Jericho, Nablus, Ramallah, and Tulkarm; conducts a late-night raid on the Hebron home of Hamas-affiliated PC mbr. Muhammad al-Tal, arresting him. Palestinian, Israeli, and international activists march to the IDF’s Beit El checkpoint outside Ramallah and demand its removal; IDF soldiers fire tear gas, rubber-coated steel bullets, and stun grenades at the protesters, seriously injuring 1 Palestinian. Unidentified Palestinians fire 5 mortars fr. Gaza toward Israel, 2 landing in Israel and 3 inside Gaza, causing no damage or injuries. In the West Bank, the IDF patrols without incident in 2 villages nr. Tulkarm in the morning; conducts latenight arrest raids, searches nr. Hebron, Salfit. Jewish settlers fr. Taffuh nr. Salfit attempt to steal a horse fr. a Palestinian harvesting olives but leave when other Palestinians arrive. The PA says that foreign journalists who visit the West Bank through Israeli media facilitators are “unwelcome”—a move seen as an attempt by the PA to control its media image abroad. An explosion inside a Hamas security compound in Rafah damages more than 30 houses, 4 schools, and 1 clinic nearby, injuring 26 Palestinian civilians (including 18 children, 15 of whom were inside their classrooms), mostly by flying glass; the reason for the explosion is unclear. The IDF makes a brief incursion into s. Gaza e. of Khan Yunis to level land along the border to clear lines of sight, firing on surrounding areas to keep Palestinians away, seriously wounding a 65-yr.-old Palestinian harvesting olives 1,000 m away. In the West Bank, the IDF raids a coal plant nr. the separation wall w. of Jenin, confiscating 40 tons of wood and sealing the building, saying that local Jewish settlers claimed it was a nuisance; makes a daytime incursion into Barta‘a nr. Jenin, raiding several stores and interrogating several Palestinians, but making no arrests; conducts late-night arrest raids, house searches nr. Hebron, Ramallah. Jewish settlers fr. Eli settlement nr. Nablus vandalize and set fire to part of a Palestinian school nearby. Jewish settlers fr. Elon Moreh nr. Nablus fire on and chase off Palestinians harvesting olives nearby. Israel announces plans to build 238 new settlement housing units in Pisgat Ze’ev and Ramot settlements in East Jerusalem. The PA and U.S. denounce the move as contrary to peace. Also in East Jerusalem, the IDF fires rubber-coated steel bullets, tear gas, and water with a colored dye at Palestinians holding a sit-in in the al-Bustan area of Silwan after Friday prayers to protest Israel’s plans (announced in 3/2010) to demolish homes and businesses in the area to create the City of David, an archeological park to accommodate settlers; local Jewish settlers join in, stoning Palestinians and vandalizing Palestinian homes; 15 Palestinians are injured. Meanwhile, the IDF conducts synchronized daytime patrols in 2 villages and 1 open area nr. Jenin, making no arrests. Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Nabi Salih/Dayr Nizam. IDF soldiers fire rubbercoated steel bullets, tear gas, and stun grenades at the protesters; 10s suffer tear gas inhalation; 2 Israeli and 3 Palestinian activists are arrested (the Israelis are quickly released). Jewish settlers fr. Elon Moreh nr. Nablus fire on and chase off Palestinian farmers harvesting olives nr. the settlement, causing no reported injuries. Jewish settlers fr. In the West Bank, Israeli border police fire on a group of Palestinian laborers climbing over the separation wall nr. al-Tur village to reach their jobs in East Jerusalem, killing 1 Palestinian; the IDF conducts late-night patrols in Anabta village nr. Tulkarm without incident; conducts late-night searches of homes and a shop nr. Qalqilya, ordering 2 Palestinians to report for questioning. Jewish settlers fr. Adi Ad settlement outpost nr. Ramallah raid a nearby Palestinian olive grove and attempt to steal olives, but the IDF intervenes, forcing them to leave. An Israeli military court convicts 2 soldiers of using a 9-yr.-old Palestinian boy as a human shield during the 2008–9 Operation Cast Lead in Gaza; the soldiers are not immediately sentenced but could face jail terms. Israeli DM Ehud Barak comes to the U.S. with a backchannel proposal for Israel to extend its temporary settlement freeze (set to expire on 9/26) for a short period in exchange for rewards and guarantees from the U.S. He shuttles between New York and Washington discussing the proposal with various senior U.S. officials. Separately, Israel’s chief negotiator Yitzhak Molcho, Palestinian chief negotiator Saeb Erakat arrive in the U.S. for their own meetings with U.S. officials regarding the upcoming expiration of the settlement freeze and the consequences for peace talks. Israel for the 1st time since 6/07 allows 20 used cars to be imported to Gaza. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts morning patrols in 2 villages nr. Qalqilya, randomly checking Palestinian IDs, but making no arrests; late-night patrols in a village nr. Tulkarm, making no arrests. Jewish settlers fr. Ramat Gilad settlement nr. Qalqilya begin working a Palestinian olive grove near the settlement, telling local Palestinians who challenge them that they purchased the land; they leave when the Palestinian owner arrives. In East Jerusalem, Israeli authorities stage a predawn raid on several houses in Silwan village, arresting 4 Palestinians. In addition, Jewish settlers seize a Palestinian house in the suburb of Bayt Safafa (home to 20 people), sparking fights between settlers and the Palestinian owners. As announced on 6/1, Egypt opens its side of the Rafah border in both directions to Palestinian medical cases, students, other humanitarian cases with proper travel documents, as well as to foreign passport holders; 1,000s of Gazans stream to the border crossing in hopes of reaching stores in Egyptian Rafah, but Hamas and Egyptian officials allow fewer than 500 out and fewer than 600 in the first day. (The crossing remains open continuously through the end of the quarter, but average daily numbers allowed to cross are slightly lower than these, with Egypt denying entry to a significant number of Palestinians approved for exit by Hamas.) Twice during the day, IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging construction materials inside the Erez industrial zone, wounding 1 Palestinian. