In the West Bank, Israeli settlers raided Umm Safa, throwing stones at Palestinian farmers working their land. Israeli settlers also blocked Route 60 between Jerusalem and Ramallah, burning tires in protest over an Israeli demolition of a settlement outpost nearby. Israeli forces issued 12 stop work notices for 1 soccer field and 11 shacks in Masha and demolished an irrigation system under construction in Artas. Israeli forces also razed some 50 dunams (12.35 acres) of Palestinian land near Bruqin to expand the Brukhin settlement. In East Jerusalem, Israeli forces violently dispersed Palestinians celebrating Mawlid, the birthday of the Prophet Mohammad, assaulting people gathered at the Damascus Gate Plaza. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 1 with live ammunition and others with tear gas east of Khuza’a. PA prime minister Mohammad Shtayyeh met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi in Ramallah. It was al-Sudairi’s third day of meetings with Palestinian officials in the West Bank. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. Palestinian American member of the House Rashida Tlaib also criticized the decision, saying “it explicitly condones and enables the Israeli government’s discriminatory practices towards Americans requesting entry, including hours of detainment and interrogation.” U.S. embassy to Israel chargé d’affaires ad interim Stephanie Hallett said the embassy had established a working group to solve the issue of Palestinian Americans not being able to drive from the West Bank to Israel. The Lebanese army said it had exchanged smoke grenades with Israeli forces while working to remove “infringements” placed by Israeli forces on the Lebanese side of the Blue Line. A similar incident occurred on 9/23. (HA 9/27)

In the West Bank, Israeli forces fired tear gas near a school in ‘Anata, injuring students and staff. In East Jerusalem, Israeli settlers led by former MK Yehuda Glick toured the Haram al-Sharif compound. Israeli forces assaulted 1 Palestinian at the Damascus Gate Plaza, injuring and arresting him. Israeli authorities demolished 1 commercial structure in Jabel Mukaber. In Gaza, 5 Palestinians were killed and 25 others injured in an explosion during a protest near the Gaza fence. Palestinian officials said the 5 were killed when an explosive device accidentally exploded. 1 other Palestinian succumbed to wounds from the explosion on 9/17. Israeli forces also violently dispersed protesters east of Gaza City, injuring 9, including 3 minors. Palestinians marked the anniversary of the 2005 Israeli withdrawal from Gaza. 6 Palestinians were killed, including 3 members of Fatah, and 15 were wounded during fighting in Ain al-Hilweh refugee camp. The fighting reignited despite a ceasefire agreement from 9/11. 16 people have been killed since 9/7 when fighting broke out again after a month of relative quiet. Hamas and Islamic Jihad called for an immediate ceasefire after a meeting between Hamas Political Bureau deputy chairperson Moussa Abu Marzouk and Islamic Jihad secretary general Ziyad al-Nakhalah in Beirut. In Syria, Israeli forces conducted air strikes in Tartus on 2 separate occasions, killing 2 Syrian soldiers and wounding 6 others. Israeli forces also attacked the Shuairat military airport in the Homs province and several places in the Hama province, causing damage. Israeli defense minister Yoav Gallant appeared to brag about the attacks on 9/14 at an event with Prime Minister Benjamin Netanyahu when he said, “[e]ven last night, we saw proof that in the State of Israel the thunder of planes is louder than all the background noise.” (AJ, AP, HA 9/13; ALM, HA 9/14)

In an interview with the podcast Pod Save the World, U.S. secretary of state Antony Blinken said that “what we hear from the Saudis that if this process [normalization between Israel and Saudi Arabia] is to move forward, the Palestinian piece is going to be very important,” further stating that “in our judgement, of course, that must – needs to involve a 2-state solution.” (HA 9/13)

The U.S. signed a security agreement called the “Comprehensive Security Integration and Prosperity Agreement” with Bahrain, pledging to defend the country from attacks. (NYT 9/13)

UK foreign secretary James Cleverly said the UK will support UNRWA with $12.5 million during a visit to Jalazun refugee camp where he met with UNRWA commissioner-general Philippe Lazzarini. (QDS, WAFA 9/13)

