The Israeli high court of justice denied a petition to reopen an investigation into the killing of 4 Palestinian children by Israeli forces in 2014. The justices said the petitioners did not point to sufficient flaws in the attorney general’s decision to close the investigation. 1 Palestinian man was sentenced to life in prison for the murder of 1 Israeli man in Israel in 2020. The Palestinian man was also ordered to pay $79,000 to the family of the Israeli man. (HA, TOI, WAFA 4/24)

Israeli prime minister Naftali Bennett spoke to U.S. president Joe Biden, who said he would be visiting Israel in the coming months. The 2 also discussed potential U.S. plans to delist the Iranian Revolutionary Guard from its list of terrorist organizations—a move Israel opposes—and violence in Jerusalem. In the West Bank, Israeli settlers uprooted dozens of almond trees and grapevines in Bayt Umar and threatened the Palestinian landowners with guns. Israeli forces razed Palestinian-owned land in ‘Ayn Bus and seized 1 greenhouse in Bethlehem. Israeli forces also shot and injured 1 Palestinian with live ammunition as he was trying to enter Israel for work through the separation barrier near Far‘un. Elsewhere, Israeli forces dismantled and seized 1 agricultural structure in Tuqu‘. Israeli forces also arrested 1 Palestinian at the Qalandia checkpoint, claiming he wanted to stab a soldier with a screwdriver. 15 others were arrested during raids in and around Qabatiya, Jenin refugee camp, Burqin, Ramallah, Kafr Malik, Tulkarm, Tubas, and Nablus. The Israeli government told its high court of justice that it had delivered 100 COVID-19 vaccine doses to the PA and that more doses would arrive in some 10 days. The PA health ministry denied having received any doses of COVID-19 vaccines from Israel. (HA, WAFA 1/13)

The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. Israel attacked several places in Dayr al-Zur and Abu Kamal in eastern Syria with airstrikes, killing 57 people and wounding at least 37. According to a U.S. intelligence official, the strikes were made with intelligence from the U.S.; U.S. secretary of state Mike Pompeo had discussed the airstrikes with Mossad director Yossi Cohen at a D.C. restaurant on 1/11. Secretary Pompeo also announced that the terrorist group Al Qaeda has a home base in Iran without providing any evidence, a charge the Iranian foreign minister Mohammad Javad Zarif called “warmongering lies.” On 1/10, Secretary Pompeo said that the Houthi rebels in Yemen would be added to the U.S. list of foreign terrorist organizations, a designation many humanitarian organizations lambasted as it will make it impossible to deliver aid to the civilian population living in Houthi-controlled areas who are heavily hunger stricken. The protesters killed today bring the death toll stemming from the Great March of Return to 34. In the West Bank, IDF troops violently disperse Friday protests against Israel’s settlements, occupation, and separation wall in al-Bireh, Qalqilya, and nearby Kafr Qaddum; 5 Palestinians are injured and 1 is arrested. They also patrol near Hebron and Nablus. Israeli settlers slash the tires of 30 Palestinian vehicles and spray-paint racist graffiti on walls in Burqa village near Ramallah overnight, chop down approximately 100 Palestinian olive trees outside Nablus, and throw stones at a Palestinian school bus near Hebron (1 Palestinian minor is injured). After the release of a video depicting the killing of a minor along Gaza’s border today, the EU demands a “full investigation” and UN Special Coordinator Nickolay Mladenov calls on Israel to “stop killing children.” The IDF then announces that it will investigate the killing. A suicide bomber detonates a car at an Egyptian checkpoint in Rafah in n. Sinai, killing at least 10 Egyptian soldiers and injuring 26 others. In clashes sparked by their search for accomplices, Egyptian security forces kill 40 armed fighters affiliated with the Sinai Province of the Islamic State and other Islamist groups in the area, and destroy 6 vehicles. Despite Israeli and U.S. opposition, UNESCO’s World Heritage