Israeli settlers kill 2 Palestinian-owned sheep while attacking Palestinians near Jaba’. Israeli forces raid Jenin, killing 4 Palestinians, including 2 in a drone strike and 2 with live fire, 8 others are injured. Israeli forces also shoot and injure a Palestinian man during a raid in Beit Fajjar. Elsewhere, Israeli forces arrest 20 Palestinians during late-night raids in and around Ramallah, Hebron, Nablus, Salfit, Tulkarm, and Jenin. In Gaza, Israeli forces bomb Rafah, Jabalia refugee camp, Gaza City, Beit Hanun, al-Bureij refugee camp, and Nuseirat refugee camp, killing at least 76 people. More than 32,490 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,889 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 444 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Israel asks the U.S. to reschedule a meeting on Israel’s invasion of Rafah. The meeting was canceled by Israeli prime minister Benjamin Netanyahu on 3/26 after the U.S. chose not to veto a ceasefire resolution at the UN Security Council. The Washington Post reports that the U.S. has raised allegations of beatings and torture of Palestinian prisoner Marwan Barghouti with Israel. 22-year-old Palestinian prisoner Assef al-Rifai dies in an Israeli prison, becoming the 11^th Palestinian to die in Israeli prison since 10/7. Al-Rifai, who had been imprisoned since 2022, suffered from cancer. (WAFA 2/29)

In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. EU high commissioner for foreign affairs Josep Borrell calls it “totally unacceptable,” Colombia denounces Israel’s genocide, suspending weapons purchases from Israel. French president Emmanuel Macron expresses “[d]eep indignation at the images coming from Gaza where civilians have been targeted by Israeli soldiers. I express my strongest condemnation of these shootings and call for truth, justice, and respect for international law.” Spain, Belgium, Turkey, Portugal, Italy, Qatar, Saudi Arabia, Egypt, Jordan, China, Canada, Yemen, Australia, and other countries express shock and contempt for the Israeli actions. The U.S. blocks an Algerian statement at the UN Security Council that assigns blame to Israel for the incident, saying it needs to be “thoroughly investigated.” The Israeli newspaper Haaretz for the first time calls on Israel to end its war, citing the incident. Palestinian National Initiative secretary-general Mustafa Barghouti says, “I have never seen the atmosphere so close to unity as it is today.” Russian foreign minister Sergey Lavrov tells the Palestinian representatives at the meeting that if they can announce a unity position on the basis of the PLO those who use the lack of Palestine unity to prevent “the settlement in the Middle East, will lose their winning cards.” Hamas political leader Ismail Haniyeh meets with Chinese ambassador to Qatar Zhou Jian, discussing “ways to stop the war” in Gaza. The Israeli Civil Administration declares 2,640 dunams (652 acres) of land in Abu Dis and al-Eizariya Israeli state land. 120 Palestinian families live on the land. The area declared state land connects the Ma’ale Adumim settlement and the Keidar settlement. (AJ, REU, WAFA 2/29; HA 3/1)

Norwegian prime minister Jonas Gahr Store says the PA has received $114 million from Israel as part of the tax revenue payments and that more money will be dispersed in “the coming days.” (REU 2/29)

UNRWA says it has not received $89 million from the European Commission that was due on 2/29. 17 rights and aid organizations, including Save the Children and Oxfam, call on the EU to disperse the funds. The UN says Israel has not provided evidence about its claims against 12 UNRWA staffers for the independent investigation by the UN. Germany says it will increase aid to Gaza by $21.6 million and that its military will start taking part in aid airdrops if enough aid cannot be dispersed by land. (AP, AP, REU 2/29)

