The IDF conducts a major late-night operation targeting Islamic Jihad in and around Jenin, raiding and searching the homes of at least a dozen local Islamic Jihad figures (arresting all but 1) and raiding, searching, and confiscating the files of 2 charities affiliated with Islamic Jihad. The Jenin offices of the Palestine People’s Party are also searched. During the day, the IDF demolishes a Palestinian construction company building in Jinsafut nr. Qalqilya; sends undercover units in a civilian vehicle with Palestinian license plates into al-Bireh to raid and search a restaurant, arresting 4 Palestinians and seizing surveillance tapes; conducts early morning patrols in Silat alDahir nr. Jenin (photographing old houses and alleys), Iraq Burin nr. Nablus (firing rubber-coated steel bullets, stun grenades, tear gas at stone-throwing youths who confront them, seriously wounding 1), and Tulkarm; conducts afternoon and evening patrols in ‘Azun nr. Qalqilya (without incident) and in Bayt Liqya and Nabi Salih (in both cases firing live ammunition, rubber-coated steel bullets, tear gas, and stun grenades at stonethrowing youths who confront them, causing no serious injuries); conducts late-night patrols in Alar nr. Tulkarm and late-night arrest raids, house searches in ‘Azun. Jewish settlers fr. Yitzhar set fire to Palestinian crops s. of Nablus; the IDF hinders Palestinian fire crews from reaching the scene. The IDF escorts 1,600 Jewish worshipers to visit Joseph’s Tomb in Nablus; some 200 Israelis who did not have authorization for the visit sneak in with the group, refuse to leave, and are forcibly removed by soldiers. At a massive rally in Istanbul commemorating the 1st anniversary of Israel’s 5/2010 attack on the aid flotilla to Gaza that killed 9 Turkish activists aboard the Mavi Marmara, the flotilla organizers, the U.S.-based Free Gaza Movement (FGM), and the Turkish charity Humanitarian Relief Foundation (known by its Turkish acronym IHH), announce plans for at least 1,500 activists and 10 boats to set sale in late 6/2011 as part of the “Freedom Flotilla II” to break the Gaza siege. Israel denounces the effort as supporting “a designated terrorist group” (Hamas) and warns it will use force if necessary to halt the flotilla. (DPA, REU 5/30)

Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. In Bahrain, protesters ramp up demonstrations in response to Saudi Arabia’s incursion, while the king imposes a 3-mo. state of emergency, deploys the military, and closes schools and govt. offices. (NYT 3/16)

U.S. officials spend the day trying to broker a compromise with Israel that will guarantee that direct talks will continue. Despite U.S. appeals, Netanyahu allows the freeze to expire at midnight local time (6:00 p.m. EDT). Abbas agrees not to follow through on threats to halt direct talks immediately to give U.S. diplomacy more time to work, but says he plans to consult with Fatah and PLO leaders, as well as the Arab League regarding how to move forward. (At his request, an Arab League session is set for 10/4, essentially leaving a week to resolve the freeze issue; the date is later changed to 10/6.) Even before the freeze ends, Israel’s Dep. PM Silvan Shalom lays the cornerstone for construction of a new yeshiva at a ceremony in Beit Romano settlement in Hebron attended by settlement leaders and right-wing Knesset members. Likud party mbrs. and 1,000s of settlers bussed in from around the West Bank attend a rally in neighboring Revava settlement to count down the end of the moratorium. In nearby Kiryat Netafim settlement, Jewish settlers hold a groundbreaking ceremony for construction of a new day-care center. Dozens of armed Jewish settlers from Ma’on settlement nr. Hebron guarded by IDF soldiers escort bulldozers to a nearby site where they begin laying the foundations for new homes at nearby Havat Maon outpost. Meanwhile, timed with the lifting of the settlement freeze, 9 Jewish activists depart Cyprus on a catamaran, hoping to break the blockade of