In the West Bank, a Palestinian child succumbed to injuries sustained from Israeli forces in Zawata on 10/30. Israeli settlers opened fire at Palestinian farmers in Beit Umar, causing damage to a vehicle and forcing the Palestinians to flee. Israeli forces shot and killed 2 Palestinians during raids in Tubas and Beit Umar, including a child and a 70-year-old man. Israeli forces also shot and injured 8 Palestinians during raids in Qabatiya, Tubas, and Dheisheh refugee camp. Elsewhere, Israeli forces demolished the family home of senior Hamas member Saleh al-Arouri in Aroura; Israeli forces placed a flag in the rubble of the house saying Hamas equals ISIS. Israeli forces also uprooted 12 olive trees and razed farmland in Farkha. 52 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Nablus, Jenin, Tulkarm, and Ramallah. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli airstrikes killed more than 200 Palestinians. Israel said it had attacked 300 targets in Gaza and assassinated Hamas commanders Nasim Abu Ajina and Ibrahim Biari in airstrikes. The airstrike that Israel claimed killed Biari killed at least 50 people injured 150 in Jabaliya refugee camp and leveled 30 residential buildings; Hamas denied that Israel had killed Biari. Hamas said it killed an Israeli soldier and damaged 2 vehicles near Gaza City. Israel said 15 soldiers had been killed during the ground invasion today. Rockets were fired at Israel causing damage and injuries. Israel said it shot down a drone near Eliat; the Houthi-led government in Yemen claimed responsibility. In Lebanon, Israel said it intercepted a surface-to-air missile fired at an Israeli drone and killed a member of Hezbollah. The Gaza Ministry of Health said at least 8,525 Palestinians have been killed, including around 5,700 women and children, and 21,543 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 125 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 35 children. More than 2,209 have been injured. Israel said 15 soldiers were killed in Gaza, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. 59 truckloads of aid entered Gaza. Amnesty International said Israel had used white phosphorus smoke artillery shells in South Lebanon between 10/10 and 10/16 “indiscriminately, and therefore unlawfully.” Amnesty said Israel injured 9 civilians with white phosphorus in Dhayra on 10/16. Hamas military spokesperson Abu Obaida said Hamas will release a number of captives who hold non-Israeli passports in the coming days, saying “we do not want to hold them in the Gaza Strip.” Abu Obeida also said the Israeli soldier Israel claimed to have freed on 10/30 was not held by Hamas. Hamas political leader Ismail Haniyeh met with Iranian foreign minister Hossein Amir-Abdollahian in Qatar. The Israeli military issued an temporary order of 2 year minimum sentences for Palestinians in the West Bank who are convicted of having an association with Hamas, Islamic Jihad, the Lions’ Den, and ISIS and 1 year for incitement, attempting to enter a restricted location, and obtaining information about the restricted location in the context of terror organizations. The Wall Street Journal reported that Egyptian prime minister Mustafa Madbouly said Egypt is ready to sacrifice the lives of millions to ensure Palestinians do not flee or are forcefully displaced to Egypt. (HA 10/31)

