Hamas reports that senior IQB official Kamal Ghanaja (an aide to assassinated IQB commander Mahmud al-Mabhuh; (see QU in JPS 155) has been killed in Damascus. His body, bound and tortured, was found in his burned Damascus home. While Hamas accuses Israel of assassination, Israel says it believes the Syrian regime, angry over Hamas’s refusal to support Asad, carried out the murder. Syrian opposition groups suspect pro-government militias. (WP 6/29)

Washington Jewish Week reports that 60 rabbis representing the Washingtonbased Rabbinic Cabinet of the Jewish Federation of North America (JFNA) recently made a lobbying trip to New York to meet with the UN representatives of 12 countries (mostly Eastern European) to press the UN to reverse its ‘‘poor and unjust treatment of Israel,’’ to block Palestinian statehood efforts, and to urge the dismantling of UN committees that focus exclusively on Palestinian issues (e.g., the Division for Palestinian Rights, the Comm. on the Exercise of the Inalienable Rights of the Palestinian People, and the Special Comm. to Investigate Israeli Human Rights Practices Affecting the Palestinian People). The group was advised by fmr. U.S. ambs. to the UN Richard Shifter and Jeanne Kirkpatrick. The JFNA says it requested meetings with 14 countries, but 2 (unnamed) declined. (WJW 6/28)

Israel allows a shipment of fuel for Gaza’s power plant (shut down on 2/28), allowing 1 of 4 turbines to restart, but reduces the amount of cooking fuel and gasoline, aggravating shortages of these supplies. Gazans across the Strip continue to experience rolling blackouts of 8–16 hrs./day; 40% of Gaza receive running water for several hrs. once every 4 days. Unidentified Palestinians fire 3 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in 5 villages nr Jenin, Jericho, Qalqilya, Ramallah, and Tulkarm in the morning; in 1 village nr. Jenin in the afternoon, and in 2 villages nr. U.S. Reps. Howard Berman (D-CA) and Joe Walsh (R-IL), along with 50 cosigners from both parties, send a letter urging U.S. Atty. Gen. Eric Holder to indict, extradite, and prosecute “Palestinian terrorists” who have killed or wounded American citizens, particularly any Palestinian prisoners released under the 10/2011 and 12/2011 Hamas-Israel prisoner swap that freed Israeli soldier Gilad Shalit. The letter states that since the Koby Mandell Act was passed in 2005 allowing the U.S. to try foreigner terrorists who have harmed U.S. citizens abroad, not one Palestinian has been tried though as many as 71 Palestinians attacks (by their count) have left 54 Americans dead and 83 injuring since the 1993 Oslo Accords were signed. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. He also reveals that he met secretly on 8/27/11 with Israeli DM Ehud Barak, who asked him to drop the statehood bid. (NYT 9/6; WJW 9/8; OCHA 9/9)

The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Bethlehem pump wastewater on agricultural lands in nearby Husan and Nahalin villages, damaging 100s of trees and crops; Jewish settlers vandalize a Palestinian home in Hebron; Jewish settlers fr. Shilo settlement set up a roadblock on the Nablus–Ramallah road and stone passing vehicles, seriously damaging 1 car and injuring 1 Palestinian; Jewish settlers fr. Keddumim settlement stone Palestinian vehicles on the Qalqilya– Nablus road, causing light damage but no injuries. Based on Israeli PM Benjamin Netanyahu’s 5/20 meeting with Mitchell (see 5/19) and a meeting today between Israeli and PA security officials, Israel announces plans to relax some restrictions on West Bank movement and access over the next 2 wks. as a goodwill gesture to support proximity talks. The promised moves include: removing 60 roadblocks (around 10% of total) across the West Bank, various steps to improve Palestinian tourism and trade, and lifting some restrictions on Israeli Palestinians access to the West Bank. In Gaza, around 20 armed Palestinians vandalize and set fire to an United Nations Relief and Works Agency (UNRWA) beachside summer camp for refugee children under construction w. of Gaza City, binding the caretaker and leaving him with a letter threatening UNRWA senior staff; Hamas denounces the attack; no group takes responsibility, but previously Islamist extremists have condemned UNRWA for corrupting Gazan youths by introducing them to activities they deem at odds with Islam. The Israeli navy fires on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials fr. former settlement sites nr. Bayt Lahiya, wounding 1 Palestinian. In the West Bank, the IDF conducts late-night arrest raids in and around Hebron and neighboring al-‘Arub refugee camp (r.c.), in Jenin and Qalqilya, nr. Jericho and Ramallah. Israel begins a 5-day nationwide civil defense exercise to test the preparedness of civilians, emergency services, local authorities in case of war. Netanyahu stresses that the drill does not mean Israel is expecting or planning a major security engagement. (NYT 5/24)

