In the Gaza Strip, Palestinians fire 11 projectiles into s. Israel, causing no damage and lightly injuring 1 soldier with mortar shell shrapnel. Iron Dome batteries intercept 4 of the rockets. In the West Bank, IDF troops use rubber-coated metal bullets against Palestinian protesters nr. Qalandia, injuring 1. Meanwhile, IDF troops injure 6 Palestinians with tear gas canisters and rubber-coated metal bullets at the entrance of al-‘Arub r.c. nr. Hebron. The IDF patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Jericho and 1 village each nr. Ramallah and Salfit at night. Jewish settlers assault a Palestinian in Hebron, causing moderate injuries, while separately, settlers set fire to tires and agricultural land at a road junction nr. Jenin. In Israel, Palestinian citizens demonstrate in the c. and n. of the country as protests previously concentrated in East Jerusalem spread. Clashes with Israeli police break out in Qalansuwa, Taibe, and Jaljulia, as well as Nazareth, where hundreds block roads and throw stones at police officers. Dozens of demonstrators are arrested. IDF Chief of Staff Gantz says that Hamas bears responsibility for ongoing rocket fire from Gaza and that the army will “know how to respond with much force if quiet isn’t returned to the area.” Meanwhile, the PRC in Gaza rejects any cease-fire that does not include an end to the siege of Gaza and “bring back life” to the West Bank and Jerusalem.” (JP, MNA 7/5)

Gaza border fire warning shots at Palestinians scavenging for construction materials in demolished buildings nr. the border fence n. of Bayt Lahiya, wounding 1. In the West Bank, IDF troops and intelligence units raid the homes of 2 local Hamas leaders and 1 local Islamic Jihad leader in Jenin, stating they had not come to arrest the men but to speak with them; the intelligence officers’ questions focus on relations between the PA and Hamas, the prospects for national reconciliation, Israeli-Palestinian negotiations and prospects for peace, the PA dismissal of Hamas mbrs. fr. public jobs, and the financial and political bans on Hamas. The IDF also bulldozes 18 d. of Palestinian agricultural land in Issawiyya nr. Inside Israel, 100s of Israeli police escort 10s of right-wing Jewish extremists chanting “death to terrorists” on a march through the Israeli-Palestinian town of Umm al-Fahm in a show of force, sparking stone-throwing clashes with Palestinian residents; Israeli police respond with tear gas, stun grenades, and batons; 10 people are arrested, and around 24 injured (including 2 Israeli Arab MKs). Just as the Jerusalem talks begin, Gaza’s PRCs fire 1 rocket and 9 mortars fr. Gaza into Israel (the highest 1-day total since 3/09), causing no damage or injuries. Israeli police claim 2 of the mortars contained white phosphorous and that the rocket, which landed in Ashkelon, appeared to be a manufactured Grad type, rather than a homemade Qassam; the IDF, however, calls the rocket a Qassam. (Ashkelon is in range of both Qassams and Grads.) The Israeli daily Yedi’ot Aharonot (9/16) cites an unidentified mbr. of an unnamed Gaza militant group as confirming that 2 mortars contained white phosphorous taken from unexploded IDF ordnance (UXO) from Operation Cast Lead, saying the Gaza factions are experimenting with modifying Israeli UXO for use against Israel. The IDF retaliates with air strikes on a smuggling tunnel on the Rafah border (killing 1 Palestinian civilian, wounding 3), a factory n. of Khan Yunis (destroying it and damaging several surrounding homes, greenhouses, and businesses, but causing no reported injuries), and a vacant home southwest of Khan Yunis (destroying it). IDF troops also make a brief morning incursion 400 m. into s. Gaza e. of Khan Yunis to level land to clear lines of sight. In the West Bank, the IDF conducts separate synchronized late-night patrols in 2 villages e. of Qalqilya and 2 villages nr. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians), Ni‘lin (wounding 1 Israeli, 3 Palestinians), and Jayyus (injuring 3 Palestinians; 1 is hit with live ammunition). In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians. The IDF makes an air strike on a car in Gaza City suspected to be carrying wanted Palestinians, missing the target and hitting a nearby home, causing heavy damage but no injuries. Islamic Jihad fires 10 mortars at the IDF base at Kissufim crossing, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Bethlehem, Qalqilya, nr. Hebron and Nablus; raids the offices of a children’s charity in Jenin, confiscating documents. For a 2d day in Jerusalem, Israeli police escort a group of Jewish settlers into the al-Aqsa Mosque compound to mark the Tisha B’Av holiday. A Jewish settler fr. Kiryat Arba seriously injures a 10-yr.-old Palestinian boy in a deliberate hit-and-run in Hebron. Jewish settlers severely beat a Palestinian teenager nr. Nablus. In Ramallah, PA presidential guardsmen halt a car carrying the son and daughter of jailed Fatah tanzim leader Marwan Barghouti (seen as a potential challenger to Abbas), harass them both, detain and beat the son at the PA headquarters. Pro-Fatah students at al-Najah University in Nablus attack, beat pro-Hamas students protesting Abbas’s ouster of the Haniyeh government, leading to police intervention and an exchange of fire that leaves 3 students wounded, 1 critically. As daily clashes continue at Nahr al-Barid r.c., FI kills 3 Lebanese soldiers—2 by a mortar, 1 by a booby-trapped device. The estimated death toll to date is 120 soldiers, 81 FI members, 41 civilians. (WT 7/25)