Gaza to deliver a token shipment of medicine and water purification equipment. In the West Bank, unidentified Palestinian gunmen fire on 2 Jewish settler vehicles driving nr. Hebron, moderately wounding 1 Jewish settler; no group takes responsibility. The IDF sends troops into Azun village nr. Qalqilya to patrol streets, set up checkpoints, and check Palestinian IDs, arresting 1 Palestinian; seals an entrance to Marda village nr. Salfit; conducts late-night patrols in Jenin town and r.c., making no arrests; conducts late-night arrest raids, house searches nr. Jenin and Nablus. In Gaza, IDF troops on the s. Gaza border e. of Khan Yunis fire warning shots at Palestinians conducting a nonviolent protest march to the border fence to protest Israel’s imposition of a buffer zone, seriously wounding 1. Major clashes erupt in Jerusalem sparked by rumors that Israeli authorities plan to allow Jewish settlers to enter the al-Aqsa Mosque compound to mark the Sukkoth holiday. In reaction, Muslim leaders call on Palestinians to rally to defend the mosque, prompting Jewish religious leaders to call followers to defend the Temple Mount. As some 200 Palestinians inside the mosque compound and some 150 Palestinians on the periphery hold off 100s of Jewish settlers fr. reaching the compound, Israeli security forces attempt to seal off the holy site and Jerusalem’s Old City to disperse the protesters and prevent violence fr. spreading. Minor incidents are reported in Ras al-Amud and al-Tur neighborhoods. Some Palestinians throw stones at security forces, who respond with stun grenades and a water cannon. Israeli security forces also arrest 10 Palestinians and violently beat 10s of others who attempt to force their way through IDF checkpoints around the Old City to reach the mosque. Among those arrested are 2 public figures—Shaykh Kamal al-Khatib and Palestinian Legislative Council (PLC) mbr. The IDF makes air strikes on smuggling tunnels along the Rafah border, killing 2 Palestinians and trapping at least 11 others (who are freed and hospitalized). IDF tanks on the s. Gaza border nr. the Dahaniyya airport site fire on and injure a Popular Resistance Comm. mbr. monitoring IDF movements along the border. Meanwhile, Israeli DM Barak authorizes the export of palm fronds fr. Gaza for use in Jewish Sukkoth celebrations because Egyptian suppliers are overcharging (JP 9/30; PCHR 10/1; OCHA 10/2; JPI, OCHA 10/8)

In the West Bank, the IDF conducts late-night raids, house searches nr. Ramallah, Qalqilya, Jenin, and in Tulkarm, arresting 8 Palestinians (including 1 teenager) and summoning 1 mbr. of the Bil‘in Public Committee Against the Wall and Settlement for interrogation; issues demolition orders for 6 Palestinian homes in Azun that allegedly provided cover for stone-throwing Palestinian youths. Unidentified Palestinians shoot at a Jewish settler vehicle outside Kida settlement n. of Jerusalem, wounding the driver, who is airlifted to a hospital in Jerusalem; stone Israeli vehicles traveling nr. In Jerusalem’s Old City, Israeli security forces arrest at least 50 Palestinians in search and arrest operations targeting those who participated in riots on 9/27. (OCHA 10/2)

In Gaza, the IDF continues the incursion into Bayt Hanun begun on 4/25, demolishing the home of the Hamas mbr. targeted on 4/25, leveling surrounding land before withdrawing in the early morning. The IDF also sends troops into Bayt Lahiya, to seize and take to Israel local Hamas leader Hasan Marouf, trading heavy gunfire with local Palestinians and firing on Marouf’s home, killing his 14-yr.