In the West Bank, Israeli settlers vandalized 70 olive trees in Qaryut. Israeli forces shot and killed 2 Palestinians and injured 1 other in Deir al-Hatab, claiming that they had opened fire at the Elon Moreh settlement. In the West Bank, Israeli settlers attacked Palestinians in Burin, throwing Molotov cocktails at several homes. Israeli settlers also assaulted 1 Palestinian man working his land near Ya‘bad, causing bruises. Israeli forces violently dispersed Palestinian protesters in Bazariya, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Burin, injuring 2 with baton rounds and 7 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Dayr Sharaf, injuring 1 with a baton round and 23 with tear gas. Israeli forces also violently dispersed Palestinian protesters near Tulkarm, causing tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 2 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters at the Jalama checkpoint, causing tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Atuf, causing tear-gas related injuries. Israeli forces also raided Dheisheh refugee camp, injuring 3 Palestinians with live ammunition. In East Jerusalem, some 70,000 Israeli settlers and racist right-wing Israeli activists marched through the Old City, chanting racist and Islamophobic slogans like “Death to Arabs,” insulting the Prophet Muhammad, and mocking the death of Al Jazeera journalist Shireen Abu Akleh during the annual flag march; Israeli forces violently dispersed Palestinians protesting the march; 81 were injured by baton rounds and pepper spray, 23 of whom were treated at hospitals. More than 60 were arrested, only 2 of which were Israeli settlers. Israeli settlers also attacked several Palestinians and their property in the Old City, including with assault and pepper spray. More than 2,500 Israeli settlers led by MK Itamar Ben-Gvir also toured the Haram al-Sharif compound, raising Israeli flags. Elsewhere, after the flag march, Israeli settlers attacked Palestinians and their property, including several vehicles in Sheikh Jarrah, assaulting 1 Palestinian journalist covering the events for the Israeli public broadcaster Kan. In Gaza, Israeli forces opened fire at Palestinians east of al-Qarara and Gaza City; no injuries were reported. While speaking at Elon Moreh during an event celebrating the Israeli occupation of East Jerusalem, the commander of the Samaria brigade Roi Zweig said that “the [Israeli] army and the settlement enterprise are one and the same.” (HA 5/30; MDW 6/3)

The Israeli government told the high court of justice that it is enforcing a ban on Israeli settlers accessing the Homesh settlement outpost. Haaretz reporting said that the Israeli military is not enforcing the ban and allows Israeli settlers to access the outpost regularly. (HA 6/2)

The Times of Israel reported that the U.S. Biden administration had shelved plans to reopen the U.S. consulate to Palestinians in Jerusalem and instead is promoting the deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr to special envoy to Palestinians. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. PA officials have voiced frustration with the U.S. administration for failing to fulfill its promises to Palestine and using the Israeli government coalition’s instability as an excuse. In the West Bank, Israeli forces delivered demolition notices for 6 agricultural structures and 1 residential structure and delivered stop-work orders for 2 houses and a water well in Wadi Rahal. Israeli forces also raided Khirbet Humsa, seizing tools and tents used for agricultural purposes. 10 Palestinians were arrested, including 8 during late-night raids in and around Tuqu’, Hebron, Beit Umar, and Bir al-Basha, and 2 were arrested at a checkpoint near Jenin. Israel’s civil administration advanced, for the 1st time during the U.S. Biden administration, settlement units to be built in the West Bank. 2,860 housing units were approved in Har Brakha, Revava, Elon Moreh, Hermesh, Karnei Shomron, Beit El, Givat Ze’ev, Kefar Etzion, Alon Shvut, Teneh, Sansana, Vered Yericho, Ma’aleh Mikhmash, Efrat, Tal Manashe, Talmon, Shima’a, and Kedumim. The approval also included the retroactive approval of units in Elon Moreh, Alei Zahav, Peduel, and Eli, and the “legalization” of the Mitzpe Danny outpost and an outpost in Haroeh Haivri. PA prime minister Mohammed Shtayyeh met with EU officials, including the high representative for foreign affairs Josep Borrell in Brussels. Prime Minister Shtayyeh called on the EU to take concrete steps to end Israeli settlement expansion. Shtayyeh also called on the EU to recognize the State of Palestine. The Israeli Knesset voted down a bill that would recognize the 1956 Kafr Qasim massacre. Only 12 members voted for the bill while 93 voted against. The bill was sponsored by Aida Touma-Sliman, Ofer Cassif, and Ayman Odeh of the Joint Arab List. (HA 10/26; HA 10/27; HA 10/28)

U.S. deputy of state for management and resources Brian McKeon told the Senate Foreign Relations Committee that it is his understanding that the U.S. needs Israel’s permission to reopen the U.S. consulate to Palestinians in Jerusalem. (HA, JP, MEMO 10/28)

Florida’s boycott of the Ben & Jerry’s ice cream company’s parent company Unilever went into effect after a 90-day period given to the company to reverse Ben & Jerry’s decision to stop selling ice cream in West Bank settlements and to end its franchise agreement in Israel. Florida will now stop new investments in Unilever, but its $39 million already invested in the company will not be affected. (TOI 11/26; JP 11/27; MEMO 11/29)