In the West Bank, IDF undercover units raid a village in the Hebron hills, arrest wanted IQB Tulkarm head Muhammad Harwish and his aide Adnan Samara. The IDF conducts late-night raids, house searches nr. Ramallah, arresting 3 Palestinians. In Bil‘in, the IDF raids the home of ‘Abdallah Abu Rahma, the Bil‘in Coordinator of the Public Committee against the Wall and Settlement, violently beating him and attacking a number of international activists. Jewish settlers fr. Yitzhar beat a Palestinian shepherd and shoot another Palestinian who attempts to phone Israeli authorities for help. (PCHR 9/17; JPI 9/24)

The UN’s Goldstone mission, which investigated Israeli and Palestinian actions during Operation Cast Lead (OCL), issues its advance report accusing both Israel and Hamas of extensive war crimes and possible crimes against humanity, giving them until 2/5/10 to respond. (NYT, WP 9/16) 

In the West Bank, the IDF demolishes 1 Palestinian home and an addition to a 2d home in East Jerusalem, displacing 15 Palestinians (including 8 children), with 1 family fined $3,000 for unlicensed construction; conducts late-night arrest raids, house searches in Hebron, Nablus and neighboring ‘Ayn Bayt al-Ma’, and Hizma village northeast of Jerusalem (arresting 3 12-yr.-old Palestinians and a 14-yr.-old), and nr. Jenin. The UN reports that in the previous wk., the IDF vacated 3 checkpoints around Qalqilya (including completely dismantling 1: Izbat Jalud) and increased the operating hours of 4 main checkpoints around Nablus (Asira al-Shamaliyya, Bayt Iba, Hawara, Shavei Shomron) to 24 hrs./ day 7 days/wk., significantly easing Palestinian travel btwn. Qalqilya and Nablus. The UN also reports that since the 5/31 and 6/4 Fatah-Hamas clashes in Qalqilya, Hamas police have arrested 73 Fatah-affiliated Palestinians on charges of “seeking to undermine internal security in Gaza.” Meanwhile, the PASF has arrested at least 74 Palestinians in the West Bank, making this the 2d wk. that the PASF has arrested more Palestinians than the IDF. No violence is reported in Gaza. Israel allows in 293 truckloads of humanitarian aid and commercial goods. In the West Bank, the IDF raids Battir village nr. Bethlehem early in the morning and occupies a Palestinian home, stating the home is needed for several days “for security purposes”; makes a latenight raid on a market in al-Fara‘ r.c. nr. Tubas, firing on stone-throwing youths who confront them, wounding 2 but making no arrests; conducts late-night arrest raids, house searches in and around Bethlehem, nr. Jenin, Nablus, Ramallah. Obama’s newly appointed Middle East envoy George Mitchell begins an 8-day “listening tour,” with planned stops in Israel, Ramallah, Jordan, Egypt, Saudi Arabia, France, and Britain. He will not meet with Hamas officials. (Globes, MM, al-Ra’i, YA 1/26; MM, NHR, NYT, QA, al-Thawra [Damascus], WP 1/27; WJW 1/29)