Israel claims it has killed more than 13,000 militants in Gaza since its ground invasion. Israeli prime minister Benjamin Netanyahu calls Hamas’s demands for a ceasefire “delusional,” saying he will not accept them and that he rejects international calls for a ceasefire. The Israeli negotiators who had been in Qatar this week return to Israel. Finance Minister Bezalel Smotrich calls for a “massive” settlement expansion in response to the killing of 2 Israeli settlers near the Eli settlement. National Security Minister Itamar Ben-Gvir says aid to Gaza must stop as it endangers Israeli soldiers, citing the Flour Massacre where no Israeli soldiers were injured while more than a 100 Palestinians were killed. The Israeli government says it is still reviewing whether it will severely limit the number of Muslim worshippers it will allow to enter the Haram al-Sharif compound during Ramadan. U.S. president Joe Biden walks back his comment that a ceasefire will happen by 3/4 but says that he is still hopeful. Biden also issues a statement calling on Republicans to pass a bill providing aid to Israel to “help ensure Israel can defend itself against Hamas and other threats.” Biden speaks with Qatar emir Sheikh Tamim bin Hamad Al Thani and Egyptian president Abdel Fattah el-Sisi, discussing the need for aid and a ceasefire in Gaza. Secretary of State Blinken speaks with Qatari prime minister Mohammed bin Abdulrahman bin Jassim Al Thani, discussing the same issues. White House deputy press secretary Olivia Dalton says the U.S. is deeply concerned that it has not received an Israeli plan for how it will provide security for Palestinians in Rafah if the Israeli military invades the city. British politician George Galloway of the Workers Party of Britain wins a seat in the UK parliament in the by-election in Rochdale, telling Labour Party leader “Kier Starmer, this is for Gaza.” The Labour Party held the seat in Rochdale until last month when MP Tony Lloyd died. In the West Bank, Israeli settlers attacked a group of Palestinian children near Silat ad-Dhahr, catching, abducting, and torturing 1 for 1 hour and 30 minutes at the Hermesh settlement outpost before Israeli soldiers picked him up after being notified by Palestinians. Israeli forces demolished 1 house under construction in Yatma. 7 Palestinians were arrested, including 5 during late-night raids in al-Bireh, Hebron, and Aqabat Jaber refugee camp, 1 at a checkpoint near Ya‘bad, and 1 at a checkpoint while seeking an entry permit to East Jerusalem for treatment of cancer. In East Jerusalem, Israeli forces raided and shut down a ceremony for Palestinians who passed their high school exams in Isawiya, claiming it was sponsored by the PA. Israeli forces also demolished 1 nursery school and 1 house in Bayt Safafa. In Gaza, Israeli forces made incursions and leveled farmland east of Maghazi and al-Bureij refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabalia; no injuries were reported. PA firefighters joined Israeli firefighters to combat wildfires raging west and southwest of Jerusalem. Israeli defense minister Benny Gantz thanked Mahmoud Abbas for “his initiative” in a tweet. The PA sent 20 Palestinian firefighters and 4 fire engines to help combat the fires. President Abbas later received a phone call from Israeli public security minister Omer Bar Lev thanking Abbas for sending the firefighters. (HA, MEMO, WAFA 8/18)

PA president Mahmoud Abbas, PA prime minister Mohammed Shtayyeh, and foreign minister Riyad al-Maliki met with the Japanese foreign minister Toshimitsu Motegi in Ramallah. Issam Daalis, a member of Hamas’s political bureau, said that militant factions in Gaza will start violently resisting Israeli restrictions put on Gaza during May if those restrictions are not lifted by 8/21. The ultimatum was made after a meeting of senior Hamas members. Daalis also said that Egypt had asked Hamas to give Israel time and the Israeli prime minister Naftali Bennett had said some restrictions would be gradually lifted. (MEMO 8/18)

Israeli Palestinian lawmaker Ahmad Tibi from the Joint List filed a complaint against an Israeli soldier who prevented him and 3 other lawmakers from reaching al-Ibrahimi Mosque on 8/14 during a protest against Israeli renovations to the structure. Tibi further asserted that the soldier assaulted him during the incident. (HA 8/18)

In Syria, Israeli forces fired missiles at areas within Quneitra province from the Israeli-occupied Golan Heights. The extent of the damage or if there were any casualties was unclear. (AP, HA 8/17)

