In the West Bank, Israeli forces shot and killed a Palestinian who allegedly rammed an Israeli at a checkpoint near Fawwar refugee camp. Israeli forces were also filmed abusing and assaulting a gas station worker in the refugee camp. Elsewhere, Israeli forces shot and injured 2 Palestinians with baton rounds and arrested 4 others during a raid in Bayt Awa. Israeli forces also issued demolition notices for the family homes of 3 Palestinians killed by Israeli forces on 11/16 near Bayt Jala. 14 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, the Masafer Yatta area, Hebron, and Ramallah. In Gaza, Israeli forces bombed Khan Yunis, Rafah, Jabalia refugee camp, Nuseirat refugee camp, Maghazi, al-Bureij refugee camp, and Dayr al-Balah, killing at least 165 people, including Al-Quds journalist Jabr Abu Hadros and 6 members of his family in Nuseirat refugee camp and former Palestinian minister of awqaf and religious affairs and al-Aqsa Mosque preacher Sheikh Yousef Salameh in Maghazi. Israel also bombed near the Rafah crossing and hit the European Hospital, killing at least 5 people. 2 Israeli soldiers were killed and 13 were injured in combat. In Lebanon, Israel said it attacked several Hezbollah positions. In Syria, Israeli airstrikes killed 23 people, including 5 Syrians and 6 Iraqis, and wounded 18, near the Iraqi border. More than 21,672 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 56,165 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 312 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 79 children. More than 3,812 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 168 Israeli soldiers have been killed and 955 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNOCHA said more than 100,000 people have fled to Rafah in the past few days. UNICEF delivered 600,000 doses of vaccines to Gaza, saying that more than 16,800 infants have missed routine vaccines. The Gaza Ministry of Health held a press conference saying Palestinians captured by Israeli forces in Gaza were being tortured and held in poor condition. The ministry also said it had been able to reopen the medical facilities al-Arabi Hospital, Patient Friend’s Benevolent Society, Assahaba Medical Complex, al-Helou International Hospital, and several first aid centers. Lastly, it said that 5,300 people in critical condition needed to be evacuated to hospitals outside of Gaza to save their lives. 13 out of 36 hospitals in Gaza are partially functioning, 9 of which are located in the south, the rest are out of service. The armed wing of the PFLP, the Abu Ali Mustafa Brigades, released a picture it said showed the body of 1 of the Israeli soldiers held captive in Gaza, saying he was killed by Israeli forces when they tried to rescue him. It was unclear if the soldier was taken captive on 10/7 or during the ongoing ground invasion. (AJ, HA, REU 12/30)

The PA foreign ministry said Israel was targeting UNRWA to expel the agency from Gaza. (AJ 12/30)

Israeli prime minister Benjamin Netanyahu said in a press conference that the border zone between Egypt and Gaza, known as the Philadelphi Corridor, must be under Israeli control. Netanyahu also said Israel will attack Iran if Hezbollah expands its attacks on Israel. Ynet reported that Israel wants an underground wall along the Gaza border with Egypt. Netanyahu reportedly invited Defense Minister Yoav Gallant and war cabinet member Benny Gantz to participate in the press conference, which they declined. PLO secretary-general Hussein al-Sheikh said Netanyahu’s plans were “a blatant violation of agreements with Egypt and a termination of all agreements with the PLO,” calling on a unified Palestinian and Arab stance against it. In the West Bank, Israeli forces shot and injured 1 Palestinian minor approaching the separation wall near Faqqua. Israeli forces also shot and injured 3 Palestinians during a raid in Ni’lin, and injured others with tear gas. Meanwhile, Israeli forces shot and injured 1 Palestinian during a raid in Nabi Salih. Israeli forces also demolished 2 residential structures in az-Za’ayyyem, displacing 11. In East Jerusalem, Israeli forces assaulted 1 Palestinian in the Old City. Israeli forces also assaulted several Palestinians in Jabel Mukaber. 1 Palestinian was arrested in Sur Baher. In Gaza, 1 rocket was launched at Israel, landing in an open area; no damage was reported. Israeli forces also opened fire at Palestinian farmers east of al-Qarara, Dayr al-Balah, and Jabaliya. In Tel Aviv, hundreds of thousands of Israelis protested against the Israeli government for the eleventh Saturday in a row. VICE released their own investigation into the death of Walid al-Sharif, who was shot on 4/22/2022 at the Haram al-Sharif compound, concluding that he died of a baton round to the head fired by Israeli forces. Israeli authorities had maintained that the 23-year-old had died because he fell while running from Israeli forces. Sharif fell into a coma after being hit by the baton round and died on 5/14/2022. In the West Bank, Israeli settlers vandalized 3 Palestinian-owned vehicles and sprayed “Jews wake up, Arabs leave” and the Star of David on a wall near the vehicles in Marda. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan, displacing 10. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. The 4 soldiers had detained the 2 Palestinians after stopping their car. A statement from the Israeli military said that the soldiers used “unnecessary force.” (AP, HA, MEMO 8/24)