As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages. Ramallah), leaving 3 Palestinians dead, 31 Palestinians, 1 IDF soldier, 1 Israeli child injured. In at least one instance, PASF breaks up one protest by 100s of Palestinians in Ramallah when demonstrators unfurl Hamas banners; the PASF reportedly (NYT 1/3) has been ordered to prevent any popular displays of support for Hamas. The IDF conducts daytime house searches nr. Jenin, making no arrests; conducts late-night arrest raids, house searches in Bil‘in and nr. Hebron, Nablus. Israel says it will retaliate for the 12/25 PFLP suicide bombing but will not hit Hamas targets, since Hamas has refrained fr. attacks inside Israel for several mos. The IDF demolishes the bomber’s family home in Bayt Furik within hrs. The IDF also fires live ammunition at some 200 Israeli, Palestinian, international peace activists staging a nonviolent protest along the separation wall nr. Qalqilya, wounding 1 Israeli (who had just finished 3 yrs. IDF service), 1 American; fires tear gas at another group of protesters at the separation wall west of Ramallah; fires on a funeral process in nr. Khan Yunis (wounding 5 boys, ages 11–18), residential areas of Rafah; conducts arrest raids nr. Khan Yunis; bulldozes 8 dunams of land in al-Qarara. In Gaza, 10,000s of Palestinians attend the funeral for Islamic Jihad’s Humayid, assassinated by the IDF on 12/25. A Palestinian dies of injuries received on 12/25. Just before the PC meets in Ramallah, the IDF assassinates PFLP leader Nidal Salama, firing rockets at his car as he drives through Khan Yunis, also killing 1 Palestinian bystander; surrounds the home of, fatally shoots Bethlehem AMB cmdr. Mahmud Salah in an apparent assassination, also killing AMB mbr. Adnan Juayrish, who was with him; demolishes the home of Salah’s 2 brothers. Just 2 hrs. after Abbas’s new government is confirmed, a suicide bomber detonates a device outside a Tel Aviv nightclub, next to the U.S. emb., killing 2 Israelis, 1 French woman, wounding 34 (including at least 1 American); a 2d bomber escapes when his bomb fails to detonate; AMB, Hamas say they jointly planned the operation; both bombers are British Muslims (1 of Kashmiri, 1 of Pakistani descent) who apparently entered Israel fr. Gaza on British passports. The PC approves (69–12, with 3 abstentions) Abbas’s new government, presented after wks. of debate within Fatah. In his inaugural speech Abbas states that there is no military solution to the conflict with Israel, rejects “terrorism,” pledges to crack down on militant groups and confiscate illegal weapons, demands an independent Palestinian state within 1967 borders, with Jerusalem as its capital, and without Jewish settlements. The IDF arrests 17 Islamic Jihad mbrs. in Hebron; claims they planned, carried out anti-Israeli attacks on orders fr. their “headquarters” in Syria; says it is still searching for the cell leader Diab Suwayki, whom it has tried to assassinate twice. The IDF also demolishes 5 Palestinian homes in, fires on residential areas of Rafah; demolishes a Palestinian home in Bayt Furik; raids 2 buildings in Ramallah containing medical and law offices, destroying furniture, files; fires on stone-throwing Palestinians in Tulkarm, seriously injuring a 13-yr.-old Palestinian; shells residential areas of Khan Yunis r.c.; confiscates 76 Palestinian taxis operating on the Ramallah+nJerusalem road (see 1/20); conducts arrest raids in Balata r.c., Jenin, Nablus. Before dawn, the IDF launches a major incursion (90 tanks, bulldozers, helicopter cover) into Gaza City and Bayt Lahia, killing 9 Palestinians (including wanted local AMB leader Muhammad Kishku, senior Izzeddin al-Qassam Brigades mbr. Yasin Nassar in what may be assassinations), wounding 24, blowing up 1 Palestinian home, 13 metal workshops. Palestinians detonate a roadside bomb underneath 1 of the 20 tanks entering Gaza City, disabling it, injuring 2 IDF soldiers (see 9/5). Israel says the incursions are the start of a major campaign in the Gaza Strip targeting Hamas, though troops withdraw fr. Gaza City by the end of the day. After 2 days of debate, the UN Security Council (UNSC) passes (14-0, with the U.S. abstaining) Res. 1435 on the siege in Ramallah, which expresses grave concern over the Palestinians' humanitarian plight and reoccupation of Palestinian cities, "demands" Israel's immediate halt attacks on the PA headquarters. The IDF says its operations will continue "until their objectives are met." Israeli police announce that they have broken up a Hamas cell operating in East Jerusalem that allegedly was responsible for the 7/31/02 Hebrew University bombing; say they have arrested 15 Palestinians in East Jerusalem, Ramallah connected to the cell but only identify 5, 4 whom have Jerusalem ID cards. The IDF shells residential areas of Khan Yunis, sends 20 tanks and bulldozers in to blow up 2 Palestinian homes, damaging 10 others, bulldozing the surrounding area, killing 1 Palestinian, injuring 6; conducts arrest raids in Jenin, detaining 3 Palestinians, blowing up their 3 cars, damaging 4 nearby homes; conducts arrest raids in Hebron, occupying an empty 3-story building as an IDF post. Israeli security denies entry to 52 French peace activists at Ben-Gurion Airport as part of Israel's ongoing effort to halt foreigners fr. making solidarity visits to Palestinians. Just 15 minutes into Zinni's 1st mtg. of his tour with Arafat, Israel announces that at dawn on 1/3 it captured a cargo ship, the Karine A, loaded with 50 tons of weapons en route fr. Iran to the PA. The PA, Iran deny involvement. In Ramallah, 2 IDF reservists--"at least partially in uniform," driving a private vehicle, most likely armed--stray deep into area A, cross paths with a funeral procession. The crowd, assuming the soldiers are on an undercover operation, attack them and set their car afire. (Some reports say a body burned beyond recognition, possibly a 3d IDF soldier, is found in the vehicle.) PA police intervene and take the 2 reservists into protective custody, removing them to a nearby police station.
