In the West Bank, 1 Palestinian succumbed to injuries sustained by Israeli forces during a raid on 1/1/2021 in the Masafer Yatta area. Israeli settlers vandalized 2 Palestinian-owned vehicles near Hebron, smashing the windows. Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Far’a refugee camp. Israeli forces also shot and injured 1 Palestinian using live ammunition during a raid in Shu’fat refugee camp. 16 Palestinians were arrested during late-night raids in al-‘Awja, Halhul, Yatta, Dahariya, Nablus, Zababdeh, and al-Bireh. Israel’s acting interior minister Michael Malchieli wrote a letter to the father of the Palestinian man who hit and killed 3 Israeli settlers with his car on 2/10, saying that Israel may revoke his East Jerusalem residency. The Palestinian man who drove the car had been released from a psychiatric ward the day before the incident after suffering a mental health episode. (HA 2/14)

Palestinian prisoners in Israeli prisons began a civil disobedience campaign against the worsening conditions in the prisons. (MEE 2/15; AN 2/16; WAFA 2/18; WAFA 2/19)

The foreign ministers of the U.S., France, Germany, Italy, and the UK released a joint statement calling Israel’s 2/12 settlement announcement deeply troubling. (AJ, HA, REU 2/14)

The U.S. State Department withdrew the nomination of James Cavallaro as an independent member of the Inter-American Commission on Human Rights after the pro-Israel publication the Algemeiner published a story on Cavallaro’s criticism of Israel. U.S. State Department spokesperson Ned Price said that tweets that Cavallaro had posted in the past were “inappropriate to say the least,” referring to tweets where Cavallaro criticized representative Hakeem Jeffries (D-NY) for accepting donations from AIPAC and criticized Israel’s human rights record. In the West Bank, Israeli settlers razed Palestinian-owned land around the Yitzhar settlement. Israeli settlers with military escort also threw stones at Palestinian vehicles traveling near al-Bireh, causing damage. Israeli forces clashed with Israeli settlers as they evacuated the Oz Zion settlement outpost north of Jerusalem. Israeli undercover forces raided Birzeit University campus, forcing 5 students into a van with Palestinian license plates; 2 other students attempting to aid the 5 were shot and injured. The 5 students were released hours later. The PA condemned the raid. Israeli forces also demolished 2 residential structures and 1 agricultural structure near Idhna. 17 Palestinians were arrested during raids in Beit Fajjar, al-Khader, Jalazun refugee camp, al-Am’ari refugee camp, Beita, and Anzah. In East Jerusalem, Israeli settlers led by deputy mayor of Jerusalem Aryeh King and MK from the Religious Zionist party Itamar Ben-Gvir made a provocative tour in Sheikh Jarrah. Israeli forces assaulted 1 Palestinian and confiscated his flag during the settler tour in Sheikh Jarrah. Israeli forces also demolished a car wash in Isawiya and a cemetery under construction in Umm Tuba. 3 Palestinians were arrested during late-night raids. In the Naqab desert, as the Jewish National Fund began a forestation project near Sawa in defiance of protest from local Palestinian Bedouins of the al-Atrash tribe who use the land for agriculture, Israeli police violently dispersed Palestinian protesters near Hura; leader of the United Arab List Mansour Abbas threatened to boycott Knesset sessions if the work continued. PA foreign ministry summoned the Dutch Head of Mission to Palestine Kees van Baar to protest the Dutch government’s decision, from 1/6, to end funding to the Palestinian Union of Agricultural Work Committees. (HA, WAFA 1/10)

Secretary general of the Fatah Central Committee Jibril Rajoub said at a press conference in Damascus that PA president Mahmoud Abbas would visit Syrian president Bashir al-Asad in Syria soon. The visit would be the 1st since the Syrian civil war. The UAE has lead the rehabilitation of President al-Asad’s government and King Abdullah II of Jordan recently followed suit with a phone call to al-Asad. (MEE 1/11; ALM 1/16)

Members of the U.S. House and Senate formed the Abraham Accords Congressional Caucus to promote normalization deals between Israel and various Arab and Muslim countries. Senator Jacky Rosen (D-NV) said that the bipartisan caucus will work to “strengthen existing partnerships and widen the circle of peace to new countries.” (MEMO, TOI 1/11)

Pro-Palestine activists shut down a facility in Oldham that produces technology for the Israeli weapons manufacture Elbit. Activists have, through different methods of civil disobedience, obstructed the work at the factory over an 18-month period. During that time, 36 activists have been arrested by English police. In the West Bank, the IDF opens fire on Palestinians in 1 village nr. Jenin and arrests 2 wounded civilians. The IDF also patrols in 2 villages nr. Jericho and 3 villages nr. Ramallah in the morning, and in al-‘Arub r.c. nr. Hebron, Jericho, and 4 villages nr. Hebron, 2 nr. Tulkarm, and 1 nr. Ramallah at night. Jewish settlers from Ma’ale Ephraim settlement nr. Nablus set fire to 2 Palestinian-owned cars. (PCHR 12/27)

