Israel’s Housing Ministry has revived plans for the construction of 10,000 housing units in a Jewish settlement in the West Bank nr. Qalandia, according to a report today in Haaretz. The Israeli press says that the construction was approved years ago, but later frozen because of pressure from former U.S. pres. Barack Obama. The plans are reportedly to be unveiled in 5/2017. In the West Bank, IDF troops mistakenly enter Tulkarm and are escorted out by PASF. Some Palestinian youths throw stones at them as they are leaving, causing 1 minor injury. Meanwhile, unidentified assailants open fire on an IDF position nr. Ramallah. The IDF returns fire, but the assailants escape; there are no serious injuries. IDF troops arrest 13 Palestinians during late-night raids and house searches nr. Hebron, Salfit, Nablus, Hebron, and Ramallah; and patrol during the day nr. Salfit and Hebron. Israeli forces deliver stop-work orders to 6 Palestinian homes under construction s. of Bethlehem. In East Jerusalem, Israeli forces arrest 4 Palestinians during late-night raids in Issawiyya. PA foreign minister (FM) Riyad al-Maliki states that Palestinians continue to work on a draft UN Security Council (UNSC) res. condemning Israeli settlements that they intend to submit within days. IDF troops shoot and injure a Palestinian youth at a checkpoint nr. Qalqilya as she is walking home from school. The Israeli soldiers reportedly thought she was planning a stabbing attack (she will be released from detention on 9/22). Elsewhere in the West Bank, IDF troops raid the Bil‘in homes of several leaders in the activist groups that organize the Friday protests in the Ramallah-area village, confiscating a number of cell phones and computers. Late at night, 2 Israeli soldiers torch a Palestinian-owned lumber warehouse in Nablus, and IDF troops arrest 7 Palestinians during raids and house searches nr. Tulkarm, Jenin, Bethlehem, and Tubas. In East Jerusalem, Israeli forces continue targeting Shu‘fat r.c., arresting 5 Palestinians during raids in the camp and in Abu Dis. Along Gaza’s border, IDF troops open fire on Palestinian homes nr. Following a request from the public prosecutor’s office, the Palestinian High Court of Justice postpones until 10/3 its decision regarding the municipal elections that were initially set for 10/8. The Egyptian authorities open the Rafah border crossing to allow Palestinian pilgrims to return from their trip to Saudi Arabia. They are set to open it again on 9/22 and 9/23. (MNA 9/23)

While in New York for the UN General Assembly (UNGA) meeting, Israeli PM Netanyahu meets with U.S. pres. Obama. They reportedly do not discuss the push for Israeli-Palestinian peace that the Obama admin. is rumored to be planning after the U.S. election in 11/2016. In the West Bank, IDF troops arrest a Palestinian at Checkpoint 300 nr. Bethlehem when he is found to be carrying a knife, arrest 5 Palestinians and issue 1 arrest summons during raids nr. Salfit, Hebron, and Bethlehem; and patrol nr. Hebron and Nablus. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. In East Jerusalem, a right-wing Jewish activist prays at Haram al-Sharif, sparking a heated confrontation between his Israeli police escort and Muslim worshippers in the area. In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after she allegedly draws a knife with the intent to stab 1 of them. Israeli police shoot and kill a 2d Palestinian nr. the Old City after he opens fire on them with an automatic weapon, injuring 2 (1 seriously). Israeli forces then raid the alleged attacker’s home in Issawiyya, issue arrest summons to his father and uncle, take measurements in preparation for possible punitive demolition, and spark minor clashes with stone-throwing youths. In Israel, Israeli police shoot and kill a 3d Palestinian nr. Petah Tikva after he allegedly stabs and moderately injures an Israeli; shoot and kill a 4th Palestinian in Jaffa after he stabs several people, killing 1 U.S. citizen and injuring at least 10 Israelis (5 seriously). Later, a video of the incident in Jaffa circulates on social media, apparently showing an Israeli police officer shooting the Palestinian attacker execution-style. After the attacks in Petah Tikva and Jaffa, the IDF seals the Qalqilya and Salfit-area villages of the alleged attackers, blocking residents from entering or exiting. U.S. VP Joe Biden arrives in Israel, meets with former Israeli pres. Shimon Peres in Jaffa, and pledges “total, unvarnished commitment” to Israel. In the West Bank, Israeli police arrest a Palestinian at a checkpoint e. of Jerusalem on suspicion that she was planning a stabbing attack. IDF troops conduct raids in 2 villages nr. Hebron, damaging property and sparking clashes with stone-throwing Palestinian youths in both; there are no serious injuries. They conduct further raids and house searches in and around Hebron, Jenin, Nablus, Bethlehem, and Ramallah, arresting 10 Palestinians. Israeli forces demolish an animal barn nr. Hebron and erect concrete barriers nr. the Gush Etzion junction s. of Bethlehem, where 10 Palestinians have been killed in alleged attacks since 10/2015. Late at night, they carry out the punitive demolition of the Hebron home of the Palestinian driver who was killed on 11/4/2015 after allegedly ramming 2 Israeli soldiers. In East Jerusalem, an Islamic Waqf guard intervenes to stop a Jewish Israeli tour guide from performing prayers at Haram al-Sharif. Israeli police then escort the guide out of the sanctuary. Israeli forces arrest 3 Palestinians during raids in Abu Dis.