In the West Bank, Israeli settlers also assaulted Palestinian shepherds and tried to steal their sheep near al-Juwaya in the Masafer Yatta area. 13 Palestinians were arrested during late-night raids in Dura, Battir, Qalqilya, and Fasayil. PA forces arrested 18 Palestinians accused of resisting PA forces’ violent dispersal of a funeral procession on 3/8. In East Jerusalem, Israeli settlers assaulted 1 Palestinian at the Damascus Gate plaza. 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces opened fire at Palestinians east of Khan Yunis; no injuries were reported. In Israel, about half a million Israelis protested against the Israeli government in several cities, with the largest crowds in Tel Aviv and about 50,000 in Haifa. It was the tenth Saturday in a row that Israelis have voiced their opposition to the judicial overhaul being carried out by the government. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Huwwara, causing damage. Israeli forces shot and killed 10 Palestinians, including 3 by surface-to-air missiles and wounded more than 28 others during a raid in Jenin refugee camp. The PA and Hamas called the Israeli actions “a massacre” and the PA said it was halting security cooperation with Israel in response. Israeli forces also shot and killed 1 Palestinian during a protest in al-Ram against the raid in Jenin earlier in the day. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Umar, causing tear-gas related injuries. Israeli forces also shot and injured 2 Palestinians during a raid in ‘Azzun, others suffered tear-gas related injuries. Meanwhile, Israeli forces shot and injured 4 Palestinians during raids in al-Bireh. Israeli forces also shot and injured 1 Palestinian during a raid in Bethlehem. Israeli forces also razed land in Jabara and issued notices that they will uproot 100 olive tree saplings in Khallet ad-Dabi‘ in the Masafer Yatta area. 4 Palestinians were arrested during late-night raids in al-Am’ari refugee camp, al-Bireh, Tammun, and Dheisheh refugee camp. In East Jerusalem, Israeli settlers chanted ‘Death to Arabs’ at the Damascus Gate plaza before vandalizing an Armenian restaurant in the Christian Quarter of the Old City. In Gaza, 1 Palestinian child succumbed to injuries sustained on 8/5/2022 during Israel’s assault on Gaza dubbed “Operation Breaking Dawn.” Islamic Jihad fired 7 rockets into Israel in retaliation for the Israeli attacks on Jenin refugee camp. Israel later conducted airstrikes in Gaza, causing damage. Several countries condemned Israel’s raid in Jenin, including Saudi Arabia, Jordan, Kuwait, and Oman. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf said that the U.S. has reached out to Israel to understand the circumstances of the raid and urged the PA not to end its security coordination with Israel. The UN Security Council scheduled a closed-door session to discuss the raid on 1/27. The UN coordinator for the Middle East peace process Tor Wennesland called the raid alarming. In the West Bank, Israeli settlers threw stones at Palestinian-owned vehicles in the Old City of Hebron, causing damage. 20 Palestinians were arrested during late-night raids in Beit Sira, Hebron, Jenin, Tubas, Tulkarm, and Qalandia refugee camp. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting Israeli air strikes on Gaza at the Damascus Gate plaza, assaulting several and arresting 1. In Gaza, Israel continued its assault on Gaza for the 2d day in a row, assassinating Islamic Jihad commander in southern Gaza Khaled Mansour, using fighter jets to fire 6 missiles on a 3-story building in Rafah refugee camp; 2 other members of Islamic Jihad were killed in the assassination, as were 4 others, including 1 child. 35 were injured, including 18 children. Israel further killed 7 other Palestinians in air strikes: 2 on a street in Beit Hanun; 2 riding a motorcycle in Khan Yunis; 2 near a market in Khan Yunis; and 1 while firing a mortar shell east of Jabaliya. Additionally, 7 Palestinians were killed in an explosion in Jabaliya refugee camp, including 4 children; it was unclear whether the explosion was caused by an Israeli missile or misfire of an Islamic Jihad rocket. This raises the death toll from Israel’s Operation Breaking Dawn to 31 since 8/5, including 10 children. 265, including 95 children, have been injured. The Gaza power plant stopped operations in the middle of the day due to a lack of fuel. 2 Israeli soldiers were reportedly lightly injured by a mortar shell. Islamic Jihad leader Ziad al-Nakhala met with head of the Iranian Revolutionary Guard Corps Hossein Salami in Tehran. Major-General Salami told al-Nakhala that Palestinians are not alone in their struggle against Israel. (AJ 8/6)