Comm. approves a res. inscribing Hebron’s Old City, including al-Ibrahimi Mosque, on its List of World Heritage in Danger. Israeli police shoot and kill 3 Palestinian youths outside the Old City of East Jerusalem after they attack Israeli guards at Damascus Gate with knives and guns: 1 Israeli police officer is lightly injured and 1 is fatally wounded, succumbing to her injuries later in the day. After the attack, IDF troops conduct raids in the alleged attackers’ village of Dayr Abu Mash‘al nr. Ramallah, imposing a lockdown on the village and sparking clashes with residents; 2 Palestinians are injured. During an arrest raid nr. Qalqilya, IDF troops shoot flares that set fire to a swath of Palestinian land nr. the separation wall, destroying about 50 olive trees. They also arrest 16 Palestinians during raids in and around Nablus, Qalqilya, Tulkarm, Hebron, Bethlehem, and Jenin; and patrol nr. Ramallah and Hebron throughout the day. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Gaza City, causing no injuries or damage. Off the coast nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In East Jerusalem, dozens of Jewish settlers tour Haram al-Sharif in the morning, sparking clashes with Muslim worshippers after a handful of the settlers appear to pray at the sanctuary; 4 Palestinians and 2 Jewish Israelis are arrested and removed from the site. Nablus—the main exit from Aqraba village and a road leading from Awarta—after having kept them closed for 6 mos. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. In a 5th day of cross-border violence in Gaza, Palestinian fighters fire 2 mortar shells into s. Israel overnight, causing damage and no injuries; Israeli forces respond with air strikes on 2 Hamas targets nr. Khan Yunis and artillery fire on areas nr. Rafah, causing damage. Following the morning’s violence, Israel and Hamas agree to deescalate tensions along Gaza’s border. Israeli forces pull back from the so-called Access Restricted Areas along the border fence and Hamas fighters maintain a cease-fire. Qatar, Egypt, and the UN were reportedly involved in the deescalation talks. Meanwhile, Israeli officials say they plan to continue anti-tunnel operations in the coming weeks. Cross-border violence in Gaza continues for a 4th day. Hamas forces fire at least 2 mortar shells at an IDF position overnight nr. Rafah, causing no injuries. Israeli forces then shell Hamas positions in e. Rafah and an Islamic Jihad position nr. Khan Yunis, causing no injuries. Also in Gaza, 3 Palestinian children die in a house fire sparked by a candle they were using because power outages have lasted 18 hours per day. Hamas officials will blame the Israeli blockade for their deaths. A U.S. State Dept. spokesperson says that the Obama admin. has not decided whether or not to support the draft UNSC res. condemning Israel’s settlements that the Palestinians circulated earlier in the week (a U.S. veto would scuttle the effort). Separately, 394 mbrs., or 90%, of the House of Representatives sign onto a letter calling on U.S. pres. Obama to “oppose and, if need be, veto one-sided UNSC resolutions,” inter alia. In the West Bank, IDF troops raid a Palestinian media company’s offices in Ramallah late at night, confiscating property and ordering the company to shut down. They also conduct raids and house searches nr. Ramallah and Qalqilya, arresting 5 Palestinians, including 3 journalists, and issuing arrest summons to 1; patrol in 5 villages nr. Hebron. Along Gaza’s border, Egyptian authorities flood a smuggling tunnel nr. Rafah, causing 7 Palestinian workers to go missing; most are quickly recovered, but the bodies of 2 Palestinians will be found in the tunnel on 3/12. In East Jerusalem, Israeli forces raid the Issawiyya home and workplace of the Palestinian killed on 3/8 after allegedly shooting and injuring 2 Israeli police officers; they issue an arrest summons to his father and interrogate his mother. In Israel, Israeli forces conduct raids across the country, arresting over 250 Palestinians who are in Israel illegally, and 27 Israelis suspected of helping them enter without permits.
