In the West Bank, IDF troops shoot and kill a Palestinian man during a late-night arrest raid in Qalandia r.c. nr. Ramallah. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. Shortly after, the soldiers clash with stone-throwing Palestinian youth in the area, dozens of whom suffer from tear gas inhalation. The IDF conducts house searches and arrest raids nr. Bethlehem, Jenin, Salfit, Tulkarm, and Hebron. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. They also deliver a demolition order to a 19-person residence in the Old City. Separately, Israeli police detain 3 Palestinian children at Haram al-Sharif. Israeli PM Netanyahu meets with U.S. Secy. of State Kerry in Rome to discuss the rival draft UNSC res. being prepared by the Palestinians and the French. Netanyahu opposes both, saying, “We will not accept attempts to dictate to us unilateral moves on a limited timetable.” Kerry then meets with French FM Fabius, UK Foreign Secy. Hammond, German FM Frank-Walter Steinmeier, and EU foreign affairs chief Mogherini in Paris. Separately, Arab League secy.-gen. Nabil Elaraby meets with Fabius in Paris. In the Gaza Strip, 1,000s of Palestinians attend a Hamas military parade through Gaza City to mark its 27th anniversary. During the festivities, Hamas demonstrates a drone aircraft’s capabilities, prompting the Israeli Air Force (IAF) to fly 2 jets over Gaza. Meanwhile, the pharmacists’ union threatens to stop paying to import medicine after the PA Ministry of Finance decides to collect 2.5% of the total costs as a payment toward the Value Added Tax, which was recently raised from 14.5% to 16%. In the West Bank, Israeli authorities declare 100s of acres of land nr. Salfit as a nature reserve. The IDF delivers demolition notices to 6 Palestinians in a village s. of Hebron; conducts house searches and arrest raids nr. Jenin, Tulkarm, and Salfit. Separately, Israeli troops arrest a Palestinian woman at Kisaout prison where she was visiting her incarcerated husband. In East Jerusalem, Israeli police and municipal officials deliver demolition notices to residences in Silwan and the Old City. Separately, Israeli security forces detain 2 Palestinians on raids in Shu‘fat r.c. and the Old City, as well as 3 Palestinian children for throwing stones at a bus. Senior PLO and Fatah leaders meet in Ramallah to discuss possible responses to the death of a senior PA official on 12/10, including ending security coordination with Israel. After the meeting, Pres. In the Gaza Strip, the Union of Civil Servants announces that all govt. employees will go on strike on 12/11, and that school workers will strike on 12/14, in protest of the PA unity govt.’s failure to pay civil servants in Gaza who were hired after Hamas came to power in 2007. An IDF tank stationed along the border e. of al-Bureij r.c. fires on agricultural land, causing damage. Hours later, 4 IDF tanks and 3 armored bulldozers cross the border fence in e. Gaza, leveling land and firing live ammunition toward Palestinian property. In the West Bank, IDF troops detain 2 Palestinians as they approach the Tekoa settlement nr. Bethlehem. Israeli forces confiscate 3 Palestinian-owned tractors while patrolling in a bedouin village in the n. Jordan Valley. They also stop work on a UN Development Program project nr. Salfit, detain 2 Palestinian workers, and confiscate 1 tractor. The IDF conducts house searches and arrest raids nr. Ramallah, Hebron, Tulkarm, and Jenin. Israeli settlers cut the wires to 4 electricity poles and chop down several olive trees nr. Burin village s. of Nablus, clearing the area for the expansion of 2 nearby settlements. In East Jerusalem, Israeli police raid the Silwan home of Ahmad al-Ghoul, head of the Fatah Youth Movement in Jerusalem, and arrest him. He was recently attacked by Israeli settlers on 11/21. Israeli authorities deliver demolition notices to several residences and commercial buildings in Silwan, al-Tur, Issawiyya, and Jabal Mukabir. Off the coast nr. al-Sudaniyya, Israeli naval forces detain 12 Palestinian fishermen and confiscate 5 of their boats. Around 20 Palestinian youth volunteer to help clean up the European Hospital in Khan Yunis as the hospital sanitation workers continue their strike for a 4th day. In the West Bank, Israeli settlers throw stones at Palestinian homes in Hebron while Israeli soldiers stand by. At the al-Karama crossing into Jordan, the IDF arrests a Palestinian Al-Quds University prof. The IDF conducts arrest raids and house searches nr. Hebron, Ramallah, and Bethlehem; patrols in Hebron and 1 village each nr. Jenin and Salfit. In East Jerusalem, 5 Israeli settlers board an Egged bus and assault its Palestinian driver, causing him moderate injuries before Israeli police intervene. Palestinian prisoners threaten to go on a hunger strike if the Israeli Prison Service does not meet demands of a fellow prisoner, Nahar al-Sa‘adi, who has been on hunger strike since 11/20 in protest of a lack of family visits and his year-long solitary confinement; 70 of them begin a strike on 12/9. In the Gaza Strip, unknown Palestinians fire shots toward IDF troops nr. the Erez crossing, causing no injuries. In 2 separate incidents, IDF troops open fire on Palestinian farmers nr. the border fence, causing no injuries. In the West Bank, the IDF informs residents nr. Jenin that 1,000s of dunams of land in the area will be seized; delivers demolition orders for 8 structures to Palestinians in a village nr. Hebron. Elsewhere, a Palestinian throws a Molotov cocktail at a settler nr. Hawara village s. of Nablus, and IDF troops impose a curfew on the village. The IDF conducts arrest raids and house searches nr. Hebron, Nablus, Qalqilya, and in Jenin r.c. Clashes break out with residents nr. Nablus, injuring 4 Palestinians in ‘Askar r.c. Late at night, a group of settlers, accompanied by IDF troops, enters a village e. of Ramallah and tries to burn a Palestinian’s home, but residents stop them. An Israeli settler attempts to run over 3 Palestinians with his car s. of Hebron, causing no injuries or damage. In East Jerusalem, municipal authorities and IDF troops deliver a demolition order to the Silwan home of the Palestinian who was suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed hours later by Israeli security forces. Israeli authorities announce that the bodies of the 2 Palestinians who attacked a synagogue in West Jerusalem on 11/18 will not be returned to their families. Following the announcement, clashes between Palestinians and Israeli security forces break out in the East Jerusalem neighborhoods of Jabal Mukabir, where the men were from, Sur al-Bahir, Silwan, Issawiyya, and al-Tur; 12 Palestinians are injured by rubber-coated metal bullets. In the West Bank, a Palestinian child is wounded by unexploded Israeli ordnance in a village nr. Bethlehem. The IDF conducts house searches and arrest raids in al-Fara‘a r.c. nr. Tubas, and 1 village nr. Jenin; patrols in 3 villages nr. Ramallah, 2 villages nr. Jericho, and 1 village nr. Hebron. Overnight in East Jerusalem, Israeli police and private security officers accompany a group of Israeli settlers into Silwan, where the settlers move into 25 residences, sparking minor confrontations with Palestinians in 2 separate incidents. The residences were purchased with the support of the right-wing Israeli organization Elad. During the day, hundreds of Jewish activists enter Haram al-Sharif. (HA, JP, MNA 9/30; PCHR 10/2)

