Afterward, participants (including EU special envoy Marc Otte and more than 20 other Arab and foreign diplomats) march peacefully toward the wall; IDF troops fire rubber-coated steel bullets, stun grenades, tear gas at demonstrators injuring 7 (5 Palestinians, including 2 journalists; 1 Israeli; 1 international) and arresting 5 (3 Israelis, including 1 journalist; 1 American; 1 Palestinian). New York State assemblyman Dov Hikind leads a delegation of 50 Jewish Americans to lay the cornerstone of a new settlement housing project (Nof Zion) in the Palestinian neighborhood of Jabal Mukabir in East Jerusalem (see Quarterly Update for details). Meanwhile, the IDF demolishes a Palestinian home and store in Issawiyya (14 residents) on the outskirts of Jerusalem, 4 Palestinian structures in other Arab areas of East Jerusalem, including Silwan. In the West Bank, the IDF searches greenhouses nr. Jenin, looking for unlicensed wells; conducts late-night arrest raids, house searches in Tulkarm and nr. Jenin. Also in East Jerusalem, an Israeli youth stabs, wounds a Palestinian laborer in Ramat Eshkol settlement. The IDF also makes 2 incursions into s. Gaza nr. Abasan and Khuza to bulldoze land along the border fence, clearing lines of sight. Late in the day, unidentified Palestinians fire a rocket into Israel, causing no damage or injuries. In response, the IDF makes air strikes on 2 smuggling tunnels along the Rafah border (injuring 1 Palestinian) and on a Hamas training site in Khan Yunis (destroying 2 structures). Israel releases elected Hamas-affiliated speaker of the Palestinian parliament ‘Aziz Dwayk, jailed nearly 3 yrs. before as part of an IDF arrest sweep targeting Hamas leaders in the wake of IDF Cpl. Gilad Shalit’s capture; some 40 other Hamas legislators remain in custody. The release raises speculation that a Hamas-Israeli prisoner exchange deal to free Shalit is imminent. A wk. after making public comments about Arabs that were denounced as racist, Israeli internal security M Yitzhak Aharonovitch (Yisrael Beitainu) makes a highly controversial 90-min. visit to the al-Aqsa Mosque compound, including entering the mosque, to “review police deployments” at the site. He says his visit was coordinated with Muslim authorities, which they deny. A similar visit to the compound by Ariel Sharon in 2000 sparked the al-Aqsa intifada. In the West Bank, the IDF levels 500 d. of Palestinian land in Issawiyya on the outskirts of Jerusalem to “preserve the natural beauty of the city [i.e., Jerusalem]”; conducts late-night arrest raids, house searches nr. Tulkarm. Jewish settlers fr. Avnei Hefetz settlement nr. Tulkarm erect a tent in nearby Kafr Labad village, previously bulldozed by the IDF, with the aim of expanding the settlement. Inside Israel, some 100 supporters of Kahane Chai, an extreme right-wing Israeli group that has called for removing Arabs fr. Israel by force if necessary, march in the outskirts of the major Israeli Palestinian town of Umm al-Fahm under heavy police escort for 30 mins., waving Israeli flags and praising Israel as a Jewish state. Umm al-Fahm residents hold a counterdemonstration, raising Palestinian flags and throwing stones at the marchers; Israeli police use tear gas, water cannons, percussion grenades to disperse the Palestinians, resulting in fights that leave 16 police officers and 15 demonstrators injured. In Gaza, a 2d Palestinian dies of apparent torture in Hamas police custody (see 3/16). Israel allows the first shipments of soap and shampoo into Gaza since 10/08. The UN reports that in the previous wk., 2 Palestinians were killed and 2 injured in 3 smuggling tunnel collapses on the Rafah border. Israel announces it will lift restrictions on the import of foodstuffs to Gaza, “provided that the source of the shipments is approved by the Israeli authority” (not further clarified). IDF troops enter s. Gaza nr. Abasan to bulldoze land along the border fence. Israeli warplanes repeatedly break the sound barrier over Gaza City. Israeli naval