IDF troops open fire on 3 Palestinian minors crossing Gaza’s border fence near al-Maghazi refugee camp; 1 Palestinian is critically injured. In the West Bank, Israeli settlers throw rocks at a Palestinian home in southern Hebron, injuring 2 Palestinians. Later, IDF troops shut down a number of streets in central Hebron, clearing the way for Israeli settlers to perform religious rites in the area. Some settlers throw stones at Palestinian property in the area, causing damage. IDF troops also arrest 1 Palestinian during raids near Ramallah; and patrol in and around Tulkarm and Hebron. The Lebanese newspaper al-Akhbar publishes a draft Hamas-Israel cease-fire agreement, reportedly the product of the most recent round of Egypt-mediated talks. The agreement would see Egypt permanently opening the Rafah border crossing and lifting other border restrictions, Israel expanding the fishing zone off Gaza’s coast to 14 nautical miles and permitting 5,000 Gazans to enter Israel to work. The deal would also see the PA pay 80% of the salaries of Gaza’s civil servants, with Qatar funding those salaries for at least 6 months. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Sharm al-Shaykh. They discuss a slew of regional issues, reportedly including the Egyptian effort to mediate the stalled Palestinian national reconciliation process and a cease-fire in Gaza. Al-Sisi reportedly urges Abbas to accept a “graded reconciliation” agreement, a version of which was reported earlier today. (AKH, HA, TOI, TOI, TOI, WAFA, YA 11/3)

IDF troops on the Gaza border e. of Jabaliya fire on Palestinian agricultural land nr. the border fence, causing damage. Meanwhile, IDF troops stationed e. of Khan Yunis fire on Palestinian protesters approaching the border fence, causing several to suffer from tear gas inhalation. Off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, IDF troops briefly detain the gov. of Ramallah and threaten her with “direct targeting” if she continues her participation in the weekly nonviolent protests in Nabi Salih. They also arrest a senior PA official at a demonstration in Nabi Salih nr. Ramallah commemorating Land Day (upcoming on 3/30). (He will be released on 3/29.) The IDF conducts house searches and raids in 1 village nr. Tulkarm; patrols in 3 villages nr. Ramallah, 2 each nr. Jericho and Hebron. Israeli settlers assault 4 Palestinian farmers in another village nr. Hebron, causing no injuries. In East Jerusalem, Israeli forces conduct a raid in Silwan late at night. The 26th Arab League summit begins today, with reps. of all the mbrs. as well as UN Secy.- Gen. Ban, gathering in Sharm al-Shaykh, Egypt, to discuss the recent violence in Yemen, Palestinian affairs, and other issues. At the summit, PA Pres. Abbas says that Israel has not yet released the tax revenues that PM Netanyahu’s office said would be unfrozen on 3/27 and that the PA is still set to “to reevaluate our economic, political and security relationship with Israel.” (MNA 3/27; AFP, AP, HA, MNA, TOI, WAFA 3/28; JP, JTA 3/29)

IDF troops on the Gaza border e. of Khan Yunis fire on a group of Palestinians approaching the border fence, causing 3 to suffer from tear gas inhalation. Separately, IDF troops stationed e. of Rafah open fire on agricultural lands nr. the border fence, causing damage. In 2 incidents off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Land Day, upcoming on 3/30, and protest Israel’s occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 10 Palestinians are moderately injured. The Israeli soldiers also cut off a main waterline into Kafr Qaddum, denying the village water for several hours. IDF troops also violently disperse Palestinian and international activists gathering in Abu Dis at the site of the “Gate of Jerusalem” protest tent camp. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. PA Pres. Abbas arrives in Sharm al-Shaykh, Egypt, to participate in an Arab League summit on 3/28 and 3/29. Ahead of the summit, the Arab League agrees to send a delegation to Washington to lobby the U.S. Congress and promote the Arab Peace Initiative. (WAFA 2/25; MNA 3/27; HA 3/28)

