Undercover Israeli police officers arrest 6 Palestinian youths in the Silwan neighborhood of East Jerusalem on suspicion of throwing stones and Molotov cocktails at a Jewish settler-owned house. In the Gaza Strip, the IDF opens fire on a garbage truck close to the border fence nr. Bayt Hanun, wounding 1 Palestinian. In the West Bank, Jewish settlers from the unauthorized outpost Esh Kodesh nr. Nablus attack the Palestinian village of Qusra, provoking clashes with residents. In response, the IDF deploys troops in the area and fires tear gas and stun grenades at villagers. The IDF patrols in 1 village nr. Tulkarm in the morning, in 1 village nr. Jericho in the afternoon, and in 2 villages nr. Ramallah, 1 village each nr. al-Bireh and Jericho at night; conducts house searches and arrest raids in the Old City of Hebron, 1 nearby village, and 1 village nr. Jenin at night. The IDF attacks a nonviolent demonstration against the occupation and settlement expansion held by Palestinians, Israelis, and internationals in Bayt Umar village nr. PA security forces arrest the Hebronbased members of the National Unity Brigades, which announced its formation and called for a 3d intifada in a video released on 12/14. (JP 1/5)

Sources tell Palestinian Ma‘an news agency that PLO leaders, the Free Syria Army, and Syrian government forces are working toward a deal to end the fighting in and blockade of Yarmuk r.c. in Damascus, including the withdrawal of rebel fighters and the end to army shelling. (MNA 1/6)

In Gaza, an ailing 8-yr.-old Palestinian boy dies when the IDF denies permission to transport him through the Erez crossing to an Israeli hospital despite his having the proper Israeli permits. The IDF fires on several al-Aqsa Martyrs Brigade (AMB) mbrs. attempting to infiltrate the border nr. Bayt Lahiya, killing 2 AMB mbrs.; raids Khan Yunis, firing on residential areas and then exchanging fire with Palestinian gunmen who confront them, killing 1 Palestinian (possibly armed), seriously wounding 1 Palestinian civilian, moderately wounding 2 gunmen. Palestinians fire 8 mortars at IDF bulldozers sent into the Erez industrial zone to level land; the IDF responds with heavy machine gun fire; no injuries are reported. Palestinians fire 2 rockets fr. n. Gaza into Israel, causing damage at a cemetery but no reported injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Tubas, partially demolishing a Palestinian home, firing on stone-throwing youths who confront the troops, wounding 9. Jewish settlers fr. Yitzhar nr. Nablus ambush, stone a Palestinian taxi driving nearby, heavily damaging the car but not injuring the driver. AMB gunmen protesting the upcoming Annapolis summit fire on a Jewish settler vehicle nr. Keddumim settlement outside Qalqilya, killing 1 settler. The Israeli High Court rules that the 3/07 purchase by Israelis of a Palestinian house overlooking Kiryat Arba settlement in Hebron was illegal, stating that Israeli police may evict Jewish settlers who have since occupied the site. An IDF aircraft fires 2 missiles at a well in Bayt Hanun, destroying it. Around 40 Jewish settlers fr. Tal Yam outpost in Gaza (see 6/27) chanting “Death to Arabs” occupy 2 Palestinian homes in al-Mawasi, throw stones at Palestinians and IDF soldiers nearby, severely beat 1 Palestinian in what observers describe as a near lynching (the incident, caught on video by an Israeli cameraman, is described by Sharon on 6/30 as “a barbaric, wild, and heartless act”); an Israeli reporter pulls the critically injured Palestinian to safety; the IDF arrests the settlers, evicts them fr. the area. The IDF fires on residential areas of Khan Yunis, wounding 2 Palestinians; raids, occupies 2 Palestinian homes in al-Til as observation posts; conducts arrest raids, house searches in Aida r.c. and nr. The IDF also demolishes a Palestinian home in Qalqilya; occupies a Palestinian home in Dayr al-Balah; blows up a carpentry shop in Nablus; conducts arrest raids in Qalqilya. Palestinians