Bolivia announced that it has severed ties with Israel due to “the aggressive and disproportionate Israeli military offensive taking place in the Gaza Strip.” Israel condemned Bolivia for supporting “terrorism.” Bolivian Israeli ties were restored in 2020 by the right-wing interim President Jaenine Anez after they were first cut by President Evo Morales in 2009. Columbia and Chile recalled their ambassadors from Israel for consultations. Saudi Arabia, Egypt, the UAE, and Jordan condemned Israel’s massive airstrike on the Jabaliya refugee camp. Qatar called the attack “a new massacre against the defenseless Palestinian people.” Scottish first minister Humza Yousaf said “I am sorry to those innocent men, women and children in Jabalia Refugee Camp that the world could not protect you. This blatant disregard for human life must be condemned unequivocally,” calling for a ceasefire. The Arab League reiterated its call for an immediate ceasefire. U.S. president Joe Biden spoke to King Abudullah II of Jordan, discussing humanitarian aid to Gaza. Secretary of State Antony Blinken and Israeli president Isaac Herzog discussed aid and the need to protect civilians in Gaza and the West Bank. U.S. National Security Council spokesperson John Kirby said the U.S. has told Israel that the need for fuel in Gaza was urgent. Responding to a question about Prime Minister Netanyahu comparing Palestinians to the biblical people Amalek, Kirby said, “I am not qualified to speak much on biblical history, but we have been crystal clear on our concern about genocidal behavior about any leader. That is not what we are seeing Israel desire to do,” further claiming that Israel is trying to prevent civilian casualties. U.S. ambassador to the UN Linda-Thomas Greenfield said the U.S. “is deeply concerned by the significant uptick in violence against Palestinian civilians in the West Bank.” The U.S. deployed a F-15E fighter jet squadron and special forces to Jordan. 25 U.S. heavy transport planes also landed in Jordan. The Pentagon said the U.S. has soldiers in Israel helping with identifying captives held by Hamas. The U.S. criticized Lebanon for not filling its presidency, leaving it vacant for 365 days. At the U.S. Senate, a member of Code Pink was removed while castigating Secretary Blinken for U.S. complicity in the Israeli attacks on Gaza, while several others held their hands, covered in red dye, raised. Blinking told the Senate that the U.S. and other countries had discussed the future of Gaza, including having the PA govern there. The U.S. Senate confirmed, in a 53-43 vote, former Treasury secretary Jack Lew as the next U.S. ambassador to Israel. A poll commissioned by the Arab American Institute found that Arab American support for U.S. president Joe Biden has decreased 42% since 2020. 40% of the people polled said they would vote for Donald Trump, 17.4% for Robert F. Virginia attorney general Jason Miyares said he will open an investigation into American Muslims for Palestine (AMP), alleging that the organization was providing support to terrorist organizations and was not fundraising with a proper registration. Director of the New York office of the UN High Commissioner for Human Rights, Craig Mokhiber, resigned in a letter to UN high commissioner for human rights Volker Turk, saying the UN was failing in its mission to stop genocide in reference to the Israeli attacks on Gaza. In the West Bank, Israeli settlers assaulted 2 Palestinians in Beir al-‘Ad in the Masafer Yatta area. Israeli forces raided Nablus after Israeli settlers toured Joseph’s Tomb, leading to a confrontation with Palestinians; 2 were injured, including 1 who was hit by a tear gas canister and 1 who was rammed by a military vehicle. Israeli forces also demolished 1 house in ‘Arab al-Frijat, displacing 3, and 2 residential structures in al-Jiftlik. UN Security Council members discussed the punitive Israeli sanctions imposed on the PA in response to the UN General Assembly resolution asking the International Court of Justice to provide a legal opinion on the legality of the Israeli occupation. PA UN envoy Riyad Mansour urged the members to assert their influence to have Israel reverse its sanctions. U.S. ambassador to the UN Linda Thomas-Greenfield said that the U.S. opposes unilateral actions that undermines the 2-state solution, including changes “to the historic status quo at the Haram al-Sharif/Temple Mount, this includes settlement building and the legalization of outposts, and this includes, annexation, acts of terrorism, and incitement.” (AP, HA 1/19)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles near the Beit El settlement, causing damage. Israeli settlers also attacked Palestinians employed by the Land Settlement Authority with stones and clubs in al-Shuyukh, injuring 1 with injuries to his head. Elsewhere, Israeli settlers clashed with Israeli forces as the latter evacuated the Geulat Zion settlement outpost near the Shiloh settlement. Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya for the 2d day in a row, injuring dozens with tear gas. Israeli forces also seized 2 residential structures and 5 agricultural structures in az-Za‘ayyem. 11 Palestinians were arrested during raids in Bil‘in, Jaba‘, Tulkarm, Sanniriya, Nablus, al-Ibayyat, and Deir Sammit. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor after he allegedly stabbed and wounded 2 Israeli soldiers in the Old City. Israeli forces also delivered demolition notices for 2 agricultural structures in Isawiya. 3 Palestinians were arrested during raids in Isawiya and Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 2-5 nautical miles west of al-Sudaniyya; no injuries were reported. B’Tselem released footage that 1 of its activists had recorded in September, showing Israeli soldiers in Hebron rounding up 13 Palestinian children in the middle of the night and taking photos of them, asking them to say “cheese” for the camera. PA president Mahmoud Abbas met with U.S. ambassador to the UN Linda Greenfield-Thomas. Ambassador Greenfield-Thomas urged the PA to end its payments to Palestinian prisoners and their families and to respect human rights issues. (HA, TOI 11/17; TOI, WAFA 11/18)

EU high representative for foreign affairs Josep Borrell told the Ad Hoc Liaison Committee that Israel has not provided the EU with any evidence proving their accusations that 6 Palestinian rights organizations are terrorist entities. PA prime minister Mohammed Shtayyeh was also present at the meeting and criticized the new Israeli government’s approach to Palestinians and stance against a 2-state solution. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants. In the West Bank, Israeli forces confiscated 2 diggers and 2 trucks working on a cancer treatment facility near Yatta. 22 Palestinians were arrested during raids in and around Ramallah, Jenin, Nablus, Tubas, Bethlehem, and Hebron. In East Jerusalem, clashes between Israeli forces and Palestinians erupted during a late-night raid in Issawiyya, leading to tear-gas related injuries. In a video speech to the UN General Assembly (UNGA) the emir of Qatar Shaykh Tamim Hamad al-Thani castigated the international community’s inaction over the Israeli occupation of “Palestinian and Arab land.” Emir al-Thani also said that the Arab Peace Initiative is the only way for peace. French president Emmanuel Macron, also via video link to the UNGA, called for decisive negotiations between Israelis and Palestinians. (AJ 9/22; WAFA 9/23)

Germany contributed $65.5 million to different public sector programs in the occupied Palestinian territories, including $31.6 million for the water sector in Gaza. (WAFA 9/22)

