In a major escalation and violation of the Gaza cease-fire, the IDF sends a large infantry unit into central Gaza nr. Dayr al-Balah allegedly to destroy a tunnel nr. the border, occupying 2 Palestinian homes (1 covering the tunnel), wounding 1 Palestinian woman in the process; troops then clash with Hamas gunmen who arrive on the scene, killing a senior Hamas cmdr., wounding 2 Hamas mbrs., leaving 4 IDF soldiers wounded, and marking the 1st armed clash since the cease-fire went into effect on 6/19. Israel publicly accuses Hamas of plotting to dig under the border fence to capture soldiers and abduct them to Gaza; separately, Israeli defense officials acknowledge (see WT 11/20) that they simply wanted to send a message to Hamas not to operate near the border. In response, Hamas fires 10 mortars fr. Gaza toward Israel; several land inside Israel, causing no damage or injuries. Later, the IDF makes air strikes on Khan Yunis and al-Qarara, killing 5 Hamas mbrs., wounding several. Israel calls these attacks “pinpoint operations” against specific threats, saying it still intends to adhere to the cease-fire. The IDF also sends troops into n. Gaza nr. Bayt Hanun to level land. In the West Bank, the IDF conducts late-night arrest raids, house searches in Hebron, nr. Bethlehem and Tulkarm. OCHA reports that in the previous wk. at least 8 IDF soldiers have been injured in clashes with Jewish settlers seeking retaliation for the 10/26 evacuation of Federman Farm. Israel releases the last 398 Palestinian prisoners of 900 that Sharon promised to free in his 2/8 mtg. with PA Pres. Mahmud Abbas in Sharm al-Shaykh; 2 prisoners refuse release (1 to stay in prison with his brother, 1 to take the Palestinian high school matriculation exams [tawjihi] slated to be given to prisoners shortly). The IDF conducts arrest raids, house searches nr. Bethlehem, Hebron, Tulkarm and in Azariyya, Balata r.c., Nablus; searches, temporarily occupies a flour mill in Gaza’s al-Qarara for use as an observation tower to protect Jewish settlers traveling btwn. Gush Katif and Israel; begins work on a new segment of the separation wall s. of Nablus. Palestinian residents of Dayr al-Hatab nr. Nablus report that the IDF has for 3 wks. been bulldozing Palestinian land around Elon Moreh to create a buffer around the settlement. Israel issues tenders for the construction of 22 new housing units in Ma’ale Adumim settlement, despite U.S President George W. Bush’s calls to stop all settlement expansion. A Jewish settler injures a Palestinian girl in a hit-andrun incident n. of Ramallah. In Gaza City, 100s of armed Palestinians (mbrs. of PA military intelligence, the AMB, Fatah) protest the PA’s decision to dismantle the military intelligence service, merge it with the PA security forces, and retire a number of officers; some demonstrators fire in the air. The IDF assassinates wanted AMB mbr. ‘Abd al-Hadi Natsha in Hebron, local PFLP military cmdr. Ahmad ‘Atiya in Qalqilya; bulldozes 20 dunams of land, fires a flechette shell at Palestinian houses nr. Qarni crossing, leaving 1 Palestinian brain dead; conducts arrest raids, blows up a Palestinian home nr. Hebron; beats up a Palestinian AP cameraman filming soldiers vandalizing Palestinian cars at the Salim roadblock. A car explodes in Balata r.c., killing 1 Hamas mbr., injuring 2; the IDF says the men suffered a “work accident”; Hamas claims it was an IDF assassination. A Palestinian gunman infiltrates Tal Rumayda settlement, shoots and wounds 2 Jewish settlers before being shot dead; the IDF places curfews on nearby Palestinian villages. Palestinians also fire a Qassam rocket at Sederot, causing no damage or injuries. Late in the evening, the IDF sends troops into al-Qarara, Satar al-Gharbiyya, conducting arrest raids, razing 49 dunams of land. A Palestinian dies of injuries received in the IDF attack on Nussayrat r.c. on 10/20, bringing that toll to at least 8; a 2d Palestinian dies of injuries received in Ramallah on 10/21. Ward Boston, a fmr. Navy lawyer who helped lead the military investigation into Israel’s 1967 attack on the USS Liberty that killed 34 U.S. soldiers, files a signed affidavit that Pres. Lyndon B. Johnson and Defense Secy. Robert McNamara ordered those heading the naval inquiry to “conclude that the attack was a case of ‘mistaken identity’ despite overwhelming evidence to the contrary.” (AP 10/22; NYT 10/23)