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts evening arrest raids in al-Ma‘sara. IDF troops on the s. Gaza border fatally shoot 2 armed Palestinian teenagers who infiltrate the border fence nr. Abasan; the IDF claims they are mbrs. of Hamas’s armed-wing, the Izzeddin al-Qassam Brigades (IQB). The IDF sends troops 800 m into Abasan to raze a Palestinian house under construction, a poultry farm, and 2 dunams (d.; 4 d. = 1 acre) of agricultural land planted with olive and palm trees to clear lines of site. Later, IDF troops and armed Palestinians exchange fire across the Gaza border, leaving 1 IDF soldier wounded. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Ramallah. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in and Ni‘lin nr. Ramallah, Dayr Nizam/al-Nabi Salih in the north central West Bank, and Bayt Jala and al-Ma‘sara nr. Bethlehem. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation, injuring 5 Palestinians, and arresting 11 Israelis and internationals (including an Israeli journalist). In Jerusalem, Israeli police inform 4 PC mbrs. fr. the Hamas-affiliated Change and Reform party—Khalid Abu ‘Arafa, Muhammad Abu Tir, Ahmad Atwan, and Muhammad Totah (all arrested in 6/06 as part of Israel’s round-up of Hamas-affiliated PC mbrs. and recently released after completing their sentences)— that Israel’s High Court has upheld a 9/09 ruling revoking their permanent Jerusalem residency status because their participation in 1/06 Palestinian elections constituted disloyalty to the state, warning that they will be deported to Gaza if they do not leave Jerusalem voluntarily (Abu Tir by 6/19, the others by 7/3). Israel deports to the Gaza Strip 2 Gazans found living illegally in Beersheba; the IDF sends them through the Israeli side of the Erez crossing but the men refuse to move through to the 150-m transit area to the Palestinian side, demanding they be allowed to return to Israel; IDF troops fire warning shots at them for more than 2 hrs. before forcing them to enter Gaza. Israeli naval vessels fire on Palestinian fishing boats off the Bayt Lahiya coast, forcing them to return to shore. The UN reports that since 4/28, 1 Palestinian has been killed in a tunnel collapse and 4 Palestinians have been killed and 9 injured when they were overcome by gas fumes while smuggling fuel through a tunnel. In the West Bank, the IDF demolishes 1 Palestinian home nr. the separation wall southwest of Bethlehem, leaving 8 Palestinians homeless; conducts late-night arrest raids, house searches nr. Nablus. Jewish settlers set a fire destroying a mosque in Luban al-Sharqiyya nr. Nablus, an act Abbas says may jeopardize proximity talks. Jewish settlers also set fire to a Palestinian olive grove outside Hawara. The attacks are thought to be in response to the IDF demolition of structures in Shavei Shomron settlement on 5/2—part of the settlers price-tag doctrine to retaliate against Palestinians (and occasionally the IDF) in reaction to any attempt to curb settlement activity. Secy. Clinton announces that the Arab League is expected to meet on 5/1 to re-endorse proximity talks and that special envoy Mitchell will return to the region within days with plans to open indirect negotiations. U.S. officials say Abbas has agreed to resume talks after receiving a letter of assurances fr. Pres. Obama (not officially confirmed or released). (NYT, WP 5/1)

In a 45-min. phone conversation, U.S. secy. of state Hillary Clinton sharply rebukes Netanyahu for the 3/9 Ramat Shlomo construction approval, demanding that Israel prove its desire to seek peace by revoking the plans, stating that the U.S. viewed his apology for the timing of the announcement alone as inadequate. She lists several additional steps the U.S. expects Israel to take to support the peace process and warns of consequences if Israel does not comply; no details are made public (State Dept. press release 3/12; WP 3/13; HA 3/15)

The IDF makes a day-long incursion 200 m into Gaza e. of Jabaliya, later moving s. toward Gaza City, to level land along the border fence to clear lines of sight. IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinians scavenging construction materials from destroyed buildings, forcing them to flee, causing no injuries. Late in the evening, the IDF makes air strikes on a suspected weapons lab in Khan Yunis in retaliation for Palestinian rocket fire on 3/11, causing no reported injuries; Israeli naval vessels fire on a Palestinian fishing boat off the Bayt Lahiya coast, forcing it to return to shore. Israel, fearing serious Palestinian protests after Friday prayers over the 3/9 Ramat Shlomo construction approval, imposes a general closure on the West Bank through 3/16 and deploys extra units of riot police around Jerusalem; no violence is reported. In an effort to halt weekly Palestinian protests against the separation wall, the IDF issues a military order declaring Bil‘in and Ni‘lin closed military zones on Fridays until 8/17. Today the order is ignored: Palestinian, Israeli, and international activists stage a nonviolent march to the separation wall in Bil‘in and a protest against the wall in Ni‘lin, where some of them throw stones at IDF troops.
