In Manhattan, federal prosecutors for the Immigration and Naturalization Service (INS) open exclusion proceedings against Hamas political leader Abu Marzuq. Abu Marzuq is willing to withdraw his application to reenter the U.S. and agree to exclusion (i.e., immediate deportation), but INS says he cannot do so without either conceding or contesting the terrorism charge, otherwise he could be detained indefinitely. Abu Marzuq refuses to concede; contesting the charge could take yrs. The exclusion proceeding is closed; the INS does not have to reveal the sources of its evidence. The Knesset Finance Comm. agrees (by vote of 6-5) to demand that the PA detail the use of funds in its Bank Leumi account. Some MKs suspect the account is a secret petty cash fund. (Globes [Internet] 4/7 in WNC 4/9)

In Kharbata village nr. Ramallah, a Jewish settler opens fire with an M-16, handgun on Palestinians who stone his car, wounding 2. Villagers say the settler is known for intimidating local Palestinians, driving through the village instead of using the Jewish-only bypass road. (MM 4/7; WT 4/8)

Sources in Israeli PM Rabin's office quoted by JP say Rabin told Secy. of State Christopher Israel will withdraw fr. southern Lebanon 6 to 9 mos. after an agreement with Lebanon is signed and implemented. Rabin tells Knesset comm. Israeli conditions include integration of SLA into Lebanese army, security arrangements to be reached by bilateral comm., and disarming of Hizballah. Rabin also asserts that Israel will withdraw on, but not fr., the Golan to reach accord with Syria. Israeli High Court rejects Peace Now petition challenging legality of Israeli settlements in o.t. (WT 8/26)

Settler leaders establish new settlement of 7 families, 20 individuals, Dor Golan, near Moshav Shaal in Golan. PM Rabin's office does not regard site as settlement, while FM Peres says it may be dismantled. Settlement leaders say 8,000 new settlers will come to Golan in coming year. Israeli govt. declares 1-week freeze on signing contracts for govt.-subsidized housing, including those affecting construction i the o.t. Freeze also is called on planning and early proceedings of new roads in o.t. About 3,000 units in early stages in o.t. are affected by the freeze, and govt. is still unsure about what to do with 4,000 completed units unattached to infrastructure, 12,000 in various stages of construction, and about 500 completed units that have been populated in the o.t. The Jerusalem Report states that 100 of the 142 settlements in the o.t. are "political settlements" according to PM Rabin, and can therefore expect significant cuts in govt. aid. These include all 16 settlements inthe Gaza Strip, as well as large W. Bank settlements of Qedumim, Elqana, and possibly Ariel. (Likud MK and Ariel mayor Ron Nahman claims freeze will have "opposite result" in his settlement, plans to increase its pop. from 11,000 to 20,000 in a year.) Fateh gunman shoots, wounds 3 unarmed Hamas supporters in Rafah, Gaza. Hamas gunmen shoot, wound 1 unarmed Fateh supporter. Some 1,000 Fateh supporters then raid mosque in Yibna camp, Hamas gunmen inside open fire, wound 8. IDF troops impose curfew on Yibna. Two-week total for Fateh-Hamas violence is 1 dead, about 150 wounded. (MM, WP 7/17)

Palestinians throughout o.t. stage commercial strike called for by PLO-backed UNLU to protest seige at al-Najah University. Palestinian-Israeli leaders including all 6 MKs meet to discuss strategy, form delegation to meet with PM Rabin concerning al-Najah. PM Rabin addresses new Knesset, offering to travel to Arab capitals, inviting Palestinian delegation and Arab country leaders to Jerusalem, and calling for Palestinian acceptance of autonomy. Yitzhak Shamir addresses Knesset, offers praise for old admin., warnings and criticism for the new. Knesset approves new cabinet by a vote of 67 to 53, 17 new cabinet mbrs. sworn in. Pres. Faisal Husseini, not considered part of the Palestinian negotiating team by PM Rabin because he is from Jerusalem, and therefore not among Rabin's 7/13 "invitees," offers counter-invitation fr Rabin to call him at home in Jerusalem. Husseini's position is seen as direct challenge to Syria, which sees Rabin as "carbon copy" of Shamir. (MM 7/14)

Fateh and Hamas sign new, more elaborate agreement to end violence in Gaza Strip as a result of NRC mediation (see 7/8, 10). Eightteen committees have been set up to enforce the agreement. (Qol Yisra'el 7/14 in FBIS 7/14)

Israeli undercover unit disguised as Arabs infiltrate, join 20 Hamas marchers in Gaza city. Hamas activist attacks 1 soldier, IDF opens fire; in ensuing confusion, 1 Hamas activist dies (from IDF bullets) as Hamas reportedly believes undercover IDF are Fateh activists. Social/Economic/Political

Occupied Palestine/Israel: Knesset passes, on first reading, bill to outlaw racial incitement. Bill would amend Basic Law and penal law to prevent Knesset lists from running in elections if they negate existence of Israel, negate democratic nature of state, incite to racism, or are believed to be fronts for illegal activity [JP 7/10]. Israeli military government extends Employment Service Law and the National Insurance Institute Law to occupied territories; settlers are now eligible for unemployment compensation and income benefits [JP 7/9]. Israeli military authorities issue new military order requiring all local Palestinian newspapers to publish official ads from military governorate without alterations. Arab newspaper owners reject order and decide to confront it [FJ 7/12].

Arab World: Amal leader Nabih Birri and Druze leader Walid Jumblatt, meeting in Damascus with Syrian government and Lebanese religious leaders, discuss a new security plan for Lebanon with Syrian-backed Palestine National Salvation Front. Plan requires all militias to disarm [MG 10/7].

Other Countries: Forum '85, nine-day NGO conference preceding official UN conference concluding Decade for Women, begins in Nairobi; 10,000 women participate in 1,800 workshops, seminars, and films. Eight women from occupied territories are prevented by Israelis from travelling to symposium; half a dozen make the trip [JP 7/14, NS 7/28].

Military Action

Arab World: Two Lebanese students backed by Syrian National Socialist party kill 15 Lebanese (including 2 South Lebanese Army soldiers) and themselves in 2 suicide car bomb attacks at security zone checkpoints. Two IDF soldiers are also injured [LT, JP, PI, LAT, TI 7/10].