Israeli-Palestinian clashes continue. 1 Palestinian dies of injuries received earlier. The IDF shells residential areas of Bayt Sahur, Hebron, Rafah, damaging a total of 12 homes; bulldozes another 24 dunams of land nr. PA negotiators Erakat, Dahlan discuss with Israeli negotiators Ben-Ami, Sher the possibility of resuming final status talks. Arafat phones Clinton regarding sending negotiators to Washington. PA, Israeli teams take a break fr. formal talks, go sightseeing. After the Jewish Sabbath ends, Clinton holds a 3-way mtg. with Arafat, Barak. PM Barak also phones presidential candidates, VP Al Gore and Texas gov. George W. Bush; no details are released. In Jerusalem, Israeli peace activists hold a rally in support of the Camp David talks. In the PA areas, various groups supporting and opposing the talks hold demonstrations. In Hebron, 100s of Jewish settlers adamantly opposed to the peace process throw rocks at Palestinians, claiming they are disturbing the Sabbath, sparking a riot that lasts 3 hrs. 3 Palestinian cameramen are badly beaten by IDF soldiers while trying to film the incident. Syria's fmr. chief of staff Gen. HEkmat Shihabi leaves for the U.S. via Beirut for "medical treatment" after learning that he has been targeted in the anticorruption campaign headed by Syria's heir apparent Bashar al-Asad. Shihabi served as chief of staffor 24 yrs. and was part of Syria's delegation to talks with Israel. Analysts see the recent step-up in the anticorruption campaign as a showdown of sorts btwn. the old guard and Bashar's new guard in the run-up to the Ba'th party congress, set for 6/17, which should elect Bashar to a party post for the 1st time. Israel begins airlifting remaining 16,000 Ethiopian Jews in Ethiopia to Israel in "Operation Solomon" following secret talks with the collapsing government of Ethiopia. 5/22 letter from Pres. Bush to acting Ethiopian Pres. Lt.-Gen. Tesfaye Gebre-Kidan promising U.S. mediation efforts in Ethiopian civil war in return for unrestricted Jewish emigration paved way for airlift. Bush had earlier written Ethiopian Pres. Mengistu Haile Mariam in April urging release of the Jews. Unnamed U.S. official states Bush asked Israeli Prime Min. Yitzhak Shamir not to settle the Ethiopians in the occupied territories. Aide to Shamir confirmed Israel told U.S. it had "no intention" of settling immigrants on what he termed "occupied land." Simha Dinitz, Israel'senior immigration official, confirmed that none would be placed in occupied territories. Western relief workers complained that valuable resources expended on operation could have been used to aid Ethiopian famine victims remaining in Ethiopia. Airlift comes as Israel is struggling to absorb nearly 250,000 Soviet Jewish immigrants who arrived in past 20 months. 12,000 Ethiopian Jews were airlifted to Israel in "Operation Moses" in 1984 before Arab criticism prompted Ethiopian government to halt exodus. 8,000 others came to Israel after emigration resumed on small scale in 1989. U.S. state department issues cautious statement on 5/22 Syrian-Lebanese treaty, noting that it will monitor events to determine if Lebanon's independence is respected. (WP 5/25)

Israeli Def. Min. Spokesman Danny Naveh states that Israel will release all Lebanese prisoners held by Israel, including alleged Hizballah spiritual leader Shaykh 'Abd al-Karim 'Ubayd, in exchange for Israeli prisoners held in Lebanon. Hizballah spokesman added that Israel must release Lebanese and Palestinian prisoners, that Hizballah could only release those Israelis it holds and not those held by other groups. A total of seven Israelis were captured or reported missing in Lebanon since 1982 Israeli invasion, of whom only two are believed to be alive. Hizballah admits to holding two Israelis. Hizballah is seeking release of Shi'ites held both by Israel and Israeli-backed South Lebanon Army. Agreement came in wake of statement earlier in the week by Shaykh 'Abbas al-Musawi, new leader of Hizballah, that Hizballah would release the two Israelis if Israel freed Lebanese and Palestinian prisoners it held.
