In the West Bank, Israeli settlers raided Qarawat Bani Hassan before confronted by Palestinian residents. Israeli settlers attacked 1 Palestinian minor near Kisan, causing injuries. Elsewhere, Israeli settlers set fire to agricultural lands planted with olive trees in Jalud, causing extensive damage. Israeli forces violently dispersed Palestinian protesters commemorating Nakba Day throughout the West Bank, killing 1 Palestinian in Hebron and injuring 450, including 27 in Hebron, 29 in Qalqilya, 12 in Ramallah, 18 in Nablus, 9 in Tulkarm, 6 in Jenin, 2 in Bethlehem, and 1 in Tubas using live ammunition. 13 Palestinians were arrested, including 4 during late-night raids in Tulkarm and 9 during protests near Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 journalist and arresting 1. Israeli forces also violently dispersed Palestinian protesters in al-Tur, causing tear-gas related injuries and 1 arrest. 13 others were arrested during raids in Issawiyya, al-Tur, Silwan, and Sur Bahir. In Gaza, 17 Palestinians were killed, including 8 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 136 to 153, including 41 children and 2 pregnant women. The casualties included: 10 members of the same family in an Israeli air strike in al-Shati refugee camp, including 8 children; 1 infant was found in the rubble of the house and was the only survivor of the attack; 2 in an air strike on a market in Gaza City; 1 in an air strike while driving north of Gaza City; 1 in a drone strike on agricultural lands near al-Bureij; 1, and 1 injured in an air strike on al-Bureij; 1 in an air strike while riding a motorbike in al-Maghazi; 1 Palestinian succumbed to wounds sustained in an air strike on a car wash al-Zawaideh. Israel also demolished al-Jalaa tower, a 12-story building in Gaza City hosting the offices of AP, Al Jazeera, and other international media outlets along with residential apartments; Israel claimed that it also housed Hamas and Islamic Jihad in Palestine intelligence offices, saying that made it a legitimate target; residents and workers were given 1 hour to evacuate the building. AP said their reporting capabilities in Gaza were significantly reduced while Al Jazeera called it a war crime and an act to stop reporting. Air strikes also demolished the home of senior Hamas official Khalil al-Hayya and severely damaged the 14-story tower al-Qahira and the 12-story tower al-Andalus in Gaza City. Shelling from land and sea also caused significant damage and injuries in Khan Yunis and Bayt Hanun. Egypt sent 10 ambulances to Gaza to pick up injured Palestinians for treatment at Egyptian hospitals. In Israel, 1 Israeli was killed by a rocket fired from Gaza in Ramat Gan, raising the Israeli death toll to 10. 6 buildings were also damaged in Ramat Gan. Rockets were also fired at Beersheba, Ashkelon, and Ashdod from Gaza, causing damage in Beersheba and Ashdod. Hundreds of Palestinian-Israelis protested in Jaffa over the Israeli police’s inability to protect them as violence has been escalating in the neighborhood and 1 minor was seriously injured by a firebomb on 5/14. 67 Palestinian-Israelis were reported arrested, including 52 in ‘Akka and 15 in Lydda. In Lebanon, hundreds of protesters gathered along the Blue Line to show solidarity with Palestinians in Gaza and Shaykh Jarrah. U.S. chair of the senate foreign relations committee Bob Menendez (D-NJ) said, after Israel demolished the building housing the offices of AP and Al Jazeera, that he was “deeply troubled by reports of Israeli military actions that resulted in the death of innocent civilians in Gaza as well as Israeli targeting of buildings housing international media outlets.” Menendez is known as 1 of the staunchest supports of Israel among the senate Democrats. In the West Bank, Israeli settlers threw stones at cars traveling near Burqa, leading to clashes between Israeli forces and Palestinians confronting the Israeli settlers. Israeli settlers also physically assaulted 2 Palestinians near al-Ibrahimi Mosque. Israeli forces razed Palestinian-owned land planted with almond trees west of Ramallah. Israeli forces also razed land in Bruqin and Nil‘in. 6 Palestinians were arrested, including 3 during raids in Jenin refugee camp and Hebron, and 3 at a checkpoint near Jit. In East Jerusalem, Israeli settlers attacked 2 Palestinian minors in Issawiyya; no serious physical injuries were reported. Israeli forces violently dispersed protests in Bayt Hanina, leading to clashes, and arrested 4 Palestinians. Israeli forces also briefly dispersed Palestinians celebrating by the Damascus Gate but allowed the celebrations to carry on shortly after. 