In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces during a raid in Ras Karkar last week. Israeli settlers posing as Israeli forces made 3 Palestinian families demolish their residential tents on the outskirts of Hizma. Israeli forces shot and killed 4 Palestinians during a raid in Jenin, 9 were injured, including 1 in a drone strike on a house. Israeli forces also shot and killed a Palestinian during a raid in Yatta. Elsewhere, Israeli forces shot and injured 44 Palestinians during raids in Beita, Hebron, Zawata, Safa, al-Ram, Dura al-Qara’, ‘Anata, and Dheisheh refugee camp. 60 Palestinians were arrested during late-night raids in and around Ramallah, Silwad, Hebron, Nablus, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces shot and killed a Palestinian in Shaykh Jarrah, claiming he had stabbed and injured a police officer. In Gaza, Israeli airstrikes killed at least 304 Palestinians. Israel said it had carried out 600 airstrikes in the past 24 hours. Hamas said it had repelled Israeli advances near Gaza City, forcing Israeli tanks and bulldozers to retreat. Israel hit the Turkish-Palestinian Friendship Hospital, causing extensive damage. Near Lebanon, an Israeli soldier was killed and 2 others injured when an Israeli tank rolled over them. Israel attacked several places in Lebanon; 3 mortar shells were fired at Israel. In Syria, Israeli forces carried out airstrikes, saying they had hit targets that fired rockets toward Israel. The Gaza Ministry of Health said at least 8,309 Palestinians have been killed, including around 5,000 women and children, and 21,048 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 122 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,208 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. The Palestinian Red Crescent Society said an Israeli airstrike damaged its warehouse in Gaza City. Israel closed off the water to Gaza again after reopening 2 water lines in the past week. Al Jazeera journalist Youmna ElSayed said her family had received a phone call from Israel warning them to flee south from Gaza City. Al Jazeera condemned the threat against their journalist in a statement, saying “Israel’s actions continue with impunity as they attempt to silence the messenger.” (AJ, AJ 10/30) 

PA foreign minister Riyad al-Maliki met with Cypriot foreign minister Constantinos Kombos, discussing the need for an immediate ceasefire. (WAFA 10/30)

Israeli media reported that Finance Minister Bezalel Smotrich had sent a letter to Prime Minister Benjamin Netanyahu, informing him that monthly payments to the PA delivering the PA’s tax revenue had stopped. (AJ 10/30)

A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. Israeli sources verified the authenticity of the document but said the government is not expected to debate the proposals. (HA 10/30; AP 10/31)

The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. The judges said “[t]he assessment of human rights violations in times of war is not comparable to such assessments in peaceful situations.” (HA 10/30)

Al-Haq, al-Mazan, and the Palestinian Centre for Human Rights urged ICC prosecutor Karim Khan to issue arrest warrants for “Israeli authorities and military personnel.” (AJ 10/30; WAFA 10/31)

At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. Israeli defense minister Yoav Gallant said Hamas will “die fighting” or “surrender without any conditions.” (AJ 10/30)

U.S. National Security Council spokesperson John Kirby said the U.S. does not support a ceasefire, reiterating the White House’s position that a ceasefire would only benefit Hamas. Kirby stated the U.S. position was to support “temporary, localized humanitarian pauses for aid, and for people to get out.” The U.S. also said 4 rockets were launched at the Ain al-Asad air base, causing no injuries or damage. UK foreign secretary James Cleverly said the UK was working to facilitate a temporary ceasefire to allow more aid to enter Gaza. UK parliamentary private secretary Paul Bristow was fired from the Conservative government for writing a letter to Prime Minister Rishi Sunak calling for a ceasefire. Axios reported that Mossad director David Barnea traveled to Qatar over the weekend for meetings with Qatari officials regarding a prisoner exchange with Hamas. U.S. secretary of state Antony Blinken spoke with Qatari prime minister Mohammed bin Abdulrahman Al Thani, discussing the humanitarian situation in Gaza and Qatari efforts to mediate a prisoner exchange. Along Gaza’s border, IDF troops detect and dismantle an explosive device lashed to a balloon in an open area near the border fence. Separately, 2 Palestinians cut through the border fence near Jabaliya refugee camp, throw an incendiary device at an IDF post, and return to Gaza. The attack causes no reported damage. In the West Bank, Israeli forces demolish a water pipeline in Kafr Qaddum near Qalqilya, sparking clashes with stone-throwing Palestinians; 1 Palestinian is lightly injured. IDF troops conduct raids in al-Walaja near Bethlehem, sparking minor clashes; there are no reported injuries. They arrest 12 Palestinians during further raids in and around Hebron, Bethlehem, and Tulkarm; and patrol near Nablus, Bethlehem, Tulkarm, Salfit, and Qalqilya. Israeli settlers harass Palestinian farmers working near Nablus; there are no reported injuries. A settler assaults a Palestinian in Hebron’s Old City, breaking he man’s jaw. Israeli defense minister Avigdor Lieberman says that he will not allow any more Qatari-funded fuel transfers to Gaza until all violence along Gaza’s border is “entirely” over. “As long as the violent protests continue on the Gaza border, including the launching of incendiary balloons and kites and the burning of tires near Israeli towns, the fuel and gas for the Gaza Strip will not be renewed.” Lieberman ordered the transfers to stop on 10/12. Meanwhile, Hamas leader Ismail Haniyeh says that the protests and other resistance activities along Gaza’s border will continue until the “siege on Jerusalem, [Haram al-Sharif] and all the lands of Palestine is lifted.” (TOI 10/13)

