In the West Bank, Israeli forces issued stop-work orders for 4 homes and an agricultural structure in Yasuf. Israeli forces also arrested the son of the PA governor of Jericho, Jihad Abu al-Asal, during a house raid in Aqabat Jaber refugee camp. 7 others were arrested during late-night raids in Bethlehem, Tulkarm, Ramallah, and Jenin. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of the Knesset Foreign Affairs and Defense Committee that he is working on a plan to allow Israel to demolish buildings in Area A and Area B that are determined by Israel to be national security threats. Smotrich said he expects to bring the plan to the Israeli cabinet later in July. He also said he plans to create a border police unit that will focus solely on enforcing construction laws in the West Bank. Finally, Smotrich said he is working with the Jewish National Fund to plant 10,000 dunams (2,500 acres) of land with trees in the West Bank. (HA 7/19)

Israel said it would allow all U.S. citizens, including Palestinian Americans living in Gaza and the West Bank, entry to Israel in order to comply with U.S. demands for including Israel in the Visa Waiver Program. On the website of the U.S. embassy in Israel, it was stipulated that the “updated travel policies will allow U.S. citizens, without regard to national original, dual nationality, ethnicity, or religion, including Palestinian Americans on the Palestinian population registry, to travel to and from Israel via all ports of entry, including Ben Gurion Airport.” However, on the Israeli website with information for Palestinians Americans in Gaza and the West Bank it was stipulated that a “US citizen who is a Gaza Strip resident may exit abroad and return to the Gaza Strip through the Allenby Bridge Crossing. Transit to and from the Allenby Bridge Crossing must be by means of the organized shuttles of the Palestinian Authority. Requests for exiting abroad must be submitted to the Palestinian Civil Committee 45 workdays in advance to the requested exit date. The consent to requests is subject to security approval.” And Americans wanting to visit “first-degree relatives” in Gaza would only be allowed to visit Gaza once a year. The trial program started on 7/20. U.S. State Department spokesperson Matthew Miller said that the U.S. will monitor Israel’s compliance with the U.S. demands and make a decision regarding its admission to the Visa Waiver Program on 9/30. The Israeli announcement came after Israel and the U.S. signed a memorandum of understanding on the conditions set by the U.S. earlier in the day. Hamas said it had begun paying the June salaries of 50,000 public sector workers after a 3-week delay due to a delay in receiving monthly Qatari funds. A Hamas official said Hamas had received half of the Qatari funds and was able to get a loan from a local bank to pay out the salaries. (REU 7/19)

The Turkish presidency announced that PA president Mahmoud Abbas will visit President Recep Tayyip Erdoğan on 7/25, while Israeli prime minister Benjamin Netanyahu will visit on 7/28. The Netanyahu visit was later postponed due to his heart surgery on 7/23. (ALM 7/20; AJ 7/21; WAFA 7/23)

Israeli president Isaac Herzog addressed a joint session of the U.S. Congress, thanking the U.S. for its support for Israel’s normalization deals and Israel’s pursuit of normalization with Saudi Arabia. Herzog also said that Israel had taken “bold steps towards peace,” but claimed that these steps were undermined by Palestinian “terror” against Israelis. Representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Jamaal Bowman (D-NY), Nydia Velázquez (D-NY), Cori Bush (D-MO), and Senator Bernie Sanders (D-VT) boycotted Herzog’s address. Sanders said “[i]t is no great secret that I strongly oppose the policies of Israel’s right wing, anti-Palestinian government. We provide them with $3.8 billion in aid. U.S. vice president Kamala Harris and President Herzog announced a joint U.S.-Israel climate initiative that will see the 2 countries invest $35 million each in “climate-smart agriculture” in the Middle East and Africa. The initiative was aimed at strengthening cooperation between Israel and Middle Eastern and African countries. (AX 7/19)