In East Jerusalem, a group of Jewish settlers stabs and beats 2 East Jerusalem Palestinians, killing 1 Palestinian and wounding the other; Israeli authorities confiscate the body of the man killed and return it to the family with orders to hold the burial immediately, with no more than 10 family mrbs. present to prevent rioting (the family complies). In the West Bank, the IDF patrols in 3 villages nr. Ramallah, 2 nr. Qalqilya, and 2 nr. Tulkarm in the afternoon and evening, and in 1 village nr. Qalqilya late at night; conducts late-night arrest raids, house searches nr. Nablus. Palestinians (accompanied by Israeli and international activists in some areas) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Dayr Nizam/Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 3 Palestinians are injured, and 3 are arrested. (PCHR 2/17; OCHA 2/18)

Early in the day, with massive antigovernment protests expected in Egypt after Friday’s midday prayers, rumors spread that Mubarak has left Cairo for his residence in Sharm al-Shaykh under pressure from the army. Soon after, the Supreme Council of the Egyptian Armed Forces issues communiqué no. 2 indicating that the military is in effective control of the country and will oversee “the peaceful transfer of authority . . . towards a free democratic community that the people aspire to,” and pledging not to take action against protesters for demonstrating against the government. Timed with lateevening prayers, VP Suleiman confirms that Mubarak has “decided to relieve himself of his position as president and the supreme military council has taken control of the state’s affairs,” ending the 82-yr.-old leader’s 30-yr. rule. In Gaza, 1,000s of Hamas supporters rally to celebrate Mubarak’s fall, calling on the next Egyptian government to open the Rafah border and reconsider Egypt’s relations with Israel. In the West Bank, the PA continues to bar rallies in solidarity with Egyptian protesters, but 100s of Palestinians spontaneously honk horns and cheer in the streets when news of Mubarak’s exit broadcast. Lebanon introduces a draft of a major United Nations Security Council res. for debate that urges the international community to denounce Israeli settlement activity, using wording that artfully pieces together official U.S. statements on settlements to make it harder for the U.S. to object or veto. The U.S. ultimately urges Abbas to suspend discussion of the draft until a Quartet meeting on 2/5, suggesting the Quartet might issue a statement confirming 1967 borders as the basis of final status negotiations and condemning Israeli settlement construction. (NYT 1/20)

At an Arab economic summit in Sharm al-Shaykh, Arab leaders pledge $2 b. to shore up regional economies and generate jobs in hopes of preventing the spread of antigovernment riots like those in Tunisia. Saudi Arabia and Kuwait each pledges $500 m., with 11 other states pledging the other $1 b. Observers say however (see NYT 1/20) that leaders are acting more out of a desire to secure their leaderships than to reform and develop their economies, noting that none of the similar initiatives agreed at the last economic summit in 2009 have been implemented. By this date, numerous self-immolations (some fatal) and antigovernment protests have taken place in Algeria, Egypt, Jordan, Mauritania, Morocco, Saudi Arabia, and Yemen since the fall of Ben-Ali on 1/14, citing Tunisia as inspiration. In response to the Yemeni riots, the most severe to date, Pres. Ali Abdullah Saleh has cut income taxes in half, imposed price controls on basic goods, raised salaries for the army, and vowed his son will not succeed him, while the EU has announced an additional $19.5 m. in support to Sana’a for poverty programs. Today, an Egyptian Facebook group begins calling for massive street protests in Cairo on 1/25 to mark a “day of revolution against torture, poverty, corruption, and unemployment.” (WT 1/19; NYT 1/20; NYT, WT 1/25; see also al-Bawaba 1/17; NYT, WP 1/18)

Meeting in Sharm al-Shaykh, Israeli PM Netanyahu asks Egyptian pres. Mubarak to press the Palestinians to return to “direct, intensive, and serious negotiations,” but Mubarak replies that Israel must change its stance on settlement construction if it hopes to reach a final status accord with the Palestinians, blaming Israel for the latest impasse. Mubarak also cautions Israel against carrying out a major offensive against Gaza over escalating rocket and mortar fire in the past wk. (NYT, WP 1/7)