Breaking the hours-old cease-fire in Gaza, the IAF conducts air strikes on a number of sites across Gaza reportedly used as staging areas for incendiary kite and balloon attacks; 6 Palestinians are injured. The IDF says that it detected mortar fire from Gaza overnight, and that the renewed air strikes were a response to Palestinians breaking the cease-fire. Israeli drones strike 3 more sites in near Bayt Hanun and Rafah later in the day, injuring 3 Palestinians. Throughout the day, unidentified Palestinians fly incendiary kites and balloons across the border fence into Israel, sparking at least 17 fires. Meanwhile, an explosion in Gaza City kills 2 Palestinians and injures 3 others. One of the deceased was the commander of a rocket unit in al-Aqsa Martyrs Brigade, an armed group affiliated with Fatah, sparking rumors that Israel was responsible for the explosion. The Palestinian press reports the explosion as a “work accident.” Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Dayr al-Balah and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces place two new iron gates at the entrances to Khan al-Ahmar, the Bedouin village near Jerusalem slated for evacuation and demolition. They also demolish 2 rooms in Palestinian-owned buildings near Nablus. IDF troops arrest 7 Palestinians during morning raids in Jalazun refugee camp near Ramallah, sparking clashes with stone-throwing Palestinians (4 Palestinians are injured). They also arrest 6 Palestinians during late-night raids near Bethlehem, Jenin, and Salfit; and patrol near Hebron. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Hizma and clash with stone-throwing Palestinian minors during a raid in al-Ram. Israeli sources say that the cease-fire reached on 7/14 includes a stipulation that Hamas and PIJ will gradually stop the incendiary kite and balloon attacks. “If in the past, 50 balloons were flown every time, for example, then now 20 balloons will be flown, tomorrow 10, and the next day less,” the source says. “That’s the agreement, and that is what has been decided between the sides.” Later, Netanyahu denies the report. “I heard it being said that Israel has agreed to a cease-fire that would allow the continuation of terrorism by incendiary kites and balloons; this is incorrect,” he says. “We are not prepared to accept any attacks against us, and we will respond appropriately.” Hamas officials say that the cease-fire covers rockets and mortars, but not incendiary kites and balloons. After 26 fires break out in Israeli farmland near Gaza, the IAF conducts air strikes on 2 sites allegedly used as staging areas for incendiary kite and balloon attacks in Gaza City and 2 in al-Bureij refugee camp, destroying a vehicle and injuring 3 Palestinians (1 critically). In the West Bank, IDF troops arrest 15 Palestinians during raids near Tulkarm, Nablus, Jenin, and Tubas; and patrol in and around Tulkarm and Hebron. Israeli settlers torch approximately 300 olive trees in Palestinian farmland near Nablus. In an interview with the Palestinian newspaper Al-Quds, U.S. president Trump’s son-in-law and senior advisor Kushner says that he is ready to work with PA president Abbas, but questions Abbas’s commitment and ability to reach a peace agreement with Israel. “He has his talking points which have not changed in the last 25 years. There has been no peace deal achieved in that time.” The interview is seen as an attempt by Kushner to speak directly to the Palestinian people and to pressure Abbas into reengaging with the Trump administration’s peace efforts. PLO secretary-general Erakat says that Kushner’s comments highlight the Trump administration’s “refusal to talk substance, to mention Palestinian rights or a Palestinian state.” (AJ HA, JP, NYT, REU 6/24)

Later, IDF troops arrest a Palestinian who attempts to cross the border near Jabaliya refugee camp. In the West Bank, Israeli forces demolish a Palestinian tent home south of Yatta near Hebron. IDF troops arrest 13 Palestinians during raids in and around Jenin, Ramallah, Nablus, Hebron, and Qalqilya; and patrol near Hebron and Nablus. Ahead of planned demonstrations along Gaza’s border on 3/30, IDF Lt. Gen. Eisenkot says that the situation in the oPt (occupied Palestinian territories) in the coming months will be “especially complex.” He also announces that the IDF is deploying 100 snipers along Gaza’s border, and notes that Israel’s terms of engagement allow for the use of live fire against those attacking Israeli infrastructure. Meanwhile, COGAT Mordechai warns of repercussions for any Palestinians in Gaza planning to join the protests: “Anyone who approaches the border is endangering his life.” (HA, JP, YA 3/28)