-old daughter. In the West Bank, the IDF raids an orphanage for girls, a 2d sewing factory in Hebron owned by the ICA (see 4/11), reiterating its 2/26 decision to evict residents and seal the sites for 3 yrs. if they are not vacated and turned over to the IDF within 24 hrs. (the ICA ignores the orders); conducts late-night arrest raids, house searches nr. Bethlehem, Jenin, Qalqilya. In Jerusalem, Israeli police barricade gates into the Old City, forcibly bar Orthodox Palestinian worshipers fr. reaching the Church of the Holy Sepulcher and the St. Jacob Cathedral to perform Holy Saturday services to mark Orthodox Easter (cf. 4/22), beating and arresting several worshipers, while allowing Jewish worshipers to enter the Old City for Pesach celebrations. IDF soldiers on the Gaza border fatally shoot an Islamic Jihad mbr. planting a roadside bomb nr. the border fence n. of Bayt Hanun, wounding 2 Palestinian farmers working a field nearby; troops briefly enter Gaza nr. Bayt Hanun to examine and dismantle the explosive device, but Israel says it was not meant as a breech of the cease-fire. The Israeli navy fires on Palestinian fishermen off the coast of Rafah, forcing them to return to shore. In the West Bank, the IDF shoots, wounds a Palestinian attempting to circumvent the Awarta checkpoint nr. Nablus; conducts arrest raids, house searches nr. Jenin (exchanging gunfire with Palestinian gunmen, leaving 1 IDF soldier injured) and in ‘Arub r.c. nr. Hebron, Nablus, Qalqilya. In addition, the Israeli Municipality of Jerusalem issues demolition orders for a playground and six houses in the Muslim Quarter of the Old City of Jerusalem on Palestinian land that has been sought by Jewish developers in order to build 30 homes, a synagogue, and a religious school for Jews only. The IDF raids the Alternative campaign offices in East Jerusalem, confiscates campaign posters and leaflets, arrests at least 5 workers, claiming they have ties to terrorism because the Alternative coalition includes the Democratic Front for the Liberation of Palestine (DFLP); bulldozes 2 Palestinian homes in Bayt Hanina and Silwan on the outskirts of East Jerusalem; smashes the windshields of at least 10 Palestinian taxis traveling a road leading north out of Nablus; conducts arrest raids in al-Arub r.c. nr. Nablus, Qalqilya and in and around Jenin, Ramallah. The IDF also declares the Jewish section of Hebron a closed military zone, banning all nonresidents, seizing buildings and rooftops, welding shut Palestinian stores raided by settlers after 5 days of settler rioting sparked by plans to evict Israeli squatters who have occupied the market area. Late in the evening, Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries; the IDF responds with artillery fire on the n. Gaza no-go zone, causing no injuries. The IDF conducts air strikes to destroy 2 vacant AMB buildings in n. Gaza; fires 3 shells at the eastern border of Gaza nr. alMaghazi r.c., causing no injuries; demolishes a Palestinian home in Bayt Hanina outside East Jerusalem for being constructed without permits; conducts arrest raids, house searches nr. Bethlehem, Jenin, Nablus; completes a section of the separation wall btwn. Qalandia checkpoint s. of Ramallah and the al-Ram and Dahiyat al-Barid area nr. Jerusalem. Nr. Tulkarm, 2 Palestinian teenagers throw Molotov cocktails at an IDF patrol, causing no injuries; 1 is shot, wounded by the IDF. Some 20 AMB gunmen occupy the n. Gaza governor’s office, Education Min. offices, and a shari‘a court for several hrs., demanding jobs in the PA security forces; some 400 Palestinians, including AMB mbrs., hold a similar protest outside the Fatah headquarters in Bethlehem. The Jewish “hilltop youth” settlers set up 13 new unauthorized outposts nr. existing settlements in the Bethlehem, Hebron, Jericho, Nablus, Qalqilya, and Ramallah areas. In the morning, the IDF says that 70% of Gaza settlers have been evacuated, most Gaza residents have not resisted the evacuation, most protests and resistance are by West Bank settler youth (and some American Jewish youth) who have come to Gaza in recent wks. to block the withdrawal. During the day, the evacuations of Gan Or (est. 1983, pop. 350, size 1,692 d., hrs. to evac. 5), Kefar Darom (est. 1989, pop. 490, size 276 d., hrs. to evac. 12), Kefar Yam (est. 1983, pop. 15, hrs. to evac. 3), Netzer Hazani (est. 1973, pop. 460, size 250 d., hrs. to evac. 5), Neve Dekalim (est. 1983, pop. 