The IDF demolishes 2 Palestinian homes nr. Gaza City, damaging 8 others; halts an ambulance nr. Nablus, taking a relative of the patient into custody; fires tear gas at PRCS property, ambulances, paramedics in Nablus, Tulkarm. Palestinians fire 2 mortars, a rocket fr. Gaza into Israel, damaging 1 home, causing no injuries; the IDF believes the rocket was a new, larger Qassam-3, with a range of up to 12 km. Palestinian gunmen fire at a Jewish settler vehicle nr. Tulkarm, injuring 1 settler. A Palestinian dies of injuries received on 9/10. An Israeli court indicts 4 East Jerusalem Palestinians for murder for their alleged role in the 7/31/02 Hebrew University bombing. A Palestinian indicted in civilian court on terrorism charges on 7/30 is convicted, sentenced to 22 yrs. In a speech to the opening session of the UN General Assembly (UNGA) a day after the 1st anniversary of the al-Qa`ida attacks on the U.S., Bush warns the UN to take action quickly to force Iraq to "unconditionally accept" inspection, disarmament of its chemical and biological weapons and nuclear research facilities, intimating that the U.S. will take action unilaterally if the UN does not. Bush also reiterates his support for the creation of "an independent and democratic Palestine living side by side with Israel in peace and security," adding that "Palestinians deserve a government that serves their interests and listens to their voices." The American Jewish Comm., Israel 21c (a Silicon Valley+n based group supported by executives of high-tech companies) launch an ad campaign to run on cable TV news stations in 100 U.S. cities promoting Israel's side in its conflict with the Palestinians, portraying Israel as the only democratic country and country sharing American values in the Middle East. IDF continues operations in Ramallah, conducting house-to-house searches, arresting 27 Palestinians, occupying a PSF post and detaining 30 PSF officers, surrounding hospitals and PRCS offices, firing on 2 ambulances. The IDF also continues arrest raids in Hebron, sends troops in and out of Tulkarm repeatedly during the day. A mysterious predawn explosion at the home of a senior PA military intelligence official in Jabaliya injures 40 Palestinians; an ill Palestinian dies at a checkpoint nr. Sharon meets with Bush at the White House. Afterward, Bush says that the time is not yet ripe to begin working toward a final status agmt.; PA must first make reforms. The YESHA settlers council launches a PR campaign to "stress the morality and justice of the Jews' right to the Land of Israel"; says it recently hired a company to handle overseas PR, organized a delegation to meet with U.S. congressmen and investors, held a seminar for settlement spokesman, published a brochure for settlers on how to deal with the media. The IDF kills 8 Palestinians in clashes (including 6 PSF officers in Salfit, 2 Palestinians nr. Qarni crossing); conducts arrest sweeps in Asira Shamaliyya, Dura, Hebron, Nablus, Salfit, Tal, arresting at least 50 Palestinians; demolishes 3 Palestinian homes in Salfit, 36 in Khan Yunis (leaving over 350 people homeless); occupies 3 homes in Salfit, 1 home in Khan Yunis as military posts; sends tanks, bulldozers into Tamun in the West Bank. In retaliation for mortar fire, Israeli F-16s drop bombs on a Force 17 complex, a PSF office in Gaza City, injuring 7 Palestinians. Eyewitnesses in Salfit say at least 2 of the PSF officers killed were disarmed by IDF soldiers, told to lie on the ground, then were fatally shoot by soldiers. Palestinians in and around Ramallah, al-Bireh say they are suffering shortages of medicine, basic foods due to the ongoing IDF encirclement of the area. The mayor of the Jewish town of Upper Nazareth announces plans to enlarge its jurisdiction by 3,700 dunams for construction of new neighborhoods, shopping centers. The 3,700 dunams will come fr. land expropriated in 1976 fr. the Arab town of `Ayn Mahil. Last wk., Upper Nazareth authorities bulldozed 2,000 old growth olive trees on confiscated `Ayn Mahil land for a new Jewish neighborhood that will be linked to Upper Nazareth. Under extreme pressure fr. the U.S., Israel agrees to pull tanks, troops out of and away fr. PA-controlled areas (including Jinin), halt assassinations. Arafat orders the PSF to use "maximum self-restraint," hold their fire even if attacked; threatens opposition groups with harsh reprisals if they stage any attacks inside Israel. Sharon still demands 48 hrs. of complete quiet before he will authorize Peres-Arafat talks. Israeli-Palestinian clashes taper of dramatically, but incidents are still reported. The IDF fatally shoots 1 Palestinian nr. Nablus; demolishes equipment, buildings in the Gaza port; fires on 6 Palestinian schools in Hebron, injuring 11 students, parents. Following a mtg. on the peace process with Egyptian pres. Husni Mubarak in Alexandria, PA head Yasir Arafat calls on the U.S. to step in and help break the PA's impasse with Israel over the Wye implementation timetable. Norwegian FM Knut Vollebaek arrives in Israel on the 1st leg of a Middle East tour to discuss the peace process, aid issues. He meets with PM Barak and FM David Levy, who give him a message to deliver to Syrian pres. Asad, urging him to restart negotiations. (MA 8/23 in WNC 8/24)

In Cairo, PA head Yasir Arafat opens talks with Democratic Front for the Liberation of Palestine (DFLP) leader Nayif Hawatimah on uniting Palestinian factions ahead of Israeli-PA final status talks.