2 Palestinians were charged with hate crimes after throwing coffee on an Israeli settler and putting a video of the incident on social media on 4/22. In Gaza, Israel closed the Gaza fishing zone, citing 3 days of rocket fire toward Israel; Israel claimed that 4 Israelis were injured due to the rocket fire, all from tripping while seeking shelter. Israeli forces violently dispersed Palestinians protesting at the Gaza fence for the 3d day in a row, leading to tear-gas related injuries. 2 Palestinians were arrested for crossing into Israel. Israeli forces also opened fire at agricultural lands east of al-Bureij; no injuries were reported. The PA announced it will build a new city near Jericho, to be named Sama Qarantal. The city will accommodate between 15,000 and 20,000 people. (WAFA 4/26)

2 Egyptian officials said they had been briefed that PA president Mahmoud Abbas will postpone the Palestinian elections this week, citing Israeli unwillingness to let Palestinians in East Jerusalem partake in the elections. A Palestinian source said that a final decision will be made on 4/29, after a meeting between all Palestinian parties. (AJ, AP, HA 4/27)

Israeli member of Knesset, former minister, and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich threatened that “Arabs are citizens of Israel, for now at least, and they have representatives at the Knesset, for now at least” during a party meeting. Smotrich further said that Palestinian-Israelis can only be “legitimate partners” if they accept Israel as a Jewish state. (HA 4/26)

In the West Bank, Israeli settlers raided Awarta; no injuries were reported. Israeli forces razed 4 dunums (1 acre) of farmland in Bayt Jala. 7 Palestinians were arrested during raids in and around Ramallah, Kafr Haris, Qabatiya, and al-Khadir. In East Jerusalem, Israeli forces clashed with Palestinians during a raid in Kafr ‘Aqab, injuring 11 Palestinians using rubber-coated bullets and 31 suffered tear-gas related injuries. Israeli forces also seized 3 residential caravans and demolished 2 stores in Kafr ‘Aqab. 3 Palestinian minors were arrested during late-night raids in Issawiyya. In Gaza, Israeli forces made incursions and leveled land east of Jabaliya and east of al-Bureij refugee camp. Israeli settlers closed a road between Nablus and Qalqilya and threw stones at Palestinian vehicles. Israeli forces razed Palestinian-owned land in Yasuf and east of Salfit. 8 Palestinians were arrested during late-night raids in and around Ramallah, Tulkarm, Jenin, and Bethlehem. In East Jerusalem, Israeli forces razed land and 1 Palestinian family started demolishing their own home in Jabal Mukabir. 4 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israel fired missiles at Gaza City, Rafah, and al-Bureij, causing damage and incendiary balloons from Gaza landing in Israel. Israeli forces also opened fire at agricultural lands east of Bayt Hanun; no injuries were reported. Israel announced that it had reduced the Gaza fishing zone to 8 nautical miles from 15 at its maximum as collective punishment for incendiary balloons landing in Israel. Israeli prime minister Benjamin Netanyahu told Israel Hayom newspaper in an interview that Palestinians living in the Jordan Valley “will remain Palestinian subjects” after Israel’s impending annexation. There are over 50,000 Palestinians living in the parts of the West Bank that Israel is planning to annex. Netanyahu also said that he does not consider what the Trump administration calls a Palestinian state an actual state as it will remain under Israeli control. (HA, Israel Hayom, TOI 5/28)

In the West Bank, a Palestinian journalist was injured by Israeli forces while covering a protest organized by students from Birzeit University at a checkpoint north of Ramallah. Later in a separate incident, a Palestinian child was injured by a rubber-coated bullet to the chest fired by Israeli forces in Bayt Rima; 1 Palestinian was arrested during the incident. An additional 10 Palestinians were arrested during late-night raids in and around Jenin, Hebron, Ramallah, and Nablus. Israeli forces also demolished an agricultural building near Tarqumiyya. In East Jerusalem, 1 Palestinian turned himself in to the police after Israeli forces had raided his home and handed his family an arrest summons. 2 other Palestinians were arrested during daytime raids in Issawiyya. In Gaza, Israeli forces opened fire on Palestinian agricultural land on 2 separate occasions; no injuries were reported. Israel’s high court of justice ruled that Israel is permitted to hold the bodies of accused terrorists for the purpose of negotiating with terrorist organizations, overturning a previous ruling by the court. (HA, WAFA 9/9)

