House of Ramallah family, one of whose members is accused of participating in 1983 bus bombing, is partly destroyed by Israeli soldiers [FJ 6/7]. Ramallah military court agrees to investigate charges made by Rasmi Muhammad 'Asi of torture during police interrogation [FJ 6/7]. Deputy P.M. David Levy attends inauguration celebration for new Israeli settlement at al-Radar Hill [FJ 6/7]. It is revealed before Knesset Financial Com. that civil administration collected U.S. $235 million in direct and indirect taxes from occupied territories, a sum which exceeds annual allocated budget of the civil administration [FJ 6/7]. Israeli authorities attempt to confiscate 4,000 dunams of land from Nablus-area village of Salim and 5,000 dunams from Bayt Dajan village; owners of land are appealing the confiscation order [FJ 6/7]. At least 5 prisoners are injured in clash between prisoners and guards at Hebron Prison; prisoners declare hunger strike in response to incident [FJ 6/7].

Arab World: Lebanon's Prime Minister Rashid Karami is assassinated in helicopter explosion en route from Tripoli to Beirut; 3 others are wounded in blast; Pres. Jumayyil declares national week of mourning [CSM, NYT 6/2].

Other Countries: Assignment of Meir Rosenne, Israeli ambassador to U.S., expires. No new ambassador has been named [NYT 6/3].

Arab World: Israeli tanks reach Jazin, 12 miles north of Israeli border [CSM 6/2].

Occupied Palestine/Israel: 2 Palestinian students arrested in Beer Sheba (Bir Sab'a) on charges of possessing banned printed material. Al-Fajr poll finds 94% of Palestinians in Israel support Arafat leadership. 200 residents of Dheisheh refugee camp near Bethlehem attend mtg. at UNRWA office to protest Israeli threat of camp school closure. Galilee priest, Fowzi Khouri, released on IS100,000 bail after 1 month detention on charges of contact with PLO. 

Arab World: Gemayel ends talks with Reagan admin. with no further commitments of US assistance. Second-ranking Druze official murdered in Beirut; Christian Phalange blamed.

Other Countries: 2 Israeli firms sign deals for 1st Israeli factory in Ciskei tribal homeland, S. Africa; Israeli trade there includes sale of American-made Mooney light planes for fledgeling Ciskei airforce plus military training. [Israel and Taiwan lead investment in S. African "Bantustans."] British High Court decides to refer Israel's protest at UK's refusal to sell it North Sea oil to European Court of Justice. UN Security Council considers Arafat's request for assistance in evacuating Tripoli.

MILITARY ACTION:

Occupied Palestine/Israel: 3 Palestinian workers shot for not stopping at Gaza checkpoint while driving to work in Israel. About 30 Birkat Avraham yeshiva students go on rampage armed with iron rods, smashing windows, injuring 2 Arab men; 3 Arabs and 2 Jews arrested and released. IDF uproots five dunums of fruit trees belonging to Palestinian farmers along Kfar Saba-Qalqilya road where IDF believes petrol bomb attacks on Israeli traffic launched; farmers not to be compensated and ordered not to replant.

Arab World: Heavy artillery exchanges in Tripoli between rival Palestinian forces as talks on evacuation of loyalists stall. Bazooka attack on Israeli army vehicle kills 1 IDF soldier in Lebanon.

Military Action:

French jets from carrier Clemenceau attack positions of Iranian Revolutionary Guards, Islamic Amal militia, east of Baalbek; RPGs fired at French position in Beirut; fighting continues around Souq al-Gharb; pockets of Fateh loyalists continue to resist on fringes of Baddawi, shells fall in Tripoli; roadside bomb hits IDF patrol south of Sidon; US Marines begin 4 day rotation, 1400 new troops, veterans of Grenada invasion, to come ashore.

Casualties:

Lebanese police say 39 killed, 150 wounded in Baalbek air raid, several buildings destroyed; 1 IDF soldier killed, 5 wounded in Sidon explosion; Air France cancels Beirut flights until further notice; wave of arrests of civilians by IDF reported in South Lebanon.

Political Responses:

Israel/ Occupied Territories: 2 students wounded by IDF during Gaza demonstration; 4000-6000 dunums confiscated from Beit Ula near Hebron.

Palestinians/ Lebanese: Arafat says no one can liquidate the PLO, it is not a military base, his forces will fight to defend Tripoli against Syrian plan of conquest.

Arab Govements: Saudi, Kuwaiti and Qatari officials meet in Damascus with FM Khaddam, seek to mediate cease-fire in Tripoli.

US and Other Countries: France says air attacks are necessary to prevent new terrorist actions against French forces in Lebanon by intervening first; US says it had advance notice of French air raids.

Military Action:

Israeli jets attack Islamic Amal and Hisballah militia training camps and an ammunition dump at Nabih Chit, near Baalbek; PSP artillery shells East Beirut, LAF positions in West Beirut; PSP positions in Chouf exchange fire with LAF and LF; PLO rebels occupy Baddawi after heavy fighting, hand to hand combat; rockets, shells fall in Tripoli; 3 IDF patrols attacked near Sidon and Tyre; grenade thrown at Marine position near airport.