In response to U.S. air strikes in Syria on 8/23, groups said to be affiliated with Iran attacked the U.S. Mission Support Site Conoco in Syria, lightly injuring 1 U.S. soldier. The U.S. responded by attacking militants with helicopters, killing at least 2 people. (REU, REU 8/24; AJ, HA, MEE 8/25)

In the West Bank, Israeli forces claimed that it had stopped 2 stabbing attempts, including 1 in Tubas where 1 Palestinian man was shot after allegedly trying to stab a soldier. WAFA reported that the man was shot during a late-night raid and was in serious condition; and in a settlement outpost where 1 Palestinian woman allegedly tried to stab 1 settler before being arrested. Israeli forces also shot with live ammunition and injured 2 Palestinian minors during a raid in al-Khadir; 1 was reported in serious condition and the other in moderate condition. Israeli forces claimed the 2 had thrown Molotov cocktails at the forces. Elsewhere, Israeli forces raided the offices of the Palestinian Health Work Committees in Ramallah, seizing computers; 2 were arrested. Israeli forces also violently dispersed a protest against settlement expansion south of Hebron, injuring 1 with a tear gas canister while others suffered tear-gas related injuries. Meanwhile, Israeli forces demolished 1 house under construction and a water well in Bani Na‘im and delivered a stop-work order for 3 houses under construction in Zawata. 13 Palestinians were arrested during raids in and around Ramallah, al-‘Arub refugee camp, Hebron, Tuqu‘, Aida refugee camp, Tubas, and Bayt Duqqu. In East Jerusalem, 1 Palestinian man died in a fire in Kafr Aqab after Israeli forces held up Israeli fire trucks at the Qalandia checkpoint, saying they had to wait for military escort; Kafr Aqab is located in the Israeli-annexed East Jerusalem municipality, but on the West Bank side of the separation wall. Israeli police prevented Palestinians from holding an event celebrating International Women’s Day in al-Tur, arresting 2 women and seizing clothes and other material on display; Israeli police said the event was arranged by the PA. Israel considers PA activity in East Jerusalem illegal. 4 Palestinians were also arrested in Shu‘fat refugee camp. In the West Bank, Israeli settlers started construction of a settler-only road southwest of Nablus, connecting 2 settlements. Israeli settlers also vandalized electric poles in Jalud. Elsewhere, Israeli settlers vandalized some 300 Palestinian-owned olive trees in al-Jaba‘. Israeli forces shot and injured 1 Palestinian passing through a hole in the separation wall near Jenin. 7 Palestinians were arrested during late-night raids in and around Bethlehem, Qaddura refugee camp, Kafr Malik, Tulkarm, and Balata refugee camp; during the raid in Balata refugee camp, Israeli forces and Palestinians clashed; 2 Israeli soldiers were reported lightly and moderately injured. In East Jerusalem, 7 Palestinians were arrested during late-night raids in Issawiyya; clashes ensued during the raids and 1 military SUV was burned. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya. In the West Bank, 1 Palestinian was shot and injured by Israeli forces near the separation wall adjacent to Jenin. Israeli forces handed demolition notices for 3 houses and 2 houses under construction, and 5 others received stop-work orders for the houses in Nahalin. 17 Palestinians were arrested during raids in and around Ramallah, Burin, Madama, Tulkarm, and Jenin; tear-gas related injuries were reported during a raid in Hebron. In East Jerusalem, 1 Palestinian family demolished their own home to avoid exorbitant Israeli demolition fees in Sur Bahir, displacing 11 people. 7 Palestinians were arrested during raids. In Gaza, Israeli forces attacked buildings and infrastructure east of Khan Yunis, causing damage. Hamas authorities extended the COVID-19-related lockdown until 8/29. According to Gaza health officials, 26 people have tested positive and 2 people have died of the virus. In Israel, 1 Israeli was stabbed to death in Petah Tikva; Israeli police arrested 1 Palestinian from Nablus who they investigated as the perpetrator. Israeli forces attacked Hezbollah infrastructure in Lebanon, claiming that shots were fired from Lebanon toward Israeli troops the day before. Lebanon’s supreme defense council said it would file a complaint to the UN. Earlier in the day, Israel had proposed changes to the UNIFIL mandate, which Lebanon rejected. U.S. secretary of state Mike Pompeo met with senior members of the royal family in Bahrain to discuss “the importance of building regional peace and stability,” including normalizing ties between Bahrain and Israel. According to Bahrain state news, King Hamad bin Isa al-Khalifa told Pompeo that Bahrain is committed to the Arab Peace Initiative and the creation of a Palestinian state before normalizing relations with Israel. In the West Bank, Israeli settlers set fire to Palestinian-owned olive and almond trees near Huwwara. Israeli forces opened fire on Palestinians in Qalqilya during a raid; no injuries were reported. Israeli forces also opened fire on Palestinians trying to enter Israel through the separation wall near Dayr Balut; no injuries were reported. 1 Palestinian was arrested during a raid in Ya‘bad. In East Jerusalem, 1 Palestinian was shot dead in Kafr ‘Aqab and 2 apartments were set on fire; it is believed that the fire was set in the apartment of the alleged perpetrators. Israeli police did not investigate the incident as it happened on the West Bank side of the separation wall but still within the Israeli-drawn borders of the East Jerusalem municipality. 8 Palestinians were arrested, including 4 during late-night raids in Issawiyya; 4 were arrested during raids in the Old City and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. Later, they raid the youth’s home in al-Tur, assaulting residents with pepper spray. On the Gaza border, IDF troops stationed e. of Khan Yunis open fire on agricultural lands and farmers nr. the border fence, critically injuring 1 Palestinian youth in the area. The Gaza Strip’s sole power plant shuts its generators due to fuel shortage, meaning that Palestinians could experience 12 hours of daily blackouts. Fuel supplies have diminished following an Egyptian crackdown on smuggling tunnels, and the inability of the authorities in Gaza to pay for PA-delivered fuel with an imposed tax, according to chair of the Gaza Energy Authority, Fathy Asheik-Khalil. The plant produces up to 65 megawatts, while Israel supplies the Gaza Strip with a further 120 and Egypt with 27. (MNA, REU 11/1)

