The IDF maintains, for a 3d day, the closure of Qabatiya. Israeli forces shut down the major road to the village with bulldozers, sparking intermittent clashes with stonethrowers wherein 9 Palestinians are injured. They also arrest 5 Palestinians on raids in the village and return the bodies of the 3 Palestinians suspected of perpetrating the 2/3 shooting in the Old City (a joint funeral is held in the evening). Elsewhere in the West Bank, Israeli soldiers shoot and kill a Palestinian youth and arrest a 2d in a village nr. Hebron. The IDF says they were planning to throw Molotov cocktails at passing vehicles. Throughout the day, IDF troops violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation and recent violence against Palestinians in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwan, ‘Ayn Yabrud, and Jalazun r.c.), 1 village each nr. Qalqilya and Nablus, as well as in 2 areas along Gaza’s border; 10 Palestinians are injured. The IDF also conducts raids and house searches in 3 villages nr. Jenin and 1 nr. Nablus, arresting 3 Palestinians and issuing arrest summons to 2; patrols 2 villages nr. Jericho and 3 nr. Hebron. Also along Gaza’s e. border, IDF troops open fire on agricultural lands, causing damage. In East Jerusalem, Israeli forces arrest 1 Palestinian on a late-night raid in Ras al-Amud. The Israeli authorities extend the closure of part of Hebron’s Old City through 3/1. It was 1st closed on 11/1/2015, and Palestinians and internationals have been banned from entering since. (MNA 2/5)

Stabbing attacks continue in the West Bank today. Private Israeli settlement security guards shoot and kill a Palestinian youth at a checkpoint nr. Jenin after he allegedly stabs and injures an Israeli soldier. IDF troops shoot and injure a Palestinian youth after he stabs and lightly injures an Israeli soldier in the Gush Etzion settlement bloc nr. Bethlehem. (HA, MNA, YA 10/23; PCHR 10/29)

Elsewhere in the oPt, IDF troops clash with and violently disperse Palestinians throwing stones and protesting in 3 locations along Gaza’s border and across the West Bank, injuring 117 Palestinians and arresting 3. They also violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against Israel’s separation wall, settlements, occupation, and recent violence in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, and Silwad) and Kafr Qaddum nr. Qalqilya; 1 Palestinian is seriously injured. Meanwhile, the IDF conducts raids and house searches in Jalazun r.c. nr. Ramallah and 1 village nr. Nablus, arresting 2 Palestinians; patrols in 2 villages nr. Ramallah and 1 each nr. Jenin and Nablus. Israeli forces destroy around 90 olive trees nr. Qalqilya during a military training exercise. Israeli settlers attack and attempt to stab the head of the Israeli group Rabbis for Human Rights while he is assisting with the Palestinian olive harvest nr. For the 8th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones throughout the region, killing 2 Palestinians and injuring at least 142 (a 3d Palestinian will succumb to injuries sustained today on 10/23). Stabbing incidents continue, as IDF troops shoot and kill a Palestinian in the Kiryat Arba settlement nr. Hebron after he stabs and moderately injures an Israeli soldier. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians, Israelis, and international activists at Friday demonstations and violent protests in 4 areas nr. Ramallah (outside the Beit El settlement, Silwad, Budrus, and Bil‘in), and nr. Hebron, Bethlehem, Nablus, and Qalqilya, killing 1 Palestinian and injuring 73. The IDF patrols outside Ramallah and in Nablus, sparking clashes with stone-throwers (2 Palestinians are injured); conducts house searches and raids throughout the region, arresting 4 Palestinians. Palestinian gunmen open fire on IDF vehicles nr. Ramallah, causing minor damage. In East Jerusalem, the Israeli police bar Palestinian men under the age of 40 from entering Haram al-Sharif; clash with stone-throwing Palestinians in Ras al-Amud (2 Palestinians are injured); conduct raids nr. the Old City and Issawiyya (4 Palestinians are arrested). The UNSC convenes to discuss the recent violence in Israel and the oPt as well as Israeli restrictions on Palestinian access at Haram al-Sharif, at the request of Jordan. French amb. to the UN François Delattre says that France has prepared a draft presidential statement that would, inter alia, urge all parties to maintain the status quo at the sanctuary. Overnight in the West Bank, 4 Jewish extremists set fire to 2 Palestinian family homes in the village of Duma, nr. Nablus, killing an 18-mo.-old child and severely injuring the 3 other mbrs. of his family (the father and mother will succumb to their injuries on 8/8 and 9/7, respectively). The extremists leave price-tag graffiti nr. the site of the attack. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against the Israeli occupation and the morning’s arson attack in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Jalazun r.c., Silwad, and outside Ofer Prison) and Kafr Qaddum nr. Qalqilya; 4 Palestinians are injured. They also violently disperse Palestinians gathering in Hebron and 1 village nearby to protest the morning’s arson attack, injuring 6. In the evening, clashes break out at Atara checkpoint nr. Ramallah, and Israeli soldiers shoot a Palestinian in the back, critically injuring him (he will succumb to his injuries on 8/1). During the day, Israeli forces patrol in 5 villages nr. Hebron and 1 each nr. Qalqilya and Ramallah; assault a Palestinian driver at a checkpoint nr. Nablus. An Israeli settler rams a Palestinian firefighter with a car while he is putting out a fire nr. Hebron. Israeli settlers also damage 35 olive tree seedlings nr. Ramallah. Elsewhere, a Palestinian opens fire on an Israeli vehicle nr. Ramallah, causing damage. Late at night, unknown assailants throw a molotov cocktail at a Hamas leader’s car in Jenin. IDF troops on the Gaza border e. of Bayt Lahiya open fire on a small group of Palestinians approaching the border fence to protest the morning’s arson attack nr. Jenin, killing 1 and moderately wounding another. In East Jerusalem, the Israeli authorities bar men under 50 from entering Haram al-Sharif in the wake of the morning arson attack. Clashes break out across the city, with Israeli forces firing rubber-coated metal bullets at Palestinian protesters in Shu‘fat r.c., Issawiyya, Bayt Hanina, al-Suwana, al-Tur, and Silwan; 2 Israeli police officers and 13 Palestinians are injured, including 1 seriously. Meanwhile, unknown assailants throw rocks and firebombs in the Old City, injuring 1 Israeli police officer. An Israeli settler rams a Palestinian with a car in Ras al-Amud, injuring him. In the Gaza Strip, IDF troops on the n. border open fire on 2 Palestinian men trying to enter Israel, injuring and detaining 1. In the West Bank, the IDF arrests 15 Palestinians nr. Qalqilya on charges relating to the 12/25 Molotov cocktail attack. Israeli soldiers shoot and injure 4 Palestinians with rubber-coated metal bullets during clashes nr. Tulkarm and Hebron. Later, Israeli settlers clash with stonethrowing Palestinians in Bayt Umar, injuring 1 Israeli. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin) and Qalqilya (Kafr Qaddum), injuring 4. The IDF conducts house searches and arrest raids in Jalazun r.c.; patrols nr. Ramallah, Hebron, Jericho, and Tulkarm. Elsewhere, Israeli settlers accompanied by IDF troops enter a village nr. Jenin to perform religious rites. Separately, Israeli forces arrest a Democratic Front for the Liberation of Palestine (DFLP) leader at a mobile checkpoint between Jerusalem and Jericho, and a Palestinian youth in Ras alAmud. In the Sinai Peninsula, Egyptian authorities complete a survey of the 1,200 homes between 500 and 1,000 m of the border with Gaza and prepare to begin demolitions, as announced on 11/17. (MNA 12/27; DNE 12/29; ALM 12/30)