The IDF sends troops into Tulkarm, confiscates several car motors fr. a local business, clashes with armed Palestinians who arrive on the scene, killing 1 Palestinian resistance mbr., wounding 1 armed Palestinian and 1 bystander; fires missiles at Gaza City, strafes the residential areas with machine gun fire; for no apparent reason fires on Palestinians waiting to cross Abu Huli and al-Mahatin checkpoints, causing no injuries; makes an incursion into Tubas nr. Jenin, fires on Palestinian youths who throw stones at troops; bulldozes Palestinian land around Gaza’s Erez crossing; conducts arrest raids, house searches in Asira and nearby Nablus, Balata r.c., Gaza City, Kafr Qadim nr. Hamas fires mortars, the Popular Front for the Liberation of Palestine (PFLP) fires rockets into s. Gaza Jewish settlements, causing no damage or injuries; unidentified Palestinians fire 1 rocket into Israel fr. s. Gaza, causing no damage or injuries. 2 Palestinian gunmen fire on Israeli police officers searching for stolen cars nr. Tulkarm, wounding 1 before being shot dead. Israeli police detain Mufti of Jerusalem Ikrima Sabri for questioning as part of the investigation into whether the Islamic Movement laundered money for Hamas. The IDF says it has drawn up a list of another 19 unauthorized outposts to be dismantled; of the original list, 10 uninhabited outposts have been removed, while 5 inhabited ones are slated for removal in the next few days. Some 50 Israeli police storm the Haram al-Sharif/Temple Mount, fire tear gas and stun grenades at Palestinian worshipers leaving al-Aqsa Mosque. The IDF fatally shoots 1 Palestinian at a checkpoint in Barata nr. Hebron; fires on residential areas of Jenin, wounding at least 3, including a 15-yr.-old Palestinian hit inside his home, barred evacuation to a hospital, bleeds to death (the IDF admits that soldiers violated open-fire regulations); fires on a Palestinian taxi breaking curfew in Nablus, seriously injuring the driver, a 12-yr.-old Palestinian bystander; conducts arrest raids in Dura, Hebron; bulldozes a PSF post, more than 23 dunams of Palestinian land nr. With Passover past and 20,000 reserves fully mobilized, the IDF reoccupies Bethlehem, setting up a cordon 500 yards fr. the Church of the Nativity, surrounding the PSF West Bank headquarters, declaring a 24-hr. curfew, firing warning shots at a BBC camera crew. The IDF also sends troops into Aida, Dahaysha, Tulkarm; reinforces troops in Qalqilya, beginning house-to-house searches. In Ramallah, the IDF continues rounding up Palestinian men, saying since 3/29, it has detained 700 (10 of them "wanted" men) and seized 19 rifles, 4 pipe bombs, 2 mortars, a "small number of assorted ordnance"; raids, vandalizes, confiscates files fr. more public, private offices; ejects a 6-person CBS news team fr. the city; fires on a clearly marked NBC TV vehicle. The PRCS says that the IDF has halted coordination efforts that guarantee the safe movement of ambulances, medical workers. In Bayt Jala, 100 Palestinians and foreign peace activists hold a nonviolent march to an IDF checkpoint, where troops open fire in front of them with live ammunition fr. tank-mounted machine guns, wounding 7 foreigners, 1 Palestinian TV cameraman. In total, 13 Palestinians are killed during the day, including an 11-yr.-old boy shot by the IDF in Gaza. A Palestinian sniper kills 1 Jewish settler in Har Homa. A Palestinian suicide bomber detonates a car bomb at a checkpoint btwn. East and West Jerusalem, killing 1 Israeli police officer. Palestinian gunmen kill 11 Palestinian collaborators, taking most of them fr. PA jails. Palestinians across the territories hold solidarity rallies to protest Israeli actions. Inside Israel, Israeli police arrest a Palestinian carrying a bomb. The body of a Palestinian suspected of collaborating with Israel is found in a West Bank village. Israel's Peres says that, although the PA is still not making a 100% effort to halt violence, evidence in recent days suggests that the PSF is taking action against renegade gunmen; Israeli security sources corroborate reports that Arafat has ordered the PSF place a number of wanted Palestinians in "protective custody" but say Israel considers this "insufficient." The Israeli government orders the demolition of 34 Palestinian homes in al-Midya, on the border of the Green Line, where Israel intends to create a buffer zone with the West Bank. The Jerusalem Municipality also orders the demolition of 2 more houses and 15 dunams of surrounding land in Shaykh Jarrah, East Jerusalem, for construction of a train line linking West Jerusalem with the Pisgat Ze'ev settlement. In Jeddah, the Gulf Cooperation Council (GCC) calls on the U.S. to fulfill its international obligations to protect the Palestinians and to stop applying a double standard in favor of Israel, or turn the matter over to the UN. (MM 7/16, 7/20)