In the West Bank, IDF troops shoot and kill a Palestinian at a checkpoint nr. Nablus after he allegedly throws a knife at them. Israeli forces seal off with cement blocks the main road leading to Nabi Salih nr. Ramallah, after the previous day’s protests in the village. The IDF conducts late-night raids and house searches in Dahaysha r.c. nr. Bethlehem and Hebron, arresting 1 Palestinian and issuing arrest summons to 3; patrols in 7 villages nr. Ramallah, 2 nr. Hebron, Tulkarm and 2 villages nearby, and 1 village nr. Jenin. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis and later nr. Bayt Lahiya, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Dayr al-Balah, causing no injuries or damage. The International Atomic Energy Agency reports that Iran has abided by its obligations under the 7/14/2015 nuclear deal it made with the P5+1, and the U.S. and EU formally begin lifting sanctions on Iranian banking, money transfers, trade, insurance, shipping, and other industries (sanctions relating to human rights and terrorism will remain in place). Meanwhile, Iran releases 4 U.S. prisoners, including Washington Post reporter Jason Rezaian. In exchange, the U.S. releases 7 Iranian-Americans imprisoned on sanctions-related charges, inter alia. IDF forces shoot and injure 2 Palestinians during clashes in Anata nr. Jerusalem. In the West Bank, the IDF patrols in Hebron, in al-‘Arub r.c. and 1 village nr. Hebron in the afternoon; conducts house searches and arrest raids in 1 village nr. Ramallah at night. IDF soldiers violently disperse Palestinians, Israelis, and internationals taking part in nonviolent demonstrations in multiple villages against the Israeli occupation and in solidarity with Palestinian prisoners. Protesters are dispersed in 5 villages nr. Ramallah (Abud, Bayt Laqiya, Bil‘in, alNabi Salih, Ni‘lin), al-Haraiek nr. Hebron, 1 village nr. Qalqilya (Kafr Qaddum), and at Ofer prison nr. Ramallah. U.S. State Dept. spokesperson Victoria Nuland says that the Obama admin. has unblocked almost $500 million in aid—including $200 million in direct budget support—to the PA, previously frozen by Congress in October 2011 as a response to the UN statehood bid (see QU 162). According to Nuland, the White House also notified Congress in late 2/2013 that it seeks a further $200 million to fund USAID projects for the Palestinians. In response, Palestinian Labor Minister Ahmad Majdalani says that the PA’s financial crisis is not over. (AFP 3/22; MNA 3/23)

Hamas authorities complain to Egypt about Israel’s 3/21 decision to restrict Palestinian fishermen off the coast of Gaza. The government in Gaza also reportedly arrests 2 members of the Mujahidin Shura Council, which claimed responsibility for the 3/21 rocket attack on Israel. (ToI 3/22)

Under pressure from Pres. Obama to restore normal ties with Turkey, Israeli PM Benjamin Netanyahu phones Turkish PM Recep Tayyip Erdogan to apologize for ‘‘mistakes made’’ during the IDF’s attack on a Gaza-bound flotilla in 2010, when 9 Turks (including one U.S. dual national) were killed aboard the Mavi Marmara (see QU 157). They agree to dispatch envoys to each other’s countries. After coordinating this diplomatic breakthrough, Pres. Obama leaves for Jordan. (NYT 3/23)

U.S. Pres. Barack Obama meets with Jordan’s King Abdullah II in Amman for talks primarily on the Syrian civil war and the refugee crisis. Pres. Obama pledges to work to supply Jordanian authorities with $200 million extra assistance to care for the estimated 460,000 Syrian refugees who have crossed the border seeking refuge. (REU 3/22)

Israel's inner cabinet orders the expulsion to Gaza of a relative of Palestinian involved in the 7/16 Emmanuel bus ambush, giving him 12 hrs. to appeal. Regarding whether the man was directly involved in supporting the attack (per Atty. Gen. Rubinstein's conditions; see 7/21), Internal Security M Uzi Landau says, "it's enough for a relative of a relative of a suicide bomber to set up a mourning tent or visit a mourning tent" to qualify for expulsion. The New York Times reports that 2 New York-based groups financed by wealthy Americans--Chai L'Yisrael, supporting Netanyahu, and Kesher, supporting Barak--are arranging cut-rate charter flights for some 15,000 dual Israeli-U.S. citizens to fly to Israel to vote in the 5/17 elections. Israeli-U.S. dual citizens are allowed to vote in both countries, but Israel does not allow them to vote by absentee ballot. (NYT 5/8; WP 5/9; NYT, WT 5/15)

PM Netanyahu decides not to fire Amb. to the U.S. Ben-Elissar. Instead he appoints his long-time personal friend Leonard Davis, fmr. head of AIPAC's Jerusalem office, to be the embassy's no. 2 man. U.S. intelligence says that Egypt hopes to buy advanced SAM missiles fr. Russia, which would give Egypt the best tactical anti-ballistic-missile capability in the world, very good antiaircraft and anti-cruise-missile defenses. Congress is concerned Egypt will use its U.S. military aid to purchase the SAMs, which would be illegal. 90% of U.S. aid is tied to purchases of U.S. goods. (WT 5/30)

Brother of the Hamas suicide bomber who carried out the 3/21 attack, Omar Ghanimat, who has been detained without charge since the bombing, appeals to the Israeli High Court to stop his interrogation, charging that Shin Bet agents have tortured him. UN Interim Force in Lebanon (UNIFIL) complains that 7 Hizballah gunmen halted and damaged a UN vehicle in s. Lebanon, performed mock executions on the 2 UNIFIL soldiers. In a separate incident nr.