vessels fire on Palestinian fishing boats off the Rafah coast, damaging several and forcing them to return to shore, but causing no injuries. In the West Bank, IDF troops demand that a Palestinian move his car, parked nr. the Beit Shalom outpost site evacuated last quarter; when the man refuses, troops scuffle with him, prompting Palestinians nearby to come to his aid; the situation escalates, with IDF troops beating 6 Palestinians and storming and damaging a nearby Palestinian grocery. The IDF also conducts late-night arrest raids, house searches nr. Hebron. The Israeli High Court approves the confiscation of 30 d. of land in Shu‘fat r.c. northeast of Jerusalem for construction expansion of an existing IDF checkpoint and extension of the separation wall to create a new permanent crossing point into Jerusalem; 30 Palestinian shops are expected to be demolished and at least 45,000 Palestinians are expected to lose direct access to Jerusalem. The local council of Har Adar settlement in East Jerusalem issues instructions that Palestinian “laborers are strictly forbidden to move around the community on foot, between the construction sites,” and must be accompanied at all times by their employer or the employer’s representative, stating “this instruction is meant to protect the community’s residents”; the IDF says it will enforce the order, which the Association for Civil Rights in Israel denounces as “a racist instruction based on a general fear of Arabs.” Alleging corruption by Fatah-affiliated employees, Hamas authorities in Gaza take control of the PA Referrals Abroad Dept. which assesses medical cases for specialized treatment in hospitals in the West Bank, Egypt, and Jordan. In response, the PA Health Min. in Ramallah and the Egyptian government say they will no longer finance the transportation or treatment of medical patients referred by the office and Israel says it will not grant travel permits for referrals to exit Gaza. Israel warns of an expanded ground war in Gaza and begins moving more tanks and reservists to the Gaza border. The IDF drops leaflets and sends out automated phone messages across Gaza, warning of an escalation in fighting.

Combat notes: IDF tanks and artillery pound Gaza throughout the day. The IDF reports making air strikes on about 120 targets, including the home of IQB head Ahmad Jabari (presumed to be in hiding), at least 15 rocket-launching sites, 21 suspected weapons depots (including a mosque and school in Rafah, the homes of several Hamas mbrs.), 16 tunnels, 3 Hamas outposts, 1 police station, and 2 vehicles allegedly transporting weapons. In Khan Yunis, an air strike destroys Gaza European Hospital’s fuel depot, electricity generator, and water supply system. Target areas include Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Gaza City (al-Nasser, Shaykh Ridwan, al-Shuja‘iyya), Jabaliya, Khan Yunis, al-Maghazi, Nussayrat, Rafah. IDF ground forces engage in heavy exchanges with Palestinians in and nr. Bayt Lahiya. Heavy IDF tank and artillery fire are reported in Jabaliya (where 8 family mbrs. are killed by an IDF tank shell that lands outside their home), Khuza (possibly involving white phosphorus, burning 15 homes and 100s of individuals), Nussayrat, and Tal al-Hawa in Gaza City. The IDF claims to kill 16 armed Palestinians, including Hamas’s “leading authority on Grad rockets,” IQB cmdr. Amir Mansi, during a strike on a rocket-launching site. The estimated Palestinian toll reaches 820–840 dead.

Palestinians fire 9 rockets and 10 mortars into Israel, the fewest since OCL began on 12/27; 3 Grad rockets strike Ashqelon (each causing damage and light injuries, including shock), others land in open areas nr. Ashdod and in the Negev (causing no damage or injuries). The IDF reports 7 ground troops lightly wounded in various exchanges.

Humanitarian notes: The IDF observes a 3-hr. humanitarian lull to allow relief agencies to recover casualties and distribute food but does not allow new aid through Gaza’s crossings on the Sabbath.