2,700, size 1,443 d., hrs. to evac. 35), Shirat Hayam (est. 2001, pop. 40, hrs. to evac. 5) settlements are completed. An increasing number of settlers set fire to their homes and to greenhouses as they leave to prevent them fr. being turned over to Palestinians. For the 1st time, 1 armed resident in Kefar Yam, 4 armed disengagement protesters in Shirat Hayam threaten to shoot IDF soldiers if they follow orders to remove settlers, but only if soldiers fire first; the incidents defuse without violence. Some Shirat Hayam residents also throw rocks at Palestinians in Mawasi as they evacuate. In Kefar Darom, 65 resident families agree to leave, but as many as 2,000 outside protesters refuse, many of them barricading themselves inside and on the roof of a synagogue; for the 1st time during the disengagement, the IDF uses water cannons against protesters and 2 IDF soldiers refuse to obey their orders, are removed by fellow soldiers; 58 Israelis are injured in clearing the synagogue, including at least 3 IDF soldiers, 27 border police (1 seriously when he falls accidentally); protesters throw paint thinner at IDF Southern Command chief Maj. Gen. Dan Harel, several soldiers. In Neve Dekalim, some 1,500 disengagement protesters hole up in 2 synagogues, refusing to leave even after residents have voluntarily evacuated, but are eventually extracted. Jewish settlers in s. Gaza spread nails along the coastal road in alMawasi to prevent movement of Palestinian vehicles. Meanwhile, Palestinians fire a rocket at Netzarim (still inhabited), lightly injuring an IDF soldier; 2 mortars at Gadid settlement (still inhabited), 3 mortars at Morag (evacuated) causing no damage or injuries. Palestinian gunmen fire on IDF troops nr. Kefar Darom, lightly injuring 1. The IDF conducts arrest raids in al-Mawasi; fires on residential areas of Bayt Lahiya, seriously injuring 1 Palestinian. In the West Bank, Jewish settlers fr. Homesh and Sanur attempt to break into a Palestinian home in nearby Asa’sa village; the IDF intervenes to stop them. Jewish settlers fr. Keddumim throw stones at Palestinian shops, cars nr. Qalqilya. The IDF also conducts arrest raids, house searches in Dura, nr. Tulkarm; confiscates 500 d. of agricultural land nr. Eli settlement nr. As of midnight local time, the IDF seals the Gaza Strip in preparation for disengagement implementation beginning on 8/17, making it illegal for Israelis to enter Gaza. During the day, some 7,500 PA security forces, overseen byEgyptian security officers, begin deploying nr. Gaza settlements to prevent Palestinians fr. approaching them. Before dawn, Palestinian gunmen fire on Kefar Darom, causing no damage or injuries; an IDF tank returns fire, accidentally targeting an IDF personnel carrier, wounding 5 IDF soldiers. In the West Bank, the IDF sends troops into Tulkarm, closes the main street, interrogates residents; conducts arrest raids, house searches in villages around Tulkarm; occupies a house nr. Nablus as an observation post. Nr. Qalqilya, a Palestinian dies of heat stroke after being handcuffed by IDF troops, left in the sun for hrs. In light of threats by Jewish extremists to storm the Haram al-Sharif/Temple Mount and destroy the al-Aqsa mosque, 100s of Israeli police, troops deploy in and around the Old City of Jerusalem to prevent possible Israeli-Palestinian clashes; 1,000s of Muslims fr. Jerusalem and Israel attempt to converge to defend the site, but West Bank Palestinians are barred fr. entering Jerusalem, Israeli Palestinians under age 45 are banned fr. accessing the mosque compound. Jewish settlers gather outside Homesh settlement to protest the disengagement, throw stones at passing Palestinian vehicles. In Gaza, Jewish settlers block Palestinian access to roads btwn. Kefar Yam and Shirat Hayam. A French sound technician covering the disengagement in Gaza is kidnapped by unknown Palestinians; Hamas accuses the PA of not doing enough to protect internationals working in Gaza, says targeting foreigners should be a red line. Israel announces plans to build 21 Jewish homes in the Muslim Quarter of the Old City of Jerusalem. The IDF demolishes 2 Palestinian homes in East Jerusalem, 2 nr. Qalqilya, 1 nr. Salfit, for being constructed without permits; fires on residential areas of Rafah. A Jewish settler fr. Karme Tzur kills a 14-yr.