fire 3 Qassam rockets at Sederot; 1 falls on a factory outside the city, lightly injuring 3 Israelis. Palestinians also fire 2 mortars at an IDF base nr. Gush Katif settlement, lightly injuring 9 soldiers, moderately injuring 1; in retaliation, the IDF sends more than 100 tanks and armored vehicles, supported by helicopters, into Khan Yunis, shelling residential areas, wounding at least 20 Palestinians, demolishing 26 Palestinian homes (leaving 247 Palestinians homeless), damaging another 30. In a predawn raid on Umm al-Fahm, Israeli police arrest 15 Israeli Arabs, all leading mbrs. of the Islamic Movement (which has 2 seats in the Knesset) on charges of laundering millions of dollars for Hamas in the guise of raising money for charitable orgs.; police say they do not have proof that the Islamic Movement funded acts of terrorism. Palestinians fire a mortar at a Jewish settlement in Gaza, causing no damage. Afterward, PSF officers attempt to arrest the group at a checkpoint, exchanging gunfire with them, wounding 3. In Haifa, Israeli police arrest a Palestinian for planting a bomb nr. a building complex, dissemble the device. Israel announces that several days ago, the Shin Bet arrested Arafat bodyguard Anis Namura on charges of organizing a group to carry out attacks on Israeli targets in the West Bank. Israeli-Palestinian clashes continue. A Palestinian suicide bomber detonates a car bomb nr. a Jewish settler school bus in the West Bank, killing himself but causing no other injuries. Palestinians also fire 2 mortars at a Kefar Darom settlement in Gaza. Inside the Green Line, Israeli police find, safely detonate a bomb in Netanya. The IDF shells a PSF office in Gaza, residential areas of Khan Yunis; bulldozes Palestinian land in Khan Yunis; conducts an arrest sweep in Jalazun. Arafat orders the popular resistance comms. to disband and their mbrs. (most of whom are Fatah mbrs., some of whom are PSF officers) to "return to their original security positions," calls senior PSF officer Yasir Zanun (a Fatah mbr. and a leader of the resistance comms.) in for questioning, has the PSF arrest Hamas spokesman `Abd al-`Aziz Rantisi for statements accusing Arafat of treason for resuming security talks with Israel. Israeli FM Peres presents Israel's response to the Jordanian-Egyptian proposal to Mubarak in Cairo, Jordanian FM Khatib in Amman. Egypt, Jordan say they will study Israel's reservations and proposed changes, but they are not willing start a new process of "talks about talks." Israeli-Palestinian clashes continue, leaving 1 Palestinian dead; a 2d Palestinian dies of injuries received earlier. After Palestinians fire 3 mortars at Gaza's Gadid settlement, causing no injuries, the IDF shells the PA naval headquarters, military intelligence headquarters in Gaza, killing 1 PSF doctor at the naval clinic, wounding 18 PSF mbrs., destroying the clinic and an ambulance. Citing the rare daylight strikes on occupied buildings, the PA again refuses to attend a U.S.-brokered security mtg. with Israeli officials (rescheduled fr. 4/9). Sharon asks Israelis questioning his security strategy to trust him, saying, "We know exactly what we're doing. I have a very clear plan. The plan will be executed, and security will be restored." The PA, the Organization of the Islamic Conference warn Sharon not to allow Jews access to the Haram al-Sharif/Temple Mount, saying it would be perceived as an attack on Islam and could precipitate a dangerous escalation in violence. 100 mbrs. of the Temple Mount Faithful, an ultranationalist Jewish group, attempt to force their way into the site but are blocked by Israeli police. In Washington, Bush receives King Abdallah, who urges the U.S. to become more involved in the peace process, to actively support the Jordanian-Egyptian nonpaper. Bush reiterates that the U.S. will not become more involved in the peace process, that Israel and the PA must take parallel, reciprocal steps to halt violence before negotiations can resume.
