In the Gaza Strip, IDF troops conduct a limited incursion nr. Juhur al-Dik, where they level land close to the border fence and then withdraw. In the West Bank, the IDF injures 5 Palestinians nr. Jalazun r.c. nr. Ramallah during clashes which result from Palestinians trying to stop Jewish settlers throwing stones at cars nr. the camp. The IDF conducts house searches and arrest raids in 2 villages nr. Bethlehem, Qalqilya and 1 nearby village, Nablus, and Jenin r.c. at night. They patrol in al-Fawar r.c. nr. U.S. State Dept. spokesperson Jen Psaki confirms that U.S. peace process envoy Martin Indyk participated in 1 of the sets of meetings between Israelis and Palestinians that have taken place since the resumption of talks in 7/2013 (though without specifying which one). Meanwhile, Palestinian PM Rami Hamdallah says that a 2d group of Palestinian prisoners could be freed by Israel by the end of 9/2013. (JP, REU 9/1)

Secy. of State John Kerry tells U.S. television networks that the govt. has proof sarin gas was used in a recent Damascus chemical weapons attack, urging Congress to vote for military action against the Asad regime. Meanwhile, the Syrian opposition coalition issues a statement asking Congress to approve the strike. In France, Interior Minister Mauel Valls says that his govt. would not go it alone in Syria and will wait for the decision by the U.S. Congress. (AFP, AP, REU 9/1)

Egypt’s chief prosecutor orders ousted pres. Morsi and 14 other Muslim Brotherhood leaders to stand trial on charges including inciting violence and murder. The new regime also names a constituent assembly and gives it 60 days to review amendments that would erase articles brought in by the Brotherhood and other Islamic parties last year. (NYT, REU 9/1)

In Gaza, the IDF fatally shoots 2 armed Palestinians laying a roadside bomb nr. the border fence n. of Bayt Lahiya; makes an air strike on a group of IQB mbrs. in Khuza, wounding 2; makes a late-night air strike on and fires a surface-to-surface missile across the border at a 2d group of IQB mbrs. nr. Khuza, killing 3 Hamas mbrs. An explosion destroys Hamas field cmdr. Hasan Abu Shaqfa’s Bayt Lahiya home, killing Abu Shaqfa, 4 other Hamas mbrs., a 4-mo.-old girl, and another bystander and damaging several surrounding homes; Hamas initially says the explosion was caused by an IDF air strike and fires 21 rockets (reported by the IDF to include 3 Gradstyle rockets) and 22 mortars into Israel in response (lightly injuring 1 Israeli), but later (6/14) reports that explosives the Hamas mbrs. were handling detonated prematurely. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Jenin town and r.c., in Balata r.c. and al-Far‘a r.c. (firing on residential areas, wounding 1 Palestinian), and nr. Hebron. Nr. Nablus, 2 Jewish settlers attempt to break into a Palestinian car and shop in Hawara village, are confronted by local Palestinians, whom they then attack with knives and iron bars; the IDF arrests the settlers. FM Peres meets with Arafat before, after PA-Israeli "drafting comm." mtg. Both say they are closer to reaching preliminary self-rule agmt. 2d group of 150 Palestinians is deported fr. Libya. Libya says it will continue expelling Palestinians to the self-rule areas via Egypt. PA says it has no agmt. with Libya to accept the deportees but PA, Israel have agreed to let them into Gaza. [Over the past 2 days, some 2,500 Egyptians have also been expelled. Jordan gives asylum to Iraqi defectors Lt. Gen. Hussein Kamel Hassan, Lt. Col. Saddam Kamel Hassan (both sons-in-law of Pres. Saddam Hussein), their families, 15 other army officers. Lt. Gen. Kamel headed Iraq's weapons program; Lt. Col. Kamel was chief of security. (NYT, WP, WT 8/11; CSM 8/14)

Palestinian police take over Dayr alBalah town and al-Maghazi police station in Gaza Strip. Police cmdr. Maj. Gen. Nasr Yusuf says priority of Gaza force will be disarming Palestinian civilians. 2d group of 150 officers later crosses into Gaza fr. Egypt. (MM 5/11; NYT, WP, WT 5/12)

PLO police cmndrs. tour Jericho with IDF officers to prepare for next day's initial deployrnent. IDF closes Jericho to journalists, fires rubber bullets and tear gas at demonstrating Palestinians. (NYT 5/12)

Asst. Secy of State Robert Pelletreau, in Bahrain, says U.S. has pledged $500 m. to Palestinian National Authority and is providing Palestinian police with vehicles.
