IDF operations continue in Balata r.c. and Nablus, expand to Bayt Wazzan. In Balata r.c., the IDF blows up the home of AMB Nablus cmdr. Titi (assassinated 5/22), an alleged bomb-making factory; says 3,000 Palestinians fr. the camp have been detained, 100s released (but reportedly warned against returning to the camp). In Nablus, the IDF arrests a Jordanian journalist, 7 foreign peace activists for being in a closed military zone; arrests 6 Palestinian students, including 4 women, at al-Najah university on charges of plotting attacks. The IDF also conducts arrest raids in Tulkarm, occupying 1 Palestinian home as an IDF post; imposes a closure on Jalazone r.c.; bulldozes a Palestinian olive grove nr. Bayt Jala, 120 dunams of agricultural land in Sawahira al-Sharqiyya; confiscates Palestinian property in Bayt Hanina; shells residential areas of Khan Yunis, damaging several homes, buildings. CIA Dir. George Tenet arrives in Cairo on the first leg of a 4-day regional tour to consult with Egyptian, Israeli, Palestinian leaders on PA security reforms. Before dawn, the IDF sends tanks into the Jerusalem suburbs of Abu Dis, Azariyya, and Sawahira al-Sharqiyya, declaring a curfew. In Azariyya, troops conduct building-to-building searches, sometimes forcing families to evacuate, blowing doors of homes, vandalizing cars and other property. A Palestinian is fatally shot by the IDF while driving nr. Karma; an ill Palestinian baby dies after 10 days without medication. The IDF withdraws some tanks fr. Jenin r.c. Palestinians begin to reenter the camp, excavate bulldozed areas; 5 intact bodies are recovered before troops reenter, reimpose the curfew. Powell holds a final mtg. with Arafat, stating afterward, "We are disappointed with Chmn. Arafat's performance. We believed all along that he could have done more." He also says CIA Dir. An Israeli bus driver coming fr. Ma'ale Adumim stops at an Israeli checkpoint into Jerusalem, warns border police of a suspicious passenger on board. Israeli border police scuffle with and detain a Palestinian passenger wearing an explosive device, which is defused by bomb experts. Later, a Hamas gunman dressed as an IDF soldier infiltrates a home in the West Bank settlement of Hamra, fatally shoots 2 Jewish settlers, 1 IDF soldier, wounds 4 settlers before being shot dead by soldiers. In response, IDF F-16s bomb 2 prisons in Nablus, injuring 11 Palestinians. During the strikes, wardens release 25 Hamas, Islamic Jihad prisoners (including 2 of Israel's most wanted, Islamic Jihad mbrs. Mahmud Tawalba, Ali Safuri) for their safety but keep 103 suspected collaborators in custody. The IDF also captures a vegetable truck on Jenin-Nablus road loaded with 8 Qassam-2 missiles and a launcher; fatally shoots 1 Palestinian who threw a hand grenade at an IDF post on the Rafah border; demolishes 3 Palestinian homes in Bayt Hanina and Shu`fat; arrests 3 Palestinian fishermen off the Gaza coast, confiscates their boats. In a report to Congress, CIA Dir. George Tenet identifies several "terrorist groups"--including Hamas, Islamic Jihad, the PFLP--that have no ties to al-Qa`ida but could be future U.S. targets because they have "displayed anti-U.S. sentiments" and have threatened U.S. interests overseas. (WP 2/10)

As Israeli-Palestinian clashes pick up slightly, Israel says it is not satisfied with the PA's cease-fire efforts. A serious exchange of gunfire, grenades, missiles takes place in Rafah, leaving 22 Palestinians, 3 IDF soldiers wounded. Another Israeli injured in the 6/1 bombing dies, raising the toll to 20. The PSF arrests 2 Palestinians in connection to the 6/1 bombing. Palestinians fire 1 mortar in Gaza, causing no damage. The IDF bulldozes 50 dunams of Palestinian land nr. Kefar Darom settlement; shells residential areas of Asira. Jewish settlers shoot at Palestinian homes, vehicles in Hebron, Jinin; attack Palestinians nr. Dahiyat al-Barid, Tulkarm. In light of today's Gaza gun battle, the Bush admin. concludes the Israeli-Palestinian situation is on the verge of spinning out of control. After securing Sharon's consent, the State Dept. announces that CIA Dir. George Tenet will head to the region to seek a more durable cease-fire but emphasizes that the pressure will be on Arafat to demonstrate he is serious. The London-based al-Sharq al-Awsat reports that Sabri al-Banna (Abu Nidal) has asked Egyptian pres. Mubarak to halt a crackdown on his organization. Banna claims Egyptian security services raided and shut his Fatah Revolutionary Council (FRC) office in Cairo on 9/6, confiscating papers, detaining FRC mbrs., and freezing the organization's assets, which amount to $4 m. In Washington, Clinton meets with Arafat, encourages him to accept U.S. FRD proposal (see 1/20). Arafat refuses, saying that he expects Israel to hand over 91% of the est Bank before the final stages of the permanent status talks. Arafat agrees to renegotiate the 12/17 MOU on security, gives Clinton 2 letters: one, requested by the U.S., formalizing Palestinian recognition of Israel's right to exist, spelling out for the 1st time which of the 33 articles of the 1968 PLO charter were annulled in 1996; the other saying that a "time-out" on Israeli settlement construction should extend to every place on the West Bank that is not within 50 meters of an existing settlement structure. After mtg., Clinton says that he hopes that land for peace will prevail in the Middle East that "the Palestinians can realize their aspirations to live as a free people." U.S. orders deportation of Hani al-Sayigh, a Saudi Arabian suspected of involvement in the 6/96 bombing of the U.S. barracks at al-Khobar. Sayigh fled Saudi Arabia for Canada (3/97), which then extradited him to the U.S. (6/97) at Washington's request to provide testimony linking Iran with the bombing. Sayigh failed to provide such information, and the U.S. was forced to drop charges of collusion against him for lacked evidence. He faces possible execution if he is sent back to Saudi Arabia.
