The IDF intercepts a Palestinian suicide bomber (the 16-yr.-old brother of a 15-yr.-old killed by the IDF on 1/3) nr. Nablus; to avoid capture, the bomber detonates his device, killing only himself; no group claims responsibility. The IDF fires on stone-throwing Palestinian youths in Beita nr. Nablus, killing 1 Palestinian bystander. In Tel Aviv, 100,000 right-wing Israeli protesters (many affiliated with the settler movement) protest against rumored plans by Sharon to uproot Jewish settlements as part of a unilateral disengagement fr. the occupied territories. Right-wing settler activist Baruch Marzel announces a new Israeli political party, the Jewish National Front, which advocates the “transfer” of Arab communities to “new locations east of the Jordan River” and pledges “to ensure the immigration of 2 million Jews and the emigration of 2 million Arabs” in the coming yrs. Marzel says that the only group to submit a formal objection to the new party was the National Religious Party, which argued that the goals of the 2 parties were too similar. Israel backs off plans to expel to Gaza 21 male relatives of suspected Palestinian militants (see 7/19). Sharon tells his cabinet that he will abide by Atty. Gen. Rubinstein's ruling that family mbrs. would have to have been directly involved in supporting the attacks in order to be deported. A small remote controlled bomb explodes underneath a commuter train in Rehovat nr. Tel Aviv, slightly injuring the driver; no one takes responsibility. The IDF conducts arrest raids in Jenin; fires on residential areas of Khan Yunis. A Jewish settler driving in Hebron deliberately runs over a Palestinian man, seriously injuring him. Jaffee Center for Strategic Studies (Tel Aviv U.) publishes poll of non-settler, non-kibbutz mbr. Israeli Jewish pop. showing 58% believe the Arabs want peace, 95% of Israelis want peace; 29% favor Palestinian autonomy, 20% favor returning o.t. to Jordan; favor of a Palestinian state, annexation, and annexation with transfer each garnered 13%. 46% refuse to give back any of the Golan Heights, 33% would give back a small part. 75% believe military action can stop the intifada and terrorism, 60% feel the govt. has been too soft on this. On ABC television, Israeli Housing Min. Ariel Sharon defends construction of o.t. settlements, saying West Bank has to be settled to provide military "strategic depth." On same program, Nat. Sec. Inspector general of Israeli police, Yaakov Turner, warns Palestinian residents of E. Jerusalem that more of them would be killed if they continue demonstrations that began on 6/20 [JDS 6/24 in FBIS 6/28; NYT 6/25].

Hanna Siniora, editor of Al-Fajr, says of U.S. decision to suspend dialogue with PLO that "the whole area is slipping toward a bottomless pit of hatred and suspicion." Editorials say suspension of dialogue has "put the whole region on a powder keg" and amount to reward for Shamir's intransigence [CSM 6/25].

Egyptian F.M. Esmat Abdel Meguid flies to Washington hoping to avert crisis in U.S.-Arab relations and reassert Egypt's role in peace process [LAT 6/25].

Hadashot reports since Arye Bibi, commander of Jerusalem district police, assumed his post, 5 Arabs have been killed by police or border guard fire in the district. Under Bibi's predecessor Yosef Yehuday, no one was killed by police gunfire; due to relative quiet in O.T., Jerusalem is becoming intifada's frontline [HAD 6/25 in FBIS 6/28].

PLO makes withdrawal of 7,000 troops from Bekaa and Tripoli areas contingent on safety guarantees for half million Palestinians living in Lebanon; IDF sets up fortified position 100 yards from British forces' headquarters.

Casualties:

European Community grants $20 million for rebuilding Beirut drinking water system; Phalangists have evicted 70 Palestinian families from apartments in Sidon in past two weeks and forced them to move to Ain el-Hilweh camp; UNRWA HQ in Vienna, responding to intimidation of Palestinians in South Lebanon, calls on IDF to ensure safety of civilians in areas under its control.

Military Action:

Marines prevent IDF from entering Bourj-al-Barajneh for second time, but IDF moves into Lailaki using random anti-tank grenades and machine gun fire to search area; after fourth encounter between IDF and Marines in 1 week, US Embassy in Beirut expresses concern; truce in Tripoli policed by PLO because Lebanese security forces refuse to patrol area so long as opposing forces maintain positions.