In the West Bank, Israeli forces demolished 13 buildings in 2 settlement outposts; 6 settlers were arrested. Israeli settlers attacked Palestinian property in Aqraba, damaging animal barns and solar panels and stealing goods. 7 Palestinians were arrested, including 1 at a military checkpoint west of Salfit, and 6 during late-night raids in and around Ramallah, Salfit, Nablus, and Tulkarm. In East Jerusalem, Israeli forces demolished 2 apartments and 4 storage units in Shu‘fat refugee camp. 7 Palestinians were arrested, including 5 during raids in al-Tur; 2 others were arrested while visiting a brother at the Russian Compound detention center. In Israel, Israeli authorities reported that 1 rocket was launched from Gaza; no injuries or damage were reported. Israel’s high court of justice ordered the Israeli government to explain why there has not been an investigation into the construction of unauthorized settlement units in the Hayovel settlement outpost. Peace Now petitioned the high court of justice in 2018 and no construction has resumed in the settlement outpost since the petition. (HA 6/16)

In a press conference, senior Hamas official Salah al-Bardawil called for united Palestinian resistance against Israel as plans for annexation of parts of the West Bank intensify. Al-Bardawil also called for meetings between Hamas and the PLO. (AJ 6/15)

The Israeli cabinet approved a $2.3 million budget for an Israeli settlement in the Israeli-occupied Golan Heights named after U.S. president Donald Trump. The plans for Trump Heights were announced in 2019 but had not yet been funded. Israel is planning to build 120 settlement units there. (AJ, HA 6/14)

Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. IDF troops violently disperse them near Gaza City, Khan Yunis, Rafah, al-Bureij refugee camp, and Jabaliya refugee camp; 1 Palestinian minor is killed and at least 23 are injured. This brings the death toll stemming from the Great March of Return to 205. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land along the border fence near al-Bureij refugee camp. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians gathering in central Hebron to mark the 25th anniversary of the 2/25/94 massacre at al-Ibrahimi Mosque; 1 Palestinian is injured. The also disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in al-Mughayyir near Ramallah (3 Palestinians are injured); arrest 4 Palestinians during late-night raids near Qalqilya, Tulkarm, Jenin, and Jericho; and patrol near Jenin, Nablus, and Hebron. Israeli settlers uproot 200 olive tree seedlings from a Palestinian grove near Hebron. After a day of violence and intense IDF activity across the Ramallah region on 12/13, tensions remain high in the West Bank. The Israeli authorities maintain the closure of all major roads in the area while they search for the perpetrator of the attack that left 2 Israeli soldiers dead. One Palestinian is killed during clashes sparked by an IDF raid in Jalazun refugee camp. Six Palestinians are injured during clashes sparked by a similar raid in nearby al-Bireh. Two more Palestinians are injured when IDF troops violently disperse a protest outside nearby al-Mughayyir. Separately, a Palestinian stabs and lightly injures an Israeli soldier at an IDF post outside the Beit El settlement; the soldier moderately injures the Palestinian in the ensuing confrontation (the Palestinian will turn himself in to the IDF on 12/15). Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. The Hamas armed wing denies reports of the capture, saying that the soldier might have been killed in clashes before the cease-fire began. In the West Bank, IDF troops shoot and kill 2 Palestinians in separate incidents. The 1st dies in clashes nr. Tulkarm during protests against the assault on Gaza, and the 2d dies in Safa nr. Ramallah in similar circumstances. In the clashes in Safa, 5 are injured by live ammunition and 10 by rubber-coated metal bullets. At Hawara checkpoint nr. Nablus, IDF troops shoot and injure 6 Palestinians with live ammunition during protests. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Salfit and al-Jalazun r.c.nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Davutoğlu tells reporters that Turkey would do what it can. Kerry also speaks with PM Netanyahu and Pres. Abbas. Talks planned in Cairo are postponed until further notice. Armed Palestinian groups fire more than 80 rockets into Israel, with 16 intercepted by Iron Dome batteries. Palestinian fighters kill 2 Israeli soldiers in Gaza. Across the West Bank, there are large demonstrations against the attack on Gaza in Bethlehem, Jenin, Nablus, Ramallah, Salfit, Tulkarm, and other locations. IDF troops kill 7 Palestinians as clashes break out during the protests. In one of the clashes, at Hawara checkpoint, an Israeli settler kills a Palestinian, bringing the day’s total to 8. In addition, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 1 is injured by a bullet, and Ni‘lin, where 2 are injured by bullets. In addition, Jewish settlers attack 2 Palestinians in Bayt Hanina, seriously injuring 1. In East Jerusalem, Israeli security forces clash with Palestinians after worshippers under the age of 50 are banned from entering Haram al-Sharif, injuring around 40. Meanwhile, in the early afternoon the Israeli cabinet rejects a draft of cease-fire principles proposed by U.S. Secy. of State Kerry, which he based partly on consultations with reps. of Qatar and Turkey. In the evening, the UN, U.S., Egypt, and the Arab League call for an extendable 12-hour humanitarian cease-fire. In addition, there are also clashes between Jewish settlers and Palestinians, after the settlers set fire to lands of Nablus area villages. In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians.
