IDF plainclothesmen fatally shoot wanted al-Aqsa Martyrs Brigades (AMB) mbrs. Ahmad Abahra and Muhammad Zayid as their car crosses a checkpoint in Jenin in an apparent assassination. The IDF also erects a new observation tower nr. Kiryat Arba settlement in Hebron; sends troops into Silwad nr. Ramallah, fires on stone-throwing youths who confront the troops, wounding and arresting 2; conducts arrest raids, house searches in Hebron, nr. Tulkarm; begins work on a new segment of the separation wall northwest of Ramallah that is expected to seize at least 5,330 dunams (d.; 4 d. = 1 acre) of land in Abud village; bulldozes 26 d. of land outside Bethlehem for construction of a permanent IDF post. Palestinians in Bethlehem report that for the past few days, the IDF has imposed new arrangements at the entrances to the city, requiring tourists entering and exiting to leave their busses, enter a transit hall for passport and baggage checks and customs processing that last up to 2 hrs. The Israel Lands Admin. issues tenders for construction of 13 new housing units in Ma’ale Adumim settlement nr. Jerusalem; the Israeli Housing Min. issues tenders for construction of infrastructure projects in Adam, Ariel, Ma’ale Adumim settlements. Jewish settlers beat a Palestinian harvesting his olive trees in Awarta. In Gaza, 100s of AMB mbrs. fire rifles in the air, defying the ban on carrying weapons in public, calling for reform within Fatah, demanding jobs and an international investigation into the 11/04 death of Yasir Arafat based on rumors (thus far unsubstantiated) that he was poisoned. In Nablus, AMB mbrs. protesting a recent PA crackdown on illegal weapons and criminal activity fire on PA police, leaving 1 PA policeman wounded. Social/Economic/Political

Occupied Palestine/Israel: The Israeli High Court of Justice releases a Palestinian held without trial. It is the first such release; there are 2,500 Palestinians being held without trial. [NYT 6/25]. Israeli authorities seize 1100 dunums of land north of Ramallah [FJ 7/10].

Military

Occupied Palestine/Israel: Demonstrations in the West Bank leave 14 Arabs and 3 Israelis injured. In Nablus settlers open fire on Arab demonstrators wounding 13; Nablus is put under curfew. In Hebron a Palestinian stabs a Jewish settler, is then shot by the settler; Hebron is put under curfew [WP 6/25, FJ 6/26]. Military officials lift the curfew on Beach camp for the firstime in 15 days; the curfew is reimposed after 2 hours [FJ 6/26].

Arab World: Fighting in the Palestinian refugee camps near Beirut continues with 10 people killed, 34 wounded. Since 1 May 112 people have been killed, 502 injured in battles between Arafat loyalists and Fateh-Uprising dissidents [WP 6/25].

SOCIAL/POLITICAL:

Occupied Palestine/Israel: 2 Palestinian students arrested in Beer Sheba (Bir Sab'a) on charges of possessing banned printed material. Al-Fajr poll finds 94% of Palestinians in Israel support Arafat leadership. 200 residents of Dheisheh refugee camp near Bethlehem attend mtg. at UNRWA office to protest Israeli threat of camp school closure. Galilee priest, Fowzi Khouri, released on IS100,000 bail after 1 month detention on charges of contact with PLO. 

Arab World: Gemayel ends talks with Reagan admin. with no further commitments of US assistance. Second-ranking Druze official murdered in Beirut; Christian Phalange blamed.

Other Countries: 2 Israeli firms sign deals for 1st Israeli factory in Ciskei tribal homeland, S. Africa; Israeli trade there includes sale of American-made Mooney light planes for fledgeling Ciskei airforce plus military training. [Israel and Taiwan lead investment in S. African "Bantustans."] British High Court decides to refer Israel's protest at UK's refusal to sell it North Sea oil to European Court of Justice. UN Security Council considers Arafat's request for assistance in evacuating Tripoli.

MILITARY ACTION:

Occupied Palestine/Israel: 3 Palestinian workers shot for not stopping at Gaza checkpoint while driving to work in Israel. About 30 Birkat Avraham yeshiva students go on rampage armed with iron rods, smashing windows, injuring 2 Arab men; 3 Arabs and 2 Jews arrested and released. IDF uproots five dunums of fruit trees belonging to Palestinian farmers along Kfar Saba-Qalqilya road where IDF believes petrol bomb attacks on Israeli traffic launched; farmers not to be compensated and ordered not to replant.

