In the West Bank, Israeli settlers attempted to set a Palestinian-owned home on fire in Hebron, but fled when the family living in the home woke up. Israeli forces demolished 1 retaining wall and 1 agricultural structure in al-Maniya. Israeli forces also temporarily evicted 6 Palestinian families from their homes in in Khirbat Ibziq to conduct a military exercise; during the drill, 2 cows were killed and 3 were injured. 5 Palestinians were arrested during late-night raids in Silat al-Harithiya, ‘Anata, Dheisheh refugee camp, and Hebron. In East Jerusalem, Israeli forces delivered demolition notices for several commercial structures in Wadi al-Juz; 1 Palestinian minor was arrested during a late-night raid in Isawiya. Israeli police arrested 1 Israeli settler in the Givat Ronen settlement outpost in relation to an attack on Israeli activists helping Palestinians planting trees in Burin on 1/21. (HA 2/7)

According to figures obtained by Haaretz from Israeli police, charges were only filed in 3.8% of criminal cases where Israeli settlers attacked Palestinians or their property. (HA 2/7)

On the 2d day of the 31st session of the PLO Central Council, Rawhi Fattouh was elected speaker of the National Council, replacing Salim Zanoun, who retired. Hussein al-Sheikh was appointed as a PLO negotiator with Israel and the U.S. Al-Sheikh was also 1 of 3 new members elected to the PLO executive committee. Hamas called the appointments “illegal” and said they lacked support from the national consensus. Hamas, Islamic Jihad, and the PFLP later issued a joint statement calling the appointments “a violation of decisions based on national consensus.” (REU, WAFA, WAFA 2/7; HA 2/8; AJ 2/10)

The Knesset approved the 1st of 3 votes of the citizenship law that would prevent family reunifications of Palestinians married to Israeli citizens. Meretz and United Arab List boycotted the vote. Interior Minister Ayelet Shaked told Yedioth Ahronoth in an interview that the bill is meant to prevent a “creeping right of return.” (HA 2/7; HA, MEE 2/9)

Palestinian member of the Knesset from the Meretz party and minister for Regional Cooperation Issawi Frej was hospitalized after suffering a stroke. Frej’s chief of staff said he would make a full recovery. (HA 2/8)

Calcalist reported that Israeli police used the NSO Group’s Pegasus spyware against Israeli journalists, politicians, rights activists, former prime minister Benjamin Netanyahu’s son Avner, and people involved in the court case against Benjamin Netanyahu. The German news outlet Deutsche Welle fired 5 Palestinian and Lebanese employees, saying the had posted anti-Semitic content on social media. The social media posts in question were largely criticism of Israel and not targeting Jewish people. Deutsche Welle was criticized for trying to silence criticism of Israel. The IDF continues heavy shelling of Gaza, including populated areas, hitting a house in Bayt Lahiya, killing an 8-yr.-old Palestinian girl, wounding 12; damaging several commercial greenhouses in Bayt Lahiya. Palestinians fire rockets fr. Gaza into Israel, causing no damage or injuries. The IDF also sends troops back into Nablus and Balata r.c. to conduct arrest raids, house searches (beating a foreign journalists and medic in Nablus, occupying several Palestinian homes as observation posts in Balata); also conducts arrest raids, house searches in Qalqilya and nr. Bethlehem, Hebron, Jenin. Jewish settlers fr. Rotem nr. Tubas fence off, place a trailer on nearby Palestinian land to expand the settlement. Some 100 Palestinian youths demonstrate outside, throw eggs at the UN headquarters in Gaza City, where the EU’s Gaza staff is based, to protest the EU’s 4/7 decision to cut off aid to the PA. Arab World: King Hussein calls on Palestinian people to decide who should lead them [NYT 2/23]. Syrian Pres. Hafiz al-Asad has called King Hussein about a joint approach to M.E. peace following Hussein's decision to suspend talks with Yasir Arafat [LT 2/22].

Other Countries: UN Secretary-General Javier Perez de Cuellar summoned Israeli UN ambassador this week and demanded Israel withdraw all its invading forces from S. Lebanon, expressed concern over extensive military operations Irael carried out in S. Lebanon in violation of international law [DW 2/22]. France has freed and expelled 2 members of the Abu Nidal organization who served half of their prison terms for assassinating a PLO leader and another Palestinian in France in 1978 [NYT, LT 2/22].

Arab World: Israeli army thins out forces in S. Lebanon, withdraws most mechanized infantry units to "security zone." Army sources confirm 2,000 Lebanese suspects were interrogated and "between 50 and 100" are still held. It is unclear how many of the estimated 3,000 Israeli troops used in the search remain in Lebanon [WP 2/23].

Israeli troops use clubs, tear gas, water cannon, live ammunition to break up protests; curfew is imposed on entire Gaza Strip [FJ 1/3; DW 1/4]. One Palestinian is shot and wounded by Israeli troops in Nablus [FJ 1/3]. Israel completes switch to new shekel, equal to 1,000 of the old shekels [WP 1/2].

Arab World: Jerusalem Post reports Fateh's Force 17 commando unit moved headquarters to Cairo last month. (Unit originally relocated to Amman in 11/85, was ordered out by King Hussein) [JP 1/1]. Col. Qadhdhafi warns any Israeli or American reprisal for the Rome and Vienna airport attacks would lead to full-scale war [NYT, WP 1/2].

Occupied Palestine/Israel: Citizens' Rights Movement holds press conference, claims it has evidence that dozens of signatures of West Bank landowners have been forged on land sale documents. A letter from the CRM and the contents of their file on the topic have been handed over to Attorney General Yitzhak Zamir. An unpublished section of the State Comptroller's 1983 annual report said as much as 12,500 acres in the West Bank may have been acquired illegally [PI 8/23]. Israeli Cabinet decides to proceed with development and production of the Lavi jet fighter [JP 8/23]. Defense Minister Yitzhak Rabin states Israel is actively looking for American partner to help produce the plane UP 8/22]. The Bank of Israel announces Irael's foreign debt decreased by $690 million between September 1984 and March 1985 UP 8/22].

Arab World: Egypt vows to "spare no effort" in its search for the assassins who killed an Israeli diplomat yesterday [CT 8/22]. Several suspects are arrested. Security at the Israeli embassy istightened [JP 8/22].

Other Countries: Spain announces it will establish formal diplomatic relations with Israel before autumn 1986 [JTA 8/23]. The Daily World reports on the New Jewish Agenda conference held in Ann Arbor, Michigan at the end of July, states it took a strong stand on "mutual recognition by Israel and the Palestinian people of the rights of each to national self-determination" [DW 8/21].

Military Action

Arab World: Shelling in Beirut continues; Syria indicates readiness to take provisional steps toward achieving a cease-fire. At least 42 are reported killed; Beirut airport is closed because of shelling [WP, NYT 8/22].