In the West Bank, Israeli settlers threw stones at cars traveling near Burqa, leading to clashes between Israeli forces and Palestinians confronting the Israeli settlers. Israeli settlers also physically assaulted 2 Palestinians near al-Ibrahimi Mosque. Israeli forces razed Palestinian-owned land planted with almond trees west of Ramallah. Israeli forces also razed land in Bruqin and Nil‘in. 6 Palestinians were arrested, including 3 during raids in Jenin refugee camp and Hebron, and 3 at a checkpoint near Jit. In East Jerusalem, Israeli settlers attacked 2 Palestinian minors in Issawiyya; no serious physical injuries were reported. Israeli forces violently dispersed protests in Bayt Hanina, leading to clashes, and arrested 4 Palestinians. Israeli forces also briefly dispersed Palestinians celebrating by the Damascus Gate but allowed the celebrations to carry on shortly after. 2 Palestinians were charged with hate crimes after throwing coffee on an Israeli settler and putting a video of the incident on social media on 4/22. In Gaza, Israel closed the Gaza fishing zone, citing 3 days of rocket fire toward Israel; Israel claimed that 4 Israelis were injured due to the rocket fire, all from tripping while seeking shelter. Israeli forces violently dispersed Palestinians protesting at the Gaza fence for the 3d day in a row, leading to tear-gas related injuries. 2 Palestinians were arrested for crossing into Israel. Israeli forces also opened fire at agricultural lands east of al-Bureij; no injuries were reported. The PA announced it will build a new city near Jericho, to be named Sama Qarantal. The city will accommodate between 15,000 and 20,000 people. (WAFA 4/26)

2 Egyptian officials said they had been briefed that PA president Mahmoud Abbas will postpone the Palestinian elections this week, citing Israeli unwillingness to let Palestinians in East Jerusalem partake in the elections. A Palestinian source said that a final decision will be made on 4/29, after a meeting between all Palestinian parties. (AJ, AP, HA 4/27)

Israeli member of Knesset, former minister, and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich threatened that “Arabs are citizens of Israel, for now at least, and they have representatives at the Knesset, for now at least” during a party meeting. Smotrich further said that Palestinian-Israelis can only be “legitimate partners” if they accept Israel as a Jewish state. (HA 4/26)

In the West Bank, the Israeli military said that 1 Palestinian tried to ram a group of soldiers at a checkpoint near Ya‘bad and that a gun fell from the car as it passed the soldiers; no injuries were reported. 1 Israeli settler struck an Israeli soldier near the Kedumim settlement. Israeli settlers also threw stones at Palestinian vehicles on the Nablus-Ramallah and Qalqilya-Nablus roads, damaging some; no injuries were reported. Israeli forces clashed with Palestinians at a checkpoint in Hebron, leading to tear-gas related injuries. 8 Palestinians were arrested, including 6 during late-night raids in and around Qaryut, al-Twana, Luban al-Sharqiyya, Ramallah, and Balata refugee camp; 2 were arrested at checkpoints near Tubas and Nablus. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles west of al-Sudaniyya; no injuries were reported. Israeli protesters demonstrated against Israeli prime minister Benjamin Netanyahu for the 29th Saturday in a row in Jerusalem. The protesters are demanding that Prime Minister Netanyahu resigns due to his COVID-19 response, the Israeli economy, and the corruption cases against him. (AJ, WAFA 1/10)

The U.S. embassy in Rabat said the assistant secretary of state for Near Eastern affairs David Schenker had made “a historic visit” to the Moroccan-occupied Western Sahara. The U.S. recognized Moroccan sovereignty over Western Sahara in December 2020 was part of the Moroccan-Israeli normalization deal. (AJ 1/9; AP 1/10)