After a relatively calm day in Gaza, the Israeli Air Force (IAF) conducts dozens of air strikes on Hamas sites near Rafah and Khan Yunis late at night, causing extensive damage. The IDF says that the strikes were retaliation for previously unreported incendiary balloons launched into southern Israel earlier in the day. A senior Palestinian official says that the IAF has destroyed 30 residential buildings and damaged at least 500 others since the recent campaign of air strikes began on 3/25. After the air strikes resume, unidentified Gazans fire a projectile into southern Israel, causing no damage or injuries. Meanwhile, hundreds of Palestinians gather along the border fence near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return. A number of protesters sneak across the border fence and set fire to an IDF post before returning to Gaza. IDF troops violently disperse the demonstrations, injuring 1 Palestinian minor. In the West Bank, Israeli settlers attempt to enter 2 Palestinian elementary schools in Tuqu‘ village near Bethlehem. Palestinian teachers and staff block them, but they are forced to dismiss their students early. IDF troops shoot and injure 2 Palestinians during clashes sparked by an arrest raid in Jalazun refugee camp near Ramallah; arrest 22 Palestinians and issue 4 arrest summons during further raids in and around Hebron, Jenin, Nablus, Tubas, and Ramallah; and patrol near Hebron. A senior Israeli official says that despite the reports of an Egypt- and UN-brokered cease-fire late last night, the Israeli assault on Gaza that began on 3/25 is “not over.” The official also says that the IDF struck “very harsh blows” on Hamas. “We’re ready to deal even more.” Separately, Palestinian sources in Gaza say that the Israelis are demanding an end to all resistance activities along the border fence, including the planned Great March of Return protest this Friday, in exchange for a cease-fire. The U.S. formally merges its consulate in Jerusalem and its new embassy in the city to “form a single diplomatic mission.” The embassy’s new “Palestinian Affairs Unit” will serve Palestinians in Jerusalem out of the old consulate building, where all diplomacy with the Palestinians was based out of previously. This brings the death toll stemming from the Great March of Return to 203. Also along Gaza’s border, IDF troops open fire on Palestinian farmers working near Khan Yunis, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, after Israeli settlers confront Palestinian farmers working outside Bayt Fajjar near Bethlehem, IDF troops violently disperse the Palestinians with tear gas; no serious injuries are reported. Israeli settlers open fire on Palestinians outside al-Mughayyir near Ramallah; there are no reports of serious injuries. Near Hebron, settlers claim ownership of a Palestinian home outside al-Arub refugee camp, sparking a violent confrontation between their IDF escort and the Palestinian family that lives there; 1 Palestinian is arrested. Meanwhile, IDF troops conduct raids in al-Bireh, damaging a mosque and sparking clashes with stone-throwing Palestinians; 2 Palestinians are injured. PLO secretary general Saeb Erakat says that Polish officials recently invited the Palestinians to attend the upcoming security conference in Warsaw, where U.S. officials are reportedly set to unveil some details about their long-awaited Palestinian-Israeli peace plan. “Our position remains clear,” he says. “We are not going to attend this conference and reiterate that we have not mandated anyone to talk on behalf of Palestine.” (TOI 2/8; MNA 2/10)

A senior Dutch official says that his government has decided to allow Palestinians living in the Netherlands to register the West Bank or Gaza as their birthplace on official documents. “The Dutch viewpoint that Israel has no sovereignty over these areas,” he says. (HA 2/8; YA 2/11)