Barack Obama leaves office in 1/2017, which might include U.S. support for a new United Nations Security Council (UNSC) res. Obama has not, however, made a final decision on the matter. Meanwhile, Israeli PM Netanyahu cancels his trip to the U.S. to attend the annual American Israel Public Affairs Comm. (AIPAC) conference later this mo. The Israeli NGO Peace Now reports that Israel’s Civil Admin. recently allocated 300 dunams (around 75 acres) of land for the expansion of a settlement s. of Bethlehem. Meanwhile, 3 Palestinians who work in an Israeli industrial zone nr. Tulkarm file a complaint with the Israeli National Labor Court to recognize their right to share equal working conditions. The court will deny their request on 7/19. Currently Palestinians working in Israeli-controlled areas are subject to 1967 Jordanian law while their Israeli counterparts are subject to different labor laws. (MNA 7/14; JP 7/15)

Israeli PM Netanyahu reportedly says, “We cannot develop the settlements further, but rather need to preserve what we have,” in comments to a settler organization called the West Bank Regional Council (WBRC). The Yesha Council, a settler umbrella group including the WBRC, responds, saying “a govt. that does not build in Judea and Samaria loses its right to exist.” The Likud Party then denies that Netanyahu made any statement of policy regarding a settlement freeze. In Vienna, the P5+1 and Iran reach a final, comprehensive agreement to limit Iran’s nuclear program in exchange for sanctions relief. U.S. pres. Obama calls Netanyahu to discuss the agreement, and he reportedly offers to hold talks on increasing military aid to Israel. The month-long Nuclear Non-Proliferation Treaty Conference concludes today in New York. Egypt’s proposal for a conference on nonproliferation in the Middle East, focused on Israel’s nuclear program, failed to garner enough support after opposition from the U.S., Canada, and the UK. U.S. pres. Barack Obama signs the Iran Nuclear Agreement Review Act into law, giving Congress the opportunity to disapprove of any agreement made by the P5+1 and Iran. Speaking at a Washington synagogue, Obama reaffirms his support for Israel, but says that he refuses to “paper over our differences.” Referring to the P5+1’s ongoing negotiations with Iran, he says, “Our commitment to Israel’s security, and my commitment to Israel’s security is, and always will be, unshakable.” (JP, NYT, TOI 5/22)

Senior PLO official Wasel Abu Yousef says that the Palestinians will not enter a new round of peace negotiations with Israel unless a deadline for the occupation is set. The U.S. House of Representatives passes the Iran Nuclear Agreement Review Act by a vote of 400–25. (It passed in the Senate on 5/7.) The bill now goes to Pres. Obama, and White House spokesperson Josh Earnest says that he intends to sign it into law.