Of note: The IDF reports that ground troops have been facing extensive tunnel networks inside the Strip, especially in Gaza City, which the Palestinian factions are using to try to ambush soldiers. IDF sources and Israeli journalists embedded with IDF troops report recent incidents in which Palestinian fighters tried to lure troops into a boobytrapped building in al-Zaytun; left a weapons cache rigged with explosives where the IDF would find it (the booby trap did not detonate); and sent a suicide bomber on a failed attempt to attack a group of soldiers. The IDF also acknowledges that it has rounded up and interrogated scores of Palestinians to gain knowledge of local Hamas positions and tactics. Israeli intelligence officers acknowledge phoning Gazans, sometimes overtly and sometimes pretending to be sympathetic Arabs fr. abroad, to gain information about conditions and locations of Palestinian forces on the ground. The Israeli navy turns back a Libyan freighter carrying 3,000 tons of humanitarian aid attempting to breach Israel’s blockade of Gaza. In the West Bank, the IDF sends an undercover unit into Nablus to ambush and assassinate al-Aqsa Martyrs Brigade (AMB) mbr. Muhammad Abu Thira’ while he is in PA security force (PASF) custody in a PASF vehicle being transported fr. his home to a PASF facility where he would stay overnight, as part of the process to be granted amnesty by Israel. IDF also conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem; conducts separate, synchronized late-night house searches in 4 villages nr. Jenin, without making any arrests. The IDF guards buses bringing 100s of Jewish settlers to Hebron to “defend” Beit Shalom. After dark, settlers rampage through Palestinian neighborhoods, attempt to seize a Palestinian home, heavily damage others. Jewish settlers fr. Shilo nr. Ramallah protesting the government order to evacuate Beit Shalom rampage through the villages of Turmusayya and Sinjil, slashing tires, vandalizing homes and a mosque, spraying graffitti saying “Death to Arabs” and “Muhammad is a Pig.” (NYT, WT 12/2; WJW, PCHR 12/4)

In Acre, clashes between Israeli Palestinians and Jews continue; residents report at least 3 Arab homes destroyed by fire and several others heavily damaged since 10/8. Overnight, in the West Bank, the IDF makes an incursion into Bayt Umar nr. Hebron, raiding, searching, and occupying 2 homes; in the morning, troops fire rubber-coated steel bullets at Palestinians and international peace activists who gather for a nonviolent protest, injuring 3 Palestinians and 1 international activist, arresting 9 Palestinians (including 3 children), releasing most and withdrawing by evening. The IDF also fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in (injuring 5); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (injuring 6); conducts late-night arrest raids, house searches in Hebron. Jewish settlers fr. Yitzhar attack a Palestinian family harvesting olives nearby, damage 15 trees. Jewish settlers fr. Abracha settlement nr. Nablus attack Palestinians harvesting olives nearby; 6 Palestinians require hospitalization. In Hebron, PA security forces raid a home in Hebron, confiscating weapons and explosives, arresting 11 Hamas-affiliated Palestinians, accusing them of planning to use the arms against the PA. Israel imposes a general closure on the West Bank, seals Gaza’s crossings through 10/9 for Yom Kippur. Inside Israel, riots erupt between Israeli Palestinians and Jews in the mixed city of Acre. Clashes are sparked when Jews observing Yom Kippur (when all traffic in Israel’s Jewish population centers halts) attack an Israeli Palestinian family driving through a predominantly Jewish neighborhood, believing that they are deliberately breaking the sanctity of the holy day. Though the family is only lightly injured, rumors quickly spread through Arab areas of Acre that 1 was killed. Seeking revenge, 100s of angry Palestinian youths rampage through Jewish areas, vandalizing cars and breaking shop windows. In Gaza, the UN reports that 1 rocket was fired toward Israel between 10/1 and 10/7 but landed inside Gaza, causing no damage or injuries. In the West Bank, IDF soldiers nr. Tulkarm bar local Palestinians fr. harvesting their olive groves, citing the Yom Kippur holiday; conduct late-night arrest raids, house searches