Unnamed Israeli officials cited by Israeli media express anger at the White House for confirming that it was the IAF which attacked a Syrian military base nr. Latakia. The Israeli govt. typically refrains from officially acknowledging responsibility for such attacks. Thai officials say that they have been working with Israel for weeks tracking “a group of people who appear to be from the Lebanese group Hizballah” who allegedly planned to attack tourist sites frequented by Israelis in mid-1/2012 in response to escalating U.S.-Israeli tensions with Iran and that Thai police have detained a Lebanese man in connection with the case. The U.S. and Israel issue warnings of a “real and credible” terrorist threat against Americans and Israelis in Bangkok. Hizballah officials deny the allegations as an Israeli fabrication. A computer hacker identifying himself as a Saudi Arabian teenager with the handle 0xOmar hacks 3 Israeli credit card companies and publishes online the credit card data and security information of at least 20,000 Israelis. While Lebanese PM Sa‘ad Hariri is in Washington meeting with U.S. Pres. Barack Obama, 11 cabinet ministers representing Hizballah and its allies (the March 8 coalition) resign in protest over Hariri’s refusal to convene an emergency cabinet session to discuss pending indictments by the UN special tribunal investigating the 2005 assassination of Hariri’s father, fmr. PM Rafiq Hariri, which are expected to be issued before the end of the month. They call on Pres. Michel Suleiman to form a new government headed by the March 8 alliance. The move plunges Lebanon into its worst political crisis since 5/2008 (when Qatar brokered an agreement to end sectarian clashes that killed 81 Lebanese). (NYT, WP, WT 1/13)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

ET) truce deadline, violence quiets. During the day, 10,000s of Lebanese displaced by the fighting begin returning to their homes to assess damage, although IDF warnings on vehicular movement in s.