Various Palestinian officials close to Pres. Abbas tell the Associated Press that there are plans to encourage the international isolation of Israel should Israeli PM Netanyahu win reelection and the peace process remain stalled. Options being considered include war crimes charges, urging sanctions, and ending security cooperation in the West Bank. Fatah official Nabil Shaath tells Palestinian news agency Ma‘an that the PA will further develop a strategy of boycott and civil disobedience in 2013. In response to these reports, the Israeli Foreign Ministry says that Abbas seeks to ‘‘incite a confrontation with Israel no matter what.’’ (AP, MNA 12/20; YA 12/21)

The EU’s foreign policy chief Catherine Ashton releases a statement expressing strong opposition to Israel’s ‘‘unprecedented expansion of settlements around Jerusalem.’’ Meanwhile, South Africa’s governing party, the African National Congress, votes at its annual conference to support the Palestinians’ Boycott, Divestment, and Sanctions (BDS) campaign. Human Rights Watch says that the IDF’s attacks on the media in the Gaza Strip during Operation Pillar of Defense that killed 2 and injured 10 media personnel violated the laws of war. (AP 12/20)

Israeli newspaper Ha’Aretz reports that the state has informed the High Court of Justice that the IDF will reduce the amount of time Palestinian minors can be held before they are brought before a judge. (HA 12/20)

An anonymous Israeli government official says that Israel and Egypt are continuing discussions behind the scenes in Cairo, intended to further ease restrictions on the Gaza Strip and to prevent a rearming of Hamas. (JP 12/21) I

srael’s UN amb. Ron Prosor submits a letter to the Security Council complaining that Hizballah has rearmed with tens of thousands of missiles, in violation of a UN arms embargo. (REU 12/20)

Jewish settlers launch an organized campaign of civil disobedience to protest Netanyahu’s settlement freeze, blocking traffic at major intersections leading into Jerusalem. Israeli police quickly disperse them without violence, but settlers say they plan to keep up such actions randomly over the coming days to frustrate the government. Meanwhile, IDF undercover units stage a major late-night raid on a Nablus apartment building, arresting Palestinian Salah al-Bukhari, wanted since 2001. The IDF also stages late-night arrest raids, house searches in and around Hebron and nr. Bethlehem, Nablus, Salfit, Tulkarm. Hamas-affiliated police manning the Gaza side of the Erez crossing block the exit of 37 Palestinian medical patients granted permission by Israel to leave the Strip, stating they have not obtained the proper exit visa from Gaza’s Interior Min. Following a funeral for settlers killed on 7/26, some 100 Jewish settlers rampage through Palestinian neighborhoods of Hebron, attacking Palestinian homes and cars, firing on homes, killing a 14-yr.-old Palestinian girl, injuring 15; 1 group of settlers breaks into a Palestinian home, destroys furniture, stabs and seriously injures an 8-yr.-old Palestinian boy; some settlers beat, destroy the cameras of 2 photographers (an American free-lancer and a Yedi'ot Aharonot rep.), a journalist (Yedi'ot Aharonot). The IDF raids an area nr. Ramallah, capturing 4 Hamas mbrs., including senior mbrs. Furayj Rumayna and Hussein Abu Kuwayk (whom the IDF attempted to assassinate on 3/4/02), fatally shooting 1 Palestinian as he watches the incursion; shells residential areas of, bulldozes 6 dunams of land in Khan Yunis. The mayor Nablus, where the IDF's 24-hr. curfew has been temporarily lifted only 5 times in the past 40 days, calls on residents to ignore the curfew in an act of civil disobedience; 10s of Nablus residents open shops, banks, markets, go about their day-to-day duties; the IDF does not interfere. Occupied Palestine/Israel: About 1,000 Palestinians attack Israeli soldiers at Gaza Strip's Maghazi and Nusayrat refugee camps in response to calls from mosque loudspeakers. Arab World: Mubarak and Arafat hold 4 hours of talks; Egyptian officials report Mubarak is pressing Arafat to rectify the "ambiguous stand" of the PLO toward the Hussein-Arafat agreement, take clear steps to show PLO can be a responsible partner in negotiations [WP, BG 11/6]. SLA Commander Antoine Lahad states he hopes all Israeli units, apart from logistical support, will be out of security zone in near future, stresses relations are good with Israel but SLA intends to manage own affairs [JP 11/6].