At the start of a PA cabinet meeting in Ramallah, PA president Abbas accuses Hamas of perpetrating the 3/13 assassination attempt on PA PM Hamdallah and threatens further punitive restrictions on Gaza. Hamas later responds in a statement: “[Abbas] is paving the way for chaos which will facilitate the approval of President Trump’s plan and Israel’s plans. We condemn these irresponsible statements by the PA chairman, who has already been trying for a while to subdue our people in Gaza in this difficult and dangerous moment in history.” In the same speech, Abbas criticizes the Trump administration’s peace efforts, specifically calling out U.S. ambassador to Israel Friedman. “Son of a dog,” he says of Freidman. “You are a settler and your family are settlers.” Friedman later responds, “Is that anti-Semitism or political discourse? The IDF announces that “starting today, the IDF will adopt harsher means against rioters on the Gaza Strip border,” pointing to reports alleging that armed Palestinians planted an IED along the border fence during protests on 2/16. “You’d better stop with that now,” says the IDF’s Coordinator of Government Activities in the Territories (COGAT) Yoav Mordechai. “Go and demonstrate against Hamas in Gaza.” (TOI 2/19; HA 2/20)

Unidentified individuals fire a rocket from Gaza toward Israel. It lands in an open area, causing no damage or injuries. Late at night, the Israeli Air Force (IAF) conducts air strikes on 10 Hamas sites across Gaza, including a tunnel leading into Israeli territory. In the West Bank, IDF troops shoot and injure a Palestinian minor amid clashes sparked by an arrest raid near Nablus, arrest 11 Palestinians during late-night raids in and around Bethlehem, Ramallah, Hebron, Nablus, Qalqilya, Jenin; and patrol near Qalqilya, Salfit, and Hebron. Israeli settlers slash the tires of 5 Palestinian vehicles near Qalqilya and leave price-tag graffiti on the walls nearby. The Israeli police recommend charging PM Netanyahu in 2 cases where there is sufficient evidence he accepted bribes “against the public interest.” Atty.-gen. Avichai Mandelblit is now tasked with deciding whether or not to formally charge the PM. Hundreds of Israeli settlers visit Joseph’s Tomb near Nablus late at night, sparking clashes between their IDF escort and Palestinians from nearby Balata refugee camp; 3 Palestinians are injured. IDF troops also arrest 8 Palestinians during late-night raids in and around Ramallah, Jenin, Hebron, and Bethlehem; and patrol near Qalqilya, Salfit, and Hebron. In East Jerusalem, Israeli forces arrest 5 Palestinians during raids in al-Ram, Silwan, Wadi al-Juz, and al-Suwana. A Palestinian demolishes his own home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops violently disperse Palestinians protesting U.S. pres. Hamas accuses Israel of fabricating claims of rocket fire on 6/26 to justify air strikes on the group’s military sites. “The Israeli claim of a rocket being fired from Gaza . . . justify[ing] the escalation and an attack of resistance positions are part of a dangerous and transparent Israeli game,” a statement reads. After 3 days of cross-border violence in the Golan Heights, the IDF declares an area along the border a closed military zone, barring most civilians from entering (farm workers are allowed to continue their work). The move comes in response to the growing crowds of tourists, both local and foreign, at an observation point overlooking Qunaytra. One business owner in the area calls it “war tourism.” (HA 6/27)

In the West Bank, IDF troops arrest 5 Palestinians during late-night raids nr. Hebron and Qalqilya. They also shoot and injure a Palestinian attempting to cross into Israel nr. Bethlehem. Meanwhile, Coca-Cola inaugurates its 1st bottling plant in Gaza, kicking off full operations at the $20m. facility (partial operations began in 4/2016). The plant employs 120 Palestinians from Gaza, and the company plans to employ up to 270 within 3 yrs. In East Jerusalem, more than 10,000 Jewish worshippers gather at the Western Wall for Sukkot. Meanwhile, around 1,000 worshippers tour Haram al-Sharif and police remove 8 of them from the sanctuary for violating the rule against non-Muslim prayer. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. The head of the Palestinian Power and Natural Resources Authority Omar Kittanah announces that the PA cabinet has approved an initiative to connect the electricity grid in the West Bank to Jordan. Palestinian prisoner Raed al-Jabari dies in an Israeli hospital. The Israeli authorities report that Jabari hanged himself in a bathroom, and Jabari’s father blames Israel for his son’s death. Following an autopsy conducted on 9/12, Palestinian pathologists will find that Jabari was subjected to “severe” torture, which led to his death. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Israeli PM Netanyahu says that if rocket fire from Gaza halts, then the IDF will also stop its attacks on Gaza. Specifically, the Israeli govt. issues Hamas a 48-hour period to either halt the projectile fire or face a significant Israeli strike. U.S. State Dept. spokesperson Jen Psaki says that the U.S. has not invited PA PM Hamdallah to Washington, contrary to a claim made by senior Fatah official al-Ahmad.