U.S. national security council spokesperson John Kirby said that the U.S. is working with Israeli and Palestinian partners to achieve calm in Gaza but “remain[s] unwavering in our commitment to Israel’s security.” Spokesperson Kirby also said that the U.S. “absolutely fully supports Israel’s right to defend itself against terrorist groups.” Secretary of defense Lloyd Austin “expressed concern regarding reports of civilian deaths and called for a timely and thorough investigation into any civilian casualties,” according to a readout of Austin’s conversation with Israeli defense minister Benny Gantz. In the West Bank, Israeli forces shot and arrested 1 Palestinian trying to enter Israel for work at the separation wall near Zeita. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces arrested PA governor of Jerusalem Adnan Ghaith during a house raid in Silwan. Governor Ghaith was later placed in house arrest on 8/4. 2 others were arrested, including 1 in the Hadassah hospital and 1 at the Damascus Gate plaza. The Israeli security cabinet voted to deduct $176 million from its yearly transfer of PA taxes collected by Israel to the PA, saying it is the amount the PA pays to Palestinian militants in Israeli prisons and their families. Meretz leader Nitzan Horowitz abstained from voting, calling the vote a charade as Israel makes up the money in other payments to the PA to alleviate its financial issues. The Israeli cabinet approved plans for the construction of a joint industrial park with Jordan. The $59 million plan will see Israeli and Jordanian factories on the Jordanian side while a logistics wing will be built in Israel above the West Bank. In the West Bank, Israeli settlers assaulted 1 Palestinian man near Turmus ‘Ayya. In East Jerusalem, some 150,000 Palestinian worshippers performed prayers at the Haram al-Sharif compound for Eid al-Adha. 2 Palestinians were arrested, including 1 at the Haram al-Sharif compound and 1 at the Damascus Gate plaza. The UAE announced it will donate $25 million to the Makassed hospital in East Jerusalem. According to Axios reporting, the Biden administration had asked the UAE, Saudi Arabia, and Qatar to donate $100 million in total to Palestinian hospitals in East Jerusalem ahead of Biden’s visit where he is expected to announce a U.S. donation of $100 million to hospitals serving Palestinians in East Jerusalem. In the West Bank, 1 Israeli settler stabbed and killed 1 Palestinian man in Iskaka after the Palestinian man, along with others, confronted Israeli settlers erecting a settlement outpost near the Ariel settlement. According to eyewitnesses, there were Israeli soldiers at the scene when the man was stabbed, and they were said to have prevented Palestinians from providing the victim aid. Israeli forces arrested 1 Israeli settler on 6/22, suspected of having carried out the stabbing. Israeli settlers also threw stones at Palestinian herders in Kisan. Israeli forces shot and injured 2 Palestinians during a raid in Qabatiya. Israeli forces also delivered 1 demolition notice against 1 house under construction and stop-work orders for 8 other homes in Jalbun. 18 Palestinians were arrested during late-night raids in Surda, Kobar, Jalazun refugee camp, Qabatiya, Bir al-Basha, Beit Furik, Tubas, al-Ram, and Tuqu‘. Reuters reported that Hamas had decided to restore ties with Syria and that Hamas sources told the news outlet that several “high-profile meetings [had been held] to achieve that goal.” (REU 6/21)

Israeli interior minister Ayelet Shaked met with Moroccan officials, including foreign minister Nasser Bourita, In Rabat. During Interior Minister Shaked’s trip, she expressed support for Morocco’s sovereignty claims to Western Sahara and worked on negotiations to allow Moroccan construction workers and nurses to work in Israel to bolster the 2 countries’ normalization deal. A U.S. official at the U.S. embassy to Israel said that including Israel in the U.S. visa waiver program and securing access for Palestinian Americans to the West Bank are 2 separate issues, implying that negotiations over the 2 issues are done on separate tracks. (HA 6/22)

Lebanon, Syria, and Egypt signed an agreement to transfer 650 million cubic meters of gas from Egypt to Lebanon via Syria, adding around 4 extra hours of power to the electric grid per day. (AP, HA, REU 6/21)

