As Israeli-Palestinian fighting continue as Israel marks Yom Kippur. Barak warns if clashes continue, the IDF's will begin targeting Arafat's offices, PA police stations, top cmdrs.; Israel may implement a "sanctions package" (including, sealing the West Bank and Gaza, halting all monetary transfers). At Netzarim Junction, the IDF demolishes 2 apartment buildings formerly used as PA police barracks, a factory, an office, several homes, a water well, and an 20-dunam orange grove. A settler rabbi is found shot to death in a West Bank cave. Armed Jewish settlers enter Palestinian areas of East Jerusalem and Hebron, Bidya, Husan, Salfit, Shuafat camp, burning shops, beating Palestinians, shooting at houses, and wounding at least 8 Palestinians, 1 of whom bleeds to death as settlers hold off ambulances with gunfire. Inside Israel, Jewish residents of Upper Nazareth attack Israeli Arabs, property in Nazareth. Lebanon places its forces on alert as Israel reinforces troops on the blue line, conducts overflights of Beirut, and warns Hizballah, Lebanon, and Syria of "decisive action" if Hizballah does not release the 3 IDF soldiers kidnapped on 10/7. In Morocco, 500,000 people march to protest Israel's recent actions. In Amman, 100s of Jordanian students attempt a march to the U.S., Israeli embs. but clash with riot police; at least 5 are injured, 10 arrested. In Beirut, 25,000 Lebanese and Palestinians march in funeral processions for 2 Palestinians shot by IDF on the blue line on 10/7. In Cairo, 9,000 Egyptian students hold a rally. Occupied Palestine/Israel: The Israeli High Court of Justice releases a Palestinian held without trial. It is the first such release; there are 2,500 Palestinians being held without trial. [NYT 6/25]. Israeli authorities seize 1100 dunums of land north of Ramallah [FJ 7/10].

Military

Occupied Palestine/Israel: Demonstrations in the West Bank leave 14 Arabs and 3 Israelis injured. In Nablus settlers open fire on Arab demonstrators wounding 13; Nablus is put under curfew. In Hebron a Palestinian stabs a Jewish settler, is then shot by the settler; Hebron is put under curfew [WP 6/25, FJ 6/26]. Military officials lift the curfew on Beach camp for the firstime in 15 days; the curfew is reimposed after 2 hours [FJ 6/26].

Arab World: Fighting in the Palestinian refugee camps near Beirut continues with 10 people killed, 34 wounded. Since 1 May 112 people have been killed, 502 injured in battles between Arafat loyalists and Fateh-Uprising dissidents [WP 6/25].

Occupied Palestine/Israel: Farmers from Surif and Jib'a villages near Hebron claim settlers have recently prevented them from entering 2,000 dunums of their land planted with olive and other trees [JP 9/4].

Arab World: Yasir Arafat arrives in Cairo for talks with 'Usama al-Baz, Pres. Mubarak's chief political advisor UP 9/5].

Military Action

Occupied Palestine/Israel: Israeli soldier Avraham Sorek, 37, stabbed to death, another soldier seriously wounded by two unidentified men in Hebron's old marketplace. Hebron declared "closed military area"; many arrests reported. Sorek is 15th Israeli killed this year, allegedly by Palestinian guerrillas [NYT, WP, LAT, FT 9/4; LT 9/5].

Arab World: Fighting breaks out between Palestinian and Shi'ite militiamen around Burj al-Barajinah refugee camp in southem Beirut [MG 9/12]. Car bomb explodes at a South Lebanon Army checkpost; Israeli sources say only the driver, Ahmad Husayn Khadr, 24, is killed. Pro-Syrian Lebanese Ba'th party claims responsibility, states 30 SLA militiamen died in attack [WP, NYT, PI 9/4]. Beirut radio states SLA gunners shell 10 villages in retaliation [WP 9/4].