In the West Bank, Israeli forces demolished 1 Palestinian-owned home in al-Khadir. Israeli forces raided Jenin, dismantling a PA COVID-19 checkpoint and injuring 1 Palestinian using live ammunition during clashes at Jenin refugee camp. Elsewhere, Israeli forces injured 1 Palestinian using live ammunition during clashes at Jalazun refugee camp. Israeli forces seized a Byzantine-era baptismal font from a church in Tuqu‘. Israeli forces also seized 700 dunams (173 acres) of Palestinian-owned land for an Israeli national park near Bethlehem. 4 Palestinians were arrested during raids in Yatta, Bethlehem, and Ramallah. In East Jerusalem, 2 Palestinians were arrested during raids in Shu‘fat ad Wadi al-Juz. An Israeli court remanded the PA governor of Jerusalem Adnan Gheith for 7 days. Governor Gheith was arrested on 7/19; it was the 17th time he has been arrested by Israeli forces since being named governor in 2018. Gheith had previously been released after 2 days but this time his lawyer told Agency French Presse that he is being probed over “planning an act of terrorism.” (WAFA, WAFA, WAFA, YAHOO 7/20)

Syrian state media reported that Israel fired missiles from Israel-occupied Golan Heights toward Damascus, but that the missiles were intercepted. Israeli media later reported that some missiles had not been intercepted and 5 people had been killed and 11 injured in the attacks. The International Court of Justice (ICJ) announces that it has received a complaint from the State of Palestine against the U.S. regarding the move of the U.S. embassy in Israel to Jerusalem earlier this year. Following a petition from the American Civil Liberties Union, a federal court in Arizona blocks implementation of the state’s 2016 anti-BDS law, which requires that state contractors certify that they don’t participate in any boycotts of Israel. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Across the oPt, Israeli forces arrest 9 Palestinians during raids and house searches nr. Tulkarm, Hebron, and East Jerusalem; and conduct 15 patrols in the Hebron area during the day. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. Nablus, sparking clashes between their IDF escort and stone-throwing Palestinian residents; 10 Palestinians are injured (1 will succumb to his injuries on 6/6). Meanwhile, IDF troops conduct raids and house searches in Silwad and Kafr Malik villages nr. Ramallah, issuing 2 Palestinians arrest summons and sparking minor clashes in which a Palestinian is mildly injured. IDF troops patrol nr. Hebron throughout the day. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. Israel’s Justice Ministry releases a list of 27 nongovernmental organizations (NGOs) that might be affected by the so-called NGO Transparency Bill, which is currently under discussion in the Knesset. Twenty-five of the 27 NGOs are distinctly left-wing human rights groups, including B’Tselem and Yesh Din. This lends credence to accusations that the Transparency Bill is simply an attempt to silence opponents of the right-wing govt. (HA 6/3)