PA PM Hamdallah confirms PA Pres. Abbas’s earlier announcement that the PA refused reduced tax revenues from Israel after PM Netanyahu’s office announced on 3/27 that it would be unfreezing the transfers. The Palestinian Football Association (PFA) submits a formal res. to FIFA, the body governing international soccer, calling for the Israel Football Association (IFA) to be suspended until Palestinian players and coaches are allowed to move freely, facilities can be developed without obstruction, Israeli settler soccer clubs are banned from playing in IFA competitions, and the IFA takes “firm action” to eliminate racism in its leagues. On the 5th day of bilateral nuclear negotiations between reps. of the U.S. and Iran in Lausanne, Switzerland, Iran’s delegation is forced to return to Tehran 2 days early after Pres. Hassan Rouhani’s mother dies. The negotiations will resume on 3/26. Meanwhile, an IAEA report on Iran’s compliance with the JPOA is leaked to the press. It concludes that Iran is upholding its commitments, including capping uranium enrichment at 5% and holding any “further advances” at its enrichment facilities and the Arak heavy water reactor. Led by Sen. Tom Cotton (R-AR), 47 Republican senators sign and release an open letter to the leaders of Iran. It says that they will consider any agreement the Obama admin. signs with the P5+1 in their negotiations with Iran to be merely an executive agreement, and that such an agreement could be revoked or modified in the future. In the West Bank, a Palestinian man enters a supermarket in Mishor Adumim, an Israeli industrial zone in the Ma’ale Adumim settlement bloc, and stabs 2 Israeli settlers, lightly injuring them. An off-duty Israeli security officer shoots him in the leg and the Israeli police detain him. A ship sailing to Italy from Egypt full of around 500 migrants—including Palestinians fleeing Gaza, Egyptians, and Sudanese— capsizes in the Mediterranean after another ship of human traffickers rams their vessel. Approximately 450 of the passengers are killed or unaccounted for, and the survivors are picked up by various vessels and taken to Sicily, Crete, and Egypt. The Egyptian govt. releases few details about the incident and the Egyptian media largely ignores the story. (NYT 9/15; AP, NYT 9/19)

U.S. Pres. Obama authorizes air strikes in Syria, for the 1st time, and further attacks in Iraq targeting the so-called Islamic State in Iraq and al-Sham (ISIS) group. The new target list will include ISIS’s “leadership, logistical, and operational capability,” in an attempt to “deny [the group] sanctuary and resources to plan, prepare and execute attacks.” (AP, REU 9/10)

