen are injured with rubber-coated metal bullets. Talks between reps. of Iran and the P5+1 powers in Vienna end with no results. Senior Iranian nuclear negotiator Iran’s and Dep. FM Abbas Araghchi says that the meeting made “no progress.” An unnamed U.S. official claims there was “great difficulty” in moving toward a consensus, and reports “significant” differences in positions. Due to the lack of progress, Iran’s FM Mohammad Zarif and EU foreign affairs chief Catherine Ashton did not hold a concluding press conference as on previous occasions. Araghchi says there are further meetings planned in 6/2014, but gives no further details. Meanwhile, in comments given after a meeting with Israeli PM Benjamin Netanyahu in Jerusalem, U.S. Defense Secy.