French FM Jean-Marc Ayrault announces 2 main goals for the international peace summit in Paris on 6/3: the parties agree to meet again by the end of 2016, with Israeli and Palestinian participation, and they agree to form several working groups to facilitate resolutions on various final status issues, such as Israeli security and economic incentives for both sides. After a mass joint funeral in Hebron for the Palestinians whose bodies the IDF returned on 10/30, dozens of stone-throwers briefly clash with IDF troops in c. Hebron; 4 Palestinians are injured. In the latest small-scale violence, IDF troops shoot and kill a Palestinian at a checkpoint nr. Jenin after he allegedly attacks an Israeli soldier. The Israeli authorities then close a nearby checkpoint, blocking Palestinians from traveling between Israel and the West Bank (they will reopen it on 11/1). The Israeli crackdown on the violence continues throughout the oPt as well, with IDF troops clashing with and violently dispersing Palestinian protesters nr. Ramallah and Jenin, and along Gaza’s border nr. al-Bureij r.c. (7 Palestinians are injured). They also patrol nr. Ramallah, Salfit, and Nablus; conduct late-night raids and house searches across Hebron, Nablus, and Bethlehem, arresting 11 Palestinians and issuing an arrest summons to 1. Israeli soldiers assault and seriously injure a Palestinian at a checkpoint nr. Jerusalem. Israeli settlers block Palestinian farmers from working in their olive fields nr. PA Pres. Abbas announces that the Israeli govt. transferred NIS 1.37 b. (around $350 m.) of the NIS 1.8 b. ($460 m.) in previously frozen tax revenues, but that the Palestinians rejected the money in protest of unilateral deductions Israel made to pay the Palestinians’ debts to Israeli utility providers. Shipments of domestic-use gas into Gaza resume after a dispute between local officials and the PA unity govt. is resolved on 12/10. All public institutions, ministries, and charities go on strike in protest of the PA unity govt.’s failure to pay civil servants. Several civil society organizations coordinate cleaning campaigns in Gaza’s hospitals, as the sanitation workers’ strike continues for a 10th day. IDF troops stationed along the border e. of al-Bureij arrest 2 Palestinians attempting to cross into Israel. In the West Bank, 1,000s of Palestinians attend the funeral of Ziad Abu Ein in Ramallah. Palestinians gathered for the funeral clash with IDF troops in al-Bireh; 19 are injured from rubber-coated metal bullets. Meanwhile, over 100 Palestinians gather in c. Hebron to protest Abu Ein’s death, leading to 2 separate clashes with IDF soldiers. There are also demonstrations in Turmus ‘Ayya. During the day, Israeli soldiers arrest Palestinians at a checkpoints nr. Ramallah and Hebron. The IDF conducts arrest raids nr. Jenin and Hebron; patrols in Tulkarm and n. of Jenin. Late at night, unidentified assailants open fire on the home of an imprisoned Hamas MP in Hebron, causing damage. In East Jerusalem, Israeli forces violently disperse 100s of Palestinians gathered to protest Abu Ein’s death in Shu‘fat r.c., Issawiyya, al-‘Izzariya, and Silwan. They conduct late-night arrest raids and house searches in Jabal Mukabir, Wadi al-Juz, Ras al-Amud, and Issawiyya. Meanwhile, 75 new security guards are added to the security detail at Haram al-Sharif in response to King Abdullah of Jordan’s request. Egyptian pres. Abdel Fattah al-Sisi travels to Jordan to hold talks with Jordan’s King Abdullah. They discuss the draft UNSC res. that Jordan plans to introduce on behalf of the Palestinians before 12/25. Meanwhile, Jordan’s House of Deps. votes to cancel its 9/2014 gas agreement with U.S. company Noble Energy. The French Senate passes a nonbinding res. inviting the govt. to recognize Palestinian statehood. The French parliament previously passed a similar res. on 12/2. Palestinians fire 3 rockets from the Gaza Strip into Israel, causing no injuries or damage. In retaliation, the IDF fires missiles at 2 locations nr. Gaza City at night, causing no injuries but damaging civilian property including 2 schools. In the West Bank, the IDF patrols in 2 villages nr. Ramallah and 1 village nr. Tulkarm in the morning; patrols in 2 villages nr. Qalqilya, 1 village nr. Ramallah, and 1 village nr. Tulkarm in the afternoon; patrols in 2 villages nr. Hebron, 1 village nr. Jenin, and 1 village nr. Tulkarm at night; conducts house searches and arrest raids in 3 villages nr. Hebron at night. The Israeli newspaper Ha’Aretz reports that the IDF will close the Ras Khamis checkpoint in occupied East Jerusalem, leaving a single exit for the residents of Shu’fat r.c. (HA, MNA 8/27; PCHR 8/30)

A UN report about the Gaza Strip says that the territory will be unliveable by 2020 unless urgent action is taken to improve basic infrastructure like water, power, health, and schooling (See Docs in JPS 166). (REU 8/27)

As OCL enters day 10, IDF ground forces tighten the circle around Gaza City and continue to operate against Palestinian rocketlaunching units across n. Gaza, still avoiding entering densely populated areas. Troops deploy to segment the Strip into 3 main operational zones: a northern zone running fr. the n. Gaza border south to Netzarim Junction (the Qarni Crossing–Netzarim settlement line drawn on 1/4); a central zone fr. Netzarim Junction to Khan Yunis; and a southern zone fr. Khan Yunis to the Rafah border. While IDF troops are still entering Gaza, IDF reservists have not yet been sent in.

