The IDF allows 34 foreign peace activists to meet with Arafat in the compound. A Hamas suicide bomber detonates a device in a restaurant in Haifa, killing 15 Israelis, some of them Israeli Arabs. A package bomb planted by a Jewish vigilante group called Revenge of the Innocent Babes (in reference to the 3/2 Beit Israel attack) explodes on a playground at a Palestinian school in East Jerusalem, injuring 2 teachers, 24 children.      Sharon convenes his inner cabinet, then his full cabinet to discuss how to respond to the 3/4 Tel Aviv attack. Participants reportedly debate launching massive "mopping-up" operations in refugee camps, incursions into a list of villages in areas A and B, escalating attacks on Ramallah (including removing Arafat). The cabinet gives the IDF "free rein to further intensify military pressure on the PA, especially in Ramallah," bars all Palestinian vehicular traffic in the West Bank. Due to severe weather, violence tapers off noticeably, though an Islamic Jihad suicide bomber lightly injures 5 Israelis outside a hotel in Jerusalem. The IDF demolishes 2 Palestinian homes, a water network in Rafah, nr. Morag settlement; directs shells, heavy machine gun fire a residential areas of Jinin, Nablus, Rafah; confiscates Palestinian land in Dayr al-Balah; reinforces positions around Nablus, Qalqilya. In the afternoon, Israel, which had already curtailed operations due to the weather, announces it is halting strikes on PA targets for 12 hrs. to give Arafat a chance to demonstrate he is cracking down on opposition groups; names 36 Palestinians it wants arrested immediately, vowing to resume strikes on the morning of 12/6 unless the PA shows progress. Meanwhile, in a briefing to Likud MKs, Sharon vows to step up Israel's assassination campaign, bans all Palestinian vehicles on interurban West Bank roads, bars Arafat fr. leaving Ramallah, bans VIP passage for PA officials, promises continued attacks on PA military and symbolic targets. After a brief stop in Egypt to confer with Mubarak and urge him to press Arafat to halt violence, Powell opens mtgs. with Israeli, PA officials on strengthening their cease-fire. Powell reiterates that, while the U.S. does not believe that complete quite is likely or necessary for implementation of Tenet's plan to move forward, only Sharon can decide what level of violence is low enough. Israeli-Palestinian clashes continue, leaving 5 Palestinians, 1 Israeli Arab, 1 IDF soldier dead, 300 Palestinians injured. Following the funeral for Fatah cmdr. Ubayyat (attended by 10,000 Palestinians), a Palestinian sniper fires on IDF troops outside Rachel's Tomb nearby, killing 1 soldier, wounding another. A small bomb explodes in East Jerusalem, slightly injuring an Israeli border policeman. More than 50 IDF shells fall in the Ramallah area, hitting the PA civil administration building, the PA Central Bureau of Statistics headquarters, the Islamic Elementary School, several apartment complexes and homes. After their mtg., neither Arafat nor Clinton express hope that Israeli-Palestinian clashes will end soon; the U.S. does not condemn the Israeli attack.