The PFLP fires 3 mortars fr. Gaza toward the IDF base at the fmr. Kissufim crossing into Gaza (closed in 8/2005); only 1 shell strikes inside Israel, causing no damage or injuries. The IDF makes synchronized late-night air strikes on an IQB building in Gaza City and an open area e. of al-Shuka village in s. Gaza; no injuries are reported in either incident. Clinton meets with Abbas in Ramallah, then stops in Amman to brief King Abdullah on the Sharm al-Shaykh talks. Clinton and Mubarak issue statements saying that they have jointly recommended a short 3 or 4 mo. extension to the settlement freeze during which Israel and the PA would focus on border issues in hopes of solving which settlements would stay and go under final status. Abbas states: “We all know there is no alternative to peace other than negotiating peace, so we have no alternative but to continue peace efforts.” (NYT, WP 9/17)

Mitchell goes to Damascus to brief Syrian pres. Bashar al-Asad on the peace talks, saying for the first time that the U.S. intends to push for renewed Israeli-Syrian peace talks parallel to Israeli-Palestinian talks. (Asia Times 9/16)

The 2d round of direct talks opens in Sharm al-Shaykh, Egypt, with Mubarak hosting Abbas, Netanyahu, and Clinton for the first day of meetings with talks now set to continue in Jerusalem on 9/15 and Ramallah on 9/16, and thereafter alternating between Jerusalem and Jericho. The U.S. tries but is unable to secure Israeli-Palestinian agreement on the agenda for the talks. (YA 9/14; NYT, WP, WT 9/15; JPI 9/24)

As Abbas and Netanyahu meet in Egypt, Israel’s Jerusalem city planners schedule a meeting for 10/7/2010 to debate construction of 1,362 new settlement housing units in Givat HaMatos s. of the Old City btwn. Gilo and Talpiot settlements. In addition, the Israeli construction company Na’out HaPisga, citing business losses, resumes construction of 2,400 settlement housing units in Mod’in Ilit settlement west of Ramallah that had been halted under the settlement freeze. In Gaza, IDF troops make a brief incursion into c. Gaza e. of Gaza Valley village to level land in the no-go zone to clear lines of sight, firing 4 artillery shells at armed Palestinians in the area, seriously wounding 1 and cutting electricity to nearby areas. Late in the evening, armed Palestinians on the n. Gaza border fire an antitank missile at IDF troops operating inside Israel, causing no damage or injuries; IDF troops fire back, killing 1 armed Palestinian, seriously wounding at least 1 other. In the West Bank, the IDF conducts arrest raids, house searches, patrols in 5 villages nr. Qalqilya between late afternoon and late evening; also conducts late-night arrest raids, house searches nr. Hebron. In Tel Aviv, Israeli police fatally shoot an East Jerusalem Palestinian who is handcuffed and in custody on charges of car theft, claiming that the Palestinian attacked an officer, who accidentally shot him. In the morning, the IDF raids the Ambassador Hotel in Shaykh Jarrah in East Jerusalem, shuts down a temporary news bureau set up by the Palestinian Media Center to cover the pope’s visit, confiscates documents fr. the news team, and threatens to close the hotel if it allows Palestinian media to work fr. the site again. Late in the evening, the IDF conducts arrest raids, house searches nr. Hebron. A PA court in Nablus sentences Hamas mbr. Muhammad Silman Qatanani, arrested by the PA 10 mos. ago on suspicion of illegal possession of weapons and explosives, to 18 mos. in prison for establishing clandestine Hamas cells with the aim of staging a coup against the Abbas government. Netanyahu meets with Egyptian pres. Husni Mubarak in Sharm al-Shaykh to promote building a regional coalition against Iran, as well as his idea for economic (as opposed to comprehensive) peace with the Palestinians. (WT 5/11; WP 5/12)