In East Jerusalem, a 16-year-old Palestinian dies of wounds sustained during clashes on 8/31. In the immediate aftermath of his death, the IDF says that his injuries were incurred when he was hit in the leg with a sponge-tipped bullet and then fell, hitting his head on the ground, while the youth’s family says that he was shot in the head at close range. (A Palestinian autopsy will contradict the IDF and corroborate the family’s story on 9/14.) In response to his death, Palestinians protest in several neighborhoods, including Wadi al-Juz, where Israeli police respond to stone-throwing with rubber-coated metal bullets. In the French Hill settlement, Palestinian demonstrators throw Molotov cocktails at a gas station, causing damage. Off the coast of the Gaza Strip, Israeli naval forces open fire on Palestinian fishing boats in 2 separate incidents, causing no injuries or damage. In the West Bank, the IDF patrols in 4 villages nr. Ramallah, 2 villages nr. Salfit, and 1 village each nr. Hebron and Jenin. (HA, JP 9/7; PCHR 9/11; JP 9/15)

PA PM Rami Hamdallah says that the “govt. and the banks operating in the Palestinian territories were warned that if they make payments to former Hamas govt. employees in Gaza then the govt. and the people will be boycotted.” Separately, PA Pres. Abbas tells Palestinian media that “we will not accept the situation with Hamas continuing as it is at the moment.” Meanwhile, PA Dep. PM Muhammad Mustafa says that the PA is “looking for a temporary solution” to the problem of salaries for Hamas-appointed civil servants in the Gaza Strip, like sending money “through nongovernmental organizations such as the UN or any other entity.” He adds, “We want to avoid any legal confrontation with the U.S. whose law prohibits channelling money to Hamas because it’s blacklisted as a terrorist organization.” (AFP, MNA, WAFA 9/7)

