Ramallah; places new checkpoints at 2 intersections outside Tulkarm, a new observation tower at al-Muntar crossing in Gaza; extends the curfews on PA-areas of Hebron for the 3d day, on Silat al-Dahir for the 8th day; imposes a curfew on Dayr Istya; opens fire on a PSF checkpoint at the entrance to Qalqilya, causing no injuries; conducts an arrest sweep in Abruqin; fires on Palestinian fishermen off the coast of Rafah. Palestinians fire on Jewish settlers in the West Bank, causing no damage; fire antitank grenades at an IDF post in Gaza and detonate a roadside bomb nr. an IDF patrol nr. Nablus, causing no injuries. Jewish settlers open fire on a bus transporting Palestinian workers, injuring 9; set fire to Palestinian trees in Dayr Istya. After a brief stop in Egypt to confer with Mubarak and urge him to press Arafat to halt violence, Powell opens mtgs. with Israeli, PA officials on strengthening their cease-fire. Powell reiterates that, while the U.S. does not believe that complete quite is likely or necessary for implementation of Tenet's plan to move forward, only Sharon can decide what level of violence is low enough. As Israeli-Palestinian clashes continue, Israel tightens its blockade of Palestinian towns in the West Bank. During the day, 3 Palestinians are shot dead by the IDF. A 4th Palestinian is killed by a Jewish settler. A 5th dies of complications fr. inhaling tear gas when the IDF bars an ambulance fr. taking him to a hospital. A 6th dies of injuries received earlier. Nr. Ramallah, several Palestinians are wounded by Jewish settlers in a drive-by shooting. Beginning this evening and continuing overnight, IDF troops search, ransack at least 20 homes in area B nr. Nablus, Qalqilya, and Ramallah, arresting 15 Fatah mbrs. "suspected of carrying out terrorist attacks." Nr. Qalqilya, the IDF bulldozes several greenhouses. In a closed mtg., Arafat tells his security officials to prevent individuals fr. firing fr. areas A and Palestinian populated areas so as to reduce civilian casualties resulting fr. Israeli-Palestinian clashes continue, leaving 5 Palestinians, 1 Israeli Arab, 1 IDF soldier dead, 300 Palestinians injured. Following the funeral for Fatah cmdr. Ubayyat (attended by 10,000 Palestinians), a Palestinian sniper fires on IDF troops outside Rachel's Tomb nearby, killing 1 soldier, wounding another. A small bomb explodes in East Jerusalem, slightly injuring an Israeli border policeman. More than 50 IDF shells fall in the Ramallah area, hitting the PA civil administration building, the PA Central Bureau of Statistics headquarters, the Islamic Elementary School, several apartment complexes and homes. IDF tank, heavy machine gun fire are reported in and around Hebron, Jinin, Khan Yunis, Nablus, Qalqilya, Salfit. The IDF also bulldozes agricultural lands nr. Qalqilya. Jewish settlers uproot Palestinian olive trees nr. Ramallah, assault Palestinians in several locations around Nablus. Israel again restricts Palestinian access to al-Aqsa Mosque for Friday prayers. Occupied Palestine/Israel: IDF arrest 42 Palestinians celebrating 5/20 release of prisoners by Israel [LM 5/23]. 3 residents of al-Fardis (all former prisoners released in 5/20 prisoner exchange) agree to leave village after some 50 residents of Tekoa settlement raid village, demanding their expulsion. Settlers also harass residents of Hebron, Qalqiliya [JP 5/22, 23].

Arab World: Action in Lebanon: Fighting continues between Amal, Lebanese Army's 6th Brigade and Palestinian fighters in Sabra, Shatila, Burj al-Barajneh; pro-Arafat and Abu Musa forces join together to defend camps; at least 30 killed; Nabih Berri states he will never permit return of armed Palestinians to S.