The IDF patrols in al-Bireh, 4 villages nr. Qalqilya, Ramallah, and Jericho; enters Ras al-Amud neighborhood in East Jerusalem in the evening, detaining 1 Palestinian teenager for questioning, but releasing him an hr. later; conducts late-night house searches in Kafr Qaddum, summoning 2 Palestinians for questioning. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bayt Umar, Bil‘in, Kafr Qaddum, Ni‘lin, and Nabi Salih. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, lightly injuring 2 Palestinians; 8 Palestinians are arrested. Jewish settlers fr. In the West Bank, the IDF arrests a Palestinian by the separation wall nr. Azun Atma; conducts late-night raids, house searches in and around Nablus and nr. Jenin, arresting 2 Palestinians. (PCHR 10/8)

Israeli-Palestinian tensions in Jerusalem remain high following the 10/4 clashes. Although Israel deploys 1,000s of additional police in and around the Old City and IDF helicopters and drones monitor fr. above, some significant clashes are reported in and around the city. At a checkpoint at the entrance of Shu‘fat r.c., Israeli security forces arrest a Palestinian who stabbed an Israeli soldier in the neck; IDF troops then enter Shu‘fat r.c., fire sound bombs and tear gas, and arrest 8 more Palestinians (all under the age of 18, 2 under the age of 13). At Qalandia checkpoint, Israeli security forces fire rubbercoated steel bullets, tear gas, sound bombs at 10s of Palestinian protesters. In Ras alAmud neighborhood, Israeli security forces arrest 13 Palestinians for stone-throwing. Israeli authorities also seal off 2 Arab neighborhoods adjacent to the Old City and bar men under the age of 50 fr. entering alAqsa Mosque. At least 7 Palestinians are wounded in clashes during the day. Israel releases 2 Palestinians detained at crossings into Jerusalem on 10/4 but bars them fr. entering Jerusalem for 90 days. A complaint filed by Israeli human rights organization Yesh Din results in the arrest of an IDF soldier on charges of beating the Bil‘in Coordinator of the Public Committee against the Wall and Settlement during a late-night raid on 9/15. (OCHA Humanitarian Monitor 10/09)

In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip.