Arab World: Heavy artillery exchanges in Tripoli between rival Palestinian forces as talks on evacuation of loyalists stall. Bazooka attack on Israeli army vehicle kills 1 IDF soldier in Lebanon.

Military Action:

6 separate attacks against IDF include tank damaged by mine near Kafr Shima, explosion on road south of Damour near IDF patrol, APC hit by explosion at Kabar Shamoun, small arms fire at IDF trucks in Beirut, bomb near troop buses, small arms fire at IDF patrols near Zaharani river.

Casualties:

IDF reports 1 soldier killed, 3 injured in attacks, Lebanese National Resistance Front says 20 IDF killed or wounded.

Political Responses:

Israel/ Occupied Territories: Israel makes no official response to Hussein's decision regarding negotiations, reportedly considers Reagan plan dead; new WZO settlement department plan calls for 57 new settlements in next 4 years, bringing total to 165, with Jewish population of West Bank 100,000 by 1986 and Jewish-Arab population parity at 1.3 million in 30 years; spokesman for Israeli Embassy in US says West Bank land is being sold in the US not by government but by private group associated with Kedumim settlement; 10,000 dunums from Surif village near Hebron declared state land under military order 59; High Court legalizes 1976 imposition of Value Added Tax (VAT) in occupied territories; Cabinet nominates Meir Rosenne, ambassador to France, to replace Arens as ambassador to US.

Palestinians/ Lebanese: PLO officials deny Jordanian statement that Hussein and Arafat had reached agreement on a course of political action; Issam Sartawi assassinated at Socialist International congress in Portugal, Abu Nidal group claims responsibility.

Arab Governments: Jordan says Hussein and Arafat had reached agreement in principle and detail, PLO now proposes different course, so Jordan will not enter peace talks on basis of Reagan plan, will not act separately or in lieu of any party, and will leave it to PLO and Palestinian people to choose the ways and means for the salvation of themselves and their land.

US and Other Countries: Reagan says radical elements in PLO introduced changes in peace proposals that are an impediment, and are unacceptable to King Fahd, King Hussein and to US; Reagan telephones Kings Fahd, Hussein, and Hassan II of Morocco.

Military Action:

4000 soldiers of Lebanese Army take control of East Beirut without incident as Phalange removes its heavy weapons to hills; Haddad, accompanied by Israeli officers, places garrison in Nabatiyeh and parades tanks and armored vehicles.

Casualties:

IDF kills 3 men attacking roadblock 5km east of Beirut; about 100 prisoners reportedly released from Ansar.

Political Responses:

Israel/ Occupied Territories: Habib meets Foreign Minister Shamir to report on talks with Lebanese; public opinion poll shows Likud bloc winning ten more seats than it presently holds if elections held now; members of National Committee for the Protection of Arab Land and Arab local authority heads meet in Sakhnin to discuss Israeli Interior Ministry plan to assign 100,000 dunums of Palestinian land to new regional council of Misgav; grenade and automatic rifle ambush of Israeli vehicles near West Bank village of al-Khader; Army permits convoy of 100 Jewish settlers to drive through Dahariya refugee camp to warn that Jewish blood would not go unavenged after death of IDF welfare officer hit by rock near Dahariya; curfew kept on old Nablus market; Dheisheh refugee camp placed under curfew; 100 foreign faculty members at West Bank universities considering compromise wording on work permit applications regarding support for PLO.

US and Other Countries: State Dept. says it will hold Israel responsible for safety of Palestinians and other inhabitants of South Lebanon; Shultz tells Senate Foreign Relations Committee that large scale aid to Lebanon from Saudi Arabia and other Arab states is dependent on US efforts to get withdrawal of foreign forces; US expenditure for humanitarian purposes in Lebanon since Israeli invasion totals $112 million, with $150 million in supplemental aid requested for current fiscal year; London Times Middle East correspondent Robert Fisk receives award as "Foreign Correspondent of the Year" for coverage of Israeli invasion of Lebanon; Israeli Embassy in London refuses to accept petition signed by 3,000 British academics protesting deportations of foreign lecturers from West Bank universities.