nr. Hebron. In Gaza, the IDF sends tanks, armored vehicles, bulldozers, and helicopters into Bayt Hanun, exchanging fire with local armed men and making air strikes on residential areas, leaving a total of 8 Palestinians dead, 17 Palestinians and 1 IDF soldier wounded; most casualties are the result of a missile that hits a home, killing a Palestinian woman, 4 of her children (ages 18 mos. to 5 yrs.), an unrelated teenager, and wounding 10 bystanders (including 2 more of the woman’s children). Palestinians fire 7 rockets, 9 mortars fr. Gaza into Israel, causing light damage but no injuries. In the West Bank, the IDF raids and searches a car repair shop in Hebron, confiscating 3 cars; conducts late-night arrest raids, house searches in and around Nablus and Tulkarm, in Qalqilya, and nr. Hebron. As Israel begins preparations to move its Jerusalem police headquarters from the predominantly Arab neighborhood of Ras al-Amud to the controversial new E-1 site in occupied East Jerusalem, police officials sign an agmt. giving a right-wing Jewish settler group the right to occupy the vacant Ras al-Amud building, which will serve as the nucleus of a new Jewish settlement; the settlers have already filed with the Jerusalem Planning Comm. to construct 110 housing units on the site. In addition, the Israeli High Court rejects a petition by Palestinians in al-‘Aqaba village nr. Tubas seeking repeal of an IDF order for the demolition of 60% of the village’s homes and confiscation of all but 100 d. of the village 3,000 d. of land, supporting the IDF’s position that the land is “strategically important” to the military. Israel allows the Rafah crossing to open for the 1st time since 4/19. Gunfire breaks out among the 5,000 Palestinians waiting to enter Egypt, leaving a PA presidential guardsman dead; UN monitors overseeing the passage say Israel’s closures have left the crossing too crowded to operate. IDF troops on the s. Gaza border fire tank shells, heavy machine guns at DFLP mbrs. planning a roadside bomb nr. the border fence, killing 1 DFLP mbr. The IDF also sends tanks, bulldozers into Gaza to level land along the border fence e. of al-Maghazi r.c. In Bayt Hanun, a PRC mbr. is killed when explosives he is handling detonate prematurely. In the West Bank, the IDF conducts arrest raids, house searches in Hebron; fires rubbercoated steel bullets, percussion grenades, tear gas at Palestinians and international and Israeli peace activists holding a nonviolent demonstration against the separation wall in Bil‘in, wounding 6 Palestinians, 1 French activist. Some 200 Palestinians fr. villages nr. Bethlehem hold a nonviolent protest in the area against the separation wall. A Jewish settler fr. Kiryat Arba beats a Palestinian child working in his family’s garden; when his father and brother come to his aid, the settler fires at them, causing no injuries; the IDF intervenes, beating and arresting the father and older brother for “threatening” the settler. Jewish settlers fr. Hebron beat 3 Palestinian shepherds grazing their sheep nearby and 3 peace activists (including an Israeli rabbi) accompanying them for protection. In Israel, 100s of Palestinian Israeli residents of Jaffa protest actions by the Israel Land Administration (ILA) in the past yr. to evict some 500 Arab families from the al-Ajami and Givat Aliya neighborhoods so as to develop the seafront properties; the ILA calls the Palestinian families “invaders” who built on the sites illegally. The IDF arrests without charge Hamas’s chief West Bank spokesman Farhad Asad; raids an elementary school in Hebron, arresting a 12-yr.-old Palestinian for throwing stones; conducts arrest raids, house searches in and around Nablus (firing on stone-throwing youths who confront the troops, wounding 6), in Jenin r.c., nr. Hebron. In a rare move, Israel’s Jerusalem Municipality approves 17 proposals for Arab construction in the East Jerusalem neighborhoods of Bayt Hanina, Shu‘fat on approximately 1,000 d. of land; Jerusalem Mayor Uri Lupolianski calls the decision a “revolutionary step” that constitutes a “breakthrough” for Palestinian residents of the city. IDF plainclothesmen fatally shoot wanted al-Aqsa Martyrs Brigades (AMB) mbrs. Ahmad Abahra and Muhammad Zayid as their car crosses a checkpoint in Jenin in an apparent assassination. The IDF also