In the West Bank, 1 Israeli settler attempted ramming 1 Palestinian photojournalist working for Agency France Presse with their car at the Huwwara checkpoint. Israeli forces shot and injured 1 Palestinian man who had allegedly attempted to stab Israeli soldiers near the Shomron Regional Brigade military base by Nablus; the Palestinian man was taken to a hospital while none of the Israeli soldiers were injured. Israeli forces also notified Palestinians in Wadi Fukin that Israel is seizing 40 dunams (10 acres) of Palestinian-owned land near the village. 26 Palestinians were arrested during late-night raids in Dura al-Qari, Husan, Misilyah, Barta‘a, Silat al-Harithiya, al-Fara‘a refugee camp, Qalqilya, Qarawat Bani Hassan, Dheisheh refugee camp, Halhul, Beit Umar, and Qabatiya. In Jerusalem, Israeli forces assaulted the family of 1 Palestinian who was seriously injured on 5/16 during a funeral procession in East Jerusalem at a hospital while trying to arrest their seriously injured relative. 1 of the family members was beaten unconscious by the Israeli police and treated at the hospital. Later, Israeli police informed the family that the seriously injured man was not under arrest and they were still allowed to visit him. Israeli forces also razed 1 dunam (0.25 acres) of Palestinian land and demolished 1 fence in Shu‘fat refugee camp. 1 Palestinian was arrested at the Damascus Gate plaza. In Israel, Israel said it had shot down a drone entering Israeli air space from Lebanon, claiming it was operated by Hezbollah. Israel’s prime minister Naftali Bennett visited the Elkana settlement in the West Bank a week after his government approved 500 new settlement units there. It was Prime Minister Bennett’s 1st visit to an Israeli settlement outside of East Jerusalem since he took office. The PA denounced Bennett’s trip. (HA 5/17)

PA civil affairs minister Hussein al-Sheikh met with Russian foreign minister Sergei Lavrov and deputy foreign minister Mikhail Bogdanov in Moscow. Deputy Foreign Minister Bogdanov met with a Hamas delegation in Moscow earlier this month. (WAFA 5/18)

Israel’s public security minister Omer Bar-Lev decided to allow Israeli settlers and right-wing activists to march through the Damascus Gate plaza and the Muslim quarter of the Old City on “Jerusalem Day” on 5/29. Prime Minister Bennett spoke to French president Emmanuel Macron. According to the official French readout of the conversation, President Macron expressed concern about Israel’s decision to advance 4,000 settlement units and urged Israel to swiftly investigate the killing of Al Jazeera journalist Shireen Abu Akleh on 5/11. Israeli forces shot and killed 1 Palestinian man at the separation barrier near Tulkarm as he attempted to enter Israel. Israeli forces also delivered demolition notices for 4 houses in the Masafer Yatta area and demolished 1 home in al-Twana, leading to a confrontation with Palestinians; light injuries were reported. Israeli forces also assaulted 1 Palestinian journalist covering an Israeli force raid in al-Twana. The journalist was hospitalized for his injuries. Israel said it had arrested 2 Palestinians in Rummana, who Israel suspects killed 3 Israelis in Elad on 5/5. 13 others were arrested during late-night raids in Qarawat Bani Hassan, Balata refugee camp, al-Walaja, Bayt Rima, Bil‘in, ‘Azun, Qatanna, and Hizma. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces shot and injured 1 Palestinian man at the Damascus Gate plaza, saying that the man had stabbed and wounded 1 Israeli police officer. Israel said that on 5/9 it would reopen the crossings to the West Bank, allowing Palestinian workers and merchants to enter Israel after closing the crossings on 5/3. In the West Bank, Israeli forces raided Jenin, attempting to arrest the brothers of 1 Palestinian man who was shot and killed in Jaffa after he allegedly killed 3 Israelis and wounded 10 others in Tel Aviv on 4/7; Israeli forces shot and killed 1 Palestinian minor who was selling hot drinks near the raid. Israeli forces also clashed with Palestinians in Ya‘bad, injuring 6. Elsewhere, Israeli forces shot and killed 1 Palestinian in al-Khader, who they claimed had thrown a Molotov cocktail at the Israeli forces during a raid on the town. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. The Israeli ministry of justice closed a probe into the killing of 1 Palestinian who was lying on the ground after allegedly stabbing 1 Israeli man near the Damascus Gate plaza on 12/4. Haaretz reported that complaints of beatings of 10 Palestinian prisoners by Israeli prison guards had been given to Israeli police. The British war monitoring NGO Airwars released a report focused on Israeli air strikes in Gaza and Syria. Airwars found that during the 11-day attack on Gaza in May, Israel killed between 151 and 192 Palestinian civilians in 128 “locally reported civilian harm events.” Airwars also found that between 15 and 20 civilians were killed in Gaza due to Palestinian rocket misfires. In a comparative study between Israeli attacks on Syria and Gaza, Airwars found that Israel killed many times more civilians during its 11-day attack on Gaza then it had done in Syria since 2013.