IDF troops arrest 6 Palestinians during late-night raids near Hebron and Ramallah; and patrol near Nablus and Hebron. Israeli settlers assault and injure several Palestinian farmers working their lands near Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians during late-night raids in Hizma and Issawiyya. Along Gaza’s border, IDF troops open fire on Palestinian shepherds working near Dayr al-Balah, causing no injuries. The undersecretary of the PA’s Agriculture Ministry, Abdallah Lahlouh, says that the PA has not been officially informed of any new Israeli policy to ban imports of fruits and vegetables from the West Bank, but that the PA will respond in kind if the recent reports of a ban continue. Although it was not publically announced at the time, Israel’s Agriculture Minister Uri Ariel ordered such a ban on 12/17 after the PA barred Palestinian meat-sellers from buying lamb from Israel on 12/2. Israel’s Knesset passes a first reading of a bill that would allow the IDF to order the expulsion of the families of Palestinian assailants from their homes, despite objections from Attorney General Avichai Mandelblit and senior IDF officers. The Knesset also passes a first reading of the so-called Young Settlement Bill, which would allow for the temporary retroactive authorization of certain settlement outposts in the West Bank and which the Israeli cabinet unanimously approved on 12/16. At a UN Security Council meeting on alleged violations of Resolution 1701, Israel’s Ambassador to the UN Danny Danon presents new information that he claims shows the extent of Hezbollah’s tunneling operations along the Israel-Lebanon border. He also says that Israel “gave UNIFIL precise information about the location of [1 of the tunnels],” but that compromised Lebanese army officers leaked the information to Hezbollah, allowing the group to conceal certain offensive operations. “Lebanese army officials are working for Hezbollah, while UNIFIL is not working to fulfill its mandate in the region in the necessary manner,” Danon alleges. While several UNSC members condemn Hezbollah’s tunneling activities, the UNSC takes no action at today’s meeting. (HA, HA, TOI, YA 12/19; TOI 12/20)

UN World Food Programme (WFP) country director Stephen Kearney announces that funding shortfalls have forced “drastic” cuts to food aid initiatives planned in the West Bank and Gaza in 2019. Starting on 1/1/19, the WFP plans to suspend food assistance to 27,000 people in the West Bank and reduce by 20% the food aid delivered to 166,000 additional recipients across the occupied Palestinian territories. “The major donor that we have had in the past years has been the U.S.,” Kearney says. “They have cut funding, not just to UNRWA, who work with the refugees in Gaza, but also to the rest of the humanitarian community, including WFP.” A WFP spokesperson says that an additional $57 million would be needed to maintain the current level of food aid in 2019. The American Civil Liberties Union (ACLU) announces that it has filed a legal challenge to an anti-BDS law in Texas on behalf of 4 Texans who either lost their jobs or lost the opportunity to be hired after they refused to renounce their support for boycotts against Israel or its settlements in the West Bank. “Whatever you may think about boycotts of Israel, the bottom line is that political boycotts are a legitimate form of nonviolent protest,” says an ACLU lawyer. “The state cannot use the contracting process as an ideological litmus test or to tell people what kind of causes they may or may not support.” Texas’s anti-BDS law, which requires all state contractors to certify that they do not support or participate in any boycotts of Israel or its West Bank settlements, has been on the books since 5/2/17. Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. After unidentified assailants open fire on IDF patrols along the border near Jabaliya refugee camp, the IAF conducts air strikes on Hamas posts near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City, causing moderate damage. The killings today bring the death toll related to the Great March of Return to 102. Elsewhere in the oPt, thousands of Palestinians gather across the West Bank and Jerusalem to protest the official opening of the U.S. embassy in Jerusalem today. They also release 70 black balloons in Ramallah, marking the 70th anniversary of the Nakba. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. The Israeli Civil Admin.’s Higher Planning Council gives preliminary approval of a 2014 master plan for a settlement bloc nr. Ramallah, which would include the construction of 2,200 new residences and the retroactive authorization of 2 settlement outposts. Bethlehem after he stabs and moderately injures an Israeli settler; open fire on 3 Palestinians after they allegedly evade detention while on their way to work in Israel, injuring 1 and detaining 2. Israeli forces raid a hospital in al-Tur for the 2d day in a row; arrest 26 Palestinians on raids and patrols in Silwan, al-Tur, and Issawiyya. Late at night, Israeli forces raid the home of the Palestinian who was killed on 10/8 after allegedly stabbing an Israeli soldier, and they take measurements and photographs in preparation for a possible punitive demolition. Cross-border violence continues in Gaza as IDF troops violently disperse Palestinians protesting nr. the Erez border crossing and e. of al-Bureij r.c., injuring 14 Palestinians. The Israeli authorities then temporarily close the crossing. Later, IDF troops armed with sniper rifles open fire on a group of Palestinians in an agricultural area along the border fence nr. al-Bureij r.c., killing 1 and injuring 2. The IDF releases a statement describing the incident as an operation designed to “eradicate” a group of armed Palestinian fighters allegedly responsible for several attacks on IDF patrols along the border in recent weeks. The IDF says that the soldiers used live ammunition only after the man attempted to stab 1 of them. In the evening, IDF troops shoot and kill 2 Palestinian youths in c. Hebron as they are walking home amid a minor protest (the IDF says that they stabbed a soldier in the area). A Palestinian driver rams and kills an Israeli settler nr. Hebron. The Palestinian driver reports the incident later in the day to Palestinian police as an accident. Later, another Palestinian driver rams an Israeli soldier and a settler outside a settlement nr. Jerusalem, injuring both. IDF troops shoot and kill the Palestinian when he exits his vehicle, allegedly holding a knife. After the incident, the IDF raids the Palestinian driver’s home nr. Elsewhere in the oPt, IDF troops violently disperse Palestinian protesters across the West Bank, injuring 18 Palestinians. Israeli forces also obstruct the entrance to Ni‘lin village nr. Ramallah with cement blocks, sparking clashes with stone-throwing Palestinian youths and injuring 2 Palestinians with live ammunition. The IDF conducts late-night raids throughout the West Bank and East Jerusalem, arresting 41 Palestinians. Meanwhile, Israeli settlers assault Palestinians and their property in the Hebron, Jenin, and Salfit areas. Palestinian schools and businesses in Issawiyya, East Jerusalem, conduct a general strike in protest of the Israeli authorities’ recent restrictions on access to the neighborhood. Stabbing incidents continue in Jerusalem. In West Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly stabs and moderately injures an Israeli woman nr. the c. bus station. They later raid his Ras al-Amud home. In East Jerusalem, Israeli forces shoot and kill a Palestinian outside a gate to the Old City after he attempts to evade them and ignores their calls, according to PCHR. They also arrest 20 Palestinians on early morning raids throughout the area. IDF troops injure 13 Palestinians in clashes with protesters throughout the West Bank. They also assault and critically injure a Palestinian man nr. Ramallah after stopping his vehicle to investigate alleged stone-throwing in the area (the man will have a heart attack and die on 10/15). Late at night, the IDF delivers punitive demolition notices to 7 homes around Nablus and Ramallah belonging to Palestinians accused of attacking Israelis in recent mos.; conducts raids and house searches across the West Bank, arresting 14 Palestinians; patrols nr. Nablus, sparking clashes with stone-throwers (1 Palestinian is injured). Israeli settlers set fire to Palestinian agricultural land outside a village nr. Nablus and chase local farmers off with stones and gunfire, seriously injuring 4 Palestinians and 1 international activist. IDF troops arrest 4 settlers after the incident. The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. All public institutions, ministries, and charities go on strike in protest of the PA unity govt.’s failure to pay civil servants. Several civil society organizations coordinate cleaning campaigns in Gaza’s hospitals, as the sanitation workers’ strike continues for a 10th day.
