The IDF conducts arrest raids in al-Bireh, Ramallah. (PM 6/30; PCHR 7/3)

Fatah, Hamas, Islamic Jihad formally announce cease-fires against all Israelis everywhere for a minimum of 3 mos. The DFLP, Popular Front for the Liberation of Palestine (PFLP) say they will abide by the truce. Hrs. after the announcement, the IDF begins redeploying fr. Bayt Hanun. Before dawn, IDF tanks, troops take over Bayt Jala, Beitunia (surrounding the offices of PSF West Bank head Jibril Rajub). The IDF shells buildings in the PA compound; later, restores electricity to Arafat's offices and allows the PRCS to bring Arafat and around 100 of his men food, bottled water, cell phone batteries. Most other areas of Ramallah remain without water, electricity. In Tel Aviv, an AMB suicide bomber detonates a device in a restaurant, injuring more than 30 Israelis. IDF soldiers fatally shoot 2 AMB mbrs. reportedly armed with explosives, trying to enter Israel. The IDF raids numerous buildings in Ramallah, in 1 instance wounding, then executing 5 PSF officers, raising the confirmed toll in Ramallah for the past 2 days to 12 Palestinians. The IDF detains 10s of Palestinians in Ramallah, including, DFLP dep. secy. gen. Qays Abu Layla, PSF dir. of operations Yunis Alass, Fatah Central Comm. mbr. Sakhir Habash, and around 12 paramedics and nurses, confiscating 3 ambulances; searches a Ramallah hospital for weapons, wounded fighters; orders all Palestinian men in al-Bireh, Ramallah age 15-45 to surrender; takes over al-Watan TV, airs pornographic material (reports confirmed by U.S. Consulate). In Tulkarm, the IDF assassinates senior Islamic Jihad mbr. Ahad Ajaj, his cousin. In East Jerusalem, Israeli authorities search the home of Mufti Ikrima Sabri, detain him for questioning; arrest senior Fatah mbr. Salah Zhikiyya; fire on Palestinians protesting outside al-Aqsa Mosque, injuring 5. More than 15,000 Palestinians demonstrate in Gaza City; other protests are held in Bayt Jala, Bayt Sahur. The UNSC approves (14-0, with Syria abstaining) Res. 1402, demanding that Israel withdraw fr. Ramallah, but (at U.S. insistence) without giving a deadline. In his 1st statement on Israel's new campaign, Bush says that the U.S. supports Israel's right to "defend itself," that Arafat "can do a lot more" to prevent attacks on Israelis. In an apparent assassination attempt on senior Fatah official Muhammad Mansur, the IDF fires rockets into the Fatah headquarters in a residential area of Ramallah, causing no injuries. Mansur left the building just before the attack. Nr. Rafah, an explosion in a building known to be used by tanzim mbrs. leaves, 1 tanzim mbr. dead, 1 injured; the tanzim accuses Israel of carrying out an assassination. Israel admits to the attempt on Mansur, but denies staging the Rafah incident. The IDF directs shells/heavy machine gun fire at residential areas of Bayt Hanun, al-Bireh, Dura, Nablus, Rafah; closes roads around Khan Yunis, the al-Mawasi area; occupies a Palestinian home in al-Khadir; raids, shuts a secondary school in Baqa` al-Sharqiyya; conducts arrest sweeps in Burqa, Jinin, al-Khadir, Tulkarm, Yabid. The WCAR closes after agreeing on a final statement that expresses concern over the "plight of the Palestinian people under foreign occupation," endorses the right of Israelis and Palestinians to live in secure and independent states, recognizes the right of refugees to return to "freely return to their homes." The IDF apparently attempts to assassinate DFLP West Bank head Qays Samurai (Abu Layla) by planting an explosive device in his home in Ramallah; tanzim mbr. Anwar Aliya in an ambush by undercover units in Tulkarm. Samurai is not home at the time; Aliya is wounded. The IDF completes its withdrawal fr. Bayt Jala, taking up positions just outside the town and warning it will reenter if shooting at Gilo resumes. Clashes in Hebron, Ramallah, Tulkarm leave a total of 1 Israeli civilian, 3 Palestinian dead, 40 Palestinians wounded. The IDF directs shells, heavy machine gun fire at Qarni crossing and residential areas of Bayt Wazan, al-Bireh, Brazil refugee camp, Yatta; demolishes 6 Palestinian homes in Rafah; blocks a marked UN convoy fr. entering Rafah to inspect the demolished Palestinian homes; sets up new roadblocks at the entrance to Tulkarm, on 3 roads to Jerusalem; reinforces troops around Khan Yunis; conducts arrest raids in Ni'lin, confiscating papers fr. the local Fatah office, arresting 3 Palestinians; opens the main Gaza road that was sealed on 8/28. Israeli-Palestinian clashes continue, leaving at least 2 Palestinian dead. In Tulkarm, a senior Fatah mbr. is found stabbed to death in what the PA alleges to be another Israeli assassination. In Gaza, a top PSF officer is killed when he attempts to defuse an unexploded IDF shell. In Nablus, Jewish settlers open fire on a Palestinian high school, wounding 2 pupils. The IDF shells residential areas of Bayt Lahia, al-Bireh, Khan Yunis, Rafah; destroys a water network, 2 PSF posts nr. Bayt Lahia; bulldozes 25 dunams of Palestinian land in the Netzarim area. Israeli-Palestinian clashes intensify, leaving 11 Palestinians, 1 IDF soldier dead and over 200 Palestinians, 1 IDF soldier, 1 American wounded. 8 Palestinians and 1 IDF soldier are killed during a gun battle outside Gush Katif settlement in Gaza; the IDF confirms that the soldier is killed by IDF gunfire, 6 of Palestinians are likely killed by settler gunfire. Nr. Rachel's Tomb, an American photographer is seriously wounded by live ammunition fired by the IDF. The IDF shells an unfinished building al-Bireh, killing 2 Fatah mbrs. The 11th Palestinian is fatally shot at Erez crossing. 3 Palestinians die of injuries received earlier. IDF shelling, heavy machine gun fire is reported in Hebron, Nablus. In student council elections at Birzeit, Fatah wins 21 seats, Hamas 18, PFLP 8, PPP 3, DFLP 1. Islamic Jihad did not run. Fida received 16 of the 2,385 votes.