In the Gaza Strip, Palestinians continue to undertake emergency relief efforts, uncovering many bodies of people killed earlier during Israel’s Operation Protective Edge (OPE), while many more Palestinians succumb to injuries. The Israel Defense Forces (IDF) and the armed Palestinian groups continue to hold to the 5-day cease-fire. In the West Bank, a group of Israeli settlers in Hebron throws stones at Palestinian houses on al-Shuhada Street and IDF troops arrest 1 Palestinian in the clashes that follow. The IDF conducts raids on several houses in Dayr Istya, and patrols in 2 villages n. of Jenin. During the day, the IDF conducts 13 other incursions into various areas of the West Bank. There are no talks held today between Egyptian mediators, the Palestinian delegation, and Israeli negotiators. Hamas head of foreign affairs Usama Hamdan responds to the Egyptian proposal of 8/15, saying Israel must accept the demands of the Palestinian people or face a long war, and that the proposal was, therefore, insufficient. Head of the Palestinian delegation and senior Fatah official Azzam al-Ahmad says that he is quietly optimistic that a long-term agreement can be reached before the 5-day cease-fire expires on 8/18. Meanwhile, in a televised speech from Ramallah, Palestinian Authority (PA) Pres. Mahmud Abbas says that the “goal is to stop the fighting and to stick to the Egyptian initiative, and no other,” in an implicit reference to efforts by Qatar and Turkey to serve as alternative diplomatic channels. PLO chief negotiator Saeb Erakat meets with Hamas political office chief Khalid Mishal and urges him to continue talks with Israel based on the Egyptian initiative. The pair also reportedly discuss the possibility of Palestine becoming a mbr. of the International Criminal Court (ICC). (AFP, HA, MNA, REU 8/16)

In Tel Aviv, thousands of demonstrators gather in Rabin Square to protest the ongoing assault on Gaza with the slogan “Changing direction: toward peace, away from war.” Counterprotesters also congregate in Rabin Square, but Israeli police keep the groups separate. (HA, JP 8/16)

Meanwhile, the Qatari govt. announces that it will donate $1,000 to each Palestinian family whose home has been destroyed during the Israeli assault, of which there are reportedly 797. The funds will be disbursed through the Qatari Comm. for Rebuilding the Gaza Strip. (JP 8/17)