erects a new observation tower nr. Kiryat Arba settlement in Hebron; sends troops into Silwad nr. Ramallah, fires on stone-throwing youths who confront the troops, wounding and arresting 2; conducts arrest raids, house searches in Hebron, nr. Tulkarm; begins work on a new segment of the separation wall northwest of Ramallah that is expected to seize at least 5,330 dunams (d.; 4 d. = 1 acre) of land in Abud village; bulldozes 26 d. of land outside Bethlehem for construction of a permanent IDF post. Palestinians in Bethlehem report that for the past few days, the IDF has imposed new arrangements at the entrances to the city, requiring tourists entering and exiting to leave their busses, enter a transit hall for passport and baggage checks and customs processing that last up to 2 hrs. The Israel Lands Admin. issues tenders for construction of 13 new housing units in Ma’ale Adumim settlement nr. Jerusalem; the Israeli Housing Min. issues tenders for construction of infrastructure projects in Adam, Ariel, Ma’ale Adumim settlements. Jewish settlers beat a Palestinian harvesting his olive trees in Awarta. In Gaza, 100s of AMB mbrs. fire rifles in the air, defying the ban on carrying weapons in public, calling for reform within Fatah, demanding jobs and an international investigation into the 11/04 death of Yasir Arafat based on rumors (thus far unsubstantiated) that he was poisoned. In Nablus, AMB mbrs. protesting a recent PA crackdown on illegal weapons and criminal activity fire on PA police, leaving 1 PA policeman wounded. Following the 8/24 IDF assassinations, Gaza Palestinians fire rockets at Sederot and the Negev for the 1st time since disengagement was completed, causing no damage or injuries. The IDF conducts arrest raids, house searches nr. Nablus, in and around Hebron, and in al-Khadir nr. Bethlehem. Jewish settlers rampage through a shopping district of East Jerusalem, vandalizing Palestinian stores, chanting “We don’t want Arabs,” threatening to expel Palestinians. Jewish settlers fr. Citing retaliation for the death of an Israeli woman on 7/14, the IDF launches overnight missile strikes on 4 sites in Gaza: a Hamas cultural center in n. Gaza, 2 sites Palestinians have used to launch rockets in s. Gaza, and a metal workshop (alleged weapons factory) in central Gaza; at least 2 Palestinians are injured. Later in the day, an IDF drone fires a missile at a car driving in Gaza City, assassinating 4 Hamas mbrs. (Sabir Abu Assi, ‘Assim Abu Ras, Amjad Arafat, ‘Adil Haniyeh), wounding more than 12 bystanders; an IDF helicopter and ground troops fire 3 missiles at a car driving in Salfit, assassinating 3 wanted Hamas mbrs. In clashes in Salfit after the assassinations, the IDF fatally shoots a stone-throwing Palestinian teenager. The Israeli strikes mark the definitive end of the 2/8 cease-fire; Hamas announces that it is considering massive retaliation. Israel blames Abbas for failing to crack down on militant groups. The IDF also continues operations in and around Tulkarm; conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin, Nablus. Overnight, PA police searching for Hamas gunmen clash again with Hamas mbrs., this time in Gaza City, leaving 2 Palestinian children dead; during the clash, Hamas mbrs. destroy a PA armored personnel carrier with rocket-propelled grenades, burn a police station and a PA office building; Hamas, Fatah quickly convene an emergency mtg. to defuse tensions. Palestinians fire a barrage of at least 19 rockets and 10s of mortars at Neve Dekalim, lightly injuring 2 settlers, damaging 5 houses; 1 shell hits an industrial zone in the Negev, sparking a fire. A Jewish settler seriously injures a Palestinian teenager in a hit-and-run incident in Hebron. Jewish settlers fr. An IDF aircraft fires 2 missiles at a well in Bayt Hanun, destroying it. Around 40 Jewish settlers fr. Tal Yam outpost in Gaza (see 6/27) chanting “Death to Arabs” occupy 2 Palestinian homes in al-Mawasi, throw stones at Palestinians and IDF soldiers nearby, severely beat 1 Palestinian in what observers describe as a near lynching (the incident, caught on video by an Israeli cameraman, is described by Sharon on 6/30 as “a barbaric, wild, and heartless act”); an Israeli reporter pulls the critically injured Palestinian to safety; the IDF arrests the settlers, evicts them fr. the area.
