In Gaza, Israeli forces bomb Jabalia refugee camp, Dayr al-Balah, Rafah, Gaza City, Khan Yunis, Nuseirat refugee camp, al-Bureij refugee camp, and Maghazi, killing at least 97 people, including 18 people from the same family in a home in Gaza City. 5 patients die at the Nasser Hospital due to the lack of power and oxygen as Israeli forces continue to occupy the hospital. Israeli finance minister Bezalel Smotrich issues a statement after meeting with Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant, and Strategic Affairs Minister Ron Dermer, saying the government will submit plans for 2,350 new settlement units in Ma’ale Adumim, 300 in the Keidar settlement, and 694 in the Efrat settlement in response the killing of an Israeli settler earlier in the day. National Security Minister Itamar Ben-Gvir says Israeli settlers’ right to freedom of movement in the West Bank overrides that of Palestinians’, adding he will further limit the freedom of movement for Palestinians. Prime Minister Netanyahu presents his post-war plan for Gaza to the Israeli war cabinet, which includes installing “local officials” to govern the area, “maintain an indefinite freedom to operate throughout” Gaza, enlarge the “buffer zone” inside Gaza, and the complete demilitarization of Gaza before reconstruction is allowed to begin. Netanyahu’s plan also includes the permanent closure of UNRWA and the rejection of “unilateral recognition” of a Palestinian state. Defense Minister Gallant meets with U.S. National Security Council coordinator for the Middle East and North Africa Brett McGurk, saying Israel will expand the authority of Israeli negotiators to reach a prisoner exchange deal in Paris over the weekend. Jordanian representatives, including Foreign Minister Ayman Safadi, give statements to the ICJ on the fourth day of the hearings on the legality of the Israeli occupation of Palestinian territories, saying Israeli policies and practices show that Israel intends for the occupation to be permanent. Japan’s representative argues that even territory that is not internationally recognized cannot be acquired by force. Ireland’s representative says Israel has committed serious breaches of international law during its occupation. China says the issue of Palestinian self-determination is a UN issue, countering a U.S. argument made on 2/21, and argues that because of the occupation the right to self-defense lies more with the Palestinians than with the Israelis. UNRWA commissioner-general Philippe Lazzarini writes a letter to UN General Assembly president Dennis Francis, saying Israel is making a “concerted effort” to dismantle UNRWA, including by ordering UNRWA to leave a vocational center in East Jerusalem and pay Israel $4.5 million for using the facility, pointing out that the facility was given to UNRWA by Jordan in 1952. Lazzarini also says Israel is only giving UNRWA staffers visas for 1-2 months, that Finance Minister Smotrich has threatened UNRWA with revoking its tax exemption, that an Israeli bank has blocked the UNRWA account, and that Israeli customs has suspended shipments of goods to UNRWA. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. UNRWA said Gaza was suffering from “catastrophic hunger” with 40% of the population at risk of famine. UN humanitarian aid chief Martin Griffiths said the UN was facing a number of obstacles in delivering aid to Gaza, including a growing list of Israeli-rejected items, 3 layers of inspection, having to use a crossing that is made for pedestrians, constant bombardments, attacks on convoys, and aid workers being displaced and killed. UN high commissioner for human rights Volker Turk called Israel’s usage of military tactics and weapons in the West Bank “extremely troubling” and called on Israel to take steps to end settler violence. Turk’s office released a report that said Israel engaged in sexual violence against Palestinians who have been arrested since 10/7. The Palestine Monetary Authority said Israeli forces raided 6 money exchange companies, seizing large sums of money and arresting staff (see above). It was reported that $2.5 million was stolen from the companies. The authority said Israel sought to undermine confidence in the Palestinian banking sector. Israel claimed that it had used the wrong type of munition, leading to the killing of at least 90 people in Maghazi on 12/24. The Intercept reported that the Israeli military was censoring 8 subjects, preventing Israeli media from reporting on them without prior approval from the military censor. U.S. pres. Trump announces that his administration will not be certifying the 7/14/2015 Iran nuclear deal, triggering a 60-day period for the U.S. Congress to either reinstate sanctions, do nothing, or pass new legislation outside the context of the deal that could change the U.S. position toward Iran. Trump also announces “tough” new sanctions on Iran’s Revolutionary Guards Corps and promises to “work closely with Congress and our allies to address the deal’s many serious flaws so that the Iranian regime can never threaten the world with nuclear weapons.” In response, Iranian pres. On the sidelines of the UNGA in New York, U.S. pres. Trump meets with Israeli PM Netanyahu to discuss the 7/14/2015 Iran nuclear deal and the Palestinian-Israel peace process. In a joint press conference, Trump says he still believes there is a “good chance” Palestinian-Israeli peace will happen. Netanyahu, for his part, focuses his remarks on Iran. After the meeting, the White House releases a statement saying that Trump and Netanyahu discussed their “continuing efforts to achieve an enduring Israeli-Palestinian peace agreement, the optimism in the region about peace, and expanding economic opportunities to improve conditions for peace.” (HA, NYT, TOI 9/18; HA, TOI 9/19)

The U.S. military opens its first base on Israeli soil in the Negev. The base will house dozens of U.S. soldiers, who will operate a large ballistic missile radar system. (HA, YA 9/18)

In the West Bank, IDF troops shoot and injure a Palestinian approaching them at a checkpoint nr. Tulkarm. They also conduct raids in Aida r.c. nr. Bethlehem, sparking clashes with stone-throwing residents; there are no serious injuries. The IDF arrests 1 Palestinian during a late-night raid in Qalqilya, and patrols nr. Qalqilya, Hebron, Salfit, and Ramallah during the day. Israeli settlers throw stones at Palestinian cars driving between Ramallah and Nablus, damaging 10 and injuring 1 driver. Pres. Bush unveils proposal for arms control in Middle East, his first concrete policy initiative dealing with region since end of Gulf war (see JPS 80, doc. D3). Proposal includes call for: U.S., USSR, China, France, Britain to halt certain arms transfers; freeze on acquisition of surface-to-surface ballistic missiles and nuclear weapons-grade uranium & plutonium; regional acquiescence to global ban on poison gas weapons; commitments to abide by 1972 treaty on biological weapons and 1968 Nuclear Non-Proliferation Treaty. Proposals do not call for specific treaties but rather encourage self-restraint. Administration confirms that Israel, which has not signed Nuclear Non-Proliferation Treaty, has objected to provisions on nuclear weapons. Israel reportedly possesses some 100 nuclear warheads.