In the Gaza Strip, Palestinians fire 25 rockets into s. Israel, causing no damage or injuries. Attacks are claimed by 4 groups: the PRC, al-Aqsa Martyrs Brigade, Democratic Front for the Liberation of Palestine, and al-Mujahidin Brigades. The IDF strikes 9 targets across the Gaza Strip throughout the day. A strike in al-Bureij r.c. kills 2 mbrs. of Islamic Jihad’s al-Quds Brigades. Later, during the night, the IDF strikes 14 more targets, killing 9 fighters from al-Qassam Brigades and wounding 4. Six of the fighters are killed in a tunnel collapse, which the IDF says is unrelated to air strikes. One Israeli air strike in Bayt Hanun wounds 5 civilians, including a child. Separately, IDF troops open fire from the border nr. Rafah, causing no damage or injuries. In the West Bank, IDF troops clash with Palestinians in al-‘Arub r.c. nr. Hebron, injuring 15 residents with rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 2 villages nr. Ramallah, 1 village nr. Salfit and Jenin at night; patrols in 2 villages nr. Ramallah in the morning, and in 1 village nr. Ramallah at night. Israeli settlers throw stones at Palestinian cars nr. Bethlehem, damaging 1. In a separate incident, settlers assault a priest nr. Ramallah. In East Jerusalem, around 100 Palestinian youths clash with Israeli security forces, and there are similar clashes in Abu Tur and Hizma. Israeli police detain 6 Jewish men in connection with the murder of Palestinian teenager Abu Khdeir on 7/2. In Israel, meanwhile, a group of bedouin in Tel Sheva nr. Beersheba throw Molotov cocktails and stones at passing cars nr. the Jewish town of Omer, causing damage. There are further violent protests in Shafa ‘Amr, in the Galilee, as well as in Nazareth and nearby town Iksal. Some 200 protesters try to block Route 70 at Yavor Junction in the n. In the weekly Israeli cabinet meeting, PM Netanyahu and FM Lieberman disagree about how to deal with the escalating situation in Gaza and s. Israel. Netanyahu criticizes Lieberman and Economy Minister Bennett for their repeated public calls for a full ground invasion of the Gaza Strip, and urges ministers to be “level-headed and responsible.” Meanwhile, Israeli authorities decide to reduce the fishing zone open for Gaza fishermen from 6 naut. mi. to 3. In the Gaza Strip, Palestinians fire 11 projectiles into s. Israel, causing no damage and lightly injuring 1 soldier with mortar shell shrapnel. Iron Dome batteries intercept 4 of the rockets. In the West Bank, IDF troops use rubber-coated metal bullets against Palestinian protesters nr. Qalandia, injuring 1. Meanwhile, IDF troops injure 6 Palestinians with tear gas canisters and rubber-coated metal bullets at the entrance of al-‘Arub r.c. nr. Hebron. The IDF patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Jericho and 1 village each nr. Ramallah and Salfit at night. Jewish settlers assault a Palestinian in Hebron, causing moderate injuries, while separately, settlers set fire to tires and agricultural land at a road junction nr. Jenin. In Israel, Palestinian citizens demonstrate in the c. and n. of the country as protests previously concentrated in East Jerusalem spread. Clashes with Israeli police break out in Qalansuwa, Taibe, and Jaljulia, as well as Nazareth, where hundreds block roads and throw stones at police officers. Dozens of demonstrators are arrested. IDF Chief of Staff Gantz says that Hamas bears responsibility for ongoing rocket fire from Gaza and that the army will “know how to respond with much force if quiet isn’t returned to the area.” Meanwhile, the PRC in Gaza rejects any cease-fire that does not include an end to the siege of Gaza and “bring back life” to the West Bank and Jerusalem.” (JP, MNA 7/5)

In the West Bank, the body of a Palestinian engineering student is discovered nr. al-Jaba‘ checkpoint. According to the man’s friends, he was attempting to bypass the checkpoint on 6/4 when they lost sight of him and heard the sounds of gunfire. The IDF returns the man’s effects to his family, but not his body, which is kept at the Institute of Forensic Medicine in Abu Kabir. Meanwhile, the IDF conducts house searches and arrest raids in Hebron and 2 nearby, 2 villages nr. Qalqilya, and in 1 village each nr. Jenin and Nablus at night; patrols in al-‘Arub r.c. nr. Hebron, where clashes leave 1 resident wounded by live ammunition, in the afternoon, and in 2 villages nr. Ramallah, and in 1 village each nr. Hebron and Qalqilya at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. Off the coast of the Gaza Strip nr. Rafah, Egyptian naval forces open fire on Palestinian fishermen, injuring 1. In the West Bank, IDF troops raid the offices of Palestinian newspaper al-Ayyam in Ramallah, and order its staff to stop using their presses to print pro-Hamas publications Filastin, al-Risala and al-Istiqlal. The PA permitted the 3 publications to be distributed in the West Bank starting in late 4/2014, in accordance with the Hamas-Fatah reconciliation deal of 4/23. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, 1 village and Aida r.c. nr. Bethlehem, and 1 village and al-Jalazun r.c. nr. Ramallah; patrols in 1 village nr. Jenin in the morning, 1 village nr. Jenin in the afternoon, and in 2 villages each nr. Hebron and Jericho at night. In East Jerusalem, groups of right-wing Jewish activists march through the Old City to celebrate “Jerusalem Day,” leading to clashes with Palestinians at Haram al-Sharif. In the clashes, Israeli security forces injure 4 Palestinians with rubber-coated metal bullets, and Palestinians injure 1 security officer with a thrown stone. In response to low voter turnout in the Egyptian presidential election, polls are kept open for a 3d day. Following their close, provisional results indicate that al-Sisi won between 89% and 93.4% of the vote, with al-Sisi’s campaign and judicial sources estimating leftist candidate Hamdeen Sabahi won 2.9% and 5%. Judicial sources estimate turnout to be 44.4% of Egypt’s 54 m. eligible voters. Meanwhile, gunmen shoot and kill an Egyptian border guard in Rafah. (AP, MNA, REU 5/28)

Israel’s Supreme Court rejects an appeal against the construction of a highway set to cut in half the Palestinian East Jerusalem neighborhood Bayt Safafa.