-old Palestinian in a hitand-run incident outside Hebron. The IDF fatally shoots 3 14-yr.-old Palestinians playing soccer nr. the Philadelphi Route in Rafah, alleging that the youths strayed into a closed military zone, were acting suspiciously, and may have been involved in arms smuggling. Hamas, the PRCs retaliate by firing 25 mortars at nearby Jewish settlements, causing no damage or injuries; Hamas, Islamic Jihad say the mortar fire is a 1-time response, not a declaration to the end of the truce; the PA sends a “strongly worded” letter of protest to Israel saying it views the IDF strike with the “utmost gravity”; the UNRWA also protests. The IDF fires on residential areas of Khan Yunis; searches a kindergarten in Hebron, holding 80 children in 1 room for more than 90 minutes; raids, searches an Internet caf´e in Qalqilya, interrogates clients, arrests 1; conducts arrest raids and house searches, fires on residential areas of Silwad nr. The U.S. group Yedidim, an alliance of 1,000s of Baptist churches and Jewish synagogues across the U.S., says it is preparing a series of protests in Gaza before and during Sharon’s Crawford visit to protest and block disengagement plans, stating “we are working right now to send thousands of people, thousands of Zionist Christians. We will go over there and stand in the Gaza Strip with our friends and see what they will do about evicting Americans.” Some 5,000 Christian Zionist plan to protest at Crawford on 4/11. (WT 4/9)

Hebron; closes checkpoints into East Jerusalem before Friday prayers, fires tear gas and percussion grenades to disperse Palestinians waiting to cross; beats a Palestinian farmer tilling his land nr. the separation wall in Dayr al-‘Asal nr. Hebron; fires on residential areas of Khan Yunis; fires rubber-coated steel bullets, tear gas at a nonviolent Palestinian demonstration against the separation wall nr. Bil‘in, seriously injuring a Palestinian, lightly injuring a foreign journalist with the Associated Press. Some 40 Jewish rabbinical students club, stone 8 Palestinian laborers working legally at Nachliel settlement, seriously injuring at least 5; Israeli police intervene but the settlers escape; police sources say the 8 Palestinians were “almost lynched.” Jewish settlers fr. Ma’ariv 3/18 reports that that the financial officer of the Greek Orthodox Church, Nikolaos Papadimas, who has power of attorney for Greek Orthodox Patriarch Irineos, recently signed a secret deal, without Irineos’s permission, to sell the church’s Omar Bin Khattab Square property in the Old City of Jerusalem to Jewish investors fr. abroad and then fled the country with his family, depositing $1.5 m. in a Tel Aviv bank account. The square is a valuable commercial area inside the Jaffa Gate, where 3 prominent Palestinian hotels and a number of shops are located. Irineos denies that he gave permission for the sale, meaning that, by church bylaws, the sale is void. A group of 400 Jewish immigrants fr. the U.S. and Canada arrive in Israel; 75% of them will live in Beit Shemesh, Jerusalem. In light of the economic downturn since the intifada began, the Knesset passes (74-28) an amendment to the National Insurance Law (1995) applying a 4% cut to all child allowance payments, an additional 20% cut in amounts paid to parents of children without a relative serving in the IDF (i.e., mostly Israeli Arabs). Polls show that Reps. Earl Hilliard (D-AL) and Cynthia McKinney (D-GA), both 5-term incumbents, are struggling to win renomination this yr., largely because of their statements critical of the U.S.'s pro-Israel policy. The PA High Court rules that the PA has no legal ground to hold PFLP head Saadat, must release him immediately.