Meanwhile, French pres. Nicholas Sarkozy begins a regional tour to press for a 48-hr. humanitarian cease-fire, meeting with Mubarak in Cairo and Olmert in Israel).

Combat notes: In Gaza City, residents and medical workers report that IDF troops are concentrated in the al-Shuja‘iyya, al-Tuffah, and al-Zaytun neighborhoods (al-Zaytun is a strategic high point, providing a view over the breadth of the Strip) and that fighting is so intense (involving heavy Israeli tank and helicopter fire) that bodies of the dead have been left lying in the street and ambulances are unable to reach the area. IDF troops occupy at least 3 high-rise buildings in eastern areas of Gaza City as observation posts, expelling the residents and exchanging heavy gunfire with Palestinian gunmen. Israeli aircraft drop leaflets over Gaza City warning residents to evacuate their neighborhood; 1,000s of Gazans report receiving automated phone messages form the IDF saying “We are getting rid of Hamas.”

In addition to carrying out air strikes in support of advancing ground troops, the IDF reports making 40 air strikes targeting tunnels on the Rafah border, weapons caches, homes of senior Hamas and PFLP mbrs. (most of whom are in hiding), the Gaza airport site. Target areas include Abasan, Bayt Hanun, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the center city, al-Tuffah, al-Shuja‘iyya, Tal al-Hawa, alZaytun), Jabaliya, Khan Yunis, Khuza, the al-Mawasi area (w. of Khan Yunis), Nussayrat, Rafah, al-Shabura r.c. (nr. Rafah), Shati’ r.c., al-Shuka, Yibna r.c. (nr. Rafah).

Of particular note: A home in Gaza City’s al-Zaytun neighborhood, where the IDF placed 110 Palestinians it had rounded up on 1/4, is hit by an air strike and repeatedly shelled, killing at least 30 mbrs. of an extended family (including 5 children age 4 and younger) and wounding scores; the IDF bars relief workers fr. reaching the scene until 1/7. A shell fired from an Israeli naval vessel hits a Palestinian home in Shati’ r.c., killing a family of 7 asleep in their beds. A late-night air strike hits an UNRWA school in Shati’ r.c. being used as a shelter, killing 3 members of a single family. The IDF also makes air strikes hitting the offices of the Hamas-affiliated al-Risala for a 2d time (see 1/3). Photographs and live footage of the ongoing operations clearly show IDF artillery firing white phosphorus shells on densely populated areas, though Israel denies using the munitions. The IDF fires flechette shells on residential areas nr. Bayt Hanun, killing at least 1 Palestinian, wounding at least 3.

Palestinians fire 28 rockets, 5 mortars into Israel, hitting Ashdod, Ashqelon, Beersheba, Sederot, and Shaar Hanegev, damaging an empty kindergarten in Ashdod, injuring 2 Israelis in Shaar Hanegev.

More than 40 Palestinians are killed today (almost half of them children), bringing the estimated Palestinian toll to 550 dead, 2,500 injured. The Israeli toll reaches 9–10 dead, more than 70 wounded: 3 IDF soldiers are killed, 24 wounded (4 seriously) by friendly fire when their unit is hit by an Israeli tank shell outside Gaza City; an IDF officer is killed during an exchange of fire in n. Gaza, possibly by an IDF tank shell; 6 IDF soldiers are wounded in clashes with Palestinians nr. the e. Gaza border.

Humanitarian notes: Israel allows 80 truckloads of food, medicine, and medical equipment into Gaza, but the UN says much more is needed. Relief agencies (including the ICRC, UNRWA, and UNSCO) warn that two-thirds of the Strip is still without power, suffering freezing winter temperatures; 250,000 Gazans are without any running water; and water supplies for another 500,000 Gazans are expected to run out within days because of lack of fuel for pumps and backup generators. Shifa hospital, which has been running fully on generators for 3 days, warns that it has only a 2-day supply of generator fuel.
