The IDF cuts electricity to Gaza City, Ramallah; sends tanks and F-16s to shell the control tower at Gaza airport, the PA headquarters in Gaza City and Ramallah (Arafat is unharmed), the PA naval police offices in Bayt Lahia, and PSF and Fatah offices nr. Gaza City, Ramallah, and Jinin; blows up the main radio, TV transmitters in Ramallah; bulldozes the Palestinian Media Center offices in Ramallah; occupies the home of Fatah tanzim leader Marwan Barghouti (who is not there at the time); makes incursions into PA-controlled areas of Bayt Hanun, Bayt Lahia, Beitunia, Jinin, Nablus, Ramallah, Sudaniyya, Tulkarm, al-Zahra; bulldozes Palestinian land in Rafah. A total of 4 Palestinians are killed during the day; shells strike the Friends Boys School, damaging 3 classrooms. In Gaza City, 2 Israeli missiles land nr. a mosque while Hamas spiritual leader Shaykh Yasin, Hamas spokesman Mahmud Zahar are inside. Israel declares that the Zinni cease-fire talks are over, though Zinni had already planned to leave on 12/14 for Jordan and Egypt, then return to Washington. Military Action:

Senior IDF commander in Lebanon, Amir Drori, says he did not know of killings; IDF withdraws from urban West Beirut, leaving small unit at port and airport; Israel still seeks to retain presence at airport including helicopter landing rights, personnel inside control tower; Lebanese Army expands presence in downtown area, begins detaining hundreds of Arab foreigners without residence permits or valid identity papers, in many cases doing house-to-house searches; Italian troops disembark, but await departure of IDF troops before taking up positions; French troops assist with minesweeping outside Shatila camp.

Casualties:

Accounts of IDF soldiers looting houses supported by trucks loaded with home furnishings seen driving toward Israeli border; Middle East Airlines' computer reservation system stolen; Israeli troops take confidential files from every Arab embassy they occupied in Beirut.

Palestinians/ Lebanese: Gemayel again calls for all foreign forces to leave Lebanon, says first step is pullback of IDF troops from Beirut; many Lebanese oppose full inquiry of massacre, feeling it would unravel tentative rapprochement between Christians and Muslims; Gemayel meets with Draper, ambassadors, urges deployment of forces in city areas from which IDF has withdrawn; Gemayel announces visit to US to address the UN (plans meetings with Reagan, Mitterrand, and the Pope).

Arab Governments: Habib meets with Hussein in Jordan.

Military Action:

ICRC plans to evacuate 56 wounded PLO guerrillas by sea to Greece tomorrow, two days after official end of evacuation; IDF officer wounded by light fire from passing car north of Tyre.

Casualties:

Lebanese police assumed control of West Beirut for first itme since 1975-76 civil war (Wazzan opens Green Line; only light army/police presence noted in East Beirut; Lebanese Army limited to barracks, defense of public buildings, can only act by order of Wazzan); Israeli planes continue to use Beirut airport, but Lebanese government resists Israeli demands that Israelis remain in control tower and check aircraft manifests, that El Al be allowed to open airport, and that Israeli military facilities be maintained there; Israelis advised to stay out of Beirut.