Casualties:

30 estimated killed, 80 wounded in Nabih Chit attack; 2 civilians killed in East Beirut; casualties at Baddawi estimated at 62 killed, 136 wounded.

Political Responses:

Israel/ Occupied Territories: 1500+ dunums confiscated for military purposes from Ramallah, Beitunia and Rafat.

Palestinians/ Lebanese: Gemayel, Syrian FM Khaddam meet in Beirut; PFLP-GC head Ahmed Jibril, at Baddawi, says battle with Arafat is finished and so is Arafat.

US and Other Countries: Rumsfeld meets Shamir on first visit to Israel as special envoy; US expresses satisfaction with Israeli air raid on Islamic Amal bases, says there was no Israeli-US coordination.

Military Action:

IDF tank trucks blocked by burning tires, stones at Aadlun, 12 miles north of Tyre; march in Nabatiyeh, sit down strikes in mosques in several villages to protest arrest of Jibsheet sheikh; Lebanese Army fired on by Phalange in East Beirut; Phalange and Franjieh's Marada Brigades exchange artillery fire in mountains south of Tripoli; Syria and Israel move tank reinforcements to opposing positions along 25-mile cease-fire line.

Casualties:

5 Lebanese women wounded when IDF fires on several hundred demonstrators at Aadlun; 9 women from Lebanon, previously held in Israeli prisons, reportedly transferred to new prison in Nabatiyeh.

Israel/ Occupied Territories: Knesset approves $29 billion budget for fiscal 1983; 2 Arab Labor MKs petition High Court to cancel budget law that excludes Israeli Arabs from welfare benefits paid to large families; ministerial committee established to coordinate government plans for Jerusalem, including relocation of all ministry HQs to the city; IDF surrounds Birzeit University, forces students at gun point to remove anti-Israel slogans on walls, 80 students trapped on campus; construction work begins on 1,350 dunums of land seized from Sharfat village, near Gilo settlement.

Palestinians/ Lebanese: Habib presents Lebanese position to Israeli foreign and defense ministers in Jerusalem, role of Haddad reportedly major obstacle to progress; PLO leader Abu lyad (Salah Khalaf) says annulment of Camp David accords by Egypt is not a condition of restoration of official PLO relations with Egypt.

Arab Governments: Directors of Egyptian national oil company, which supplies 25% of Israel's oil imports, visit Israel, meet energy minister, other officials.

US and Other Countries: Pentagon announces resumption of arms sales to Israel, halted since invasion of Lebanon, 200 Sidewinder missiles worth $16m are first to be delivered.

Military Action:

Druze-Phalange militia gunbattles in Maarufiye-Bsada region, near Baabda; Lebanese internal security forces deployed in areas of Tripoli to monitor cease-fire.

Casualties:

Government offices, banks, shops and many schools reopen in Tripoli.

Israel/ Occupied Territories: Israeli officials say Government is prepared to allow UNIFIL a 2 month extension, to operate around Palestinian refugee camps above 25 mile security zone, do not want UNIFIL within security zone; MK Yitzhak Rabin says war in Lebanon was illegal use of IDF for far-reaching political goals; Defense Ministry informs Umm al-Fahm residents that 15,000 dunums of their land is declared a military zone and cultivation must cease; troops raid Najah University, remove Palestinian posters and flags; military authorities close Kadri Tukan high school after border police injured by stones following celebration of 18th anniversary of Fateh in Nablus; all Nablus and neighboring Balata camp under undeclared curfew; Israeli traffic stoned in Ramallah and Bethlehem, with total of 5 settlers injured during week; Ministry of Labor and Social Affairs spokesman Avraham Hoffmann says $150,000 promotion campaign will encourage Israelis to settle in West Bank, and provide clearing house for information on available housing, World Zionist Organization goal is 100,000 settlers by 1985, current number is 25,000.

Palestinians/ Lebanese: Arafat meets with Jordanian Prime Minister Mudar Badran, holds press conference in Amman in which he praises the Reagan plan for calling for a settlement freeze, and criticizes plan for denying Palestinian right to independent state; Abu lyad says meeting of Fateh Central Committee in Kuwait on 6 January rejected the Reagan plan; Lebanese-Israeli-US talks held in Khalde deadlocked over agenda as US compromise proposals are unacceptable, but new proposals submitted.

US and Other Countries: US State Department confirms several encounters between IDF and Marines in Beirut; Special Envoy Habib confers with Reagan, Shultz and Bush before leaving for Middle East, amid growing Administration frustration that delay in Israeli and Syrian troop withdrawals impede Jordan's involvement in peace negotiations as proposed in Reagan Plan; B'nai B'rith Anti-Defamation League releases report that anti-Semitic violence in US decreased by 15% in 1982, to 829 incidents, mostly in New York, California, New Jersey and Massachusetts; New York City Mayor Koch presents key to city to President Navon, pledges support of Israel, Navon tells Yeshiva University students to settle in Israel; Italian Defense Minister Lelio Lagorio, in Beirut, announces Italy considering sending another battalion to Lebanon, bringing total troops to 4,000.

UN: Senegal, Fiji, Norway, Ireland, Holland, Ghana, Finland, France, Sweden and Italy will keep troops in UNIFIL; Nigeria will remove troops from UNIFIL.
