In Cairo, Israeli FM Silvan Shalom meets with Egyptian pres. Husni Mubarak and FM Ahmad Maher, who provide assurances that Egypt would secure its border with Gaza following an Israeli pullout. After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. (uncorroborated by the CIA) claiming that Arafat authorized a $20,000 payment to the AMB, which carried out the 6/19 suicide bombing. Eason Jordan arrives in Israel to apologize publicly on behalf of the network, to unveil a special 5-part series on Israeli victims of violence (aired 6/24-28) and a Web "memorial" to Israeli victims of Palestinian violence. The EU endorses a draft plan by France, based on the Peres-Qurai` ideas, that calls for Palestinian elections and the immediate creation of a Palestinian state followed by state-to-state negotiations on an Israeli withdrawal, final settlement. Angry over Sharon's decision to use F-16s on 5/18 without consulting the full cabinet or security cabinet, the full Israeli cabinet limits the "kitchenette" (Sharon, Peres, Ben-Eliezer) to ordering strikes against 3 types of Palestinian targets without prior approval. Israeli-Palestinian clashes continue, leaving at least 2 Palestinian dead. In Tulkarm, a senior Fatah mbr. is found stabbed to death in what the PA alleges to be another Israeli assassination. In Gaza, a top PSF officer is killed when he attempts to defuse an unexploded IDF shell. In Nablus, Jewish settlers open fire on a Palestinian high school, wounding 2 pupils. The IDF shells residential areas of Bayt Lahia, al-Bireh, Khan Yunis, Rafah; destroys a water network, 2 PSF posts nr. Bayt Lahia; bulldozes 25 dunams of Palestinian land in the Netzarim area. Israeli-Palestinian clashes intensify, leaving 11 Palestinians, 1 IDF soldier dead and over 200 Palestinians, 1 IDF soldier, 1 American wounded. 8 Palestinians and 1 IDF soldier are killed during a gun battle outside Gush Katif settlement in Gaza; the IDF confirms that the soldier is killed by IDF gunfire, 6 of Palestinians are likely killed by settler gunfire. Nr. Rachel's Tomb, an American photographer is seriously wounded by live ammunition fired by the IDF. The IDF shells an unfinished building al-Bireh, killing 2 Fatah mbrs.