In the Gaza Strip, Palestinians continue emergency relief efforts, with many more bodies found in the rubble and many people succumbing to their injuries. In East Jerusalem, right-wing Jewish activists, accompanied by MK Moshe Feiglin, tour Haram al-Sharif with Israeli security forces escorting them. Israeli police close the main gates into the area while the group is inside. They also bar access to all women and men under 50 years of age. The Palestinian delegation and the Israeli negotiators return to Cairo to restart talks on extending the current 5-day cease-fire, which is set to expire on 8/18. Upon landing at Cairo International Airport, an anonymous Palestinian negotiator says that his side is “less optimistic than we were earlier” about reaching a deal in time and that the final point of contention is Hamas insistence that Israel agree to lift the blockade on Gaza before the talks conclude. The parties meet for 9 hours of negotiations. Meanwhile, at the start of a cabinet meeting, Israeli PM Benjamin Netanyahu says that he has given the Israeli negotiators a “very clear mandate to stand firmly on Israel’s security needs.” Hamas spokesperson Sami Abu Zuhri responds, saying that lifting the blockade on Gaza would be the only way to ensure Israeli security. In the evening, the IDF sends text messages and phone calls to residents in n. and e. neighborhoods of Gaza City, telling them to evacuate their homes and leave for c. Gaza City. Palestinians continue to fire rockets and mortar shells into Israel, with a mortar shell killing 4 IDF soldiers nr. the Gaza border. In the West Bank, IDF troops shoot and injure 3 Palestinians outside Yatta nr. Hebron during a protest against the attack on Gaza. The IDF conducts house searches and arrest raids in 1 village each nr. Nablus and Ramallah at night. In New York City, UN Secy.-Gen. Ban says that both Israelis and Palestinians have expressed interest in a further 24-hour truce but no deal has been reached. Ban also raises concerns about the proportionality of Israel’s actions, saying that the destruction in Gaza had been described by some as a “man-made hurricane.” Meanwhile, in Washington, U.S. Secy. of State Kerry says that efforts to secure a truce between Israel and Hamas must ultimately include the disarmament of the latter. PA Pres. Abbas swears in the new national unity govt. in Ramallah, after final disagreements between Fatah and Hamas are resolved. The 18 ministers, including a secy. with ministerial rank but no portfolio, take an oath of office in a televised ceremony, though 4 are participating via teleconference from the Gaza Strip because Israel denied their entry into the West Bank. Abbas announces that the govt.’s principal task is to organize elections within 6 mos., and that preparations will begin immediately. Following a meeting of Israel’s security cabinet, which was called to coordinate a response, Netanyahu’s office issues a statement that says Israel will work against the inclusion of Hamas candidates in the planned Palestinian elections, while refusing to negotiate with the Palestinians as long as a Hamas-backed unity govt. is in power. U.S. State Dept. spokesperson Psaki announces that the Obama administration intends to work with the new PA unity govt. She cites a phone call between U.S. Secy. of State Kerry and Abbas over the weekend, in which Abbas assured Kerry that the new govt. would be committed to the principles of nonviolence, recognition of the state of Israel, and acceptance of previous agreements. In the West Bank, IDF troops shoot and kill a Palestinian man in Qalqilya during a raid. The IDF says that the man, a Palestinian intelligence officer, opened fire on them first. Locals say he was shot in the back. PA spokesperson Nabil Abu Rudeineh puts out a press release condemning the killing of 2 Palestinians in 24 hours in Jenin and Qalqilya. Also, the IDF conducts house searches and arrest raids in 2 villages nr. Reps. from Iran and the P5+1 reach a deal in Geneva. The “Joint Plan of Action” establishes a 6-mo. interim period, in which the 2 sides swap confidence-building measures to facilitate negotiations over a long-term agreement. Specific measures include a 5% limit on Iran’s uranium enrichment, well below the level required for weapons-grade material, and approximately $4.2 b. in sanctions relief. (To read the full text of the agreement, see document A1 in JPS 171.) The interim deal is endorsed by Iran’s Supreme Leader Ayatollah Ali Khamenei and Pres. Hassan Ruhani, while U.S. Pres. Barack Obama says the agreement cuts off Tehran’s possible routes to a nuclear bomb. Separately, reports surface in the media that the U.S. and Iran had been holding secret talks since 3/2013, away from the P5+1 track, reportedly led by Dep. Secy. of State William Burns. The EU announces a €52 million assistance package to help PA development schemes, such as municipal infrastructure projects and private sector-led economic initiatives. The aid is the final part of the European Neighbourhood and Partnership Instrument assistance, with the total contributed to the Palestinians in 2013 now standing at €300 million. (MNA 9/9)

Russian FM Sergey Lavrov makes a statement calling for military action against Syria to be averted through a plan for the internationally coordinated destruction of Damascus’s chemical weapons’ arsenal. The dramatic intervention is welcomed as a possible breakthrough by Pres. Obama, who faces opposition in Congress and among the public to any U.S. military intervention. Democratic Senate leader Harry Reid postpones a scheduled test vote for lawmakers to assess the Russian plan. Syrian FM Walid Muallem welcomes the Russian proposal as a way of preventing “an American aggression.” (AFP, AP, REU 9/9)

The Egyptian military’s offensive in the Sinai continues, with security forces killing a further 9 militants and arresting 10 nr. Rafah. In 2 separate incidents in c. Sinai, gunmen open fire and wound 3 soldiers. In addition, Egyptian forces destroy 6 smuggling tunnels under the Egypt-Gaza border located n. of Rafah, with an Egyptian official claiming that more than 90% of the smuggling tunnels have now been destroyed. The IDF conducts an air strike against a base of the Popular Front for the Liberation of Palestine-General Command (PFLP-GC) s. of Beirut, in response to the rocket launch the previous day—despite that attack being claimed by and attributed to another group entirely. UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation.