The PA reports that Jewish settlers from Elon Moreh have erected a new outpost east of Nablus consisting of 10 mobile homes and an access road. Meanwhile, Israeli police report that 56 so-called ‘‘price tag’’ attacks against Palestinians occurred in Jerusalem and the surrounding area over the past year, but no charges have been filed in any of the incidents. The number of attacks is up from 28 recorded cases in 2011. In the West Bank, the IDF patrols in 2 villages nr. Jericho in the morning, in 1 village nr. Ramallah in the afternoon (clashes, no injuries), and in Jericho, nearby ‘Aqaba r.c., and 1 village nr. Tulkarm at night; conducts house searches and arrest raids in 1 village nr. On Naksa Day, commemorating the 1967 war, IDF troops open fire on 100s of unarmed Palestinian refugees and supporters inside Syria who try to cross a trench and earthen berm 150 m. on the approach to the border fence nr. the town of Majdal Shams in the occupied Golan Heights. Syrian authorities report 22 killed and more than 350 wounded, possibly marking the worst violence on the Syrian border since the 1973 war; Israel says the numbers are exaggerated, however. More protests are held inside Syria nr. the border at Qunaytra; the IDF fires tear gas and percussion grenades when protesters begin to march toward the border, but no injuries are reported. Israel announces plans to build 238 new settlement housing units in Pisgat Ze’ev and Ramot settlements in East Jerusalem. The PA and U.S. denounce the move as contrary to peace. Also in East Jerusalem, the IDF fires rubber-coated steel bullets, tear gas, and water with a colored dye at Palestinians holding a sit-in in the al-Bustan area of Silwan after Friday prayers to protest Israel’s plans (announced in 3/2010) to demolish homes and businesses in the area to create the City of David, an archeological park to accommodate settlers; local Jewish settlers join in, stoning Palestinians and vandalizing Palestinian homes; 15 Palestinians are injured. Israeli security officials say inspectors have handed out 60 stop-work orders since beginning on 11/30. In Gaza, the IDF bulldozes 17 d. of Palestinian agricultural land inside the Gaza border e. of Bayt Hanun. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus, in Jenin town and r.c., and nr. Hebron. A Jewish settler fr. Elon Moreh driving a bus nr. Nablus deliberately runs down a 15-yr.-old Palestinian shepherd, killing the boy, his donkey, 8 sheep. Citing Abbas’s failure to achieve any gains to date for the Palestinians, AMB Jenin cmdr. Zakariya Zubaydi and several other AMB mbrs. say they will no longer agree to stay in PA custody overnight as they agreed in 7/07 to receive amnesty from Israel; Zubaydi does not threaten to resume resistance operations. The West Bank and Gaza remain effectively severed from each other following Hamas’s takeover of Gaza in 6/07, with Hamas controlling Gaza and Fatah the West Bank (see Quarterly Update in JPS 145). Tight Israeli restrictions on Gaza’s borders dating from 8/07 remain in place, including reduced fuel imports, a near-total ban on exports, and limited imports of basic goods. Israel Defense Forces (IDF) roadblocks in the West Bank divide the territory into 3 cantons, and Palestinian access to the Jordan Valley is limited. In Gaza, 30,000 Palestinians attend a Hamas-organized rally in Gaza City to protest ongoing Israeli archaeological excavations nr. al-Aqsa Mosque. Some 1,500 Palestinians attend a similar Hamas rally in al-Maghazi refugee camp (r.c.), also denouncing the upcoming U.S.-sponsored Annapolis peace summit, tentatively set for 11/26–27. In the West Bank, the IDF conducts arrest raids, house searches in and around Jenin, and in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus, Salfit; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in nr. Ramallah (injuring 5). Jewish settlers fr. Elon Moreh nr. Nablus set fire to 50 nearby Palestinian olive trees. The IDF makes an air strike on an ESF post in Abasan in s. Gaza, killing 4 ESF officers; makes a 2d air strike on a suspected rocket-launching site in Jabaliya r.c., hitting a home, wounding 6 Palestinian civilians (ages 1, 3, 29, 30, 75, 82). Palestinians fire 2 rockets, 5 mortars fr. Gaza into Israel, causing damage but no injuries; the IDF shells the launching site, causing no reported injuries. Late in the evening, the IDF sends troops into Dayr al-Balah, conducting arrest raids and house searches, occupying a home as an observation post, leveling land to improve lines of site; launches a similar operation in al-Shuka (Palestinian militants fire on the troops, detonate a roadside bomb, causing no injuries). In the West Bank, the IDF bulldozes the farming community of Khirbat Qussa, located btwn. the separation wall and the Green Line nr. Hebron, demolishing the 15 homes, 12 cave dwellings, and 27 sheep pens comprising the village, evicting the 267 residents to the “Palestinian” side of the separation wall. The IDF also conducts arrest raids, house searches nr. Jenin, Nablus, Salfit; raids a number of stores and a bank in Ramallah. Jewish settlers fr. Brakha nr. Nablus prevent Palestinians fr. reaching their olive groves; the IDF intervenes, forcing the settlers to leave. The IDF also intervenes to prevent Jewish settlers fr. Elon Moreh nr. Nablus fr. blocking Palestinians access to their olive groves nearby. Inside Israel, some 100 Israeli police officers make an overnight raid on the Galilee Druze village of Pekiin to arrest men suspected of vandalizing a cell phone antenna, firing live ammunition at stonethrowing residents who protest the predawn incursion, wounding 10s. As a gesture to Abbas, Israel frees 57 Palestinian prisoners from the West Bank (mostly Fatah mbrs. but also mbrs. of the DFLP, PFLP, and PA security forces) to mark Ramadan; the release of 29 prisoners fr. Gaza to “encourage the moderates” there is delayed until 10/2 after Israeli pres.