Other Countries: Attacker believed to be linked to Black September organization throws two hand grenades into Greek hotel, injuring 18 British tourists. Woman telephones Greek newspaper threatening Black September will "fill Athens with bombs" unless Greek police release Palestinian arrested 8/31 near Jordanian embassy with suitcase full of weapons [PI 9/4].

Occupied Palestine/Israel: US, Israel sign free trade agreements; all tariffs between the 2 countries to be eliminated within 10 yrs. [NYT 4/23].

Arab World: Chmn. Arafat indicates US must support PLO as legitimate representative of Palestinian people for negotiations to progress [JP 4/23].

Military Action

Occupied Palestine/Israel: IDF sink Fateh commando ship 100 miles off coast; 20 killed, 8 captured; Fateh Deputy-in-Command Khalil al-Wazir (Abu Jihad) claims several fighters seached shore [WP, MG 4/23]. IDF confiscate five and one-half dunums of land in Beit Wazan belonging to al-Najah U. [FJ 4/26].

Arab World: Action in S. Lebanon: Lebanese Forces announce unilateral ceasefire, plans to evacuate Sidon area; fighting continues [NYT 4/23]. Roadside bomb injures IDF soldier near Jwaiyeh [JP 4/23].

Military Action:

Druze-Phalange militia gunbattles in Maarufiye-Bsada region, near Baabda; Lebanese internal security forces deployed in areas of Tripoli to monitor cease-fire.

Casualties:

Government offices, banks, shops and many schools reopen in Tripoli.

Israel/ Occupied Territories: Israeli officials say Government is prepared to allow UNIFIL a 2 month extension, to operate around Palestinian refugee camps above 25 mile security zone, do not want UNIFIL within security zone; MK Yitzhak Rabin says war in Lebanon was illegal use of IDF for far-reaching political goals; Defense Ministry informs Umm al-Fahm residents that 15,000 dunums of their land is declared a military zone and cultivation must cease; troops raid Najah University, remove Palestinian posters and flags; military authorities close Kadri Tukan high school after border police injured by stones following celebration of 18th anniversary of Fateh in Nablus; all Nablus and neighboring Balata camp under undeclared curfew; Israeli traffic stoned in Ramallah and Bethlehem, with total of 5 settlers injured during week; Ministry of Labor and Social Affairs spokesman Avraham Hoffmann says $150,000 promotion campaign will encourage Israelis to settle in West Bank, and provide clearing house for information on available housing, World Zionist Organization goal is 100,000 settlers by 1985, current number is 25,000.

Palestinians/ Lebanese: Arafat meets with Jordanian Prime Minister Mudar Badran, holds press conference in Amman in which he praises the Reagan plan for calling for a settlement freeze, and criticizes plan for denying Palestinian right to independent state; Abu lyad says meeting of Fateh Central Committee in Kuwait on 6 January rejected the Reagan plan; Lebanese-Israeli-US talks held in Khalde deadlocked over agenda as US compromise proposals are unacceptable, but new proposals submitted.

US and Other Countries: US State Department confirms several encounters between IDF and Marines in Beirut; Special Envoy Habib confers with Reagan, Shultz and Bush before leaving for Middle East, amid growing Administration frustration that delay in Israeli and Syrian troop withdrawals impede Jordan's involvement in peace negotiations as proposed in Reagan Plan; B'nai B'rith Anti-Defamation League releases report that anti-Semitic violence in US decreased by 15% in 1982, to 829 incidents, mostly in New York, California, New Jersey and Massachusetts; New York City Mayor Koch presents key to city to President Navon, pledges support of Israel, Navon tells Yeshiva University students to settle in Israel; Italian Defense Minister Lelio Lagorio, in Beirut, announces Italy considering sending another battalion to Lebanon, bringing total troops to 4,000.

UN: Senegal, Fiji, Norway, Ireland, Holland, Ghana, Finland, France, Sweden and Italy will keep troops in UNIFIL; Nigeria will remove troops from UNIFIL.