In the West Bank, the IDF begins work on a new electricity network on Palestinian land to supply Jewish settlements n. and s. of Hebron; enters Thinnaba and Izbat al-Jarad villages nr. Tulkarm in the evening, patrolling the streets and firing percussion grenades; conducts late-night arrest raids, house searches in and around Ramallah, in Nablus, nr. Jenin. In Sharm al-Shaykh, Egypt, Rice attends a high-level Quartet mtg. to discuss ways of keeping the process alive during the Israeli and U.S. government transitions. Abbas, Livni brief the Quartet on their talks since the 11/07 Annapolis summit, pledge to continue negotiations despite the political uncertainty in Israel, and reaffirm that “nothing would be considered agreed until everything is agreed.” The Quartet reiterates its support for continued negotations, praises the PA’s security reforms, and urges the international community to fulfill aid pledges to the PA to ease the economic crisis in the territories. In the West Bank, the IDF makes an evening incursion into Anabta nr. Tulkarm, firing on residential areas and then on stone-throwing youths who confront them, wounding 1 teenager; conducts late-night arrest raids, house searches in and around Hebron, in Jenin town and r.c., and nr. Bethlehem. Israeli police evict a Palestinian family (14 mbrs., including 7 children) fr. their home in Shaykh Jarrah, East Jerusalem, turning the property over to Jewish settlers who claim to have purchased the land fr. relatives of the Ottoman-era owners even though an Israeli court ruled in 2006 that their claim was based on forged documents. Overnight, the IDF arrests 52 Islamic Jihad mbrs. in the largest raids against the group in the West Bank since 3/05; half of the mbrs. are arrested in Hebron, others in Jenin, Qalqilya, Ramallah. Minutes before Sharon and Abbas hold their 1st mtg. since the 2/8 Sharm al-Shaykh summit to coordinate disengagement, IDF aircraft fires 2 missiles at a group of Islamic Jihad mbrs. in Bayt Lahiya in what Israeli officials say is a failed attempt to assassinate a wanted Islamic Jihad mbr. The Israel FMin. says that “the message was very clear—that Israel cannot accept the fact that Islamic Jihad, Hamas, and the alAqsa Brigades have weapons.” The PA urges Islamic Jihad, the AMB to abide by the cease-fire. The Knesset Interior Comm. discusses the civilian aspects of the Or Commission’s 9/1/03 report into the 10/00 riots during which 13 Israeli Palestinians were killed by police (see Peace Monitor in JPS 118; Chronology in JPS 130). Fmr. High Court Justice Theodore Or says that the government has done nothing to implement his comm.’s recommendations (particularly for achieving equal rights for Israeli Palestinians), address the issues raised in the report. Israel releases the last 398 Palestinian prisoners of 900 that Sharon promised to free in his 2/8 mtg. with PA Pres. Palestinian factions meeting in Cairo pledge to extend the unofficial truce until the end of 2005, provided that the lull in violence continues and that Israel follows through on its Sharm al-Shaykh pledges to turn over security control of West Bank cities and release a significant number of Palestinian prisoners.Abbas and the factions agree to form a comm. to study rebuilding the PLO on new foundations that would allow Hamas, Islamic Jihad to join. Abbas, Sharon hold their 1st talks in Sharm al-Shaykh, then each meets separately with Mubarak, King Abdallah of Jordan. Afterward, Abbas announces that “Palestinian will stop all acts of violence against all Israelis everywhere,” Sharon vows to “cease all military activity against all Palestinians anywhere,” including assassinations, to the extent that the Palestinians halt violence. The IDF reopens Qarni commercial crossing after a 4-wk. closure, allowing only about one-third of normal traffic through, limiting imports to basic goods and exports to flowers, tomatoes; raids, searches a secondary school in al-Khadir; conducts arrest raids in al-Mawasi; confiscates a strip of land 2 d. long and 350 m. wide to create a corridor linking Hebron’s Tal Rumayda settlement with Shuhada Street. The Palestinian woman who carried out a suicide bombing on 1/27 is identified as Wafa Idriss, a Red Crescent volunteer medical worker who reportedly was distraught over the Palestinian casualties inflicted by the IDF. Most recently, a boy she treated, who had been shot by the IDF and left in a coma died, on 1/25. AMB claims she was "one of our female fighters," but family and friends say she had no connection to the group; she also was not religious, never attended al-Najah University.
